This is a very large subject area to discuss in forty minutes, therefore, I would like to begin by defining the aspects of the subject I intend to deal with. The statistics in the title refer to business and economic statistics only, examples of which are published by central statistical departments, trade associations and commercial publishers etc. Desk research is used to describe the process of gathering information available in published form, rather than obtaining the data directly.

Abstract

This study constructs a comprehensive, internationally comparative set of foreign trade data for the period 1857–1875. The dataset is constructed using information at the commodity group-level and contains import and export values for the UK, France, the Zollverein, the Netherlands, Belgium, Austria-Hungary, and the United States, itemised by trade partner. The study tackles three basic problems related to the heterogeneity in national statistics of the period: different definitions of aggregates, inadequate ‘official’ pricing, and the ‘proximity bias’, i.e. the misleading practice of crediting imports to bordering countries from where they physically entered, but where they did not originate. After passing successfully a consistency test, the resulting dataset contains harmonised and country of origin-corrected bilateral trade values for 7 central importers, 10 points in time, and 21 commodity groups, along with ad valorem tariff rates for all commodity groups and countries. They offer new detailed insights into the composition and evolution of trade and tariffs in the third quarter of the 19th century. Furthermore, a basic implementation of the gravity equation shows that as a consequence of the proximity bias estimates using uncorrected data are to be taken with care, especially when assessing border effects and the impact of policy variables.

Abstract

Purpose

The purpose of this paper is to explore the relationship between foresight and official statistics in the context of sustainability and big-data. The aim is to draw ideas, guidance and lessons on how foresight could help national and international statistical offices deal with an increasingly turbulent and demanding environment.

Design/methodology/approach

The paper analyzes the challenges and opportunities posed by big data and sustainability for official statistics.

Findings

Drawing on the analysis of the BOHEMIA study – a foresight study launched by the European Commission to support its future policy for research and innovation – the paper proposes elements that could form a foresight programme for statistical offices.

Originality/value

Statistical offices and foresight have been worlds apart. The need to engage with each other is a recent and interesting phenomenon.

Abstract

Purpose

The purpose of this paper is to discuss the reliability of official Chinese government statistics in general, overview the evolution of China's S&T (science and technology) statistical system while highlighting the main sources of such statistics, point out some of the particular problems related to China's S&T statistics, and provide perspectives about how to best use and interpret these numbers.

Design/methodology/approach

Statistics of China's human resources in science and technology has been used to illustrate how such S&T statistics should be interpreted.

Findings

While the S&T data collection involving multiple government ministries causes problems, the interpretation of the data, including reconciling data from different sources and piecing information together, poses challenges to drawing an appropriate and overall picture of the development of S&T in China. In order to achieve a better understanding of China's S&T statistics, student researchers of Chinese science and technology have to comprehend the definitions, exhaust all the sources, and find and recognize discrepancies.

Originality/value

This paper represents the first effort to examine China's S&T statistical system, an important source of information regarding China's S&T development.

Abstract

Purpose

Aim of the paper is to report on the first Italian national library statistics.

Design/methodology/approach

No national library statistics existed in Italy. In Italy there is no national law governing public library services and no national authority for them. The Official Publications Working Group of the Italian Library Association, in collaboration with the Central Institute for the Union Catalogue of Italian Libraries and the Italian National Statistics Institute (ISTAT), carried out a survey, financed by the University of Perugia, to collect information about the presence of official publications in Italian public libraries. A high percentage of answers was collected. The few questions, useful for the identification of the main peculiarities of the answering libraries, were able to supply for the first time some national data about Italian public libraries.

Findings

The paper presents aims and objectives of the survey, methodology, the unexpected success. ISTAT methodological office stated that the responding libraries constituted a valid sample of Italian public libraries and the results of the survey could be considered the first Italian national library statistics. Results, limits, impact and some prospectives for the future are presented.

Research limitations/implications

The first official national statistics about Italian public libraries are an unexpected success.

Practical implications

It has proved however that we need wider agreements among institutions and funds, to have regular national library statistics.

Originality/value

Thanks to this survey, for the first time we can speak about Italian public libraries in terms of numbers.

Abstract

Purpose

The purpose of this study paper is to focus on developing novel ways to monitor an economy in real time during the COVID-19 pandemic. A fully automated framework is proposed for collecting and analyzing online food prices in Poland. This is important, as the COVID-19 outbreak in Europe in 2020 has led many governments to impose lockdowns that have prevented manual price data collection from food outlets. The study primarily addresses whether food price inflation can be accurately measured during the pandemic using only a laptop and Internet connection, without needing to rely on official statistics.

Design/methodology/approach

The big data approach was adopted to track food price inflation in Poland. Using the web-scraping technique, daily price information about individual food and non-alcoholic beverage products sold in online stores was gathered.

Findings

Based on raw online data, reliable estimates of monthly and annual food inflation were provided about 30 days before final official indexes were published.

Originality/value

This is the first paper to focus on measuring inflation in real time during the COVID-19 pandemic. Monthly and annual food price inflation are estimated in real time and updated daily, thereby improving previous forecasting solutions with weekly or monthly indicators. Using daily frequency price data deepens understanding of price developments and enables more timely detection of inflation trends, both of which are useful for policymakers and market participants. This study also provides a review of crucial issues regarding inflation that emerged during the COVID-19 pandemic.

Abstract

Studies suggest that official crime statistics are more than a measure of criminal activity. Generated by police, crime figures also reflect the behavior and concerns of police. Our case study renders evidence to this argument. A national survey of the crime recording by police was conducted in China in the late 1980s and early 1990s. The results reveal significant under‐representation of crime in the police‐produced statistics and clearly identify the police as the source of errors. Our study presents the survey and examines the findings. We explore systemic and social factors that affect the underpresentation problem and assess possible impact of the findings on the police’s action in crime recording.
