Abstract
Purpose
This study aims to gain better understanding of the perceptions comprehensive school principals and chief education officers have about the implementation of school reform and the means they use to facilitate the development of such.
Design/methodology/approach
This research project was carried out using a systemic design research approach. Open‐ended questionnaires provided the data for the study and these were completed by educational leaders operating in local school districts.
Findings
The results demonstrated that pedagogy was emphasized most often as the core of school reform by principals but chief education officers considered technical and financial factors more often as the critical core of educational reform. Nevertheless, both groups had quite similar ideas on how to promote school development.
Research limitations/implications
The findings reflect the Finnish educational system and capture only two levels of leadership within the system. Future research ought to focus on studying school reforms within different school systems as a complex of correlated events, processes, strategies, interactions and qualities.
Practical implications
To be able to achieve a successful and sustainable school reform more attention must be devoted to creating and activating collaborative learning environments, not only for pupils and teachers, but also for educational leaders at all levels of school administration.
Originality/value
The study adds to an understanding of the often‐mentioned gap or conflict in perceptions and beliefs between different actors in an educational system.

Abstract
This chapter explores the circumstances in the global south that have been reshaping teaching and learning practices, with particular focus on the African context. Anchored on a literature review strategy, the chapter explores some of the key pressure points in the higher education context that have been the trigger of reforms in the core practice of teaching and learning in recent years. In particular, the chapter discusses the neoliberalism crisis associated with the coronavirus pandemic in higher education, drawing attention to the inequalities that it ignited: not all students were affected in the same way; not all universities or colleges were affected in the same way; and not all students had the learning technologies required to carry on their education in the same way. Alongside the COVID-19 concerns, the chapter reflects on other pressure points for change including developments in digital technologies and the internet and changing students and changing higher education markets in sub-Saharan Africa. It argues that these forces are among a wave of influences that higher education institutions across the African continent cannot ignore. They form a blend of neoliberal reforms that are pressurising academics to change pedagogical models and threatening certain core values of a university: academic freedom, autonomy, and truth. The chapter develops the argument that although multiple pressures – arising from the pervasive influences of technology and the COVID-19 pandemic – are mounting on the higher education sector to reform its pedagogical practices, it should not be at the expense of perpetuating injustices, particularly among students.

Abstract
This chapter provides a Foucauldian genealogical analysis of the concept of “community” in three curriculum documents signposting major changes in the conceptualization of kindergarten education in Hungary. Our approach is to closely examine the discourses of the core curriculum documents and their sociopolitical contexts in order to explore the shifts in the ideas of “community” and “communitarianism” contained within the texts, focusing particularly on the period of “transition” in Hungary. This chapter interrogates the shifting ideas of “community” and finds that the meaning of “transition” in the context of post-World War II (WWII) Hungary needs to be radically reassessed. Furthermore, the study suggests that the “transition” in Hungary has been in fact a drawn out process, one beginning well before the early 1990s and involving major reforms throughout the post-WWII period. By outlining the shifts in the conceptualizations of “community” embedded in kindergarten curriculum, the chapter explores what political problems were attempted to be solved through the changing conception of this early education. Furthermore, the study examines whether these reconceptualizations can be considered to be directly linked to the transition of particular political ideologies – from socialism to neoliberal capitalism – or rather, do they represent much smoother transitions to a new era after the fall of the Berlin Wall.

Abstract
Purpose
The purpose of this paper is to identify how pedagogical mentoring contributed to the transformation of teachers’ pedagogical practices and to the consolidation of a team of autonomous leaders in a Colombian regional university, within the framework of a curricular reform.
Design/methodology/approach
The paper is a qualitative research under the methodology of experience systematization. In this methodology, the participants and researchers analyze experiences and generate knowledge about why processes are developed in a particular way. This requires organizing, reconstructing and interpreting facts and experiences. In education, the main actors (teachers) research their own pedagogical practice, developing critical thinking and generating curricular and pedagogical knowledge.
Findings
Results show that pedagogical mentoring was effective in achieving the proposed objectives by means of learning conversations. The entire process addressed the curriculum in all its complexity, encouraged reflection about the teachers’ pedagogical practice and empowered them as designers, implementers and evaluators of the curriculum.
Research limitations/implications
Curricular reforms are complex educational phenomena. In this study, the authors limited the analysis to understanding how to generate a new community of practice with teachers to implement curricular changes in all their complexity. Other actors such as principals or students were not included in the process.
Originality/value
The systematization of this experience shows that pedagogical mentoring is a successful strategy to develop a curricular reform in a participative manner. In addition, it provides elements – from both pedagogical practice and theory – to foster communities of reflexive teachers who are ultimately the actual designers and implementers of curricula that can tackle the challenges of education for the twenty-first century.

