Abstract

Purpose

The purpose of this study is to explore the discrepancies between the services provided by municipalities through e-Government portals and the services sought by residents in the context of smart cities.

Design/methodology/approach

This research investigates the information and services delivered by municipalities via e-Government portals and the services that residents wish to access through these portals. A mind map representation of ideas from 707 participants is used to visually illustrate the proposed e-Government portal structure based on user recommendations.

Findings

The findings reveal that existing e-Government portals fall short in offering a comprehensive range of e-services desired by residents. The results highlight the need for municipal e-Government websites to grant residents access to a diverse array of services and information. It is crucial to note that the specific services may fluctuate over time and between cities, reflecting the evolving needs of residents and the capabilities of municipalities.

Originality/value

This study is original in its focus on bridging the gap between existing e-Government portals and residents’ preferences, using a mind map representation to visually illustrate the proposed portal structure based on user recommendations. The research emphasizes the importance of considering residents’ needs in terms of services and functionalities and adapting websites accordingly.

Abstract

Purpose

This study aims to examine the factors that influence end users’ intention to adopt open government data (OGD) portals, envisioning this relationship through a path causal model.

Design/methodology/approach

The study surveyed 696 Qataris and 730 white-collar expatriates using a questionnaire. The Kaiser–Meyer–Olkin measure of sample adequacy and Bartlett’s test of sphericity were used to determine the questionnaire’s construct validity.

Findings

The multiple regression analysis revealed that previous experience in using OGD portals, perceived usefulness and ease of use of OGD portals, marital status, age and attitude toward using OGD portals significantly predicted the intention to adopt OGD portals. Moreover, age and marital status significantly affected the intention to adopt OGD portals. The outcomes of the path causal model show that the direct effects of each explanatory variable are enhanced by the effects of the other independent variables in the causal model.

Practical implications

The study pioneers the application of the Technology Acceptance Model (TAM) to analyze motivating factors for Qatari residents to adopt OGD portals. Using this framework can help policymakers build strategies to boost the use of OGD portals in Qatar.

Originality/value

To the best of the authors’ knowledge, the TAM has never been examined in the Qatari setting to analyze the adoption of OGD portals. The present study fills knowledge gaps about and offers a clearer understanding of the elements influencing the adoption of OGD portals.

Abstract

Purpose

This study aims to investigate the working way of the e-Pulse portal in Türkiye as a sample of a next-generation digital tool for health data management. Accordingly, this study focuses on explaining the structure and key services of the e-Pulse portal in the context of health data management.

Design/methodology/approach

This study is a technical paper that will explain how the e-Pulse portal works in Türkiye. Accordingly, the data are based on secondary sources and mostly the official website of the e-Pulse portal. As a sample case, this study investigates the e-Pulse portal from Türkiye. The data are categorized by tables, and some key factors are classified based on review results.

Findings

As a result of the review of the e-Pulse portal's sample account, it is seen that the e-Pulse portal provides comprehensive data for personal health data for both individuals and healthcare professionals. By permitting healthcare professionals, users or patients can share their personal health data on specific dates and numbers whenever they need and want. When sharing recorded personal health data, citizens or patients can get more efficient healthcare service on the time.

Research limitations/implications

By giving descriptive evidence and review through the e-Pulse portal, countries with high-populated can see the key e-services and elements to manage health data through digital tools. On the other side, this study has some limitations. This study investigated the e-Pulse portal and its e-services for Türkiye and gave some findings mostly based on subjective deduction. Another digital portal can give different findings for the literature.

Practical implications

Based on the e-Pulse portal case, it is determined that by creating a digital portal with recorded personal up-to-date health data, healthcare services can be ensured more efficiently among high-populated countries in the long term. While population growth and pandemic possibilities such as COVID-19 increase throughout the world, serving more patients with these portals will increase efficiency and service quality, provided that patient information is well protected.

Originality/value

This study reveals key e-services and segments to provide personal health data management by a next-generation digital tool based on the e-Pulse portal. The main contribution of this study is expected to guide other countries when adapting next-generation technology or systems to manage health data in the future.

Abstract

Purpose

The rising volume of open government data (OGD) contrasts with the limited acceptance and utilization of OGD among citizens. This study investigates the reasons for citizens’ not using available OGD by comparing citizens’ attitudes towards OGD with the development of OGD portals. The comparison includes four OGD utilization processes derived from the literature, namely OGD awareness, needs, access and consumption.

Design/methodology/approach

A case study in China has been carried out. A sociological questionnaire was designed to collect data from Chinese citizens (demand), and personal visits were carried out to collect data from OGD portals (supply).

Findings

Results show that Chinese citizens have low awareness of OGD and OGD portals. Significant differences were recognized between citizens’ expectations and OGD portals development in OGD categories and features, data access services and support functions. Correlations were found between citizens’ OGD awareness, needs, access and consumption.

Originality/value

By linking the supply of OGD from the governments with each process of citizens’ OGD utilization, this paper proposes a framework for citizens’ OGD utilization lifecycle and provides a new tool to investigate reasons for citizens’ not making use of OGD.

Purpose

The impact of innovative web portals on users, from access to application, is gaining interest as the global call for increased data availability gains momentum. This study reports on the perceptions of portal end users about usage and access to digital data across a range of fields of practice.

Design/methodology/approach

Data were collected and analysed from interviews (n = 132) and email feedback (n = 235) from end users of interoperable spatial knowledge web portals.

Findings

Data reveal that users attribute importance to ease of access and applicability, and to confidence and trust in data. The acquisition of data assists with reducing knowledge silos, facilitates knowledge sharing and decision-making. Digital data portals enable the building of stronger collaborations between different groups of individuals and communities leading to improved outcomes and more positive developments across varied discipline and practice areas.

