Abstract

Purpose

The purpose of this paper is to analyse whether and to what extent the labour market situation of young Italians affects their chances of exiting the parental home, differentiating between leaving parental home with or without a partner. The paper also considers whether contextual factors, such as the occurrence of the economic crisis and family-related characteristics, might play a moderating role. The main focus is to understand if new modes of becoming adult are emerging in a country in which leaving home occurs relatively late and where family ties are at the same time a source of protection and a source of reproduction of inequalities.

Design/methodology/approach

The paper uses longitudinal data from European Union Statistics on Income and Living Conditions for the period 2007–2014 and applies Event History Analysis techniques for discrete time data. The analyses estimate the hazard rate of leaving the parental home for a sample of Italian individuals in the age range of 16–40 who, at the beginning of the observation period, were living with their parents.

Findings

The empirical analyses highlight a negative association between exclusion from the labour market and housing autonomy, robust and consistent across gender and across types of transition. On the contrary, a situation of objective job insecurity does not emerge as being associated to lower chances of housing autonomy, compared to individuals with job stability. Moreover, the educational background of the family of origin does not show any mediating role on the relative disadvantage of unemployed and inactive individuals, while the relative disadvantage of inactive individuals tends to further worsen in the period after the economic crisis (2010–2014).

Originality/value

The paper contributes to the study of transitions to housing autonomy by differentiating between two modes: in couple or alone. Moreover, by introducing information on the educational background of parents and the time effect, the paper aims to combine different traditions of research coming from the sociology of work, family and inequalities.

Abstract

Purpose

This article explores the patterns and dynamics of parenting-related leave policy reforms in the European former socialist countries (EFSCs). It sheds light on the development pattern of their leave policies and their potential to reproduce, impede, or transform traditional gender norms in employment and care.

Design/methodology/approach

The article provides a historical comparative analysis of leave policy developments in 21 EFSCs in the 1970–2018 period. It systematically explores continuity and changes in leave policy design − generosity (leave duration and benefits level) and fathers' entitlements to leaves − as well as policy concerns and gender-equality-related implications.

Findings

Following the state-socialist commitment to gender equality, the EFSCs introduced childcare/parental leaves early. Nevertheless, they developed mother-centered leaves of equality-impeding character, in that they did not promote gender equality. The divergence of EFSCs' leave policies intensified in the period of transition from socialism to capitalism, as competing priorities and inter-related policy concerns – such as re-traditionalization, fertility incentives, gender equality, and labor market participation – influenced policy design. Leave policies of the EFSCs that joined the EU gradually transformed towards more gender-equal ones. Nonetheless, the progress has been slow, and only three countries can be classified as having equality-transforming leaves (Slovenia, Lithuania, and Romania).

Originality/value

This article extends existent comparative studies on maternity/paternity/parental leaves, exploring the region that has been overlooked by such research. It provides valuable insights into the implications of intersectional dimensions of leave design as well as competing priorities and concerns embedded in it. It points to the methodological complexity of evaluating the development of parental leave policies in a cross-country perspective.

Abstract

Purpose

The purpose of this paper is to review the development of leave policies in Europe, both at a regional and national level, and to consider what future directions such policies might take to meet changing conditions and emerging needs.

Design/methodology/approach

The paper draws on the work of an international network that the authors founded in 2004, which brings together experts on leave policy from over 40 countries, and in particular on an annual review of national leave policies conducted by network members.

Findings

The article presents developments in European legislation on leave policy stretching from 1883 to the present day, and outlines the extent of leave policies in European countries and the wide variations in the design of these policies. It suggests that future directions in leave policy need to address the relationship between this and other policy areas; the need for a life course perspective to leave policy, getting beyond parental leave; and that leave should turn away from being considered an employment benefit towards becoming a universal right to care.

Originality/value

The paper provides a concise overview of leave policy in the global region where leave policies began and are today most developed, at both a regional and national level. It is also intended to stimulate debate about the future directions that leave policy might take.

Abstract

Realizing gender equality and parenthood still seems to be a contradictory endeavour. In consequence, family policies in Europe focus on paternal involvement and increasing women’s participation in the labour market. Nevertheless, consequences of gender pay gap on family arrangements still set limits to these policies.

