Abstract

Purpose

The purpose of this paper is to propose and empirically test a theoretical model that considers the predictors of an individual’s perceptions of information privacy, and also how it relates to his/her behavioral intention toward approaching hospital web sites.

Design/methodology/approach

This paper collects data using survey methodology. A total of 331 usable participants are gathered and analyzed via structural equation modeling.

Findings

Significant predictors of information privacy concerns include a stated online privacy policy and a hospital’s reputation. Further, online privacy policy predicts a hospital’s reputation. Finally, hospital reputation and information privacy concerns significantly predict an individual’s behavioral intention toward approaching hospital web sites.

Research limitations/implications

The study confirmed that an online privacy policy and reputation can effectively alleviate specific information privacy concerns; therefore, this may indicate that these two factors should be considered whenever investigating individuals’ information privacy concerns.

Practical implications

To acquire a good reputation and to diminish individuals’ information privacy concerns toward hospital web sites, hospitals should pay attention to the posting of an online privacy policy and communicating such policies to given individuals.

Originality/value

This paper fulfils the gap of exploring the relationship among online privacy policy, organization reputation, and information privacy concerns. Further, the hypothesized model and its findings could also provide useful information for managers who are intent on boosting hospital web site usage frequency patterns.

Abstract

Purpose

Past research on internet privacy has examined various aspects of privacy regulation and consumer privacy concerns. The purpose of this paper is to develop a conceptual model that links anteceding environmental factors with the resulting consumer responses using the power‐responsibility equilibrium perspective.

Design/methodology/approach

An online survey of 182 net shoppers was conducted whereby respondents were asked to recall a recent web site registration that required them to provide personal information online.

Findings

The results indicate that robust perceived business policies and governmental regulation reduce consumer privacy concern. More interestingly, the data show that a perceived lack of business policy or governmental regulation will result in consumers attempting to regain power balance through a variety of responses. As predicted, increased concern resulted in higher power‐enhancing responses such as the fabrication of personal information, use of privacy‐enhancing technologies and refusal to purchase.

Practical implications

To reduce consumer privacy concern and subsequent negative responses, organizations need to pay close attention to their privacy policies through greater self‐regulation, third‐party accreditation and to ensure the presence of compliance mechanisms that support and check the marketing and collection activities of their organization and related parties. Regulators can reduce consumer concern by further defining and improving the legal framework for protecting consumer privacy on the internet. In addition, governments should consider overseeing third‐party privacy accreditation as well as firm and industry self‐regulation. Finally, to improve consumer perceptions of privacy protection, enhanced regulatory privacy protection should be communicated to the public along with a response outlet for privacy concerns so that consumers know that they should report privacy‐related complaints to a regulatory agency.

Originality/value

The paper examines how business policies and regulation influence consumer online privacy concern, and the resulting consequences on internet user behavior.

Abstract

During the period of growth of e‐commerce, e‐business and online life in general, trust has been identified by a number of authors as a key factor, the absence of which can act as a powerful disincentive to an individual’s engagement in a transaction. This has encouraged a great deal of research into the various facets of trust in an online environment, both theoretical and empirical. One of the many recommendations for business practice that have emerged from this research is the suggestion that online businesses should publish on their website a privacy policy that explains clearly the use that will be made of any personal information collected on the site, the third parties to whom it may be disclosed, and the circumstances under which disclosure may occur. A number of surveys have been conducted that highlight the rather patchy adoption of this recommendation in various countries. We now know, for example, that by no means all online organisations publish an online privacy policy, and that many of those that do exist display a range of serious shortcomings, including poor visibility on the site, incomplete coverage of the main issues of concern and poor readability. However, previous discussion of privacy policies has tended to assume that any particular policy can provide value to its readers by informing them of the privacy practices of its host organisation, and thus also to its publishers through encouraging customers and clients to trust them more than they otherwise would. This assumption is expected to be valid where the policy meets certain criteria, which are either established on the basis of theoretical considerations, or are derived from a kind of best‐in‐breed comparative exercise. This paper seeks to address the question how far privacy policies can ever achieve the goal of providing clear information to website visitors about the privacy practices of an organisation. It reports on an empirical study that was conducted between November 2005 and April 2006 using two groups of University students as subjects. The subjects were asked to read three privacy policies, selected in advance by the author, and to complete a short questionnaire on what the subject thought each policy had to say about certain key privacy issues. The results reveal that there is surprisingly little agreement about what a policy actually means. This has significant implications both for policy writers and their managers, and also for those who are considering entering into a transaction with the host website. There is a need for further research to investigate this question in more detail, but it is clear from these findings that we know less than we thought we did about the ways in which people interpret the notices that they read on websites.

