Abstract

Purpose

Public-private partnerships (PPPs) have become integral in delivering public services and infrastructure, particularly in the context of megaprojects. This paper focuses on the interplay between stakeholder management, challenges, critical success factors (CSFs), and the overall success of PPP-arranged civil infrastructure megaprojects.

Design/methodology/approach

Using the PRISMA methodology, we comprehensively analyze challenges and critical success factors (CSFs) influencing stakeholder engagement within PPP megaprojects. A focused search equation identified 595 papers, which were distilled down to 34 relevant papers and case studies. Qualitative analysis of these papers revealed 48 CSFs categorized into 11 challenges from a stakeholder management perspective, which were further delineated across public, private, and combined sectors, and then mapped along the PPP megaproject lifecycle.

Findings

Informed by a diverse amalgam of civil and project management literature, this research reveals the intricate dynamics of PPP megaprojects across the globe that emphasize the critical nature of stakeholder engagement, analysis, and management practices. Key findings highlighted conflicting interests between public and private stakeholders, manifesting in challenges like project performance versus profitability. The literature emphasized instances where neglect of local community culture led to adverse social outcomes. A universal conclusion underscored the context-specific nature of challenges and CSFs, stressing the need for a holistic understanding of stakeholders and project dynamics.

Research limitations/implications

The paper acknowledges that it focused on 34 selected papers out of 595 identified. This sample focuses on civil engineering megaprojects which may not fully represent the breadth of research in the field, potentially missing out on valuable insights from excluded studies.

Practical implications

We believe that the compiled list of CSFs, organized according to stakeholder relationships and the project lifecycle, serves as a potent tool for managers and planners. By enabling the identification of complexity from diverse perspectives, this research allows elucidating the challenges faced by the management team in PPP megaproject.

Social implications

This research identifies several social outcomes related to PPP megaprojects. Critical Success Factors identified as such should allow the project managers to maximize benefits for society and minimize risk and negative externalities.

Originality/value

This study contributes valuable insights for policies and practices by systematically describing challenges and related CSFs throughout the PPP megaproject lifecycle. Additionally, it addresses the nuanced aspects of internal and external stakeholder management, thereby contributing to the overall understanding and best practices required to confront complex megaprojects involving a wide range of stakeholder groups.

Abstract

Purpose

Earned value management systems (EVMS), also called integrated project and program management systems, have been greatly examined in the literature, which has typically focused on their technical aspects rather than social. This study aims to hypothesize that improving both the technical maturity of EVMS and the social environment elements of EVMS applications together will significantly impact project performance outcomes. For the first time, empirical evidence supports a strong relationship between EVMS maturity and environment.

Design/methodology/approach

Data was collected from 35 projects through four workshops, attended by 31 industry practitioners with an average of 19 years of EVMS experience. These experts, representing 23 organizations, provided over 2,800 data points on sociotechnical integration and performance outcomes, covering projects totaling $21.8 billion. Statistical analyses were performed to derive findings on the impact of technical maturity and social environment on project success.

Findings

The results show statistically significant differences in cost growth, compliance, meeting project objectives and business drivers and customer satisfaction, between projects with high EVMS maturity and environment and projects with poor EVMS maturity and environment. Moreover, the technical and social dimensions were found to be significantly correlated.

Originality/value

Key contributions include a novel and tested performance-driven framework to support integrated project management using EVMS. The adoption of this detailed assessment framework by government and industry is driving a paradigm shift in project management of some of the largest and most complex projects in the U.S.; specifically transitioning from a project assessment based upon a binary approach for EVMS technical maturity (i.e. compliant/noncompliant to standards) to a wide-ranging scale (i.e. 0–1,000) across two dimensions.

Abstract

Purpose

The purpose of this study is to examine the influence of stakeholder integration and project complexity on information technology (IT) projects in Kenya. The following research question guided our inquiry: what is the influence of project complexity and stakeholder integration on the performance of IT projects in Kenya?

Design/methodology/approach

To advance the current understanding of the effect of stakeholder integration and project complexity on IT projects, multiple regressions were used to predict how project complexity and stakeholder integration influence project performance. Both government-funded and privately funded IT projects from a developing country were examined.

