Abstract

Purpose

Since 2018, Australian paramedics have been regulated under the National Registration and Accreditation Scheme (NRAS) for health practitioners. Established professions have been regulated in Australia for some time, so there is limited knowledge of their entry to regulation. However, as paramedicine has not been previously centrally regulated, this provides a unique case study to explore the transition to regulated practice.

Design/methodology/approach

Australian paramedics undertook two surveys: pre- and post-introduction of registration. The first survey was in the month leading up to the commencement of registration (N = 419), and the second survey took place 31 months after registration (N = 407). This paper presents the results of statistical analyses of the post-registration survey including comparisons to the pre-registration survey.

Findings

Although support for regulation has increased over time, there remains strong dissent consistent with 2018 levels. After 31 months of regulation, respondents reported increasing knowledge of the scheme and greater ease of navigation. The impacts of regulation are more nuanced and less polarised than in the first survey. Identity is again canvassed, and results suggest a shift from employment status and qualifications as key elements of identity to a community of practice and registration.

Originality/value

Paramedics' experiences and understanding of the rationale for registration are developing. Further support is needed to assist with the emerging professional identity and behaviours. Regulation is one of many occupational factors influencing professional identity and professionalism. Exploring the experience of regulation potentially assists regulators in better supporting practitioners and helps better understand professional evolution.

Abstract

Purpose

Paramedics became nationally registered in 2018 in Australia. Prior to this, there was no central regulation of the profession with reliance on organisational regulation through employers. As paramedics expanded their scope, role and range of employers, especially outside statutory agencies, there was increasing need to engage in professional regulation. Regulation is more than a legal and bureaucratic framework. The purpose of the paper states that the way paramedics interact with their new regulatory environment impacts and is influenced by the professionalisation of the discipline. Regulation also redefines their positionality within the profession.

Design/methodology/approach

Two mixed-method surveys were undertaken. A pre-registration survey occurred in the month prior to regulation commencing (N = 419) followed by the second survey 31 months later (N = 407). This paper reports the analysis of qualitative data from the post-registration survey and provides comparison to the pre-registration survey which has been previously reported. Analysis was undertaken using interpretive phenomenological analysis (IPA).

Findings

Themes from the pre-registration survey continued however became more nuanced. Participants broadly supported registration and saw it as empowering to the profession. Some supported registration but were disappointed by its outcome, others rejected registration and saw it as divisive and oppressive.

Originality/value

Paramedics are beginning to come to terms with increasing professionalisation, of which regulation is one component. Changes can be seen in professional identity and engagement with professional practice; however, this is nascent and is deserving of additional research to track the profession as it continues to evolve.

Abstract

Purpose

The purpose of this paper is to present the findings of a research on collaborative personal knowledge registration (PKR). It seeks to explain the interrelationship between records professionals and human resource (HR) and training professionals, as well as the views of management and quality managers on collaborative PKR. It aims to raise awareness of records professionals as specialists in information management, including personal knowledge.

Design/methodology/approach

Qualitative methodology was used to conduct the research. It was a multiple-case study, covering 12 organizations in Iceland. In these organizations, 32 professionals were interviewed. The research sought to understand how PKR was being facilitated, as well as how personal knowledge was made accessible and usable for employees.

Findings

The organizations had not been as successful as anticipated in PKR. The role and responsibility of records professionals was limited in the PKR process. Different professionals seemed unaware of the possible synergy effect of collaborative PKR.

Originality/value

There is a lack of studies that explore the juxtaposition and collaboration of records professionals and HR and training professionals in organizations. The aim of this research was to bridge this gap. Its originality lies in how it approaches diverse professions and their collaborative PKR effort. This research provides a valuable practical and theoretical contribution to a rapidly growing interdisciplinary field of information and records management. It can lay the foundation for further research into the field.

Abstract

Purpose

The role of higher education institutions in enhancing capability development of the healthcare professionals workforce has resulted in work-based learning becoming an essential component of awards linked to professional registration. The purpose of this paper is to explore how key stakeholders (academics, workplace tutors and students) on a programme leading to registration as a Biomedical Scientist (BMS) position themselves in their role and the subsequent impact of this upon delivery of pre-registration training and the development of professional capability.

Design/methodology/approach

Constructivist grounded theory methodology and a mixed-methods approach were drawn upon for the study.

Findings

Findings expose the challenges of a positivist focus and assumptions around workplace learning and professional development presenting a barrier to developing professional capability. In addressing this barrier, two strategies of “doing the portfolio” and “gaining BMS currency” are adopted. The registration portfolio has become an objective reductionist measure of learning, reflecting the positivist typology of practice in this profession.

Practical implications

To ensure that students are supported to develop not only technical skills but also professional capability there is a need for a paradigm shift from a positivist episteme to one that embraces both the positivist and socio-cultural paradigms, viewing them as complimentary and parallel.

Originality/value

The study provides a novel insight into how stakeholders interact with the pressures of internal and external influences and the impact this has upon behaviours and strategies adopted. The theoretical understanding proposed has a range of implications for practice and for the development of practitioner capability through pre-registration training and beyond.

Purpose

Uniquely among the built-environment professions in the country, professional valuers in South Africa until recently did not require to have a university degree. The vast majority of professional valuers therefore, especially at senior levels, hold the national diploma as the highest academic qualification. There is evidence to suggest that many regard this state of affairs as unsatisfactory. Given the foregoing, the purpose of this paper is to answer two interrelated questions, first, whether South African trained and educated valuers were “competent” and met industry standards, and, second, whether the South African valuation curriculum met international norms.