Abstract

Purpose

The purpose of this paper is to advocate for and provide guidance for the development of a code of ethical conduct surrounding online privacy policies, including those concerning data mining. The hope is that this research generates thoughtful discussion on the issue of how to make data mining more effective for the business stakeholder while at the same time making it a process done in an ethical way that remains effective for the consumer. The recognition of the privacy rights of data mining subjects is paramount within this discussion.

Design/methodology/approach

The authors derive foundational principles for ethical data mining. First, philosophical literature on moral principles is used as the theoretical foundation. Then, using existing frameworks, including legislation and regulations from a range of jurisdictions, a compilation of foundational principles was derived. This compilation was then evaluated and honed through the integration of stakeholder perspective and the assimilation of moral and philosophical precepts. Evaluating a sample of privacy policies hints that current practice does not meet the proposed principles, indicating a need for changes in the way data mining is performed.

Findings

A comprehensive framework for the development a contemporary code of conduct and proposed ethical practices for online data mining was constructed.

Research limitations/implications

This paper provides a configuration upon which a code of ethical conduct for performing data mining, tailored to meet the particular needs of any organization, can be designed.

Practical implications

The implications of data mining, and a code of ethical conduct regulating it, are far-reaching. Implementation of such principles serve to improve consumer and stakeholder confidence, ensure the enduring compliance of data providers and the integrity of its collectors, and foster confidence in the security of data mining.

Originality/value

Existing legal mandates alone are insufficient to properly regulate data mining, therefore supplemental reference to ethical considerations and stakeholder interest is required. The adoption of a functional code of general application is essential to address the increasing proliferation of apprehension regarding online privacy.

Abstract

Purpose

Despite grave public concerns over information privacy and ongoing academic explorations of privacy policy, there is a general lack of understanding toward this issue in the legal context in China, the largest e-commerce market in the world. Departing from the extant literature of general discussion in nature, the authors undertook an exploratory study on the efficacy of e-commerce websites' privacy policies in China from the legal perspective.

Design/methodology/approach

The authors drew on a qualitative grounded theory approach to identify selective codes relating to the focal issue and established a theoretical framework therefrom. The authors then conducted theoretical integration by linking them to the Theory of Development Blocks and the System Justification Theory.

Findings

The research identifies a general distrust of Chinese consumers toward privacy policies and highlights that despite their growing concerns about privacy, the privacy policies are largely ineffective in reflecting legal enforcement, changing their perceptions or influencing purchase behaviors. It also reveals that the current Chinese legislation is unable to fully render consumers' confidence in e-commerce websites' privacy policies effectiveness and privacy protection due to its limited recognition and influences among them.

Originality/value

The research has multiple ramifications. The authors empirically confirmed a mismatch between customers' perception of privacy policies and their actual behaviors and then theoretically explained the seemingly conflicting scenario in the context of development block of legal enforcement and system justification. The authors theorized the absence of the legal enforcement in privacy policies to supplement the legal perspective to the literature. The research further leads us to suggest that the time has come to update and strongly enforce privacy regulation in China to fuel the further development of e-commerce sector in practice.