Findings

The study found that any project’s complexity and stakeholder integration levels offer a distinctive contribution to its success. Theoretically, the study contributes to linkages between stakeholder integration and project complexity concerning IT project performance. Through the adoption of actionable research and theoretical elaboration, we have shown that the successful execution of IT projects is driven by the successful integration of stakeholders and monitoring the level of complexity at each phase of the project.

Originality/value

The findings of this study add to the burgeoning literature on the performance of IT projects and come with several managerial implications as well. It brings to the fore the concept of stakeholder integration as an essential element of project success. The findings suggest that the inclusion of stakeholder integration into corporate decisions, strategies and policies can be an asset to the production of sustainable competitive advantages needed during the implementation of IT projects in government entities and organisations. As shown in this study, all the above require a collaborative platform allowing for data sharing among diverse stakeholders to ameliorate distrust or lack of information.

Abstract

Purpose

This study aims to present a state-of-the-art review of building information modelling (BIM) in the Swedish construction practice with a focus on wood construction. It focuses on examining the extent, maturity and actual practices of BIM in the Swedish wood construction industry, by analysing practitioners’ perspectives on the current state of BIM and its perceived benefits.

Design/methodology/approach

A qualitative approach was selected, given the study’s exploratory character. Initially, an extensive review was undertaken to examine the current state of BIM utilisation and its associated advantages within the construction industry. Subsequently, empirical data were acquired through semi-structured interviews featuring open-ended questions, aimed at comprehensively assessing the prevailing extent of BIM integration within the Swedish wood construction sector.

Findings

The research concluded that the wood construction industry in Sweden is shifting towards BIM on different levels, where in some cases, the level of implementation is still modest. It should be emphasised that the wood construction industry in Sweden is not realising the full potential of BIM. The industry is still using a combination of BIM and traditional methods, thus, limiting the benefits that full BIM implementation could offer the industry.

Originality/value

This study provided empirical evidence on the current perceptions and state of practice of the Swedish wood construction industry regarding BIM maturity.

Abstract

Purpose

Recent research advocates that there are plenty of opportunities for key players in the offsite construction (OSC) sector to harness the full potential of advanced project management techniques. While previous research mainly focuses on transformations related to digital and advanced technologies driven by industry 4.0 principles, a research gap still exists on the intersection of project management capabilities and OSC. This study attempts to bridge this gap by capturing the homogeneity of different capabilities and integrating them into an overarching framework.

Design/methodology/approach

A scientometric analysis is conducted to provide an overview of the co-occurrence network of keywords in the representative studies. A systematic literature review (SLR) of articles published between 2010 and 2022, followed by a subsequent full-text examination of 63 selected articles, revealed 34 interrelated capabilities to be categorised under three exhaustive planning-oriented, design-oriented and delivery-oriented groups.

Findings

This review revealed an upward trend of publication on project management capabilities for OSC with a specific interest in optimisation of resources allocated to offsite operations. The top five capabilities discussed more frequently in the literature include (1) artificial intelligence for design error detection, (2) enhanced resource productivity, (3) cost saving in offsite production, (4) real-time traceability of modules and (5) applying lean agile production principles to OSC, which imply the critical role of quality, cost saving, traceability and agility in OSC.

Originality/value

This study elicits core capabilities and develops a new offsite project management framework for the first time. The authors provide directions for researchers and practitioners to apply capabilities for obtaining better outcomes and higher value out of offsite operations.

Abstract

Purpose

Unlocking the potential of Big Data Analytics (BDA) has proven to be a transformative factor for the Architecture, Engineering and Construction (AEC) industry. This has prompted researchers to focus attention on BDA in the AEC industry (BDA-in-AECI) in recent years, leading to a proliferation of relevant research. However, an in-depth exploration of the literature on BDA-in-AECI remains scarce. As a result, this study seeks to systematically explore the state-of-the-art review on BDA-in-AECI and identify research trends and gaps in knowledge to guide future research.

Design/methodology/approach

This state-of-the-art review was conducted using a mixed-method systematic review. Relevant publications were retrieved from Scopus and then subjected to inclusion and exclusion criteria. A quantitative bibliometric analysis was conducted using VOSviewer software and Gephi to reveal the status quo of research in the domain. A further qualitative analysis was performed on carefully screened articles. Based on this mixed-method systematic review, knowledge gaps were identified and future research agendas of BDA-in-AECI were proposed.

