Abstract

Purpose

Persons with disabilities face the impacts of disasters differently. Early warning systems can be one of the powerful tools to reduce the vulnerabilities of persons with disabilities and mitigate the impacts of disasters. The main objective of this study was to assess the disability inclusiveness of the current early warning system (EWS) in flood-prone areas of Bangladesh.

Design/methodology/approach

A qualitative method was focused on getting in-depth information. Persons with disabilities participated in focus group discussions (FGDs) and shared the inclusiveness and gaps of the current EWS. Through extensive literature review, a checklist was developed to conduct the FGDs. QDA Miner 6.0.6 software was used for coding and analyzing the data.

Findings

Results indicated that, though persons with disabilities have proper risk knowledge, the current monitoring and warning service, dissemination and communication, and response capability are not fully inclusive. A significant gap in the EWS was found in response capability. Even if somehow persons with disabilities manage to receive a warning about a flood, they lack the capacity to respond to the warning.

Research limitations/implications

The study proposed that to make an EWS inclusive and effective, the concerned authorities should focus on all four parts of the EWS.

Originality/value

Studies related to disability and disaster management are not very common. Conducting a qualitative study provided the persons with disabilities the opportunity to share their perspectives. Future studies can focus on vulnerability and capacity assessment of persons with disabilities to identify areas requiring interventions to enhance resilience.

This paper aims to develop a crisis readiness framework for road traffic crisis response for law enforcement agencies in the United Arab Emirates (UAE).

Abstract

Purpose

This paper aims to develop a crisis readiness framework for road traffic crisis response for law enforcement agencies in the United Arab Emirates (UAE).

Design/methodology/approach

A Delphi method was used that combined questionnaire-based survey and the analytical hierarchy process to collect quantitative and qualitative data from an expert panel of crisis readiness professionals on how they prioritise and weigh the different strategic criteria, sub-criteria and performance indicators in the context of law enforcement agencies’ traffic response.

Findings

The findings of this paper resulted in the identification, ranking and validation of ten key dimensions of crisis readiness clustered into three distinct sets of priority rankings: response planning, resources, training and coordination; information management and communication and risk and hazard assessment; and early warning, legal and institutional frameworks, recovery initiation and property protection. The results additionally established the relative priority of sub-criteria for each criterion and validated a broad set of key performance indicators (KPIs) for the top six ranked criteria.

Research limitations/implications

The findings are based on a single case study focused on a specific area of operation within crisis response and one group of organisations of the UAE police sector. This potentially places a constraint on the wider generalisation of the findings to different operational areas and agencies, as they may have different priorities or organisational conditions that have implications for the framework application and the relative importance of certain criteria and sub-criteria.

Practical implications

This paper provides strategic guidance in the form of a prioritised list of criteria, sub-criteria and KPIs that can direct efforts to optimise different dimensions of crisis readiness at a strategic and operational level.

Originality/value

This paper makes an original contribution in identifying the key criteria and performance indicators of crisis readiness for road traffic situations. The findings contribute a comprehensive strategic readiness framework that supports planning and decision-making for the development of organisational capacities that can enhance response times of police to road traffic crises. This framework ranks dimensions of crisis readiness and key sub-criteria in order of priority and validates the key components of crisis readiness that can support practitioners to structure, standardise and benchmark key processes and elements of crisis response.

Abstract

Purpose

The purpose of this paper is to theoretically propose a complex perspective as the third way to understand disasters which is used to describe the Hiroshima landslide disaster 2014 in Japan. In the first half of the paper the complex perspective is explained in detail with comparison to two conventional perspectives on disasters, i.e. hazard approach and vulnerability approach. According to the complex perspective, deaths in disasters are avoidable. In the second half of the paper, Hiroshima landslide disaster is analyzed in line with the complex perspective. Also, how will Hiroshima not repeat such landslide disaster is suggested.

Design/methodology/approach

To develop the case study for Hiroshima, a desk-based literature review, a field site visit and five key informant interviews were conducted by the authors in 2016. The authors’ initial analysis based on newspaper reports indicated a failure in the early warning system, evacuation and severity of the hazard. Based on this, the broader literature on traditional perspectives on risk, vulnerability and complexity were mined to understand and theorize the failure in Hiroshima. Then the interviews were conducted in the city of Hiroshima to analyze the disaster from complex perspective.

Findings

The authors demonstrated that the Hiroshima Landslide disaster 2014 and its deaths could be explained by complex perspective. Complex perspective brings us the following suggestions not to repeat landslide disaster in Hiroshima. Political leaders at national and local levels must take up responsibilities to set a “goal” for the disaster management system to “reduce deaths.” Also, governmental and non-governmental organizations should make efforts to engage proactively with community through disaster education or through community awareness program to shift the mind set from hito-goto to jibun-no-koto (their story to our story).