This chapter reveals results of qualitative research on paternal leave practices and fathers’ involvement in the family in Austria. The empirical data set includes 36 guided interviews with fathers on paternal leave, 12 with female partners, 16 with human resources managers and 14 follow-up questionings with part-time working men and women. The research investigates effects of long-term leave arrangements on the distribution of family work, gainful employment and individual interests.

Mainly best practice models in undoing gender in family and work arrangements are explored. Subsequently, a high proportion of good earning fathers and couples with tertiary education are represented in the sample. Nevertheless, quantitative studies in Austria confirm higher proportions of fathers aged 40 plus on paternal leave. They take this decision mainly as a ‘tribute to the family’, once or twice in a life-time.

However, long-term care data on work-family-life balancing currently do not show significant changes in gendered patterns. By contrast, gender disparities are still reproduced in the labour market. Theoretically, the chapter shows the impact of gender studies, feminist theories and sociology of the family on realizing gender equality in private and public spheres. It outlines recommendations for family policy makers and for readers interested in relations between realizing work–life balance and gender budgeting.

Abstract

Purpose

Fathers' participation in childcare is not only important in promoting gender equality but can be also important for the child's better upbringing. To promote fathers' involvement and participation in childcare, in the 1990s Norway and other Scandinavian countries have evolved their parental leave schemes such that employed fathers may have equal access to paid parental leave as mothers. The purpose of this paper is to investigate the factors that determine use of parental leave in Norway.

Design/methodology/approach

This paper's dependent variable is ordinal. An individual has three options: do not take leave, use leave up to the paternity quota or use leave in excess of the paternity quota. For modelling the choice between these three categories, an ordered logit model is used.

Findings

Fathers' workplace type has no effect on their use of paternity quota, but they opt to take gender‐neutral leave if they are working in female‐dominated professions. In addition the effects of mothers' relative income, education, working time and number of pre‐school children are more important for the use of gender‐neutral leave by fathers as compared with leave up to the paternity quota.

Originality/value

Several studies in Scandinavia have investigated the determinants of use of paternal leave but this paper differs from the existing literature in the following respects. First, it differentiates the determinants of taking paternity quota and gender‐neutral leave and it focuses sharply on the difference between husbands' and wives' characteristics. In addition, it uses a large dataset that includes information from several public registers, merged by Statistics Norway. In contrast, the previous studies in Norway were based on relatively small samples and self‐reported data.

Abstract

Purpose

This paper aims to examine the international challenges of fitting fathers into work‐family policies at a time of global economic turbulence.

Design/methodology/approach

The paper's design is a comparative policy analysis approach using international working time, paternity, maternity and parental leave data from selected rich, middle and poorer income nations. Leave policies are examined in relation to the place of fathers in the work‐family policy mix between 2010 and 2011.

Findings

Short well‐compensated paternity leave provision is emerging in poorer and middle income countries but none offer the range of father‐targeted parental leave innovation observed in some richer nations. A comparison of leave policy changes effecting fathers between 2010 and 2011 showed resilience in face of economic downturn particularly in European countries.

Research limitations/implications

Global data on fathers' working hours, paternity leave and men's access to parental leave are difficult to access and more effort in data standardisation is required to build on this study.

Practical implications

Inter‐governmental bodies play an important role in the promotion of father‐friendly employment measures even in countries with strong male breadwinner cultures.

Originality/value

This policy analysis extends scholarship on how societies promote and regulate cultural constructions of fatherhood in families and in the workplace. It suggests that drivers to fit fathers into work‐family policies are mixed and do not easily map on to country classifications or policy regimes.

This study examines the link between vacations, parental leave and voluntary turnover among Canadian organizations in the Information and Communications Technology (ICT) sector.

Abstract

Purpose

This study examines the link between vacations, parental leave and voluntary turnover among Canadian organizations in the Information and Communications Technology (ICT) sector.

Design/methodology/approach

The empirical analysis is carried out using firm-level data sourced from a survey that was completed by HR managers of 125 ICT firms operating in the province of Quebec (Canada).The organizational voluntary turnover rate was used and was obtained by dividing the number of employees who voluntarily quit an organization within the last year by the total number of its employees. Based on ordinary least squared estimates, results were generated by regressing voluntary turnover rate on vacation and parental leave.