Design/methodology/approach

Empirical data for the study were obtained by way of a survey of valuers registered on the South African Council of the Property Valuers Profession (SACPVP) database and a case study of the University of Cape Town’s valuation curriculum. The survey involved the mailing of an online questionnaire, using the “Survey Monkey platform”, to 2,062 individuals, representing the total population of valuers registered with the SACPVP, across all registration categories. A total of 324 individuals, or 15.7 per cent of the target population, responded to the survey.

Findings

Results from the study on the first question showed that it was professional status and length of experience, rather than academic qualifications, which correlated with competence. In addition, the results suggest that there are grounds for concern regarding proficiency in at least some of the valuation methods across the board. Further, the study revealed significant levels of dissatisfaction amongst employers with the general competence of valuers under their supervision. On the second question, the study concludes that the South African valuation curriculum did not meet international norms in terms of certain criteria.

Practical implications

The paper recommends a review of the South African valuation curriculum; to allow for a differentiation between the different academic levels, to facilitate a more conceptual approach at the higher levels, and to close the identified gaps in knowledge and skill-sets arising from both a deficient curriculum and a changing industry landscape.

Originality/value

At a time when attempts are being made to improve standards in the South African valuation profession, the study makes a critical contribution, by identifying areas where the national curriculum is deficient, both in terms of industry requirements and relative to international norms.

Abstract

Purpose

The purpose of this paper is to ascertain primary care advanced clinical practitioners’ (ACP) perceptions and experiences of what factors influence the development and identity of ACP roles, and how development of ACP roles that align with Health Education England’s capability framework for advanced clinical practice can be facilitated in primary care.

Design/methodology/approach

The study was located in the North of England. A qualitative approach was used in which 22 staff working in primary care who perceived themselves to be working as ACPs were interviewed. Data analysis was guided by Braun and Clarke’s (2006) six phase method.

Findings

Five themes emerged from the data – the need for: a standardised role definition and inclusive localised registration; access to/availability of quality accredited educational programmes relevant to primary care and professional development opportunities at the appropriate level; access to/availability of support and supervision for ACPs and trainee ACPs; a supportive organisational infrastructure and culture; and a clear career pathway.

Originality/value

Findings have led to the generation of the Whole System Workforce Framework of INfluencing FACTors (IN FACT), which lays out the issues that need to be addressed if ACP capability is to be maximised in primary care. This paper offers suggestions about how IN FACT can be addressed.

Purpose

The purpose of this study is to provide a global snapshot of the current state of knowledge regarding attrition rates of women architects. The intended audience includes all the stakeholders of the profession, as well as those interested in professional attrition studies, with the aim to contribute to a social debate, which places increasing value on diversity, equal representation and retention in this field.

Design/methodology/approach

This paper has utilized the structured analytical technique of a systematic review of the scholarship involving scholarship published over two decades between the years 2000 and 2020. Having selected research on this topic following a series of exclusionary and inclusionary criteria for relevancy and accuracy, this select research has been categorically and thoroughly analyzed using this technique.

Findings

This literature review identifies four main recurring themes among the literature, which address this research question, including: (1). cross-national differences and similarities; (2) demotivating factors leading to attrition; (3) graduate/architect terminology, which blurs the distinction between participants in architecture; and (4) implications of female architects as represented in professional publications and the “reward system.” Consequently, this literature review finds that to date no singular cause can be pinpointed as the sole cause of women's attrition, but rather a series of complex and intertwining factors, some of them specific to the profession.

Originality/value

This paper suggests areas for further study into the reduction of attrition rates of registered women in this discipline, with an emphasis that further research may expand to focus rather on positive aspects of the profession resulting in areas of retention, which has been of little focus in current research. Additionally, these findings make suggestions toward a series of recommendations that may assist in framing the industry toward more positive and equitable career and industry trajectories.

Abstract

Purpose

This paper aims to analyse the differing views on and needs of librarians and their managers for continuing professional development (CPD).

Design/methodology/approach

This article draws on the findings of a survey conducted by the authors in 2005. The survey was an assessment of the CPD needs of New Zealand's librarians and library assistants.

Findings

There is a significant gap between the CPD that individuals want, and that which their managers think they should have. Organisations overall need a greater strategic focus on CPD to ensure that budgets are spent well, staff are appropriately skilled, and the impact of CPD on both individuals and the organisation is tangible. Individuals need to take more responsibility for ensuring their needs are met.

Originality/value

Highlights a dual focus on CPD across the profession, in the light of the decision by the Library and Information Association of New Zealand Aotearoa to adopt professional registration.

Abstract

Purpose

The paper comments on the future of professional associations for librarianship and information management as it applies in the New Zealand context.

Design/methodology/approach

The paper provides a concise overview of the history and activities of LIANZA and relates these to the Association's current direction.

Findings

In 2003 LIANZA reviewed its strategic direction in response to static growth in membership. Subsequent decisions and actions have resulted in growth and a positive outlook for 2010 when the Association will celebrate its centenary.

Practical implications

Falling membership and a reduction in number of associations indicates that interest in professional associations is waning. This article discusses recent efforts made by LIANZA to reverse this trend and reinvent itself for relevance in the twenty‐first century.

Originality/value

This article is a case study by the current LIANZA president, reflecting on changes implemented by the Association since he joined the LIANZA National Council.