Findings

The results show that BDA has been adopted to support AEC decision-making, safety and risk assessment, structural health monitoring, damage detection, waste management, project management and facilities management. BDA also plays a major role in achieving construction 4.0 and Industry 4.0. The study further revealed that data mining, cloud computing, predictive analytics, machine learning and artificial intelligence methods, such as deep learning, natural language processing and computer vision, are the key methods used for BDA-in-AECI. Moreover, several data acquisition platforms and technologies were identified, including building information modeling, Internet of Things (IoT), social networking and blockchain. Further studies are needed to examine the synergies between BDA and AI, BDA and Digital twin and BDA and blockchain in the AEC industry.

Originality/value

The study contributes to the BDA-in-AECI body of knowledge by providing a comprehensive scope of understanding and revealing areas for future research directions beneficial to the stakeholders in the AEC industry.

Purpose

The purpose of this study is to address a critical gap in enterprise resource planning (ERP) implementation process for small and medium-sized enterprises (SMEs) by acknowledging and countering cognitive biases through a cognitive bias awareness matrix model. Cognitive biases such as temporal discounting and optimism bias often skew decision-making, leading SMEs to prioritize short-term benefits over long-term sustainability or underestimate the challenges involved in ERP implementation. These biases can result in costly missteps, underutilizing ERP systems and project failure. This study enhances decision-making processes in ERP adoption by introducing a matrix that allows SMEs to self-assess their level of awareness and proactivity when addressing cognitive biases in decision-making.

Design/methodology/approach

The design and methodology of this research involves a structured approach using the problem-intervention-comparison-outcome-context (PICOC) framework to systematically explore the influence of cognitive biases on ERP decision-making in SMEs. The study integrates a comprehensive literature review, empirical data analysis and case studies to develop the Cognitive Bias Awareness Matrix. This matrix enables SMEs to self-assess their susceptibility to biases like temporal discounting and optimism bias, promoting proactive strategies for more informed ERP decision-making. The approach is designed to enhance SMEs’ awareness and management of cognitive biases, aiming to improve ERP implementation success rates and operational efficiency.

Findings

The findings underscore the profound impact of cognitive biases and information asymmetry on ERP system selection and implementation in SMEs. Temporal discounting often leads decision-makers to favor immediate cost-saving solutions, potentially resulting in higher long-term expenses due to the lack of scalability. Optimism bias tends to cause underestimating risks and overestimating benefits, leading to insufficient planning and resource allocation. Furthermore, information asymmetry between ERP vendors and SME decision-makers exacerbates these biases, steering choices toward options that may not fully align with the SME’s long-term interests.

Research limitations/implications

The study’s primary limitation is its concentrated focus on temporal discounting and optimism bias, potentially overlooking other cognitive biases that could impact ERP decision-making in SMEs. The PICOC framework, while structuring the research effectively, may restrict the exploration of broader organizational and technological factors influencing ERP success. Future research should expand the range of cognitive biases and explore additional variables within the ERP implementation process. Incorporating a broader array of behavioral economic principles and conducting longitudinal studies could provide a more comprehensive understanding of the challenges and dynamics in ERP adoption and utilization in SMEs.

Practical implications

The practical implications of this study are significant for SMEs implementing ERP systems. By adopting the Cognitive Bias Awareness Matrix, SMEs can identify and mitigate cognitive biases like temporal discounting and optimism bias, leading to more rational and effective decision-making. This tool enables SMEs to shift focus from short-term gains to long-term strategic benefits, improving ERP system selection, implementation and utilization. Regular use of the matrix can help prevent costly implementation errors and enhance operational efficiency. Additionally, training programs designed around the matrix can equip SME personnel with the skills to recognize and address biases, fostering a culture of informed decision-making.

Social implications

The study underscores significant social implications by enhancing decision-making within SMEs through cognitive bias awareness. By mitigating biases like temporal discounting and optimism bias, SMEs can make more socially responsible decisions, aligning their business practices with long-term sustainability and ethical standards. This shift improves operational outcomes and promotes a culture of accountability and transparency. The widespread adoption of the Cognitive Bias Awareness Matrix can lead to a more ethical business environment, where decisions are made with a deeper understanding of their long-term impacts on employees, customers and the broader community, fostering trust and sustainability in the business ecosystem.