Abstract

Purpose

The purpose of this study is to examine the congruence between policy supply and demand in Internet privacy as moderated by culture.

Design/methodology/approach

This study consists of the two parts. The first part qualitatively examines policy harmonization efforts among Asian‐Pacific nations. The second part, based on survey findings, quantitatively analyzes differences between the US and Korean college students in regulatory attitudes toward information privacy. The aim, drawing on regime theory as a departure, is to measure the policy genesis and its effectiveness in operation.

Findings

The findings are two‐fold. First, contrary to the expectations, the notions of online privacy rights among the Korean respondents are strongly formed, with the regulatory demands widely shared with the US participants. Second, however, there exists a gap between the beliefs of information privacy rights and daily practices – the duality far more magnified among the Korean respondents.

Practical implications

The results suggest the incongruence of the consensus between the two levels – of policymakers and of online users of different cultures.

Originality/value

While most studies focus on internet policy genesis alone, this paper measures the policy effectiveness in its consumption to capture the operation of cultural values in everyday practices. Policy implications and alternatives for developing nations are discussed in the specific context of Asian‐Pacific nations.

Abstract

Many authors have identified fears about a lack of personal privacy online as a major disincentive to the take‐up of e‐commerce by private consumers. The publication of a privacy policy is encouraged by information and communications technology industry groups such as the Online Privacy Alliance, and by online certification bodies such as TRUSTe. Privacy policies are taken to reassure the wary, and thereby to overcome the disincentive to trade. This paper offers an account of an ongoing research project into the practical measures taken by organisations to publish their online privacy policies. Late in 2000, a total of 113 disparate web sites were identified that included some kind of explicit privacy policy and the visibility and content of the policy was analysed. The primary research into privacy policies is set in context by relating it to a discussion of the nature and role of trustworthiness in online relationships. This highlights a number of issues that need further attention on the part of some of the organisations in the survey.

Abstract

Purpose

This study investigated the attitudes and concerns of Saudi higher educational institution (HEI) academics about privacy and security in online teaching during the COVID-19 pandemic.

Design/methodology/approach

Online Questionnaire questionnaire was designed to explore Saudi HEI academic’s attitudes and concerns about privacy and security issues in online teaching. The questionnaire asked about attitudes and concerns held before the pandemic and since the pandemic. The questionnaire included four sections. At the beginning of the questionnaire, participants were asked what the phrase “online privacy and security” meant to them, to gain an initial understanding of what it meant to academics. A definition for what we intended for the survey was then provided: “that a person’s data, including their identity, is not accessible to anyone other than themselves and others whom they have authorised and that their computing devices work properly and are free from unauthorised interference” (based on my reading of a range of sources, e.g. Schatz et al., 2017; Steinberg, 2019; NCS; Windley, 2005). This was to ensure that participants did understand what I was asking about in subsequent sections.

Findings

This study investigated the attitudes and concerns of Saudi HEI academics about privacy and security in online teaching during the COVID-19 pandemic. The findings provide several key insights: Key aspects of online privacy and security for Saudi HEI academics: Saudi HEI academic’s notion of online privacy and security is about the protection of personal data, preventing unauthorized access to data and ensuring the confidentiality and integrity of data. This underscores the significance of robust measures to safeguard sensitive information in online teaching, but also the need to make academics aware of the other aspects of online privacy and security. Potential to improve policies and training about online privacy and security in Saudi HEIs: Although many participants were aware of the online privacy and security policies of their HEI, only a small percentage had received training in this area. Thus, there is a need to improve the development and dissemination of policies and to provide academics with appropriate training in this area and encourage them to take available training. Use of videoconferencing and chat technologies and cultural sensitivities: The study highlighted moderate levels of concern among Saudi HEI academics regarding the use of videoconferencing and online chat technologies, and their concerns about cultural factors around the use of these technologies. This emphasizes the need for online teaching and the growing use of technologies in such teaching to respect cultural norms and preferences, highlighting the importance of fostering a culturally sensitive approach to technology deployment and use. Surprising low webcam use: An unexpected finding is the low use of webcams by both academics and students during online teaching sessions, prompting a need for a deeper understanding of the dynamics surrounding webcam engagement in such sessions. This calls for a reevaluation of the effectiveness of webcam use in the teaching process and underscores the importance of exploring methods for enhancing engagement and interaction in online teaching. In summary, this paper investigated the attitudes and concerns about privacy and security in the online teaching of Saudi HEI academics during the coronavirus pandemic. The study reveals areas where further research and policy development can enhance the online teaching experience. As the education landscape continues to evolve, institutions must remain proactive in addressing the concerns of their academics while fostering a culturally sensitive approach to technology deployment.

