Abstract

Purpose – This is a comparison of the role of the police in the enforcement of immigration law in the interiors of three nations: Germany, the United Kingdom, and the United States.

Methodology – The study builds upon research the authors have already done as well as desk research on recent developments. It uses three dimensions of the problem to focus the report: the hardware, software, and culture of police involvement in this issue.

Findings – In Germany, the local police are responsible for the enforcement of immigration control and have relatively fast and reliable means to identify undocumented immigrants. This is not the case in the United Kingdom and the United States, but there are trends toward more local police involvement, both by institutional cooperation and by the development of better databases and documents for faster identification. These trends are highly controversial in an environment that values community relations and is highly sensitive to racial profiling. However, there are also indications that the differences in typical police work such as traffic controls and crime investigation may not be as pronounced as the differences between the countries would suggest.

Research implications – This study highlights the need for ethnographic work with the police and with unauthorized immigrants to empirically describe and assess the role that the police are playing and its impact on police–community relations.

Practical implications – The German experience supports the value of a comprehensive information system for rapidly determining the immigration status of suspects, but it may not work as expected in the United States and the United Kingdom, where registration and identification obligations apply to foreign citizens only. With the US and UK experiences, one could predict that discriminating identification practices may become more sensitive issues in a Germany with increasing numbers of immigrated citizens.

Abstract

Purpose

This paper analyzes micro-political strategies that police officers use during police stops, mostly based on their professional or personal life experience. Police stops take place in an asymmetric power relationship. Actions of police officers during a stop are backed by strong legal powers, and citizens typically do not negotiate how the stop should be carried out.

Design/methodology/approach

The paper is based on ethnographic observation, semi-structured interviews and focus group discussions with German patrol officers.

Findings

The authors demonstrate that micro-political strategies relying on the officers' personal experience, rather than on strategies developed by the police agency based on empirical evidence, are highly problematic. Depending upon the acting officer, micro-political strategies can vary considerably according to the individual officer’s experience and attitudes. This leads to a risk of discrimination in police stops and of potential infringements on the citizens’ fundamental rights.

Practical implications

The paper suggests improvements for the practice of police stops.

Originality/value

The article provides new empirical insights in the practice of police stops in Germany and situates the findings in a broader international debate on police stops and shortcomings of the legal rules that govern the police stops.

Abstract

Purpose

Black Canadians have a historically tenuous relationship with the police. Negative perceptions of the police held by Black people have traditionally resulted from high levels of police contact and perceived negative treatment during these encounters. Well-publicized instances of police violence involving Black civilians have also fostered hostility and mistrust of the police, often resulting in social unrest. Recently, in the wake of George Floyd's death at the hands of American police, people across Canada rallied in support of the Black Lives Matter social movement and calls to defund the police entered mainstream political consciousness. At the same time, police leaders have vehemently argued that racial bias within Canadian policing has been greatly reduced as the result of various reform efforts.

Design/methodology/approach

This paper explores the police racism debate in Canada through an analysis of three waves of survey data collected between 1994 and 2019.

Findings

Despite well-publicized reform efforts, the authors' findings demonstrate that little has changed over the past 25 years. Black people still report much higher rates of police stop and search activity than people from other racial backgrounds. Furthermore, racial disparities in negative police contact remain strongly significant after controlling for other theoretically relevant factors, including self-reported deviance and community crime levels. Finally, reflecting their negative experiences, most Black people still perceive Canadian law enforcement as racially biased. Nonetheless, the data do reveal one significant change: the proportion of white people who perceive police discrimination against Black people has increased dramatically over this same time period. The paper concludes by discussing the prospects of meaningful reform in light of the current findings.

Originality/value

This paper contributes to the literature on race and policing through an examination of 25 years of survey data across three waves of collection.

Abstract

Purpose

The purpose of this paper is to study police powers and accountability from a comparative perspective in both China and Hong Kong.

Design/methodology/approach

This paper compares and contrasts police powers and accountability.

Findings

The implications are many, including different political systems in which China is more authoritarian or paternalistic whereas Hong Kong is more pluralistic; checks and balances mechanisms in Hong Kong are far greater than in China; and the concept of accountability to the public is different in that Hong Kong police are accountable to members of the public but the mainland Chinese police force has a limited and top-down concept of accountability.

Originality/value

An original comparative approach to policing in Hong Kong and China.

Abstract

Purpose

The purpose of this paper is to demonstrate how suspicion that leads to a police stop is developed by police officers in Belgium, and the way in which police department culture influences the creation of suspicion.

