Abstract

Based on a formalization of the 1981 constitutional negotiation in Canada, this article analyses the impact of procedural constraints on collective decisions. Four procedural constraints are considered: voting procedures, voting rules, decision rules, and the order of presentation of options to the vote. Sincere voting (voting according to a voter's preference scale), complete information, and free communication are assumed in the first part of the analysis. The assumption of sincere voting is relaxed in the second part where strategic voting is considered The analysis shows that (1) a collective decision is determined by some interaction of voters' preferences, procedural constraints, and voting strategies, and (2) procedural constraints can be ordered in terms of their relative impact on the collective decision (in decreasing order: decision rules, voting rules, order of presentation, voting procedures). In the conclusion, a general model of the determination of collective decisions is presented.

Abstract

Purpose

This study addresses the production optimization of a cellular manufacturing system (CMS) in magnetic production enterprises. Magnetic products and raw materials are more critical to transport than general products because the attraction or repulsion between magnetic poles can easily cause traffic jams. This study needs to address a method to promote the scheduling efficiency of the problem.

Design/methodology/approach

To address this problem, this study formulated a mixed-integer linear programming (MILP) model to describe the problem and proposed an auction and negotiation-based approach with a local search to solve it. Auction- and negotiation-based approaches can obtain feasible and high-quality solutions. A local search operator was proposed to optimize the feasible solutions using an improved conjunctive graph model.

Findings

Verification tests were performed on a series of numerical examples. The results demonstrated that the proposed auction and negotiation-based approach with a local search operator is better than existing solution methods for the problem identified. Statistical analysis of the experiment results using the Statistical Package for the Social Sciences (SPSS) software demonstrated that the proposed approach is efficient, stable and suitable for solving large-scale numerical instances.

Originality/value

An improved auction and negotiation-based approach was proposed; The conjunctive graph model was also improved to describe the problem of CMS with traffic jam constraint and build the local search operator; The authors’ proposed approach can get better solution than the existing algorithms by testing benchmark instances and real-world instances from enterprises.

Abstract

Acalugaritei networks (ANs) are multidimensional evolutionary hierarchical networks. They are called hierarchical because the sets and subsets of components correspond to different ranks (levels), where: the set of “inferior” rank is the subset of rank zero (j = 0) of the set of immediately “superior” rank. The sets and subsets of components will be noted Sij, where: i is the rank number of the set (i = 0,1,2,3); jis the rank number of the subset within the same set (j = 0,1,2, …, n). We will thus distinguish: \curr Sij=(S0jS1jS2jS3j). They are called evolutionary because the most comprehensive set of components is the set of evolutionary relations. They are called multidimensional because the components of the same rank can be classified according to n dimensions (n criteria: ki where: i = 0, 1, 2,…, n). ANs are of different ranks (ANsi, where: i = 0, 1, 2,…,n). In an AN of a certain rank, the set of fundamental components is the set of sequences of ANs of subordinated ranks.

Abstract

The 1997-98 financial crisis has had a profound effect on how East Asian economies the role of the IMF and its strategic interests relative to those of the United States in the international financial regime. It has prompted them to create a regional mechanism for financial and monetary cooperation, ranging from deeper policy dialogue and surveillance, to a system of financial cooperation, and common exchange rate arrangements. This paper analyses the economic and strategic motivations behind this and outlines recent developments in financial cooperation in East Asia to provide possible directions for the future.

A network of bilateral swap arrangements under the Chiang Mai Initiative(CMI) needs stronger policy dialogue and surveillance to develop into a regional financing facility, a sort of East Asian IMF. The facility plays a role as an regional lender of last resort, providing short-term funds to a member country facing a temporary liquidity shortage and for market intervention to stabilize foreign exchange rate. East Asian countries need to achieve regional exchange rate stability. In the long run, the region may develop a common currency arrangement, but it cannot be expected in the very near future because there is no convergence of macroeconomic conditions, economic structure and systems. A realistic approach would be for East Asian developing countries to adopt a currency basket system to minimize the impact of dollar/yen exchange rate volatility on their economies. Strong political will and a vision for regional integration will be required to introduce it.

