Abstract
Purpose
With the yearly increase of mileage and passenger volume in China's high-speed railway, the problems of traditional paper railway tickets have become increasingly prominent, including complexity of business handling process, low efficiency of ticket inspection and high cost of usage and management. This paper aims to make extensive references to successful experiences of electronic ticket applications both domestically and internationally. The research on key technologies and system implementation of railway electronic ticket with Chinese characteristics has been carried out.
Design/methodology/approach
Research in key technologies is conducted including synchronization technique in distributed heterogeneous database system, the grid-oriented passenger service record (PSR) data storage model, efficient access to massive PSR data under high concurrency condition, the linkage between face recognition service platforms and various terminals in large scenarios, and two-factor authentication of the e-ticket identification code based on the key and the user identity information. Focusing on the key technologies and architecture the of existing ticketing system, multiple service resources are expanded and developed such as electronic ticket clusters, PSR clusters, face recognition clusters and electronic ticket identification code clusters.
Findings
The proportion of paper ticket printed has dropped to 20%, saving more than 2 billion tickets annually since the launch of the application of E-ticketing nationwide. The average time for passengers to pass through the automatic ticket gates has decreased from 3 seconds to 1.3 seconds, significantly improving the efficiency of passenger transport organization. Meanwhile, problems of paper ticket counterfeiting, reselling and loss have been generally eliminated.
Originality/value
E-ticketing has laid a technical foundation for the further development of railway passenger transport services in the direction of digitalization and intelligence.

Keberkesanan penyampaian sesuatu maklumat memerlukan individu, alat mahupun saluran yang unggul dan bersesuaian. Usaha ini haruslah dirancang dan dipertimbangkan dengan teliti oleh pihak tertentu agar setiap apa yang ingin disampaikan dan dilaksanakan itu dapat diberigakan dengan mudah dan berkesan. Dari itu, penggunaan bahasa retorik dilihat sebagai batu loncatan yang memberikan keyakinan dan tahap keberkesanan yang tinggi bagi sesebuah wacana yang disampaikan tersebut. Kewibawaan retorik sebagai seni yang mempengaruhi bukan sahaja berperanan untuk memperkukuhkan kekuasaan mahupun mempengaruhi fikiran dan emosi orang lain namun sebaliknya mampu menstimulasikan keseimbangan hubungan sosial yang terbentuk melalui sistem pemerintahan sesebuah negara. Melalui penyelidikan ini, setiap ciri khas retorik dapat diketengahkan dengan menghuraikan peranan dan fungsi-fungsi yang dimainkan oleh jenis-jenis retorik dalam penulisan sesebuah wacana. Hal ini khusus bagi mengilustrasikan idea, gagasan mahupun suatu fakta terhadap sesuatu pendekatan dengan cara yang kreatif dan terbaik. Di samping itu, keutamaan bagi penerapan bahasa retorik dalam perutusan kerajaan seharusnya dapat diperkasakan sewajarnya dengan menjadikannya sebagai anjakan paradigma ke arah perpaduan dan nilai kesaksamaan dalam masyarakat. Justeru, kajian ini memanfaatkan Teori Retorik Moden oleh Enos dan Brown (1993) sebagai landasan utama dalam menganalisis sejumlah 20 perutusan rasmi berkaitan jangkitan covid-19 di Negara Brunei Darussalam. Berdasarkan pemerhatian dan penganalisisan yang dijalankan, hanya empat jenis retorik yang diaplikasikan dalam wacana tersebut. Kesimpulan statistik merangkumi 34% teknik pendedahan, 30% teknik penerangan, 33% teknik pemujukan dan hanya 3% bagi teknik penghujahan. Dapatan penyelidikan ini membuktikan bahawa penggunaan bahasa retorik dalam perutusan rasmi kerajaan adalah amat penting dalam memperkukuhkan sistem pemerintahan negara serta mampu melestarikan cara hidup yang relevan dan berkualiti.
The effectiveness of delivering information requiresindividuals, tools or channels that are superior and appropriate. This effort must be planned and considered carefully so that everything that is to be conveyed and implemented can be conveyed easily and effectively. Therefore, the use of rhetorical language is regarded as a stepping stone that provides confidence and a higher level of effectiveness. `Rhetoric as an influential art not only plays a role in strengthening power or influencing the thoughts and emotions of others but also stimulate sthe balance of social relations. Through this research, each rhetorical feature is highlighted to discuss its role and functions in the discourse. Using Enos and Brown’s Modern Rhetorical Theory (1993), a total of 20 official conferences on the latest developments of the spread of covid-19 infection were discussed. Findings have shown that there were four main types of rhetoric, i.e. Statistical conclusions which include 34% of expository techniques, 30% of descriptive, 33% of persuasion and only 3% for argumentation techniques. This also implies that rhetoric language is very important in ensuring the dissemination of knowledge among the institution and people is effective and and transparent.