Design/methodology/approach

The data on which this article is based are the result of an ethnographic study within two local Belgian police forces. In total, the researcher has observed for a total amount of 750 h the day-to-day practices of police officers in different police services. Next to that, 37 in-depth interviews were taken from police officers employed in the same services that participated in the observations.

Findings

While the creation of suspicion in a police officer's mind is a complex process that is influenced by various factors such as the individual characteristics of the police officer and the applicable legislation, the impact of police department culture is equally important and can be responsible for maintaining discriminatory and stereotypical mindsets.

Originality/value

The originality of this paper lies in the fact that it offers insight into the Belgian police stop practice, a topic about which not much is known on an international level. In addition, it also focuses on the role of departmental cultures in the actions of police officers.

Abstract

Reports on a survey of chain and independent restaurants in the USA designed to learn about current practices in selection and retention of managerial personnel; of 584 surveys sent out, 112 were returned for a response rate of 19.2 per cent. Findings indicate that reference checks, structured interviews and unstructured interviews are the most frequently‐used and effective selection procedures. Chain restaurants are more likely to use structured interviews, credit checks and police checks than independent restaurants. Annual managerial turnover is 18.6 per cent for the combined sample and costs US$8,858 per turnover incident. Chain restaurants report higher and more costly managerial turnover (29.7 per cent for chains against 5.8 per cent turnover for independents; US$11,112 per incident for chains against US$3,386 for independents). Provides two examples of good selection practices.

Abstract

Corruption within the Indian police organization is not a new phenomenon and folklore has always associated police with extortion and brutality. At present, corruption exists in many forms and in every rank and has reached an alarming stage where some practices are not even considered deviant. This paper argues that such pervasive corruption is an expression of the organizational culture that has its roots in the British Raj. The paper, based upon an insider’s viewpoints, describe some unusual forms of corruption and suggest how these emanate from organizational practices that have continued unchanged for more than a 100 years.

Abstract

Purpose

The purpose of this paper is to summarise the findings of a desk-based international review investigating the checking of staff and volunteers working with adults who are vulnerable or at risk (or similarly defined) receiving social care in their own homes, or in day centres or residential care.

Design/methodology/approach

In England, as part of the government’s attempts to prevent harm to vulnerable people, employers must check if their staff or volunteers are barred from working with vulnerable adults in the health and care sectors or if they have a relevant criminal record. This review sought to explore practices elsewhere, with a view to informing policy and practice debates. The review was undertaken in winter 2014-2015. It mainly involved a search of internet-based material and databases. This was further informed by communications with experts and practitioners from different countries.

Findings

The review found a variety of practices, ranging from no checks to substantial checks involving fingerprinting. Reasons for checks identified in different national contexts extend from efforts to stop fraudulent use of government subsidies to minimising the risk of harm to vulnerable adults, and more positively to enhance user and public trust in care providers. A small number of countries place particular emphasis on the rights of individuals to privacy and rehabilitation and this moral imperative overrides other policy goals. This review highlighted a lack of clarity in publicly available documents about the potentially multiple policy goals of different schemes and suggests that there may be advantages to clarifying the options available from other countries.

Research limitations/implications

This review was confined to English language material and to material located through internet searching. Some material may not have been updated on internet sites.

Originality/value

The details of the processes have not previously been collated to the best of the authors’ knowledge.

Abstract

The present chapter reviews part of the literature that focuses on dark tourism and dark consumption. The main theories were placed under the critical lens of scrutiny. With strongholds and weaknesses, dark tourism seems to be enframed in an ‘economic-based paradigm’, which prioritises the managerial perspective over other methods. Like Dark Tourist, the Netflix documentary assessed in this chapter, this academic perspective accepts that the tourist's experience is the only valid source of information to understand the phenomenon. Rather, we hold the thesis that far from being a local trend, dark tourism evinces a morbid drive which not only emerges recently but involves other facets and spheres of society. We coin the term Thana-capitalism to denote a passage from risk society to a new stage, where the Other's death is situated as the main commodity to exchange. The risk society as it was imagined by Beck, set finally the pace to thana-capitalism. Dark Tourist proffers an interesting platform to gain further understanding of this slippery matter. In sharp contrast to Seaton, Sharpley or Stone, we argue that dark tourists are unable to create empathy with the victims. Instead, they visit these types of marginal destinations in order to re-elaborate a political attachment with their institutions. They consume the Other's pain not only to feel unique and special (a word that sounds all the time in the documentary) but also to affirm their privileged role as part of the selected peoples.
