Abstract
This chapter argues that failure to secure accountability can be costly because it raises doubts about the fairness, salience, and impact of cocreation. Cocreation must establish accountability with respect to four different audiences: sponsors, relevant stakeholders, affected citizens, and the general public. The chapter discusses the challenges of trying to solely hold cocreation networks and partnerships accountable based on formal accountability mechanisms. It argues that these formal mechanisms must be supplemented with social and more informal strategies of accountability. Finally, the chapter considers how changemakers can strengthen social and informal accountability in and around cocreating networks and partnerships.

Abstract
Purpose
The purpose of this paper is to examine human resources (HR) professionals’ self-perceptions of ethically questionable human resource management (HRM) practices (i.e. disregard for the individual, favoring those in power and discrimination). The research sought specifically to determine how these perceptions are influenced by their organizations’ ethical infrastructure and corporate social responsibility (CSR) practices.
Design/methodology/approach
Data were collected from 134 HR professionals using an anonymous structured questionnaire.
Findings
The scope of organizations’ ethics programs and the degree of importance given to developing an ethical infrastructure were found to predict the level of acceptance of unethical HRM practices related to discrimination. These practices are also less acceptable to professionals from organizations that are perceived as more socially responsible regarding their employees.
Research limitations/implications
Additional studies with larger samples are needed to determine more clearly not only the influence of contextual determinants, but also the practical consequences of high levels of acceptance of unethical practices in HRM.
Practical implications
Organizations can decrease their HR professionals’ acceptance of ethically questionable HRM practices by developing and emphasizing a strong ethical infrastructure and CSR practices, especially those affecting employees.
Originality/value
HR professionals’ perceptions of ethical issues have rarely been analyzed using empirically tested methods. By surveying HR professionals, this study contributes to a fuller understanding of their perceptions regarding the ethics of their own practices. The results show that contextual determinants play an important role in predicting the level of acceptance of unethical HRM practices, especially those leading to discrimination.

Abstract
Purpose
The aim of this article is to test the hypothesis that peer-to-peer technology platforms (Uber) are associated with disruption in the institutional environment, affecting beliefs, norms and users' ways of thinking and acting.
Design/methodology/approach
Probability sample comprising 843 users (446 passengers; 397 drivers) in the city of Belo Horizonte, Brazil, using a set of indicators was specifically designed for this study.
Findings
Uber triggers significant changes in the systems of rewards and sanctions, in social preferences, and in entrepreneurial structure and governance, and promotes the coexistence of an institutional logic, hitherto dominant, with new believes, rules, norms and regulatory systems.
Originality/value
This is a pioneer study that associates institutional approach's elements with technology platforms; the authors also elaborated and utilized an analysis model consisting of a set of completely original indicators capable of mapping and measuring different dimensions of the phenomenon under analysis.

Abstract
Purpose
The purpose of this paper is to conduct a systematic review of the factors that shape tax morale. A large range of random explanatory variables identified in the literature as determinants of tax morale are synthesised and structured by drawing inspiration from the institutional theory.
Design/methodology/approach
To do this, a systematic search has been conducted using a library catalogue which provides access to more than 400 databases.
Findings
The finding is that the institutional theory provides a suitable theoretical basis to explore tax morale. Indeed, all the factors until now identified as determinants of tax morale (except the control variables/socio-demographic characteristics) can be categorised either as belonging to formal institutions or to informal institutions. The most salient factor is trust, with both vertical and horizontal trust positively related to tax morale.
Research limitations/implications
The outcome is a call for a more nuanced understanding of not only the effect of formal and informal institutions on tax morale but also how formal and informal institutions interact and alter each other and, consequently, affect tax morale.
Practical implications
The paper seeks to encourage governments to start recognising that as low tax morale arises when a gap exists between formal and informal institutions, they need to design policy measures aimed to reduce this gap, rather than persisting with deterrence measures.
Originality/value
This is the first systematic review of the factors that influence tax morale using an institutionalist lens.

Abstract
Purpose
This study aims to explore homeless-support workers’ perceptions of homeless welfare recipients and their experiences of navigating new conditions placed upon them by UK welfare reform. It examines support workers’ views of the most punitive feature of the welfare system, sanctions, on those recipients.In 2012, the Conservative and Liberal Democrat Coalition Government introduced the largest and most radical overhaul of the UK benefit system, significantly increasing the level of conditionality and sanctions for non-compliance, part of a shift in welfare, suggesting that rights must be balanced by responsibility and the “culture of worklessness” and “benefit dependency” should be addressed.
Design/methodology/approach
Welfare reforms in the UK and the increased use of sanctions as part of welfare conditionality are reviewed. Data are collected from eight semi-structured interviews taking place in five housing support groups in the South East and South West of England in 2019–2020. The interviews followed an approach from interpretive phenomenological analysis.
Findings
Findings from this study indicate that the government’s reforms serve as a disciplinary measure for the poor, reinforcing inequality and social marginalization. To mitigate the effects would require a comprehensive review of universal credit prior to its full rollout to claimants. Data are analyzed thematically.
Originality/value
Welfare conditionality and welfare reform is well-researched in the UK. There is also a significant volume of research concerning homelessness. This paper, however, fills a gap in research concerning the experiences of those working in housing support agencies working with homeless people in the UK.