Practical implications

Recommendations for developing online portals to optimise knowledge transfer and associated benefits, for users, are offered.

Originality/value

By collecting extensive qualitative data drawn from the experiences of end users of digital data portals, this paper provides new insights, thereby addressing a knowledge gap in the published literature about the use of technology uptake and the application of online data for practice and industry benefit.

Abstract

Purpose

The study seeks to investigate the quality of metadata associated with the open government data (OGD) portals of the six Gulf Cooperation Council (GCC) constituents – Bahrain (BH), Kuwait (KW), Oman (OM), Qatar (QA), Kingdom of Saudi Arabia (KSA) and United Arab Emirates (UAE).

Design/methodology/approach

A quantitative framework, supported by extant literature, is adopted to assess the metadata quality of the six OGD portals of the GCC constituents.

Findings

Among the six GCC countries, QA has the most advanced OGD metadata quality followed by KSA, UAE, OM, BH and KW. Furthermore, the OGD metadata quality (MQ) of UAE and OM stand at the same pedestal whereas BH and KW OGD portals are lagging behind.

Originality/value

While the OGD quality has been investigated in extant literature, the MQ of the OGD portals for the GCC countries has not been investigated so far – the present study seeks to plug this gap.

Abstract

Purpose

To address the key problem of lack of use in the advancement of open government data (OGD) portals from the aspect of good usability, which is an essential prerequisite to the acceptance and usage of a portal, this paper aims to develop a usability framework including design principles and criteria for OGD portals and to discover problems in the present usability design.

Design/methodology/approach

This study builds the usability framework by extending usability principles for general websites to address the specific needs of OGD portals. Criteria for each principle are developed accordingly based on the literature. A comparative heuristic evaluation involving five expert evaluators and 13 Chinese province-level OGD portals has been carried out to test the capability of the usability framework.

Findings

A usability framework with 24 principles and 63 criteria has been built. The heuristic evaluation shows OGD portals performed better in meeting general principles than the OGD portals specific ones. Insufficient help functions weakened OGD portals' usability. Similarities and differences were found of Chinese OGD portals compared with similar studies in the United States.

Originality/value

This paper proposed a usability framework for OGD portals and proved its capability in recognizing usability problems and its causes by carrying out a comparative heuristic evaluation in China. By comparing the evaluation results with other studies in the United States, the findings and lessons learnt in this study can thus be shared across international borders.

Abstract

Purpose

The purpose of this study is to examine the factors influencing the adoption and utilization of the online examination portal (OEP) in Indian universities. This study combines the Unified Theory of Acceptance and Usage of Technology (UTAUT) and Task Technology Fit (TTF) to explain the user's intention to use an OEP at an Indian University.

Design/methodology/approach

This study's methodology combines UTAUT as a theoretical framework with TTF. It is conceptualized that TTF has a moderating effect on UTAUT's primary construct. The authors collected the data from 182 graduate students from an Indian university. PLS-SEM is used to identify the causal relationship between the constructs using the structural equation modeling (SEM) technique.

Findings

The findings will demonstrate the applicability of the constructs of performance expectancy, effort expectancy and facilitating conditions in influencing the usage intention and behavior of students towards OEP. The outcome will also demonstrate the moderating effect of TTF on the predictors of intention to use OEP at an Indian University.

Research limitations/implications

The sample respondents who participated in the study are students at the Indian University in Pune. The selection of samples was based on convenience sampling. Future research should be conducted at a variety of geographic locations, educational levels, undergraduate and graduate schools, as well as multiple universities. To increase the objectivity of sample selection, the probabilistic sampling method can be used to select samples. For future studies, larger sample sizes (more than 182) can be collected in order to increase the generalizability and applicability of the findings to other developing markets.

Practical implications

The study will aid Indian universities in enhancing the effectiveness of OEP. The study will also demonstrate the users' perception of the portal and their willingness to use it. It will also assist the university administration in finalizing the examination portal's implementation strategy.

Originality/value

Very few studies have been published on the factors influencing the acceptance and utilization of specific online examination systems. To address this underrepresentation, the current article investigates the factors and criteria that influence students' intent to use the OEP. The authors conceptualize the model using UTAUT as a theoretical foundation, which is absent from the published literature on the OEP. The study incorporated UTAUT and TTF to determine the impact on OEP usage and intent. In addition, the study contributes by testing the moderating effect of TTF on the UTAUT variables that influence the intention to use OEP.

Abstract

Purpose

Building on the “needs–affordances–features” framework, the authors explored how users are motivated by their needs to actualize the feature-enabled affordances and engage in the metaverse.

Design/methodology/approach

The data were collected through semi-structured and in-depth interviews with 35 participants. The authors applied thematic analysis to summarize the key features and affordances, supplemented by frequency analysis to explore the significance of the features. Sentiment analysis was employed to explicate the relationship between user affordance sentiments and engagement.

Findings

The key features of the metaverse portal components—hardware, software and content—afford user behaviors. The features of mechanics and physics engines are important for user engagement in the metaverse. The affordances are related to needs satisfaction and user engagement. Mental immersion was frequently mentioned by the participants, implying that it is significant to afford mental immersion in the metaverse.

Practical implications

The findings of the study provide a rich understanding for practitioners in the metaverse on how to use the features to afford user behaviors and engage them. The authors identified the key elements of user engagement that can be used to guide metaverse game designers.

Originality/value

This study provides a rich and systematic understanding of features, affordances, needs satisfaction and engagement in the metaverse. Going beyond a fragmented view, the findings conclude a research framework that weaves features, affordances, needs and engagement together.