Abstract
Purpose
Global climate change speeds up ice melting and increases flooding incidents. China launched a sponge city policy as a holistic nature-based solution combined with urban planning and development to address flooding due to climate change. Using Weibo analytics, this paper aims to study public perceptions of sponge city.
Design/methodology/approach
This study collected 53,586 sponge city contents from Sina Weibo via Python. Various artificial intelligence tools, such as CX Data Science of Simply Sentiment, KH Coder and Tableau, were applied in the study.
Findings
76.8% of public opinion on sponge city were positive, confirming its positive contribution to flooding management and city branding. 17 out of 31 pilot sponge cities recorded the largest number of sponge cities related posts. Other cities with more Weibo posts suffered from rainwater and flooding hazards, such as Xi'an and Zhengzhou.
Originality/value
To the best of the authors’ knowledge, this study is the first to explore the public perception of sponge city in Sina Weibo.

Abstract
This paper presents a generic simulation model to determine the equipment mix (quay, yard and intra-terminal transfer) for a Container Terminal Logistics Operations System (CTLOS). The simulation model for the CTLOS, a typical type of discrete event dynamic system (DEDS), consists of three sub-models: ship queue, loading-unloading operations and yard-gate operations. The simulation model is empirically applied to phase 1 of the Yangshan Deep Water Port in Shanghai. This study considers different scenarios in terms of container throughput levels, equipment utilization rates, and operational bottlenecks, and presents a sensitivity analysis to evaluate and choose reasonable equipment ratio ranges under different operational conditions.

Abstract
Purpose
Due to unceasing declination in environment, sustainable agro-food supply chains have become a topic of concern to business, government organizations and customers. The purpose of this study is to examine a problem associated with sustainable network design in context of Indian agro-food grain supply chain.
Design/methodology/approach
A mixed integer nonlinear programming (MINLP) model is suggested to apprehend the major complications related with two-echelon food grain supply chain along with sustainability aspects (carbon emissions). Genetic algorithm (GA) and quantum-based genetic algorithm (Q-GA), two meta-heuristic algorithms and LINGO 18 (traditional approach) are employed to establish the vehicle allocation and selection of orders set.
Findings
The model minimizes the total transportation cost and carbon emission tax in gathering food grains from farmers to the hubs and later to the selected demand points (warehouses). The simulated data are adopted to test and validate the suggested model. The computational experiments concede that the performance of LINGO is superior than meta-heuristic algorithms (GA and Q-GA) in terms of solution obtained, but there is trade-off with respect to computational time.
Research limitations/implications
In literature, inadequate study has been perceived on defining environmental sustainable issues connected with agro-food supply chain from farmer to final distribution centers. A MINLP model has been formulated as practical scenario for central part of India that captures all the major complexities to make the system more efficient. This study is regulated to agro-food Indian industries.
Originality/value
The suggested network design problem is an innovative approach to design distribution systems from farmers to the hubs and later to the selected warehouses. This study considerably assists the organizations to design their distribution network more efficiently.

