Abstract

Purpose

The purpose of this research paper is to examine managers' careers, describe and compare career paths between the two most important business sectors in Finland: ICT industry and paper industry. The main research question of this study is: how do the managers construct their careers in ICT and the paper business sectors? Attempts to find out if there exists some regularity in how their careers unfold in these different working environments. What are the main factors in manager's life that direct their careers? Do they differ depending on the business sector? These questions are approached with the help of metaphors, career anchors and career ladders.

Design/methodology/approach

The primary research data were gathered in 2002 by interviews in Finnish ICT and paper companies where 30 managers were interviewed. The interviews were held in three companies from ICT sector and three companies from paper industry. Every interview used also a short questionnaire concerning career anchors.

Findings

According to the research data there can be noticed three types of career paths. These paths are path of a general manager, specialist and project manager. The career in both sectors begins in a position of specialist then directs towards one of these three paths. When comparing eight career anchors between ICT and paper sectors it was surprising that the greatest difference between the sectors existed concerning the security/stability anchor. Secure employment and compensation were more important to ICT managers than to paper managers. Security and stability matters seemed to be more self‐evident for the paper managers.

Research limitations/implications

The research group consisted of only 30 managers and, therefore, no generalizations to a more extensive group of managers can be made. This paper concerned only two business sectors. The results of this paper cannot be transferred directly to other business sectors.

Practical implications

This approach can be useful in the area of career research. For example, it has already benefited a career research concerning women ICT professionals. This paper can also benefit managers in ICT and paper sectors.

Originality/value

This paper cover enlighten career researchers about the importance of the business sector.

Abstract

Purpose

The purpose of this research paper is to assess e-governance efficacy in various sectors of India. The paper develops on Grey System Theory (GST) methodology and enlightens grey portions of e-governance in select sectors. Research study identifies few grey criteria which affect implementation of information and communication technology (ICT) applications to support sustainable e-governance. Such criteria are related to information security breaches, information technology (IT) policy implementation, investments and strategic advantages for the various sector developments.

Design/methodology/approach

Considering “information” as a sensitive element to security for administration and part of dark portion to Indian economy, GST-based COmplex PRroportional ASsessment (COPRAS-G) method is adopted to assess the e-governance efficacy. The method provides flexible multicriteria decision-making (MCDM) approach to assess e-governance in prioritizing the sector alternatives of future strategic development. Priority order of select sectors is estimated, and COPRAS-G method is used in the research study to support decision-making on e-governance. Study compares ten major gross domestic product-dependent sectors based on few grey criteria. These criteria are chosen based on authors’ perspective on this study and feedback received from government officials of district levels under the Digital India-training programme. To address the subjectivity that lies in e-governance grey areas of sector, criteria are also weighted using fuzzy scale. Later methodology-based results are presented to draw a strategic road map for strategic development of the country.

Findings

On applying COPRAS-G method to predict pessimistic, optimistic and realistic scenarios of e-governance implementation across the ten sectors, high priory order in realistic scenario of results shows that implementation of ICT applications for e-governance should be in the sectors such as environment, climate change and in the railways. Industrial sector is also ranked as the preferred one over the other sectors on the basis of e-governance efficacy assessment.

Research limitations/implications

Here COPRAS-G method is used as MCDM techniques. However, few other MCDM techniques such as GRA, DRSA, VIKOR, SMAA, SWARA and SAW can be also explored to outrank various Indian sectors to deal with subjectivity in decision-making.

Practical implications

Implementation of ICT applications to support e-governance varies from sector to sector. ICT-based governance involves high degree of complexity in driving the operations for development of respective sectors. Therefore, government and policymakers need more flexibility to overcome present barriers of sector development. Such research can support decision-making where GST-based COPRAS-G method is able to capture and address the breaches of information security. Moreover, management concern for sector development has been presented on the basis of pessimistic, optimistic and realistic scenarios more precisely.

Social implications

The results can provide guidance to the academicians, policymakers and public sectors highlighting various possible measures to handle the security breaches in multi-facet intention of sustainable development. The outcomes from MCDM framework can also help in drawing a rough trajectory of strategy, i.e. development of ICTs applications and e-governance process.

Originality/value

This paper can supplement and act as the support for decision-making in conflicting situations on different flexible scenarios. Moreover, such work can synergize conflicting ideas of decision makers, academics and various other stakeholders of the Indian IT sector.

