Abstract

Purpose

This study aims to analyse how top-level policymakers across the political left-right spectrum in a social-democratic welfare state understand social enterprise (SE), its relation to existing welfare institutions and their intentions of policymaking towards SE.

Design/methodology/approach

This study conducted in-depth interviews explicitly focused on SE with policymakers at the national level in Norway. The informants collectively represented most political parties in Norway’s Parliament in 2017–2021. Data were analysed using a historical institutional perspective.

Findings

Centre-right wing policymakers predominantly consider SE as commercial enterprises not requiring specific policies. Left wing policymakers prefer that SEs operate like voluntary organizations and advocate policies preventing extraction of profit and competition with public service providers. Hence, policymakers positioned SE within an overarching political debate on the privatization of welfare services. They expressed little interest in developing policies aimed at strengthening SE opportunity structures.

Research limitations/implications

Policy inaction impedes recognition of SEs as different from commercial and voluntary organizations, as well as their ability to compete for tenders. Thus, SE will likely remain a rather marginal phenomenon in Norway. Further research is needed to establish whether and how Norway’s universal welfare state inhibits social entrepreneurship on the society-wide level.

Originality/value

This article details how SE is understood within a social democratic welfare regime and the likely consequences thereof for SEs. It contributes with new knowledge of why policymakers may be reluctant to develop policy dedicated to further SE, across different political party affiliations. To the best of the authors’ knowledge, this is the first study in Norway to analyse how existing institutions and political controversies influence how policymakers at the national level approach SE.

Abstract

Purpose

This paper aims to analyze thoroughly all of the sources of research used to develop the money laundering (ML) and terrorist financing (TF) low-risk rating, a rating attained by Norway according to the Basel Institute of Governance, and determine the reasons why Norway is one of only two countries in the world according to the 2012 report, with the other being Estonia, to gain an overall low-risk ML and TF rating.

Design/methodology/approach

The differences between the USA and Norway which has obtained a low-risk ranking, were compared and contrasted.

Findings

Beginning with the Basel Institute Rating index as a legitimate source for use in assessing anti-money-laundering (AML)/TF risk, and the amount of documentation used in the index’s methodology, it has been proven that the low-risk rating Norway has received is well deserved, and that the US rating of medium risk is also deserved for the time the report was published. Achieving a low-risk rating is not as ambiguous as recently thought and neither is its application on a global scale.

Originality/value

The paper identifies practical areas of improvement and concerns in addressing the overall issue of ML and terrorist financing.

Abstract

This paper describes the current state of policing in Norway. Interview data were collected from police administrators, police academy instructors, and police recruits. In addition, observational data were collected from patrol ride‐alongs. The organizational structure of Norwegian police at the national level; individual police stations; police recruitment and training; traffic regulation, law enforcement, order maintenance and crime prevention; and police‐public interactions in Norway are discussed. Distinct features of the Norwegian police include a flat hierarchy, strong union influence, and informal selection methods, all of which derive from the unique sociodemographic and geographic landscape of Norway combined with the influence of British and European models of policing.

Abstract

This paper analyzes the impact of macroeconomic variables such as real exchange rate, exchange-rate volatility, and economic growth of the UK and Norway on Norway’s bilateral trade flow to the UK via maritime and other transport modes. The first two models considered trade volume (import and export) via only maritime transport, while the third and fourth models considered trade volume via modes other than maritime transport. The empirical validity of the Marshall-Lerner condition is tested to see whether a devaluation of the real exchange rate improves the trade balance in the long term. In addition to the long-term relationship among variables, short-term effects are also evaluated. The results show that the real income of Norway and its trading partner (the UK) is the main determinant of bilateral trade flow via maritime and other transport modes. Moreover, the results indicate that in the long run, the Marshall-Lerner condition is satisfied only for bilateral trade via modes other than maritime transport.

Abstract

Purpose

The purpose of this paper is to explore whether, how and why ethical investment practices of charities differ between two countries with quite different ideological and institutional frameworks – Norway and the UK.