Abstract
Purpose
The purpose of this paper is to explore the under-considered perspectives of service users engaged in various community sentences based on a “strengths-based” approach to desistance. Further to recent changes in the sector, the paper considers service user views for programmes delivered by combinations of agencies from private, public and third sectors.
Design/methodology/approach
The paper is based on analysis of 64 semi-structured interviews with users of four programmes, accompanied with informal fieldwork observations by the researchers as they carried out the research at the premises of service providers.
Findings
The research finds that service user perceptions of the legitimacy of programmes are closely related to their understanding of three key dimensions: first, the “authenticity” of those delivering the service; second, the instrumental (in broad terms) gains they expect from engagement; and third, their understanding of the identity and ethos of the programme.
Originality/value
The paper adds important understanding based on service user perceptions in a period when service provision is being diversified. Further directions for other research are identified and it is recognised that a limitation of the current study is that it incorporates a sample drawn from one area.

Abstract
Purpose
The purpose of this paper is to explore the relationship between formal ethics and ethics in practice in the empirical context of real estate agents (REAs) working in the residential housing market, including owner-occupied houses and owner-occupied apartments, in Sweden. The paper investigates problems with the Swedish middleman model of real estate agency with regard to the acceptance among REAs of borderline professional behavior.
Design/methodology/approach
We report on a survey distributed to all Swedish licensed residential REAs to investigate their attitudes towards eight scenarios displaying borderline ethical behavior. Firstly, the means of each scenario were calculated, investigating signs of distance between formal ethics and ethics in practice. Secondly, logistic regressions were run for each scenario separately, thereby investigating factors affecting misconduct among REAs.
Findings
The empirical results show a clear difference between formal ethics and ethics in practice and also illustrate that some scenarios of borderline ethical behavior are creating greater problems for the REAs.
Practical implications
In Sweden, the seller is the principal, assigning the REA to sell a house or apartment, but the regulation is clear on the role of the licensed REA as responsible for promoting an informed and fair sales process where the buyer is safe to act without their own representative. Our study contributes with information to policymakers on possible areas for the development of the middleman model.
Originality/value
The paper is the first to empirically investigate the middleman model of a Swedish real estate agency in relation to the business ethics of the agents. The use of scenarios in close relation to the everyday working context of REAs as tests of ethics of practice is also of original methodological value to investigate possible diversions of professionals from national regulations.

Abstract
Purpose
This paper aims to investigate the influence of moral disengagement, perceived penalty, negative experiences and turnover intention on the intention to violate the established security rules.
Design/methodology/approach
The method used involves two stages of analysis, using techniques of structural equation modeling and artificial intelligence with neural networks, based on information collected from 318 workers of organizational information systems.
Findings
The model provides a reasonable prediction regarding the intention to violate information security policies (ISP). The results revealed that the relationships of moral disengagement and perceived penalty significantly influence such an intention.
Research limitations/implications
This research presents a multi-analytical approach that expands the robustness of the results by the complementarity of each analysis technique. In addition, it offers scientific evidence of the factors that reinforce the cognitive processes that involve workers’ decision-making in security breaches.
Practical implications
The practical recommendation is to improve organizational communication to mitigate information security vulnerabilities in several ways, namely, training actions that simulate daily work routines; exposing the consequences of policy violations; disseminating internal newsletters with examples of inappropriate behavior.
Social implications
Results indicate that information security does not depend on the employees’ commitment to the organization; system vulnerabilities can be explored even by employees committed to the companies.
Originality/value
The study expands the knowledge about the individual factors that make information security in companies vulnerable, one of the few in the literature which aims to offer an in-depth perspective on which individual antecedent factors affect the violation of ISP.

Abstract
As hybrid organizations become increasingly common, the authors observe that some hybrid forms are becoming institutionalized and legitimated. The authors explore the implications of the institutionalization of hybridity, addressing both the internal tensions that plague many hybrids and the external tensions stemming from evaluator assessments and stakeholder uncertainty. The authors propose that institutionalization can dampen internal tensions associated with hybridity and also facilitate legitimation and acceptance by external audiences. The authors present identity as a useful theoretical lens through which to examine these questions, as identities are born from, but also have the potential to modify, existing institutional arrangements. The authors present directions for future research at the juncture of identity, hybridity, and institutionalization, suggesting potential avenues of inquiry in this productive stream of research.

Abstract
Purpose
This study examines unexplored horizontal accountability types between public, private and third sector actors within a hybrid organization. The case organization was applying a novel alliance model to generate service paths for heterogeneous clientele consuming cultural, educational, health and social services. It was first to do so in Finland.
Design/methodology/approach
This research is on a case study that used documents and interviews to examine the design of the horizontal accountability. The descriptive analysis focused on identifying what type of formal accountability system was designed (i.e. who is the account holder, and who is accountable and for what and why).
Findings
An imbalanced accountability system was identified because accountability obligations were unevenly distributed between public, private and third sector actors. The private sector was the most accountable for performance, and the third sector (i.e. voluntary sector) was the least accountable. As account holders, the public, private and third sector actors were judging their conduct as account providers. This created a biased horizontal accountability system. The hybrid's accountability system was dynamic because the contracts made to establish the hybrid included opportunities to change horizontal accountability if future changes to the external environment affect too drastically the potential to achieve the hybrid's goals.
Originality/value
Three new concepts are proposed for studying dysfunctional accountability systems: dynamic, biased and horizontally imbalanced accountability.