Abstract

Purpose

ICT is everywhere, but information society policy cannot address all the sectors and policy issues in which ICT plays a role. This paper's aim is to develop an analytical framework to assist policy makers in deciding on the priorities and coordination of information society policy.

Design/methodology/approach

The analytical framework is based on public management literature and innovation literature. The framework can be applied to individual ICT issues – when to lead, advise, explore or refrain from policy intervention. The framework consists of seven questions, including the rationale for intervention, stakeholders, the mandate of fellow policy makers (e.g. other ministries) and the costs, benefits and risks of intervention. The framework was applied in three cases.

Findings

A leading role for information society policy is most clear for e‐skills. For services innovation, several market failures and system failures appear to be relevant. This calls for a mix of policy instruments, with roles for several ministries. Policy coordination is crucial. For ICT in health sectors – and other public sectors – the conclusion is that information society policy can take the lead on cross‐cutting ICT issues such as privacy, standardisation and interoperability.

Originality/value

The article addresses one of the main challenges of information society policy: how to increase its scope, yet maintain effectiveness and coherence.

Abstract

The aim of this chapter is to explore the economic impact of the ICT sector in the Greek economy. In the first stage of this study, the ICT sector is identified as a composite agglomerate of various manufacturing and service industrial sectors of the economy, following its international definition introduced by OECD. Under this concept, we explore the main structural indicators of its business activity and quantify its impact in the Greek economy (in terms of production value, GDP, investment, and employment), utilizing the basic principles of Input-Output analysis. We further investigate the ICT sector’s linkages with other industries as a ‘route’ for technology and innovation diffusion in the Greek production system by approximating the ICT sector as the enabling force for the digital transformation of production in the face of Industry 4.0. The empirical results of this analysis are accompanied by a review of some key qualitative characteristics of the sector and elaborate on major challenges and relevant policy implications that arise.

Purpose

Software and software‐based services (SSBS) are a major domain of the European ICT industry and are recognised as a key element in developing the information society. This article aims to shed light on the various strategies, policies and activities pursued by the EU and its member states.

Design/methodology/approach

The article is based on a survey of national programmes that are aimed specifically or in substantial part at the software sector. This analysis and assessment usually faces two challenges: unlike other technologies that have the same significance and/or the same attractiveness, the SSBS industry is a very dynamic one, due to several specific characteristics; and there are increasing inter‐dependencies between the European and national levels as well as between supply‐side and demand‐side policies, which require a more detailed analysis of the different national policies for the EU member states. Therefore a comparative analytical framework is used that takes account of the different composition and structure of the SSBS industries in EU member states.

Findings

The analysis shows that there are still great differences among the EU member states, but in general there is relatively little activity in European member state governments targeted specifically at fostering SSBS producers. However, as a result of the EU activities virtually all member states have implemented policies to foster the development towards an information society.

Originality/value

The paper highlights that normally these overall policies address and integrate both the supply side as well as the demand side. This is at least an improvement compared to recent years, when adaption, diffusion and application were taken for granted.

Abstract

Purpose

The paper aims to present the findings of an empirical study carried out as part of an ICT (Information and Communications Technology) data‐gathering exercise that would culminate in the promulgation of a national ICT policy for Botswana. The purpose of the study is to characterize the ICT sector in terms of, among other things, the skills needs in the sector for the purpose of powering the emerging digital economy. Moreover, the study – through review of literature – extends, to cover the status of ICT skills for the digital economy both in developed and developing countries.

Design/methodology/approach

The study used qualitative design. Focus group discussions were used to collect data from key stakeholders in the ICT sector. The stakeholders included: ICT enterprises, Citizen Owned IT companies lobby group (CORBIT), Botswana Telecommunication Corporation, Botswana Power Corporation, business community, academia, and legal experts. Data collected were analyzed using thematic categorization. Results were presented using descriptive and narrative form.

Findings

The findings generally suggest that there is an acute global shortage of high skilled and hands‐on personnel necessary for steering the emerging digital economy in both developed and developing countries including Botswana. In addition, there is a serious skills gap for certified specialists to help develop the sophisticated applications necessary to power the digital economy and more so the applications that depend on it.

Research limitations/implications

The empirical part of the study was limited to the ICT sector of the economy in Botswana. A similar study covering all sectors of the national economy will provide a complete picture of ICT skills needs for the nation and its preparedness to partake in the emerging digital economy.

