Abstract
Purpose
The purpose of this paper is to describe the value of process mapping to libraries as a first step in promoting a culture of organizational assessment. In addition, this paper offers a case study of the University of Michigan Library’s experience in building up a process mapping skill set and the workflow improvements resulting from these efforts.
Design/methodology/approach
This case study is a description and assessment of a program to train library employees on process mapping.
Findings
Process mapping in library settings empowers librarians and staff to identify and implement elements for improvements in routine work. When given the tools to assess processes, employees at the University of Michigan made several such improvements.
Practical implications
While library staff tend not to be familiar with process mapping, these skills are critical for retaining institutional knowledge, training staff, and identifying areas for improvement in common and rarely used workflows alike.
Originality/value
Process improvements were identified and implemented at the University of Michigan Library when the staff mapped the processes of their daily work.

Purpose
The purpose of this paper is to examine frameworks (such as scorecards) for ongoing library assessment and how business process modelling contributes in Part 3 of the series of viewpoint papers.
Design/methodology/approach
Reviews the statistical data collection for strategic planning, and use of data analytics. Considers how to organise further value explorations. Compares macro-frameworks (balanced scorecard, values scorecard) and micro-frameworks for library assessment. Reviews the evidence on business process modelling/re-engineering initiatives. Describes how the Riva approach can be used to both derive a process architecture and to model individual processes.
Findings
Data analytics requires collaboration among library services to develop reliable data sets and effective data visualisations for managers to use. Frameworks such as the balanced scorecard may be used to organise ongoing impact and performance evaluation. Queries that arise during ongoing library assessment may require a framework to formulate questions, and assemble evidence (qualitative and quantitative). Both macro- and micro-value frameworks are useful. Work on process modelling within libraries can help to develop an assessment culture, and the Riva approach provides both a process architecture and models of individual processes.
Originality/value
Examines how to implement a library assessment culture through use of data analytics, value frameworks and business process modelling.

Purpose
The purpose of this paper is to mainly find out how well is time-driven activity-based costing (TDABC) suits for a university library setting in Estonia. For this purpose, all activities related to acquisitions process were identified and recorded in detail, and the cost of all these activities related to acquisition process in Estonian university libraries based on the example of the TDABC method were anlyzed.
Design/methodology/approach
The data used in this paper is based on a review of relevant literature to provide an overview of the concept of the different cost accounting methods suitable for the measurement of the acquisition process. Through a case study, conducted among Estonian university libraries, the TDABC approach was used to analyze the acquisition process in university libraries. More specifically, the acquisition process studied concerned print format books, audiovisual documents and sheet music, and covered acquisition processes such as receipt of orders, ordering documents, communication with bookshop (if necessary), receiving documents and communication with the customer.
Findings
On the basis of the current study it can be said the TDABC methodology seems to be one of the best tools for understanding cost behavior and for refining a cost system for university libraries. While analyzing the results, it appeared that the difference in time and cost for acquiring a document can be remarkable and concerns both – acquiring foreign documents (documents from other countries) and acquiring domestic documents, and between the university libraries chosen for the current study.
Originality/value
The subject of cost accounting as a performance measurement method is in general an unexplored field in Estonian university libraries. Time guidelines for acquiring the documents were, however, quite common in the 1980s in the USSR, including Estonia. Soviet-wide regulatory documents were issued on all library work processes, but each library could still implement their own rules. In the 1990s, the regulations were consigned to oblivion. Very few cost surveys involving different library activities have been carried out in Estonia and none have been published. Where such studies have been conducted, the results remain for internal use only.

Abstract
The thesis of this book is that library measurement needs to move on and away from the idea that it is a process of counting and comparing the resources deployed by our libraries. The current emphasis on output measurement is an improvement but not the answer, refreshing as it is to judge a library by the quantity of what comes out instead of by the quantity of what is put in. The author believes that the nature of the library service is that of a “broad aim” social programme, best judged (evaluated) by gathering “politically significant information on the consequences of political acts”. “Political” here implies that the aims and intentions of those funding, organising and using libraries arise from more than one set of social values and from more than one definition of what the library is, and that they differ in priorities even when they do not directly conflict. Information about the library service will be in the form of a spectrum of measures reflecting the inputs, the processes, the outputs and the impact of the library, relating the various values in various ways. The difficulty in measuring library services, it is argued here, arises from the conflicts and lack of clarity about the aims of the service, and from uncertainty about how the process affects the outcomes. The technical problems of measurement are secondary. Chapter One aims to survey the range of measures available, whilst the rest of the book discusses how they might be used.

Abstract
Academic libraries have endured rapid change in the past two decades that has had repercussions on how they manage their organization and deliver library services. Skyrocketing costs, especially for journals, explosive growth in new technologies, fiscal exigencies caused by a tightening of public financing of most academic institutions, demands for greater accountability, and the onslaught of electronic delivery of networked information, are just some of the major obstacles libraries are encountering (Lubans, 1996; Riggs, 1993; Shaughnessy, 1987). Customers of academic libraries are increasingly less satisfied because of limited resources and the difficulties they encounter in accessing printed material in a traditional library facility (Doughtery, 1992). The emergence of textual materials in electronic form has added a new dimension to this discontent. While such resources have the potential for meeting the information needs more dynamically, the costs for information have been exorbitant, particularly since full electronic texts have not been sufficient in coverage to supplant printed resources (Tenopir, 1993). These phenomena require academic libraries to use a more integrated and flexible approach to problem solving (Gapen, Hampton & Schmitt, 1993).