Originality/value

This research introduces the original concept of the Cognitive Bias Awareness Matrix, a novel tool designed specifically for SMEs to evaluate and mitigate cognitive biases in ERP decision-making. This matrix fills a critical gap in the existing literature by providing a structured, actionable framework that effectively empowers SMEs to recognize and address biases such as temporal discounting and optimism bias. Its practical application promises to enhance decision-making processes and increase the success rates of ERP implementations. This contribution is valuable to behavioral economics and information systems, offering a unique approach to integrating cognitive insights into business technology strategies.

Abstract

Purpose

The relationships between transformational leadership (TL), organizational climate (OC) and project performance have been investigated by previous studies, but no review of existing studies has systematically analyzed the effects of TL and OC on project performance in the industrial revolution (IR) 5.0 era. Therefore, this study aims to conduct a systematic literature review on the effects of TL and OC on project performance in IR 5.0, and to identify mainstream research topics, research gaps and future research directions.

Design/methodology/approach

To do this, a total of 53 included journal articles were obtained after initially retrieving 648 documents from the Scopus database by following the Preferred Reporting Items for Systematic Reviews and Meta-Analyses guidelines. It consists of four main steps, namely, identification of documents, screening, eligibility and included articles. In addition, science mapping analyses were conducted for keyword co-occurrence and document analyses, which aided in identifying the mainstream research topics, research gaps and future research directions.

Findings

The results report the annual publication trends, keywords and document analyses. Furthermore, a detailed qualitative discussion highlighted four mainstream research topics including TL in project management; the relationship between TL, OC and innovation; safety climate; and OC in project management. Moreover, this review study identified four research gaps and future research directions aligned with the mainstream research topics. They include: longitudinal investigations and multinational corporation surveys in TL; scope and longitudinal data in innovation; mono-method bias and universality of safety climate; and more comprehensive analyses of OC.

Originality/value

This review study would contribute to not only advancing the effects of TL and OC on project performance in IR 5.0, but also enabling project managers to understand TL or OC issues to improve project performance.

Purpose

The performance of large-scale projects is often challenged due to major environmental changes that occur during their life. However, literature has paid little attention to the governance adaptations required to respond effectively to these changes. This paper aims to study changes in the project environment over time, the corresponding governance adaptations and their impact on project performance.

Design/methodology/approach

To ensure triangulation between two sources of evidence, we used both primary and secondary data sources and examined 14 projects through 2 studies, the first focused on seven documented, illustrative case projects and the second on interviews with senior and project managers involved in seven additional projects.

Findings

We found the key environmental changes that should trigger appropriate governance adaptations to be market evolutions, technological advancements and sociopolitical events. However, we also found that these necessary governance adaptations are not commonly implemented timely, sufficiently or effectively.

Originality/value

The paper distills the dynamics of large-scale projects in achieving project effectiveness and raises theoretical propositions on the combination of environmental changes and deficient governance adaptations that, over time, turns efficient projects into ineffective projects and discusses implications for theory and practice.

Abstract

Purpose

This research investigates the capabilities of Cloud-based Building Information Modelling (CBIM) in managing quality asset information, drawing upon software engineers' perspectives. Compelling statistics highlight the relationship between building information and environmental sustainability. However, despite the growing utilisation of CBIM in the Architecture, Engineering and Construction (AEC) industry, a significant knowledge gap remains concerning its effectiveness in maintaining quality asset information.

Design/methodology/approach

This study employed an exploratory qualitative approach, utilising semi-structured interviews with thirteen software engineers actively developing technological solutions for the AEC industry. Following thematic analysis, the findings are categorised into four dimensions: strengths, weaknesses, opportunities and technological limitations. Subsequently, these findings are analysed in relation to previously identified information quality problems.

Findings

This research reveals that while CBIM improves project coordination and information accessibility, its effectiveness is challenged by the need for manual updates, vulnerability to human errors and dependency on network services. Technological limitations, notably the absence of automated updates for as-built drawings and the risk of data loss during file conversions in the design phase, coupled with its reduced capability to validate context-specific information from the user's viewpoint, emphasise the urgent need for managerial strategies to maximise CBIM's capabilities in addressing information quality problems.

Originality/value

This study augments the understanding of CBIM, highlighting the managerial implications of a robust information management process to safeguard information integrity. This approach fosters sustainable practices anchored in reliable information essential for achieving desired outcomes. The findings also have broader managerial implications, especially for sectors that employ CBIM as an instrumental tool.