Abstract
This paper focuses on governance in higher education in China. It sees that governance as distinctive on the world scale and the potential source of distinctiveness in other domains of higher education. By taking an historical approach, reviewing relevant literature and drawing on empirical research on governance at one leading research university, the paper discusses system organisation, government–university relations and the role of the Communist Party (CCP), centralisation and devolution, institutional leadership, interior governance, academic freedom and responsibility, and the relevance of collegial norms. It concludes that the party-state and Chinese higher education will need to find a Way in governance that leads into a fuller space for plural knowledges, ideas and approaches. This would advance both indigenous and global knowledge, so helping global society to also find its Way.

Abstract
Purpose
The safety and reliability of high-speed trains rely on the structural integrity of their components and the dynamic performance of the entire vehicle system. This paper aims to define and substantiate the assessment of the structural integrity and dynamical integrity of high-speed trains in both theory and practice. The key principles and approaches will be proposed, and their applications to high-speed trains in China will be presented.
Design/methodology/approach
First, the structural integrity and dynamical integrity of high-speed trains are defined, and their relationship is introduced. Then, the principles for assessing the structural integrity of structural and dynamical components are presented and practical examples of gearboxes and dampers are provided. Finally, the principles and approaches for assessing the dynamical integrity of high-speed trains are presented and a novel operational assessment method is further presented.
Findings
Vehicle system dynamics is the core of the proposed framework that provides the loads and vibrations on train components and the dynamic performance of the entire vehicle system. For assessing the structural integrity of structural components, an open-loop analysis considering both normal and abnormal vehicle conditions is needed. For assessing the structural integrity of dynamical components, a closed-loop analysis involving the influence of wear and degradation on vehicle system dynamics is needed. The analysis of vehicle system dynamics should follow the principles of complete objects, conditions and indices. Numerical, experimental and operational approaches should be combined to achieve effective assessments.
Originality/value
The practical applications demonstrate that assessing the structural integrity and dynamical integrity of high-speed trains can support better control of critical defects, better lifespan management of train components and better maintenance decision-making for high-speed trains.

Abstract
Purpose
For Chinese companies that cross-list in Chinese A share and Hong Kong (H share) markets, the H share price has been consistently lower than the A share price by an average of 85% in recent years. This is puzzling because most institutional differences between the two markets have been eliminated since 2007. The purpose of this study is to explain the puzzle of the price difference of A+H companies.
Design/methodology/approach
Using all A and H share Chinese firms in the period 2007–2013 and a simultaneous equations approach, this study identifies three new explanations for the recent price difference.
Findings
First, utilizing a unique earning quality measure that is directly related to non-persistent components of fair value accounting under International Financial Reporting Standards (IFRS), this study finds that the lower the earnings quality, the lower the H share price relative to the A share price, and hence the greater the price difference. Second, the higher the myopic investor ownership in A share firms, the larger the A share price relative to the H share price. Third, the short-selling mechanism introduced to the A share market since 2010 helps reduce the price difference.
Originality/value
First, this study identifies three new explanations for the puzzle of the AH price difference which remains substantial even after the institutional and accounting standards differences between the two markets were eliminated. Second, we examine the impact of the implementation of fair value accounting under IFRS in an emerging market on the pricing difference of cross-listed shares and reveal that it can induce an unintended negative consequence on the pricing difference of cross-listed shares. Third, this study contributes to the literature on short sales by providing its mitigating role in pricing differences across two different markets. Finally, this study makes improvements in research design, which utilizes a unique measure of earnings quality that is directly related to the implementation of IFRS and a simultaneous equations approach that minimizes endogeneity concern.

Abstract
Purpose
The study aims to understand how cultural route heritage is conceptualized and managed in China by systematically reviewing the research literature on Chinese cultural route heritage (CRH). The study intends to inspire further discussion on the theoretical and practical development of cultural routes since the development is still at a liminal stage in China.
Design/methodology/approach
A total of 253 research articles related to Chinese cultural rote heritage from major Chinese and English research databases China National Knowledge Infrastructure (CNKI), Web of Science (WOS) and Scopus have been comprehensively identified and reviewed for the purpose of the study.
Findings
Four major themes of research on Chinese CRH have been identified: conceptual evaluation, list of the routes and characteristics of the routes, conservation and utilization. The results revealed that China has very rich resources in CRH, many of which were formed a long time ago, which exist across vast geographic regions and have assumed multiple functions and undergone dynamic reciprocal exchanges among diverse cultures and ethnicities.
Practical implications
The paper summarizes some major obstacles faced by CRH in China and proposes a strategic model to address the need for a more sustainable development of CRH in the Chinese context.
Originality/value
The paper offers a comprehensive overview of CRH in China and discusses practical issues in management and development of heritage great in size, number and complexity.