Abstract
Purpose
Previous research on pedagogical reforms has seldom looked at how reform may contribute to aggression in school organizations. The purpose of this paper is to hypothesize that teachers’ disengagement from school mediates the tendency for teachers to manifest aggression when they are implementing pedagogical reform in school. Behind this hypothesis is the assumption that people are bound to encounter obstacles when implementing changes, and the resultant frustration can easily grow into feelings of disengagement and aggression which block the changes.
Design/methodology/approach
In total, 845 teachers in 30 secondary schools in Hong Kong were surveyed and path analysis employed to look at how constraint in an organization and feeling of disengagement within the school hampers the successful implementation of reform towards constructivist pedagogy.
Findings
Results of the study suggest that feelings of disengagement amplify the negative impact of instructional change and cause aggressive impulses within the school to intensify, but support from school can significantly reduce the feelings of disengagement and constraint experienced by teachers. Findings of the study contribute to a deeper understanding of the dynamics of change and its impacts on school organizations.
Originality/value
Although some studies have looked at workplace aggression in a school setting, there is no work being done to look at how mandated school reform contributes to workplace aggression.

Abstract
Purpose
The purpose of this paper is to illustrate the dialectical interplay between centralisation and decentralisation forces so as to understand how schools leverage on its autonomous pedagogical space, influence the diffusion of innovations in the educational landscape of Singapore and how a centralised-decentralised system supports (or impedes) pedagogical reform for twenty-first century learning.
Design/methodology/approach
The paper first outlines the evolutionary stance of Singapore’s decentralisation from its past to present trajectories, thus providing a broader social-historical interpretation to its tight-loose-tight coupling of the education system; followed by situating the context of reform within the national narrative of Ministry of Education’s (MOE) twenty-first century competencies framework. The authors examine how school autonomy should be accompanied by systemic enabling mechanisms, through two case illustrations of whole-school reforms.
Findings
There are four carryover effects that the authors have observed: structural, socio-cultural, economic and epistemic. Middle managers from the two schools act as a pedagogical, socio-technological and financial broker outside the formal collaborative structures organised by the MOE. Such a “middle-out” approach, complemented by centralised mechanisms for “coeval sensing mechanism”, has resulted in boundary-spanning linkages and multiplier effects in terms of knowledge spillovers.
Research limitations/implications
Socio-cultural context matters; and what constitutes as co-learning between policymakers and practitioners in Singapore may be construed as policing that stifles innovations in other contexts.
Originality/value
In addition to the conceptualisation of how school autonomy may lead to school-based innovations, the paper provided some preliminary empirical evidence of how the co-production of knowledge has been engendered within, across and beyond individual Singapore schools through the mechanism of innovation diffusion. The unit of analysis is innovation ecosystem.

