Abstract
This case may be taught singly or used as a merger-negotiation exercise with “Chrysler Corporation: Negotiations between Daimler and Chrysler” (UVA-F-1240). Set in February 1998, the case places students in the position of negotiators for the company; their task is to value both firms, assess the potential earnings dilution of a combination, and negotiate a detailed agreement with their counterpart. The case can be used to explore such interesting negotiation issues as determination of a share-exchange ratio, treatment of major stockholders, and structuring a deal. Also, the case and exercise can be used to spark a discussion of acquisition in comparison with strategic alliance, or other less formal models of combination.

Abstract
Purpose
The purpose of this paper is to describe the evolving IFLA approach to impact evaluation through three of its international programmes: Freedom of Access to Information, Building Strong Library Associations (BSLA) and the International Advocacy Programme (IAP). This review positions these three programmes within the wider discourse of the international evaluation community.
Design/methodology/approach
Each of the three programmes is considered in turn to show what they were trying to achieve and how thinking about impact evaluation at IFLA is evolving.
Findings
This paper reports key evaluation findings for relevant phases of the BSLA and IAP programmes in general terms.
Research limitations/implications
The views presented are those of the evaluation consultants who advised each of these programmes (and in the cases of BSLA and the IAP conducted the programme evaluations).
Practical implications
The processes described and the conclusions drawn should be of interest to anyone involved in international or national library evaluation, especially of public libraries, library associations and national libraries.
Social implications
The paper suggests that more systematic impact evaluation of public libraries, library associations and national libraries is necessary to ensure their future survival.
Originality/value
The authors were uniquely placed to see and participate in IFLA impact evaluation discussions over the past decade.

Abstract
Through the example of a “regulatory ranking” – an index produced with the aim to regulate the pharmaceutical market by pushing companies in the direction of providing greater access to medicine in developing countries – this chapter focuses on indexing and ranking as infrastructural processes which inscribe global problem spaces as unfolding actionable territories for market intervention. It foregrounds the “Indexal thinking” which structures and informs regulatory rankings – their aspiration to align the interests of different stakeholders and to entice competition among the ranked companies. The authors detail the infrastructural work through which such ambitions are enacted, detailing processes of infrastructural layering/collage and patchwork through which analysts naturalize/denaturalize various contested categories in the ranking’s territory. They reflect on the consequences of such attempts at reconfiguring global topologies for the problems these governance initiatives seek to address.

Abstract
Governance initiatives based on rankings are predicated on the possibility of making companies compete for the achievement of social goals by means of public comparisons of performance. The public of such performance – the ranker and various stakeholders in whose name the ranker speaks – thus fulfills the role of a “third party” whose favor is sought by competitors in what Simmel analyzed as “pure” or “indirect” competition. Yet little is known about how rankers seek to produce or entice such favor in order to enact competition. Through the case of the Access to Medicine Index, we examine the process of selective foregrounding, enticing and orchestration of different stakeholders through the gearing of the ranking’s information infrastructure aimed at optimizing the type and intensity of the competitive pressure exercised on the ranked. We illustrate how the ranker segments the public into different third parties, some well-identified stakeholders alongside a more anonymous audience. We find that stakeholders perceived as wielding legitimate power in the eyes of companies (such as investors) are actively equipped with the tools to witness competition, whereas stakeholders seen as powerful but involved in an agonistic relation with the companies (such as radical Non-Governmental Organizations) are discretely groomed at a distance, while those stakeholders with no perceived power over companies tend to remain unequipped. Whilst the gaze of stakeholders as third parties is differentiated along the lines of a hierarchy of observations, the voice of stakeholders as representatives of different interests is equalized and unified so as to adhere to an ideal of consensus. We reflect on how the needs of competition and those of stakeholder representation come to intersect in the particular governance space of access to medicine. Competition, far from being the automatic consequence of rankings, emerges as a contrived and laborious enactment requiring painstaking attention to publics and their selective equipment as third parties. Understanding the modes of such enactment is thus crucial for appreciating rankings’ governance outcomes.