Abstract

Purpose

To synthesise anticorrosion pigments of a lamellar and core‐shell type based on Zn, Ca and Mg ferrites for metal protecting paints.

Design/methodology/approach

The anticorrosion pigments were synthesised from oxides or carbonates at high temperature. The pigments synthesised had particles with a pronounced lamellar‐tubular shape consisting of MgFe2O4; Mg0.8Zn0.2Fe2O4; Mg0.6Zn0.4Fe2O4; Mg0.4Zn0.6Fe2O4; Mg0.2Zn0.8Fe2O4; ZnFe2O4; Ca0.2Zn0.8Fe2O4; and CaFe2O4. The other type of synthesised ferrite pigments were core‐shell anticorrosion pigments where a layer corresponding to the compositions including MgFe2O4/KAl3Si3O11; Mg0.8Zn0.2Fe2O4/KAl3Si3O11; Mg0.6Zn0.4Fe2O4/KAl3Si3O11; Mg0.4Zn0.6Fe2O4/KAl3Si3O11; Mg0.2Zn0.8Fe2O4/KAl3Si3O11; ZnFe2O4/KAl3Si3O11; Ca0.2Zn0.8Fe2O4/KAl3Si3O11; and CaFe2O4/KAl3Si3O11 was applied onto the core – white mica – by a chemical reaction. The pigments prepared were characterised by means of X‐ray diffraction analysis, particle size distribution measurement, and scanning electron microscopy. The anticorrosion pigments synthesised were used to formulate alkyd paints that were tested in corrosion atmospheres.

Findings

Lamellar particles were detected in the pigments prepared, whereas quality coverage of the core was identified in the core‐shell ferrites. Good anticorrosion efficiency was detected in all of the pigments synthesised.

Practical implications

The pigments synthesised can be conveniently utilised in paints to protect metal bases from corrosion.

Originality/value

The method of using the ferrites synthesised as metal protecting anticorrosion paints is new. Of great benefit are the application and the method of synthesising the anticorrosion pigments that do not contain any heavy metals and are environmentally friendly.

Abstract

This study proposes targeted modernization of the Department of Defense (DoD's) Joint Forces Ammunition Logistics information system by implementing the optimized innovative information technology open architecture design and integrating Radio Frequency Identification Device data technologies and real-time optimization and control mechanisms as the critical technology components of the solution. The innovative information technology, which pursues the focused logistics, will be deployed in 36 months at the estimated cost of $568 million in constant dollars. We estimate that the Systems, Applications, Products (SAP)-based enterprise integration solution that the Army currently pursues will cost another $1.5 billion through the year 2014; however, it is unlikely to deliver the intended technical capabilities.

Abstract

Purpose

The purpose of this paper is to evaluate three categories of four-degrees of freedom (4-DOFs) upper limb rehabilitation exoskeleton mechanisms from the perspective of relative movement offsets between the upper limb and the exoskeleton, so as to provide reference for the selection of exoskeleton mechanism configurations.

Design/methodology/approach

According to the configuration synthesis and optimum principles of 4-DOFs upper limb exoskeleton mechanisms, three categories of exoskeletons compatible with upper limb were proposed. From the perspective of human exoskeleton closed chain, through reasonable decomposition and kinematic characteristics analysis of passive connective joints, the kinematic equations of three categories exoskeletons were established and inverse position solution method were addressed. Subsequently, three indexes, which can represent the relative movement offsets of human–exoskeleton were defined.

Findings

Based on the presented position solution and evaluation indexes, the joint displacements and relative movement offsets of the three exoskeletons during eating movement were compared, on which the kinematic characteristics were investigated. The results indicated that the second category of exoskeleton was more suitable for upper limb rehabilitation than the other two categories.

Originality/value

This paper has a certain reference value for the selection of the 4-DOFs upper extremity rehabilitation exoskeleton mechanism configurations. The selected exoskeleton can ensure the safety and comfort of stroke patients with upper limb dyskinesia during rehabilitation training.