Design/methodology/approach

The paper uses mixed methods and a cross-sectional field study design to explore the ethical investment practices of 300 of the largest charities by investments in the UK and Norway. Practices are theorized using the dual lens of institutional theory and social origins theory.

Findings

The paper provides evidence on why charities established the practice of ethical investment. The results show that large charities were more likely to have an ethical policy; that charities with moderate public sector funding were more likely to have an ethical policy. In line with institutional theory some Norwegian charities with public sector funding mimic the policy of the Government Pension Fund, and the ethical investment policy of Norwegian charities was more influenced by donors. Institutional entrepreneurs (charity founders) had a more prominent influence in UK charities.

Research limitations/implications

The paper highlights that more research is needed on sovereign wealth funds, their investment practices and how they affect charities.

Practical implications

The findings of this paper highlight the potential role that the ethical investment practices of sovereign can play a soft regulatory function in changing the behaviour of other investors.

Social implications

To the extent that ethical investment practices are construed as having a positive social impact, then this study shows how a government sovereign wealth fund can influence the spread of ethical investment practices.

Originality/value

This paper, which sits at the nexus of the charity and corporate social responsibility (CSR) literatures, contributes by responding to calls for more research on charity practices in different countries and CSR practices in different countries. This comparison also contributes to the development of institutional theory by shedding light on the institutional influence of a sovereign wealth fund and its impact on others. The paper will be of value to academics, policy setters and regulators.

Abstract

Purpose

This paper aims to assess the dissemination of cluster ideas advanced in the “Competitive Advantage of Nations” and three subsequent national studies and the reasons for their substantial public policy impact in Norway.

Design/methodology/approach

The paper presents the theoretical and methodological novelties of each of the national studies, the inclusive study-organizing principle used and public policy impact.

Findings

The papers finds that the dissemination of cluster thinking and the development of a successful cluster-based industrial policy in Norway is largely a function of the nature and extent of the cluster research efforts that took place in Norway. The national cluster research projects mobilized all the key industrial and governmental actors in a very effective way, making studies with both rigor and relevance. Due to advanced and demanding policy makers, the studies also evolved in terms of the theoretical models and methodologies used.

Originality/value

The paper contributes by illuminating the direct and indirect impact of the “Competitive Advantage of Nations” on both academic endeavors and public policies in Norway and by explicating how studies that make it possible for academics and practitioners to work in tandem substantially affect public policy.

Abstract

Purpose

The purpose of this paper is to compare similarities and differences in perceived quality of business relationships in Norway and Sweden.

Design/methodology/approach

The Norwegian and Swedish sampling frames consisted of 600 small‐ and medium‐sized firms in each country. A response rate of 36.5 percent was achieved in Norway and 21 percent in Sweden. Leading executives from both countries were used as key informants because they are the primary decision‐makers most knowledgeable about their firm's interactions with suppliers.

Findings

The findings indicate that there are a series of significant differences and associations between the perceived quality of business relationships in small and medium‐sized firms in Norway and Sweden, though both countries resemble each other in both socio‐economic indicators and cultural dimensions.

Research limitations/implications

One suggestion for further research is to replicate the study in other industries, business relationships, and countries. Another is to undertake a longitudinal approach of the focal areas of “perceived quality” and “supplier criteria”.

Practical implications

This study is of managerial interest, as the framework may be applied by firms to monitor and evaluate ongoing supplier relationships and, in extension, their current customer relationships. It would be of interest to see if similarities exist amongst other cultures of the focal areas, and/or if there are differences across other countries that are decidedly different from those in Norway and Sweden.

Originality/value

This paper makes a contribution to inter‐organizational theory since it outlines a conceptual framework of focal areas of “perceived quality” and “supplier criteria” for examining business relationships across industries and countries for the benefit of other researchers.

Abstract

Purpose

Harmful use of alcohol is a major public health problem. While harm is often researched in the context of heavy drinking episodes, high-frequency drinking, even when drinking moderate quantities, constitutes a health risk in a longer perspective. The purpose of this paper is to examine the prevalence of daily use of alcohol in the Norwegian general population and to assess sociodemographic, mental health-related and personal resource variables associated with daily use of alcohol.