Originality/value

Reducing deaths by disasters is essential for the world thus it is UN’s Sendai Goal One. As most contemporary sciences are based on reductionism, disasters have been described as a combination of the related components such as hazards, vulnerability. Although the great contributions from the reductionism to disaster studies, it has been said that integrated disaster management is needed since the reductionism usually give the partially optimized solution to disaster reduction. This study proposes complex approach to find comparatively total optimized solution to disaster reduction, in particular reducing deaths. Although it is based on merely one case study, this paper describes the possibility of different way to reduce deaths by disasters.

Abstract

Purpose

This paper aims to propose, for the very first time in Burkina Faso, a “no regret” reference tool to improve policies and processes which could strengthen agricultural water resilience under climate risks and change for sustained food security. Such a framework consists of five pillars derived from the agricultural water vulnerability analysis.

Design/methodology/approach

The method combined a new designed tool “ClimProspect”, adapted to the Sahelian climatic context, participatory and analogue approaches.

Findings

Innovative “no regret” framework to overcome current and future climate risks on agricultural water requirements has been built.

Research limitations/implications

The paper proposes a new way to assess vulnerability and build resilience for a given system and brings climate and disaster risks together. In fact, in the country, disaster and climate risks are closely associated.

Practical implications

The proposed measures will reinforce water security under climate variability and change and disaster risks, boost the farmers’ participation in water governance and secure the adaptation investment for the long term.

Social implications

Implementing the proposed measures should provide farmers with agricultural water needs at any time over the year, having access to social protection and sustainably increase their food security.

Originality/value

Method used explicitly allows for paying attention, at the same time, to climate variability and change, disaster risks and social issues. The “no regret” framework is a practical secured tool for policy makers and planners, and it gives them a new way to secure sustainable water requirements.

Abstract

Purpose

The purpose of this study is to identify the preparedness of disaster mitigation agency officers in both urban and rural areas as high vulnerability zones in Aceh, Indonesia, in dealing with disasters.

Design/methodology/approach

This cross-sectional study adopted a conceptual framework from the Indonesian Institute of Sciences (LIPI) and United Nations of Educational, Scientific, and Cultural Organization (UNESCO)/International Strategy for Disaster Reduction (ISDR) (LIPI-UNESCO/ISDR, 2006), explaining the study of community preparedness in anticipating earthquake and tsunami disasters. The framework of the study consists of five disaster preparedness parameters, namely, knowledge and attitude to face disasters, policies and guidelines, emergency response plans, disaster early warning systems and mobilization of resources. This conceptual framework was developed after the 2004 tsunami through an analysis study in the three provinces in Indonesia (Aceh, Padang and Bengkulu) experiencing earthquakes and tsunamis. This conceptual framework serves as a guideline and is in line with the objective of the regional disaster management Agency to reduce disaster risk through increasing community preparedness, especially providers or officers in anticipating disasters.

Findings

There was a significant difference in disaster preparedness among officers from the urban and rural areas. The area size, location accessibility, the communication network and disaster detection and warning facilities could associate with the results.

Research limitations/implications

The respondents were selected from only two districts in Aceh Province, Indonesia, which are vulnerable to disasters. The study only identifies the disaster preparedness among disaster management agency officers (DMAOs) adopted from LIPI-UNESCO/ISDR about community preparedness in anticipating disasters particularly tsunami and earthquake. Therefore, the results of this study may have limited generalizability to other areas in Indonesia and beyond.

Practical implications

The results of this study could possibly serve as recommendations for policymakers and disaster management agencies, particularly in rural areas to prepare contingency plans that involve both internal and external institutions to arrange the regulations related to community-based emergency response plans and disaster early warning systems. Such programs of education, training and disaster drill needed to be in place and conducted regularly for the officers in a rural area. Finally, the other sub-scales showed no difference in disaster preparedness, however, collaboration and support to each other in disaster risk reduction plan by improving the capacity building, policy enhancement and disaster management guidelines are required. Also, attempts to optimize logistics adequacy, budget allocations and disaster preparedness education and training for both DMAOs are strongly recommended through the lens of the study. The results of the study might useful for further research that could be developed based on this current study.

Originality/value

The emergency response plans and disaster early warning systems were significantly different between the rural and urban officers in disaster preparedness. Attending disaster management programs, experiences in responding to disasters and the availability of facilities and funds could be considered in ascertaining the preparedness of officers to deal with disasters.

Abstract

Purpose

The overall objective of this study is envisaged to provide decision makers with actionable insights and access to multi-risk maps for the most in-danger stave churches (SCs) among the existing 28 churches at high spatial resolution to better understand, reduce and mitigate single- and multi-risk. In addition, the present contribution aims to provide decision makers with some information to face the exacerbation of the risk caused by the expected climate change.

