Abstract
Purpose
The purpose of this article is to understand how coronavirus impacts relate to existing vulnerabilities in different world regions.
Design/methodology/approach
The article utilizes quantitative analysis to examine regional variations in coronavirus risk assessment. It then qualitatively employs a policy coherence for development (PCD) approach to analyze how public policies contribute to or mitigate vulnerability, defined as the product of exposure to external shocks, institutional coping capabilities and risk associated with social divisions in societies.
Findings
The research presented below shows that significant regional variance exists in terms of coronavirus risk, based on statistical analysis of the INFORM COVID-19 Risk Report prepared by the European Commission. The PCD analysis highlights important relationships between public policy strategies and the construction of both underlying vulnerabilities and coronavirus impacts.
Practical implications
The PCD approach presented here focuses on the reconciliation of trade-offs. It shows how policy interactions affect vulnerabilities and suggests that coherent policy strategies aimed at reducing vulnerabilities are necessary in order to adequately respond to the coronavirus pandemic.
Originality/value
This analysis frames vulnerability as a socially constructed condition and through implementation of a PCD approach, it indicates how policy strategies contribute to or mitigate vulnerabilities. In doing so, it intends to contribute conceptually to the literature on vulnerability by showing how policy incoherences contribute to the construction of this condition. Empirically, the originality of this article is its statistical analysis of regional variance of coronavirus risk and the qualitative analysis of policy strategies in representative cases and how they have affected vulnerabilities and coronavirus impacts.

Abstract
Purpose
The purpose of this study is to discuss policy review in the interest of sustainable innovations in Malaysia’s public procurement. This study also offers the overall relationship between existing policies related to sustainable innovations in public procurement and the coherences towards the four dimensions of sustainable innovations.
Design/methodology/approach
This study outlines the current policies in Malaysia which are related to sustainable innovation initiatives and explores the cohesiveness that appears disconnected and understood separately. Policy content analysis is conducted on the current policies related to sustainable innovations in the context of Malaysia’s public procurement.
Findings
This study observed that the current policies related to sustainable innovations in public procurement are actually interconnected with each other through a hierarchical framework. This study also demonstrates that the 12th Malaysia Plan has comprehensively encompassed every aspect of the environment, social, economic and innovation to contribute to one primary goal – green economic growth.
Research limitations/implications
The proposed policy framework is expected to be beneficial for the administrator executive among the civil servant to connect the independent policies and, at the same time, contribute to the overall goal of green economic growth. Through a broad policy structure too, this study helps the industry player to recognize their potential in any area related to sustainable innovation.
Originality/value
The policy framework illustrated is new to the literature, especially in Malaysia’s context. The compilation of current policy grounded by the 12th Malaysia Plan has not been presented in any publications.

Abstract
Purpose
The Iranian bio-pharma industry was the first high-tech industry in the country, which had succeeded to develop innovative products. Despite past successes, there are bottlenecks preventing the industry from meeting the national standard and plans for excellence. The purpose of this paper is to find out the challenges impeding further innovation of the firms in the industry and find solution to the issues. Based on these findings, the authors recommend a set of policies that might be of interest to the new-comer countries in biotechnology.
Design/methodology/approach
The institutional structure of the industry, its market situation and the players are studied using a qualitative method based on an institutional approach and an appreciative theory.
Findings
Ten challenges were found after examining the pyramid of technological capabilities. Moreover; conflicting approaches in the policies made for the national health system and industrial development are identified. Adoption of policy coherence has been highlighted as a necessary strategy to harmonize and integrate the approaches required to play a role in bio-production global market actively.
Practical implications
A unique focal point for the country’s strategic plans should be assigned, and the supply-side policies with demand-side policies must be balanced.
Originality/value
This paper is an evidence-based effort to bring policy coherence as an approach in sectoral level, while political settlement lies in governance level. The opportunities for improvement are highlighted in the Iranian bio-pharmaceutical sector, as a key technology. Moreover, the findings could be used as lessons-learned for new-comers countries.

Abstract
This chapter seeks to examine the legal development of Public–Private Partnerships (PPPs) in Kosovo and to assess their role in economic development in Kosovo, as well as PPPs’ function to Kosovo in achieve the Copenhagen criteria to access the European Union (EU). This chapter analyses the theoretical arguments behind PPPs as a mean of narrowing the infrastructure-financing gap and assess the evolution of PPPs’ jurisdiction on Kosovo and EU’s position on PPPs. This chapter includes a detailed critical analysis of the present legal framework on PPPs in Kosovo and a case study of Pristina International Airport. This chapter concludes that PPPs could be the only alternative that Kosovo has, till date, to achieve economic growth. Indeed, it can help the country to be closer to European standards, when it cuts out corruption from these partnerships. This chapter contributes to the debate on the use of PPPs in Kosovo for the construction of major infrastructures, although they are still in a very embryonic process. This chapter presents a comprehensive analysis of the benefits and risks that PPPs could offer to Kosovo as a newly formed state, contributing to the academic debate on PPPs in Balkan countries and providing useful tools for policy-makers in the decision-making process, providing a clear description of new PPPs legislation in Kosovo.