Arrangements for regional economic integration, under the WTO system, have unexpectedly dominated globalization. In fact, countries that have realized economic arrangements, such as the EU 's monetary union, are further expanding their efforts to achieve political integration. Regional economic integration is now considered an exigency of national affairs. North East Asian countries are also affected by this global predicament, but the issue involves greater structural complexities in this region. The emergence of China has forced Japan and Korea to contemplate difficult structural adjustments. For example, while the Korean government recognizes the importance of stronger intra-regional economic cooperation, by pursuing these arrangements it simultaneously faces the dilemma of maintaining traditional partnerships, such as those with the USA and Japan. If Korea actively supports regional economic arrangements, this action would be perceived as a bias toward China, consequently damaging ties with the US. Thus, rather than depending on public initiatives to establish economic ties in North East Asia, China, Japan and Korea should rely on market friendly projects initiated by the private sector that endorse gradual integration through non-political activities and exchanges among the citizens of the respective countries. This paper first proposes the founding of a North East Asian United University Community composed of students, professors and campuses of the three countries in the initial stages. Secondly, it proposes the development of unique Asian commodities, a concept similar to that of 'Airbus. ' Finally, it proposes utilization of retired Japanese, Korean and Chinese engineers and technicians to speed up the overall level of technology, which is critical to overcoming backwardness in this region.

Abstract

Purpose

This paper aims to develop a forecasting tool for the automatic assessment of both environmental and economic benefits resulting from low-carbon investments in the real estate sector, especially when applied in large building stocks. A set of four artificial neural networks (NNs) is created to provide a fast and reliable estimate of the energy consumption in buildings due to heating, hot water, cooling and electricity, depending on some specific buildings’ characteristics, such as geometry, orientation, climate or technologies.

Design/methodology/approach

The assessment of the building’s energy demand is performed comparing the as-is status (pre-retrofit) against the design option (post-retrofit). The authors associate with the retrofit investment the energy saved per year, and the net monetary saving obtained over the whole cost after a predetermined timeframe. The authors used a NN approach, which is able to forecast the buildings’ energy demand due to heating, hot water, cooling and electricity, both in the as-is and in the design stages. The design stage is the result of a multiple attribute optimization process.

Findings

The approach here developed offers the opportunity to manage energy retrofit interventions on wide property portfolios, where it is necessary to handle simultaneously a large number of buildings without it being technically feasible to achieve a very detailed level of analysis for every property of a large portfolio.

Originality/value

Among the major accomplishments of this research, there is the creation of a methodology that is not excessively data demanding: the collection of data for building energy simulations is, in fact, extremely time-consuming and expensive, and this NN model may help in overcoming this problem. Another important result achieved in this study is the flexibility of the model developed. The case study the authors analysed was referred to one specific stock, but the results obtained have a more widespread importance because it ends up being only a matter of input-data entering, while the model is perfectly exportable in other contexts.

Abstract

Purpose

Thin-walled structures inevitably always have manufacturing deviations, which affects the assembly quality of mechanical products. The assembly quality directly determines the performances, reliability and service life of the products. To achieve the automatic assembly of large-scale thin-walled structures, the sizing force of the structures with deviations should be calculated, and its assembling ability should be studied before assembly process. The purpose of this study is to establish a precise model to describe the deviations of structures and to study the variation propagation during assembly process.

Design/methodology/approach

Curved thin-walled structures are modeled by using the shell element via the absolute nodal coordinate formulation. Two typical deviation modes of the structure are defined. The generalized elastic force of shell elements with anisotropic materials is deduced based on a continuum mechanics approach to account for the geometric non-linearity. The quasi-static method is introduced to describe the assembly process. The effects of the deviation forms, geometrical parameters of the thin-walled structures and material properties on assembly quality are investigated numerically.

Findings

The geometric non-linearity of structure and anisotropy of materials strongly affect the variation propagation and the assembly quality. The transformation and accumulation effects of the deviations are apparent in the multiple assembly process. The constraints on the structures during assembly can reduce assembly deviation.

Originality/value

The plate element via the absolute nodal coordinate formulation is first introduced to the variation propagation analysis. Two typical shape deviation modes are defined. The elastic force of structures with anisotropic materials is deduced. The variation propagation during the assembly of structures with various geometrical and material parameters is investigated.