Research limitations/implications

One limitation of this study is the relatively small qualitative data sample, despite the adequate size of the sample including 36 academics from various Saudi Arabian HEIs for quantitative analysis. It was necessary to make the most of the open-ended questions optional – participants did not have to answer about concerns if they did not want to, as we did not want to make the questionnaire too long and onerous to complete. Consequently, the number of academics responding to the open-ended questions was limited, emphasizing the need for additional data and alternative research methods to further these issues. The study was focused on investigating the concerns of HEI Saudi academics, recognizing that the attitudes and concerns of academics in other countries may differ. Furthermore, the research also includes an exploration of the changes in academic attitudes and concerns before and since the COVID-19 pandemic, which will be the subject of further data analysis.

Originality/value

This research delves into Saudi HEI academics' perceptions and concerns regarding privacy and security in online education during the COVID-19 Pandemic. Notably, it highlights the moderate priority placed on online privacy and security, the unexpectedly low usage of webcams and the potential for enhancing policies and training. The study emphasizes the necessity for comprehensive measures to protect sensitive data and the importance of tailored policies for educators. It also underscores the need for a more nuanced understanding of webcam usage dynamics, offering valuable insights for institutions aiming to improve online education and address educators' concerns amidst evolving educational landscapes.

Abstract

As traditional organizations using their websites for eCommerce transactions are increasing at an exponential rate, privacy concerns of users are also on the rise. To gain an insight into these concerns, existing policies and legislation, we conducted the research reported in this paper, in 2003. To augment the literature synthesis, a multiple case study analysis was conducted, based on six large organisations in Australia. Our research findings suggested that in the Australian context, an online privacy policy (OPP) on the website which complies with the Privacy Act, supported by few best practices are reasonably able to address online privacy concerns. However, these findings are restricted in time frame, indicative and relevant in the Australian context. Nevertheless, we hope to stimulate academic research enquiry and discussion forums through this research.

Abstract

Purpose

The present research is an updated and expanded continuation of an article by Parayitam et al. from 2008. The purpose of this study is to examine several internet policies and whether the communication of these policies to the customer has significantly changed during a ten year period.

Design/methodology/approach

The study defines published policies of how a company operates with respect to different factors. The policies examined are privacy, security, shipping, returns, and warranty. Each of the policies described above were then rated as per the rating scale defined by the authors. The 525 e‐commerce sites studied were divided into service and product sites, respectively. The e‐commerce sites were also separated into 28 industry groups. The data were also collected on some of the other factors that were important in this study.

Findings

E‐commerce companies do not fully inform their customers. The results showed no significant relationships between the policy ratings and any of the other factors taken into account.

Research limitations/implications

The net incomes collected were the companies' entire income, not exclusively from online sales. The present study used an unbalanced sample size consisting of more product sites than service sites.

Practical implications

People doing business over internet with e‐commerce companies need to read the privacy policy carefully and should be aware of how their information will be used by the e‐commerce companies.

Originality/value

The study provides valuable information about e‐commerce companies in communicating their customer service policies and very little changes have taken place in the last ten year period.