Design/methodology/approach

Material and data collection started with the consultation of the available literature related to: (1) SCs' conservation status, (2) available methodologies suitable in multi-hazard approach and (3) vulnerability leading indicators to consider when dealing with the impact of natural hazards specifically on immovable cultural heritage.

Findings

The paper contributes to a better understanding of place-based vulnerability with local mapping dimension also considering future threats posed by climate change. The results highlight the danger at which the SCs of Røldal, in case of floods, and of Ringebu, Torpo and Øye, in case of landslide, may face and stress the urgency of increasing awareness and preparedness on these potential hazards.

Originality/value

The contribution for the first time aims to homogeneously collect and report all together existing spread information on architectural features, conservation status and geographical attributes for the whole group of SCs by accompanying this information with as much as possible complete 2D sections collection from existing drawings and novel 3D drawn sketches created for this contribution. Then the paper contributes to a better understanding of place-based vulnerability with local mapping dimension also considering future threats posed by climate change. Then it highlights the danger of floods and landslides at which the 28 SCs are subjected. Finally it reports how these risks will change under the ongoing impact of climate change.

Abstract

Purpose

Even though Sri Lanka has established Early Warning (EW) mechanisms and Evacuation Procedures (EP) for the communities affected by the coastal disasters, there are several gaps, which hinder effective mechanisms in operation of disaster management practices. These gaps affect both the vulnerable communities and relevant authorities involved in the Disaster Management sector. This paper aims to identify and evaluate those gaps while providing adequate solutions.

Design/methodology/approach

For that, questionnaire surveys were carried out with a sample size of 217 via an online survey (117) among the urban level and interviews and telephone interviews (100) with the village level coastal communities. Data analysis was carried out using statistical analysis of questionnaire surveys and grounded theory was used for in-depth qualitative study.

Findings

Primary and secondary data obtained from the surveys were categorized under five themes, namely, response to early warning systems, evacuation routes, shelters, drills and training, effect of having a family vehicle, relatives and domestic animals, evacuation of people with special needs and cooperation with local government units. This paper analyses these themes in detail.

Originality/value

While critically evaluating the gaps in existing early warning mechanisms and evacuation procedures, this paper identifies correlations between some of the gaps and recommendations as well. Input from the international academics were also obtained at different forums and have strengthen the findings to overcome the barriers, which hinder successful mechanisms.

The study aims to expand on the concept of an early warning system (EWS) by introducing weak-signal detection, human-in-the-loop (HIL) verification and response tuning as integral parts of an EWS's design.

Design/methodology/approach

The authors bibliographically highlight the evolution of EWS over the last 30+ years, discuss instances of EWSs in various types of organizations and industries and highlight limitations of current systems.

Findings

Proposed system to be used in the transforming of weak signals to early warnings and associated weak/strong responses.

Originality/value

The authors contribute to existing literature by presenting (1) novel approaches to dealing with some of the well-known issues associated with contemporary EWS and (2) an event-agnostic heuristic for dealing with weak signals.

Abstract

Purpose

As stated in the United Nations Global Assessment Report 2022 Concept Note, decision-makers everywhere need data and statistics that are accurate, timely, sufficiently disaggregated, relevant, accessible and easy to use. The purpose of this paper is to demonstrate scalable and replicable methods to advance and integrate the use of earth observation (EO), specifically ongoing efforts within the Group on Earth Observations (GEO) Work Programme and the Committee on Earth Observation Satellites (CEOS) Work Plan, to support risk-informed decision-making, based on documented national and subnational needs and requirements.

Design/methodology/approach

Promotion of open data sharing and geospatial technology solutions at national and subnational scales encourages the accelerated implementation of successful EO applications. These solutions may also be linked to specific Sendai Framework for Disaster Risk Reduction (DRR) 2015–2030 Global Targets that provide trusted answers to risk-oriented decision frameworks, as well as critical synergies between the Sendai Framework and the 2030 Agenda for Sustainable Development. This paper provides examples of these efforts in the form of platforms and knowledge hubs that leverage latest developments in analysis ready data and support evidence-based DRR measures.

Findings

The climate crisis is forcing countries to face unprecedented frequency and severity of disasters. At the same time, there are growing demands to respond to policy at the national and international level. EOs offer insights and intelligence for evidence-based policy development and decision-making to support key aspects of the Sendai Framework. The GEO DRR Working Group and CEOS Working Group Disasters are ideally placed to help national government agencies, particularly national Sendai focal points to learn more about EOs and understand their role in supporting DRR.

Originality/value

The unique perspective of EOs provide unrealized value to decision-makers addressing DRR. This paper highlights tangible methods and practices that leverage free and open source EO insights that can benefit all DRR practitioners.