Purpose
Academic library work has often been project-based; however, the interest and adoption of formalized project management techniques has come late to these organizations. The desired outcomes of good project management systems include excellent communication, organized work in manageable tasks, clear expectations, and responsible management of resources.
Methodology/approach
With an aim to improve on these elements, a new focus on project management at the University of Minnesota Libraries provided a unique opportunity to showcase the development of an informal, in-house set of standard processes for a large, academic institution. Honoring the processes found within individual departments and divisions was key to the work of the Project Management Processes Task Force that created common language and standard processes for project development and implementation to support the growing focus on cross-divisional, cross-departmental projects.
Findings
The outcome of this work was to greatly streamline the ability of any staff member to successfully develop and move project proposals from idea to completion. Transparency of process led to stronger understanding of not only project status but also key stage gates and decision points to ensure projects stay on track in supporting the Libraries’ strategic planning. The clarity in scope and the outcomes of projects creates more potential for the Libraries to align their work with that of the University as a whole. Well-developed and implemented project management standard processes create stronger connections between all library units, through consistencies of practice and language, as well as shared expectations and outcomes, by both staff and administrators.
Originality/value
The University of Minnesota Libraries’ process for developing practical project management processes identifies the benefits of this approach for similar organizations as well as outlining specific methods for implementing a set of standards within academic libraries.

Purpose
The purpose of this study was to investigate the factors influencing the collection development process at the University of Nairobi library and suggest ways for improvement.
Design/methodology/approach
A qualitative approach was employed to collect, analyze and interpret data from collection development librarians at the University of Nairobi purposively selected. Data were collected through structured interviews and documentary review. Data were analyzed using content analysis and descriptive statistics.
Findings
The study established that the library has a written collection development policy which was revised in 2014 and is strictly adhered to. However, the policy has a gap on the role of faculty as stakeholders in the selection process. In addition, the criteria for selection are not explicitly stated. Findings also indicate that budget allocation, collection development policy, user demands, quality of staff, library consortium and the Public Procurement and Asset Disposal Act of 2015 influence the collection development process at the University of Nairobi Library.
Research limitations/implications
The study was conducted in one public university library in Kenya. However, the findings may be applicable in similar university libraries in the country.
Practical implications
The findings of this study may benefit students and faculty in the University of Nairobi from improved collection development process that would ensure that their information needs are met in a timely manner. This would lead to improved research output by students and faculty and ultimately improved research output by the university. University library management may also benefit in improving the collection development process, thereby making it more economical. The findings may also be useful in decision-making and policy development on matters pertaining to collection development at the University of Nairobi and other universities. Furthermore, the findings may be used by researchers to provide context and background information for future research on collection development in public universities locally and regionally.
Originality/value
This paper fulfills the need to make the collection development process in university libraries more efficient by proposing ways of addressing the challenges experienced.

Purpose
Business process modeling has been given great attention due to its crucial role in developing computer-based systems that support (and automate) organizational processes. In information systems, building the right process architecture is vital, since a poor division of organizational processes can lead to complex designs or incoherent structure. Moreover, process architecture acts as a “big picture” of what the organization does, and represents dynamic relationships between the existing processes, which, in turn, helps understand how the organization works (Ould, 2005). The paper aims to discuss these issues.
Design/methodology/approach
This paper discusses the derivation of a process architecture diagram (PAD) using the Riva method in detail, in contrast to the PAD developed using Architecture of Integrated Information Systems (ARIS). The information system selected as an example for this comparative study is in the context of academic libraries, embedding various yet generic library processes.
Findings
Organizational process architecture provides a basis for business management, based on specific framework supported by integrated tools and methods (Kozina, 2006). ARIS and Riva process architecture methods can be used to visualize and document organizational processes. Understanding the merits and weaknesses of each method is essential to identify possible areas of application.
Research limitations/implications
The processes selected were generic in most academic libraries not taking into consideration special personalized processes. These can be added though.
Practical implications
Both techniques are feasible and can be used to view and analyze library processes, allowing bridging the gap between theory and practice.
Originality/value
A number of process architecture methods are available, however, few studies focused on assessing these methods, and comparing some of them to find out how easy they are to be used in particular contexts, and whether they can be standardized.

Academic libraries have witnessed huge changes due to internal and external factors. Recent evidence shows that there is a lack of interest in process analysis within academic libraries. There is a lot written on the need to change academic libraries but there is little analytical research that investigates processes, in terms of the process architecture. The paper aims to discuss this issue.
Design/methodology/approach
The modelling tool used is Architecture of Integrated Information Systems (ARIS).
Findings
ARIS can provide a process architecture and design for academic libraries that might raise questions later about procedures and some inefficiencies.
Research limitations/implications
Library managers might need to learn new techniques.
Originality/value
There is a lot written on the need to change academic libraries but there is little analytical research that investigates processes, in terms of the process architecture. This research examines business process modelling for academic libraries, focusing on the process architecture, as a way of visualizing, understanding and documenting processes.