Design/methodology/approach

A cross-sectional survey concerned with health, illness and serious life events was distributed to 5,500 persons in the general population in Norway (response rate 36%). Sociodemographic variables, personal resource variables (general self-efficacy, optimism and extraversion) and psychological distress (current anxiety and/or depression) were assessed with regards to their associations with daily drinking in unadjusted and adjusted regression models.

Findings

Daily use of alcohol was reported by 39 persons (2.2%) in the sample (3.1% of men and 1.4% of women). While general self-efficacy, optimism and extraversion were unrelated to daily drinking, the adjusted model revealed that male sex (OR: 2.18, p < 0.05), being unemployed/not in education (OR: 3.10, p < 0.05) and reporting current anxiety and/or depression (OR: 3.12, p < 0.01) were associated with daily use of alcohol.

Originality/value

The study has contributed to the knowledge about daily drinkers in a representative sample of the Norwegian population. A proportion of 2.2% was found to drink alcohol on a daily basis. Compared to their counterparts, the odds of daily drinking were higher for men, unemployed persons and persons reporting current psychological distress. Public health initiatives aiming at reducing harmful use of alcohol may pay particular attention to these subsets of the population.

Abstract

Purpose

The Norwegian travel industry faces decline in important international tourism segments and needs an industry wide and future‐oriented strategy to face these challenges. Accordingly, a common understanding of future drivers and different scenarios for the industry is needed. The paper aims to discuss these issues.

Design/methodology/approach

Using the process of scenario analysis and drawing upon the involvement of the tourism industry, this paper describes the method, drivers, scenarios, and implications.

Findings

The research identified six important drivers with predictable outcomes: uneven global economic development, digitalization, climate change, consumer demand – return on time, centralization, and demography. The Norwegian economy and Norwegian politics were the two drivers that stood out as the most significant for the tourism industry, with a very uncertain outcome, and constituted the two axes of the scenarios. This resulted in four scenarios: Money Rules, The Urban Diamond, Opportunities for All, and Master Plan.

Practical implications

The four scenarios represent different economic value of international tourism in Norway. The Opportunities for All and Master Plan scenarios represent the greatest economic value for Norwegian tourism. They indicate great opportunities for tourism to become the “new oil” in Norway if the oil economy declines. The two scenarios differ with respect to the degree of governance control vs market liberalization. The scenarios will be used to identify implications and risks for different parts of the tourism industry, and to further explore how governance control and market liberalization may be combined.

Originality/value

The research identified six drivers which are significant for the Norwegian tourism industry. This resulted in four scenarios which are used to identify implications and risks for different parts of the industry.

Abstract

Purpose

What drives small to medium‐sized enterprises’ (SMEs’) internationalisation strategy remains a significant issue in international business research, despite the huge research efforts on this subject over the past three decades. The purpose of this paper is to investigate and compare the motives behind the equity modes of foreign market entry in Norway.

Design/methodology/approach

Employing a cross sectional survey, a sample of 146 firms consisting of 42 international equity joint ventures (IJVs), 53 cross‐border mergers & acquisitions (CBM&As) and 51 wholly owned subsidiaries (FWOS) from Norway was collected and analysed.

Findings

It was found that whereas market development and power influence the choice of IJVs and CBM&As, the need to access resources and control resources appear to be the most important motives behind FWOS as an entry mode choice. Moreover, the regression results indicate that market development and power, technology development, location advantage and synergistic gains appear to have a significant bearing on different entry mode choice in Norway.

Research limitations/implications

The paper examines the motivation for the choice of foreign entry mode from the point of view of senior managers in Norway. Future research should accommodate multiple perspectives simultaneously from the parent companies and subsidiaries in a single paper to significantly advance the field.

Practical implications

The paper discovers that the motives behind the choice of cooperative modes of entry tend to be more linked with market development, technological development while FWOS are motivated by the need to control proprietary resources. The implication for the Norwegian government is that its financial incentives do not affect the mode choice of entry.

Original/value

The paper finds that different motives and theories influence the choice of foreign market entry by SMEs in Norway and provides insights for senior managers on the factors taken into account in making choice decisions in Norway.