Practical implications

ICT, particularly the internet, is having a significant impact on the operations of business enterprises and is claimed to be essential for the survival and growth of nations' economies. Botswana Government has realized the folly of depending largely on diamond mining for long‐term economic development. Consequently, it is encouraging the development of the ICT sector as a way to diversify its economy and position itself to play a leading role in the global emerging digital economy.

Originality/value

This study provides a framework for ICT skills development strategies that can enable countries to participate competitively in the emerging digital economy.

Abstract

Purpose

This paper aims to assess information and communication technologies (ICT) policies for digital transformation in Colombia to determine their effectiveness in technology readiness for Internet of Things (IoT) adoption in small and medium enterprises (SMEs) in the trading sector.

Design/methodology/approach

The authors conducted a longitudinal study using the ICT module of the Annual Trade Survey (2017–2018) to determine the relationship between SMEs in the trading sector adopting ICT applications and ICT policy enforcement. In this sense, this study applied a chi-square test for independence and addressed a descriptive analysis to determine SMEs’ causes for adopting or rejecting ICT applications.

Findings

This study presents the state of ICT adoption in Colombian SMEs in the trading sector between 2017 and 2018, highlighting that technology readiness is crucial for adopting technological trends.

Research limitations/implications

The data source used for the study is only available for analysis one year after implementing ICT policies focused on digital transformation.

Practical implications

The results support the need for the National Government to formulate IoT policies that favor the adoption of e-commerce based on IoT technologies in SMEs in the trading sector.

Social implications

IoT adoption can mitigate e-commerce problems strengthening SMEs’ competitiveness in the trading sector leading the digital transformation in Colombia.

Originality/value

This study presents the need to formulate IoT policies in Colombia focused on deploying IoT applications to strengthen e-Commerce in SMEs in the trading sector.

Abstract

Purpose

The purpose of this research paper is to assess efficacy of e-governance implementation, influenced under the Indian-EU (European Union – EU) strategic dialogue. For the same purpose, this study aims to analyse and measure penetration level of information and communication technology (ICT) applications across ten select gross domestic product-dependent sectors (gross domestic product – GDP) in Indian economy.

Design/methodology/approach

Multi-criteria decision-making (MCDM) approach of PROMETHEE, using its partial and complete versions in fuzzy environment, is applied. The approach assesses e-governance efficacy in various sectors, which is chosen based on their contribution to GDP, where criteria values are assigned by expert opinions, feedback is received and lessons are learnt from training and initiatives taken under the Digital India programme launched by the Government of India. These criteria related to IT policy implementation, cyber security breaches, IT infrastructure development initiatives in select sectors are identified. Later, sectors outranking results have been highlighted using both fuzzy set theory along with PROMETHEE (F-PROMETHEE) and its visual application.

Findings

On applying F-PROMETHEE, studies found that industrial, railways, health and finance and education sectors outrank in their high merit orders. Contrary, outranking shows that agriculture, defence and aerospace sectors should be more open and accessible to adopt ICT applications in order to promote e-governance processes and their implementation to make e-services available to common citizens. For better interpretation of results, graphical analysis for interactive aid is used to present the analyses.

Research limitations/implications

Research study was found useful in the assessment of ICT penetration level in to support Indo-EU relations, where PROMETHEE method is used to outrank sectors alternatives. Criteria are also weighted using fuzzy scale, and the impact of criteria on all alternatives has also been assessed. MCDM framework addresses that subjectivity lies in sectors to implement ICTs bases services. However, few other MCDM frameworks, methods such as COPRAS, GST, GRA, SAW and SWARA, can be used for the same purpose.

Practical implications

Sectors alternative involve high degree of complexity to adopt ICT applications for smooth e-governance and seek effective decision-making for investment prioritization and future development. This study also aims to address cyber security concerns of policymakers. Outranking methods of F-PROMETHEE are able to address the criteria-to-criteria impact and support decision-making in a more precise way.

Social implications

This study is inspired from the strategic implementation of the framework of the e-Government Action Plan 2016-2020 of the EU. The findings from the paper can provide referential support to the Indian Government and policymakers to support information delivery, implement cyber security policies and various sector developments.

Originality/value

This research study can act as a strong base in the decision-making process in conflicting situations of e-governance in India. This study not only can synergize conflicting ideas of various stakeholders, academicians in the Indian IT-sector but also can act as support to administrators and the policymakers to monitor the status of the India-EU Information Society Dialogue.