Abstract
Purpose
This paper aims to explore the contextual problems and priorities that create tensions in the implementation of activity-based learning reforms such as learning enhancement through active pedagogy in Jammu and Kashmir (J&K). By doing so, it aims to understand the relevance of activity-based learning (ABL) in diverse contexts as perceived by stakeholders.
Design/methodology/approach
Using qualitative data drawn from semi-structured interviews with 29 teachers, this study uses an anthropological approach to policy implementation to unleash factors creating a disjunction between policy text and policy practice.
Findings
Narratives from teachers reveal how critical awareness about context raises tensions and shapes beliefs about ABL. Their beliefs about ABL can be summed as “pedagogy for its own sake”, reflecting the perceived ineptness of ABL in bringing about considerable improvements in students learning outcomes. Reference to “outcomes” was invoked as a crucial recontextualising discourse in teacher’s pedagogic orientation which resulted primarily from the poor learning attainments of rural children in the prevalent outcome-focussed educational setup.
Research limitations/implications
The study is the first of its kind conducted in J&K and amongst very few around the world elucidating tension around the implementation of pedagogic reforms in underserved areas. This is the only study providing a critical analysis of pedagogic reforms in the school education system in J&K.
Practical implications
The study has significant implications in terms of helping immediate functionaries such as headmasters, teacher trainers and administrators and policy planners in understanding the dilemmas faced by teachers in enacting pedagogic reforms. It also adds to the field of policy implementation in terms of understanding the tensions of policy implementation at peripheries.
Originality/value
The study is the first of its kind conducted in J&K and amongst very few around the world elucidating tension around the implementation of pedagogic reforms in underserved areas. This is the only study providing a critical analysis of the school education system in J&K.

Abstract
Global governance has granted international organizations a political role of utmost importance. As the search for research-based best practices is the spearhead of these nongovernmental organizations, national decision-makers tend to accept their recommendations willingly. The way decision-makers use research-based evidence has been amply investigated, but few researchers have interrogated how the same international organizations, that claim to establish a bridge between research and policy, use such evidence. This prompted us to analyze the pedagogical discourse of UNESCO, an organization that recently reminded the international community that improving teacher quality is now a major issue for all those who are preoccupied with improving the quality of education (UNESCO, 2014). Teaching and learning: Achieving quality for all. EFA global monitoring report. Paris, France: UNESCO). How does UNESCO deal with the issue of teaching practices? What is the content of its pedagogical discourse? To answer these questions, we analyzed the Organization’s publications on teachers in the past 15 years (N = 45) and conducted interviews with a number of its strategic members (N = 5). The results of our analyses of this dataset indicate a tension between the content of the publications and what the interviewees had to say. While the publications timidly but recurrently promote learner-centered constructivist approaches, the interviewees argued that pedagogical orientations are a matter of national sovereignty; that UNESCO should not cross this line. As an intermediary between research and policy and a think tank, UNESCO seems caught in this contradiction. In matters of pedagogy, shouldn’t the Organization be more forceful in counseling its member States by referring to research-based evidence on teaching effectiveness?

Abstract
Purpose
Educational accountability and student achievement polarization, which result in high dropout rates, pose significant challenges and pressures on teachers' pedagogical leadership. Whether pedagogical leadership, which originates in the Western educational environment, can significantly improve student achievement in Chinese high schools remains unclear. This concept has not yet been fully explored in the Chinese educational environment, and its direct impact on student achievement and the mediating role of English teaching methods remain to be investigated. However, existing research has concentrated on the effectiveness of principals' pedagogical leadership, with variations in teachers' pedagogical leadership practices. Many reform measures have been implemented in China to improve student achievement, but past educational practices have analyzed the impact on student achievement from a single instructional leadership, school capital or teaching method perspective. Furthermore, there is a lack of multidimensional and systematic assessments of the direct effects of teacher pedagogical leadership on student achievement and the mediating effects of English teaching methods.
Design/methodology/approach
To address this gap, this study analyzed the impact of teachers' pedagogical leadership on student achievement and the mediating effect of English teaching methods with the support of the theory of action for teacher leadership, specifically using pedagogical leadership and English teaching methods models.This study conducted a questionnaire survey of 968 participants in Taian City, China, and quantitatively analyzed the data using SmartPLS structural equation modeling (SEM).
Findings
This study revealed that pedagogical leadership has a positive direct effect on student achievement. Meanwhile, among the four mediating factors, the Direct Method, Audio-Lingual Method and Communicative Language Teaching had significant mediating effects.
Originality/value
This study shows that the effective use of academic and professional capital allocation in pedagogical leadership, combined with effective measures of using multiple effective English teaching methods, helps achieve high-quality student achievement.