Abstract
Purpose
Local cultures under the nation-states have evolved and produced new concepts. Migrations and cultural interactions have also influenced the language. Thus, different conceptualisations of migration have developed in the “Malay World.” Language is not only a product of ecological and geographical environment, but it is also a result of human mobilisations and cultural intercourses. The differences caused by various Malay World conceptualisations are also related to different interactions, histories and social realities. In the “Malay World,” Bahasa Malaysia and Bahasa Indonesia are threatened by English hegemony. At this juncture, demonstrating these interrelationships helps one to understand local cultural intercourses between culture and social reality.
Design/methodology/approach
This paper implements the critical discourse analysis, notably, the dialectical–relational approach to different conceptualisations in the “Malay World.” Thus, it aims to discuss the reasons behind the usage of migration-related terms in Indonesia and Malaysia. How migration terms mainly shape social forms, process and circulate in the social world is argued in this paper. The authors target to investigate the local meaning sets for migration concepts and explore self-reflectivity in and critique of the usage of established images between Bahasa Indonesia and Malay concepts, using a Critical Discourse Analysis framework. The discussion section attempts to analyse and explain dialectical relations between social norms and social elements.
Findings
Trade diasporas, culture and identities of immigrants, cultural richness and multi-ethnicity have continuously diversified the conceptualisations. These concepts also indicate cultural dominations and exclusions. Thus, the migration dynamics in Southeast Asia might be understood by scrutinising these boundaries and patterns. This study showed that migration conceptualisations in the Malay world are substantially locally determined. Local wisdom and cultural codifications prevail in the migration context. A deeper understanding of the local context is essential in evaluating the international refugee protection mechanisms in these countries as neither Indonesia nor Malaysia are parties to the Geneva Convention Relating to the Status of Refugees.
Research limitations/implications
Definitions of various types of migration are referred to in multiple terminologies throughout the Nusantara. While in Bahasa Melayu, migrant refers to pendatang, nomadic refers to nomad; refugee refers to pelarian, to migrate refers to berhijrah; in Bahasa Indonesia, migrant refers to migran, nomadic or nomad refers pengembara, refugee refers to pengungsi and migrate, or migration refers migrasi. At the same time, in the Nusantara, many communities define themselves according to their geographical features, such as Orang Sungai, Orang Laut or Orang Kuala. In this context, defining leads to a significant impact on shaping the discourses and approaches.
Practical implications
Definitions determine the borders, flexibilities, plausibility and flows of terms. Critical Discourse Analysis especially placed emphasis on languages and their impacts on social reality. According to Critical Discourse Analysis, terms and their genealogies, transformations and limits are vital in order to comprehend social facts and truth. To understand the change and continuity of migration flow in Southeast Asia, scrutinising the migration-related terms is crucial. This study aims to examine those main terms, their connection with other words, and their transformation in the Malay world sociologically. This as such will shed more light on the social changes regarding genealogical relationships and their usage in daily life within the Critical Discourse Analysis.
Originality/value
This study aims to fulfil the gap between authentic concepts of migration literature in Nusantara. Although Bahasa Melayu and Bahasa Indonesia have a strong connection and interaction, migration definitions in these languages are separated from each other. Cultural and social elements greatly influence migration-connected terms in Bahasa Melayu and Bahasa Indonesia. Without this understanding and the absence of local context, any assessment of their refugee protection systems may be incomplete. This study deals with different cultural nuances and refinements and their migration conceptualisations and histories are based on the ground of their social realities.