Findings

Vacation, operationalized as the average number of annual vacation days, is negatively and significantly associated with the voluntary turnover rate of the ICT organizations surveyed. Parental leave, operationalized as the percentage of salary reimbursed during parental leave, does not significantly reduce voluntary turnover in the ICT organizations surveyed.

Practical implications

In light of the results of this study, if organizations in the ICT sector, in Canada or abroad, desire to reduce voluntary turnover, compensating employees through the use of additional vacation days appears to be a viable approach.

Originality/value

This research constitutes an empirical test of the link between turnover and two compensation practices adopted by firms. To our knowledge, there is no prior scientific evidence on that subject in the Canadian ICT sector.

Abstract

Purpose

The purpose of this paper is to solve the puzzle of the disproportionately lower employment rate of mothers of toddlers with relation to the employment rate of mothers of preschool and school-age children in Estonia.

Design/methodology/approach

The research is based on the Most Similar System Design and compares Estonia with Lithuania. The applied methods include inferential statistics and microsimulation techniques, employing the OECD Benefits and Wages Calculator, the OECD Family Support Calculator and EUROMOD – the European tax-benefit microsimulation model.

Findings

The comparison revealed that the overwhelming majority of the crucial aspects of socio-cultural, economic and institutional conditions were more favourable for maternal employment in Estonia than in Lithuania. This explains the higher maternal employment rates both for mothers of pre-schoolers and school-age children in Estonia. However, one particular element of the institutional context targeted to the mothers of toddlers – the unconditional parental benefit – had an entirely opposite character. This particular feature of the parental leave scheme was the only factor that could explain why the employment rate of mothers of toddlers is disproportionately lower than the employment rate of mothers of older children in Estonia and much lower than the employment of mothers of toddlers in Lithuania.

Originality/value

This study complements previous research by providing evidence on the relative importance of universal parental benefit schemes in the context of other country-specific conditions for maternal employment, including the availability of institutional childcare. Furthermore, the results presented show that childcare regime typologies, at least those that characterise Eastern European countries, should be more sensitive to children’s age.

Research methodology

This case study is built from secondary data such as news articles, regulations and videos. Several drafts of the case study with a teaching note were tested in the classroom setting and shared in a case writing conference. The case was revised based on feedback from students and roundtable discussions from the conference.

Case overview/synopsis

Mrs Hsu, the Deputy Director of the National Taxation Bureau’s Nantou County Branch in Taiwan, faced a dilemma in June 2021. One of her employees, Mrs Chiang, had requested to return to work after taking several years of parental leave since August 2017. This long absence had put a strain on colleagues, who either had to cover for her or work with temporary replacements. While Mrs Chiang’s actions were legal and protected by her government employee role, her decision to take another leave immediately after receiving a COVID-19 vaccine raised eyebrows. Her peers accused her of using her frontline worker status to gain early vaccine access and other work benefits. Mrs Hsu, upon reviewing Mrs Chiang’s employment history, pondered her next steps concerning Mrs Chiang’s new leave request.

Abstract

Purpose

To determine how different voluntary leaves of absence (parental vs. community service) affect individuals’ preferences for working with either male or female supervisors. Drawing on role congruity theory, the authors examined whether individuals would least prefer supervisors who took voluntary leave that violated role expectations.

Design/methodology/approach

In Study 1, participants (n = 372) evaluated supervisors who took different forms of leave (none vs. parental vs. community service). In Study 2 (n = 202), the authors tested an intervention to reduce negative bias toward males taking community service leave. In both studies the authors examined the sex of the supervisor (male vs. female) on perceptions of typicality and supervisor preference.

Findings

Males who took community service leave were perceived as most atypical and were least preferred as supervisors. However, providing relevant research-based information about typicality reduced this bias.

Practical implications

The results show that people respond negatively toward males who take community service leave. Managers can help reduce this bias by providing relevant research-based information regarding community service leave.

Originality/value

This work is among the first to explore the consequences of community service leave and how it interacts with supervisor sex. The authors also identify a simple way to reduce bias against males who take community service leave.
