Abstract
Purpose
As an emerging market of international education, Asian countries ambitiously launched internationalization initiatives and strategies to attract international talent. Since the 1990s, Taiwan's government has implemented various internationalization policies. Partly affected by the political forces of neighboring China, Taiwan's government launched the New Southbound Policy (NSP) as the main regional strategy in 2016. One of the aims of this strategy was to promote mutual talent mobility between Taiwan and New Southbound Policy countries (NSPC). The purpose of this study is to explore how the NSP influences the student mobility scheme in Taiwan.
Design/methodology/approach
This study adopted the qualitative document analysis to investigate and compare the major Asian countries' internationalization focus and summarize Taiwan's internationalization development process and policy priorities. Moreover, a qualitative approach was adopted in order to collect data from 2005 to 2018 to examine Taiwan's student mobility scheme under the policy change.
Findings
Under the influence of the NSP after 2016, the student mobility scheme between Taiwan and NSPC could be categorized into five categories in accordance with the mobility rate. Although the nation-driven policy was considered powerful, the unbalanced flow between Taiwan and NSPC became severe.
Research limitations/implications
The study lacked statistics on the degree level of outbound Taiwanese students going to NSPC. It could not compare the student mobility scheme between Taiwan and NSPC by degree level.
Originality/value
The research looked at the initiatives Asian countries have developed in order to raise higher education internationalization and regional status, which shed light on the national/regional approaches under the global change.

Abstract
Applying a computable general equilibrium model to assess the impact of tariffs between the US and China, Taiwan stands to gain from trade diversion of the trade war between the two largest world economies in the short term.
Initially, Taiwan suffered a minor loss from the sector-specific tariff on steel and aluminum imposed by the US. However, its loss is mitigated after counting counter measures from foreign countries. The cumulated US tariffs and China's retaliations led to trade diversion effect. Taiwan's initial loss from the steel and aluminum tariffs was over compensated by a series of trade war between the US and China.
Under the scenario of the cumulated tariffs of $250 billion of US imports and China's retaliations of $110 billion on US goods, the social welfare, exports, import and trade balance in Taiwan increased. Its terms of trade improved as well. Real wage increases slightly more for unskilled labor than for skilled labor. The short-term effect of the trade war has positive effect on all macro indicators of Taiwan's economy.
On sectoral shift, Taiwan's export will gain the most in precision engineering products ($2,941.6 million), followed by electronics ($310.7 million) and agricultural products ($31.3 million). The negative effects are in sectors such as business services ($58.323 million), other services ($46.9 million), transportation service ($36.6 million), trade service ($25.3 million), and finance service ($24.5 million). Taiwan's total imports will increase by 0.59%, whereas its total export will increase by 0.33%. However, total trade balance still increases by $451.1 million.
The study also finds that Taiwan has a high degree of overlapping export commodities with China in the US market, much higher than most major trading partners for the US, yet its market share for those products in the US is ranged from 1% to 5% only. Moreover, more than 60% of Taiwan's export to the US is in intermediate goods which have less product differentiation than those in final consumption goods. These two factors will provide an opportunity for Taiwan to exploit the US market.
Though the short-term effect of trade war is positive, Taiwan needs to have a long-range planning amid the external shocks. Policy implications for Taiwan are to map out a cosmopolitan view of its geo-strategy by diversifying outward foreign direct investment and trade destinations. It needs to reduce the “systemic risk” of relying on single market in China which is vulnerable to the uncertainty in the US–China relations. If the trade war lasts too long, Taiwan would need to reevaluate its triangular trade-investment nexus with China and the US as well as its role in the global supply chain.

Purpose
This study aims to investigate the drivers of halal-certified firms in Taiwan, a Muslim minority country, to provide halal products or services.
Design/methodology/approach
This study used a quantitative method by spreading offline and online surveys toward halal-certified firms in Taiwan. Data were obtained from 41 responses and were analyzed using partial least square structural equation modeling.
Findings
This study discovers that firms in Taiwan practice halal business as they possess halal perceived value and innovation orientation. In addition, the interplays of the antecedents, the internal and external drivers, also play an excellent role in shaping the firms’ practices on halal business.
Research limitations/implications
Despite the implications, this study was built under several limitations that are potentially addressed by future research. The limitations lay in the low response rate, indistinctive analysis based on the firms’ market orientations (domestic or international) and the exclusion of other relevant variables to the conceptual model.
Practical implications
Practically, this study clarifies that firms in a Muslim minority country can be encouraged to engage in halal business in several ways. Those with a good understanding of halal usefulness are oriented to innovation, exposed to external pressures about halal business and equipped with specific internal settings that can translate the halal business phenomenon as an opportunity, not a threat.
Originality/value
To the best of the authors’ knowledge, this study is the first to unveil the drivers of halal business practices of firms in a Muslim minority country.

Abstract
Purpose
The purpose of this paper is to explore the factors needed for the development of global human resources for leadership assignments in foreign subsidiaries. The paper aims to find an answer to enhance expatriate mission accomplishment rate at subsidiaries abroad.
Design/methodology/approach
This study examines the development of global human resources. In-depth face-to-face interviews were employed to collect data from eight senior HR managers in three financial institutions in Taiwan, while data from 28 expatriates in the overseas subsidiaries were obtained from asynchronous e-mail interviews. Conventional content analysis was used to code categories directly from the data.
Findings
The results of the study revealed that organizational policies do not focus on developing global human resources. To portray a global image, the focus is on staffing overseas subsidiaries with foreigners and Taiwanese that can speak English. Development to prepare staff for expatriation is limited to pre-departure training that focused mainly on language and cultural awareness training. However, organizational support during expatriation and repatriation is important. Expatriates view security briefing crucial and familiarization visit helps them to decide whether or not to accept expatriation. Organizational policies favor those that were not expatriated in terms of career progression deter managers from accepting international assignments.
Originality/value
It highlights some best practices in developing global human resources taking into consideration the herd mentality and social perspective. Social support, social learning and social capital are instrumental in developing global human resources as these hasten cultural adjustment.

Abstract
Purpose
This paper is mainly focused on labor migration from Southeast Asia to Taiwan, showing a route of south–south mobility and discussing the causes of migrant workers in Taiwan, the issues faced by migrant workers as well as public response to migrant workers.
Design/methodology/approach
Besides a literate review on the topic of migrant worker researches in Taiwan, the data for this research was also based on qualitative interviews and observations conducted both in the fieldwork in Taiwan and in Indonesia between June and August during the summer of 2018.
Findings
The transnational mobility let many migrants from Southeast Asian countries to Taiwan end up losing their cultural capital and “make money” instead. For these migrants, they have experienced a downward social mobility of class through transnational mobility.
Research limitations/implications
Because of the chosen research approach, the research results may lack generalizability. More migrant laborers from various origin countries were encouraged to include for further research.
Practical implications
Labor migration cases from Southeast Asia to Taiwan could very well serve as good examples in the carrying out of a reflection on the limit of focusing on social science only inside nation-states in order to push a forward thinking on the transnationalization of social inequality.
Originality/value
This paper calls attention to the close linkage between transnational mobility and social inequality. It showed how the transnationalization of social inequality could get new faces through the new waves of labor migration.