Abstract
Purpose
The aim of this paper is to revisit the Brazilian case in an effort to shed light on how state-business relations have been transformed in the contemporary era of globalization. Brazil has long been considered the archetype of “dependent development”, having served as the inspiration for the classic theory of the relationship between states and capital in the semi-peripheral states of the developing world. Since the theory of dependent development was initially formulated in the 1970s, however, both the Brazilian political economy and the global context in which it is situated have changed dramatically.
Design/methodology/approach
The analysis draws on 15 months of field research conducted in Sao Paulo, Brasilia, Beijing, New Delhi and Washington, as well as at the World Trade Organization (WTO) in Geneva, involving 157 interviews with senior government officials, trade negotiators and representatives of industry and non-governmental organizations, ethnographic observation and extensive documentary research.
Findings
The author shows how the emergence of a highly competitive export-oriented agribusiness sector in Brazil has prompted the expansion and internationalization of domestic capital, leading to the emergence of an independent, private sector lobby with considerable influence on the Brazilian state. Driven by the rise of Brazilian agribusiness, the state and capital have allied together to aggressively pursue the expansion of markets for Brazilian exports, specifically through dispute settlement and negotiations at the WTO.
Originality/value
These findings challenge conventional understandings of state-business relations in emerging economies such as Brazil.

Abstract
Purpose
This paper is about the effect of human capital on foreign direct investment (FDI). The purpose of this paper is to find out if developing countries with high levels of human capital (educated people and well-trained labour force) are more successful in attracting FDI. The underlying hypothesis has been tested repeatedly without reaching a consensus view or providing an answer to the basic question. This is to be expected because FDI is determined by a large number of factors, making the results sensitive to the selected set of explanatory variables, which forms the basis of the Leamer (1983) critique of the use of multiple regression to derive inference. Furthermore, confirmation bias and publication bias entice researchers to be selective in choosing the set of results they report.
Design/methodology/approach
The technique of extreme bounds analysis, as originally suggested by Leamer (1983) and modified by Sala-i-Martin (1997), is used to determine the importance of human capital for the ability of developing countries to attract FDI. The authors use a cross-sectional sample covering 103 developing and transition countries.
Findings
The results show no contradiction between firms seeking human capital and cheap labour. No matter what proxy is used to represent human capital, it turns out that the most important factor for attracting FDI is the variable “employee compensation”, which is the wage bill, implying that multinational firms look for cheap and also skilled labour in the host country.
Originality/value
In this paper, the authors follow the procedure prescribed by Leamer (1983), and modified by Sala-i-Martin (1997), using extreme bounds analysis to distinguish between robust and fragile determinants of FDI, with particular emphasis on human capital. Instead of deriving inference from one regression equation by determining the statistical significance of the coefficient on the variable of interest, the extreme bounds or the distribution of estimated coefficients are used to distinguish between robust and fragile variables. This means that emphasis is shifted from significance, as implied by a single regression equation, to robustness, which is based on a large number of equations. The authors conduct tests on three proxies for human capital to find out if they are robust determinants of FDI and also judge the degree of robustness relative to other determinants.

Purpose
Because procurement policies are one of the means of redressing discrimination and economic exclusion, the US Government has targeted 23 per cent of its annual half-trillion dollar spend to small- and medium-sized enterprises (SMEs) and 5 per cent of its spend to women-owned businesses.
Design/methodology/approach
The research framework is informed by two theoretical paradigms, feminist empiricism and entrepreneurial feminism, and uses a secondary analysis of survey data of active federal contractors.
Findings
Empirical findings inform the extent to which certifications are associated with bid frequency and bid success. The results indicate that none of the various certifications increase either bid frequency or bid success. The findings are consistent with entrepreneurial feminism and call for federal accountability in contracting with women-owned supplier firms.

Practical implications
Recommendations include the need to review the impact of consolidated tenders on designated (as certified) SME vendors and to train procurement personnel about the economic contributions of women-owned businesses.

Abstract
Leadership in education begins with the establishment of a strong link between education and a healthy society. In the world's poorest areas, too often formal education systems have been imported with little thought as to how they integrate with the life of local communities. As a result, development projects aimed at education focus on inputs to schools – teachers, school buildings, textbooks, or exams rather than rethinking the larger question of how education is integrated into the larger purposes of community life, work, and identity. Korea, a new member of OECD's Development Assistance Committee (DAC) desires to take a different approach that reflects the success of its own development and supports local values and structures. A project being designed for Zambia is conceived as an education project yet calls for a modest initial donor investment in agricultural inputs to boost agricultural output in the community. University students from Zambia and Korea will serve as project managers initially, rotating between university classes and field work. At the same time, data will be gathered on how the community learns and grows. This research will begin to build a body of literature on how such projects succeed. The proposed project addresses many of the concerns of development projects and lifelong learning approaches to economic growth. Education is community-supported and directed. Community learning involves the adults individually and collectively.
