Abstract

Purpose

Nepal is exposed to frequent earthquakes. There is a felt need for promoting disaster risk reduction action at community level, promoting existing community cohesion for use in disaster preparedness and replication of positive experiences. Involvement of women has been identified as one of the effective ways to motivate and mobilize communities to reduce disaster risks and enhance disaster preparedness. The paper aims to discuss these issues.

Design/methodology/approach

Frontline program was implemented in the four communities of Chandragiri municipality during 2015 with support from GNDR. Preparing the local risk profile and the action plans to reduce those identified risk was the main approach of the Frontline program.

Findings

During the Frontline survey, the community identified earthquake as the top threat in the community and non-structural mitigation as one of the priority actions. The members of the women network started advocating for earthquake safe communities and implementing the risk reduction measures. This action has developed understanding of the process, scientifically and systematically, and boosted their confidence with important new technical skills and new leadership roles in their community to mitigate the earthquake risk.

Originality/value

This case study records the experience of the women’s group in Nepal using their NSM learning in their own houses to reduce vulnerability. They started vulnerability reduction with their own kitchens and bedrooms by fastening their cupboards, frames, freezes, gas cylinders, etc. This led to implementing the mitigation measures in their locality and outside their community. This has been a step toward achieving a safer community through safer houses and schools.

Abstract

Purpose

The purpose of this study is to identify the main perspectives and trends in educational data mining (EDM) in the e-learning environment from a managerial perspective.

Design/methodology/approach

This paper proposes a systematic literature review to identify the main perspectives and trends in EDM in the e-learning environment from a managerial perspective. The study domain of this review is restricted by the educational concepts of e-learning and management. The search for bibliographic material considered articles published in journals and papers published in conferences from 1994 to 2023, totaling 30 years of research in EDM.

Findings

From this review, it was observed that managers have been concerned about the effectiveness of the platform used by students as it contains the entire learning process and all the interactions performed, which enable the generation of information. From the data collected on these platforms, there are improvements and inferences that can be made about the actions of educators and human tutors (or automatic tutoring systems), curricular optimization or changes related to course content, proposal of evaluation criteria and also increase the understanding of different learning styles.

Originality/value

This review was conducted from the perspective of the manager, who is responsible for the direction of an institution of higher education, to assist the administration in creating strategies for the use of data mining to improve the learning process. To the best of the authors’ knowledge, this review is original because other contributions do not focus on the manager.

Abstract

Purpose

This study was inspired by the emergence of Massive Open Online Courses (henceforth MOOCs) as an e-learning trend of recent times, attracting huge enrollment across the globe. Studies revealed that MOOCs had been getting extensive attention by educational circles in India, but whether its acceptability is limited only among learning communities of country’s top-notch universities like Indian Institute of Science (IISc), Indian Institute of Technology (IITs), Indian Institute of Management (IIMs), and among Central Universities; or it has attracted equally the learners of State Universities spreading across every nook and corner of this huge country is yet to be studied. These State Universities virtually uphold the country’s higher education sector by catering learning ambitions of largest number of students. The present study investigated the penetration of MOOCs among students and teachers of State Universities in India.

Design/methodology/approach

A qualitative survey was conducted taking 10 reputed State Universities and 480 respondents (400 were students, and 80 were teachers) as samples. Semi-structured in-depth interviews were also conducted among 25 respondent students and teachers. Descriptive statistics, such as frequency and percentages, as well as inferential statistics, such as Likert scale and analysis of variance, were employed in analyzing the study.

Findings

The findings revealed that MOOCs have been successful in meeting the learning goals of the learners and teachers of these State Universities complementing their traditional learning environment at universities and by providing them a constant scope for re-skill and up-skill; still, participation in MOOCs is low, especially among females due to lack of awareness, inadequate infrastructure, and resultant poor completion rate.

Practical implications

The current study is going to be helpful to the Indian policy makers and all concerned in creating a healthy atmosphere for making MOOCs accessible to students and thereby leveraging its potential to increase the quality of higher education across country as it exhibits a clear picture of the current state of its penetration, problems and possibilities among teachers and students of State Universities that conforms the largest section of Indian intelligentsia. The findings can be used to compare perceptions of students' and teachers' from other developing countries also.

Originality/value

This study is the reporting of an original survey conducted in India and the write up is based on the analysis and findings of the survey results.

Abstract

Purpose

The purpose of this study is to develop an ecosystem-based DRR concept and explore how far the concept can be applied in a disaster-management context.

Design/methodology/approach

The authors used the ecosystem concept established by Tsujimoto et al. (2018) as the foundation of this study. They then conducted a literature search to adapt the ecosystem concept to fit the context of disaster management. Thus, they developed an ecosystem-based DRR concept. They used a case study method to test whether the adapted ecosystem concept can be applied to examine a real-life case of disaster management. For data collection, they used qualitative methods; a semi-structured interview with practitioners and other actors involved in disaster-management practice as well as document review. For data analysis, they used thematic analysis to find themes within the data.

Findings

By using this concept, the authors found some actors fulfil their role in the ecosystem toward the DRR effort, some actors are ill-equipped, and some actors are actively working against DRR effort. There are also implementation challenges, as numerous programs are only halfway done due to a lack of resources. However, the main problems of this disaster can be summarized into three categories: technical problems, socio-economic problems and law-enforcement problems. All three problems need to be addressed altogether because even neglecting only one problem would lead to a flawed solution.

Research limitations/implications

One of the limitations is the respondents' bias. This research aims to find out their part, or more accurately what they are representative of, regarding disaster management for forest and land fire case. As some of the questions may reveal unflattering action or may even hurting their credibility, respondents might not have provided an entirely honest answer. Another limitation is the differing respondents' roles within the disaster. As each of the respondents is a representative of an actor in disaster management, they all have different traits. Thus, this situation makes it challenging to produce similar quality and quantity data for each of them.

Practical implications

As concluded, the ecosystem-based DRR concept can be used as a framework to examine a real-life case of disaster management. It can be utilized to explain roles, relationships and the whole network of disaster-management actors. The authors hope that this concept could help decision-makers in designing their policies.

Social implications

The main problems of this disaster can be summarized into three categories: technical problems, socio-economic problems and law-enforcement problems. All three problems need to be addressed altogether for even neglecting only one problem would lead to a flawed solution. However, the yearly reoccurrences of fires and the widespread of illegal and dangerous practice, slash and burn agriculture, are evidence that the government mishandles the other two problems. There is a need for reform within legal institutions and government's treatment regarding local farmers. There is a need for trust, cooperation and synergy between disaster-management actors.

Originality/value

The ecosystem concept has been used widely in the field of management of technology and innovation. However, while ecosystem concept is commonly used in the management of technology and innovation, it is rarely used in a disaster-management context.
