Process capability indices (PCI) are frequently used in order to measure the performance of production processes. In their 2005 article, Castagliola and Castellanos proposed a new approach for the estimation of bivariate PCIs in the case of a bivariate normal distribution and a rectangular tolerance region. This paper proposes extending Castagliola and Garcia‐Castellanos's paper to the estimation of bivariate PCIs in the case of non‐normal bivariate distributions.

The proposed method is based on the use of Johnson's System of distributions/transformations in order to transform the bivariate non normal distribution into an approximate bivariate normal distribution. Numerical examples are presented and some criteria are given in order to choose the appropriate Johnson's distribution.

The proposed method is only dedicated to the case of two quality characteristics and a rectangular tolerance region (the most common case).

The proposed method allows the evaluation of bivariate capability indices irrespective of the distribution of the data and thus allows obtaining more reliable estimates for these values.

The main originality of the method presented in this paper is its ability to compute bivariate capability indices when the distribution of the data is not a bivariate normal distribution, i.e. the general case.

We review the state of the literature concerning work–family conflict in the military, focusing on service members’ parenting roles and overall family and child well-being. This includes recognition that for many women service members, parenting considerations often arise long before a child is born, thereby further complicating work–family conflict considerations in regard to gender-specific conflict factors such as pregnancy, childbirth, postpartum, and breastfeeding. Subsequently, we consider more gender-invariant conflict factors, such as the nature of the work itself as causing conflict for the service member as parent (e.g., nontraditional hours, long separations, and child care challenges) as well as for the child (e.g., irregular contact with parent, fear for parent’s safety, and frequent relocations), and the ramifications of such conflict on service member and child well-being. Finally, we review formalized support resources that are in place to mitigate negative effects of such conflict, and make recommendations to facilitate progress in research and practice moving forward.

A majority of products for manufacturing or consumers have multiple characteristics that must meet the requirements of the customer. For example, a steel beam any have dimensional tolerances on its length, width, or height and functional tolerances on its strength. The characteristics are influenced by different processes that create the product. For an individual characteristic, process capability measures exist that convey the degree to which the characteristic meets the specification requirements. Such measures may indicate the proportion of nonconforming product related to the particular characteristic, under some distributional assumptions of the characteristic. For products with multiple characteristics, the unit costs of rectification may be different, making the satisfaction of some characteristics meeting customer requirements more important than others. In this paper, an aggregate process capability performance measure is developed that considers the relative importance of the characteristic based on unit costs of nonconformance. Based on the aggregate measure, appropriate process capability measures for the individual measures are also derived. Bounds on the aggregate capability measures are also established.

Local governments use taxes on future increases in property values to pay for current economic development through tax incremental financing (TIF). TIF is a powerful tax tool used to spur improvements to a designated area. Proponents of TIF argue that it allows local governments to make investments without affecting previously established government and school district programs. Detractors argue that because the TIF designation denies existing overlapping districts (e.g., schools) the benefits of increases in property values, TIF can have a negative impact on a community. Empirical evidence on the economic and fiscal effects of TIF is mixed. This paper describes the potential costs and benefits associated with the use of TIF and then summarizes prior research on outcomes associated with this widely used property tax program.

In response to the financial crisis that began in 2007, United States President Barack Obama signed H.R. 4173, the Dodd-Frank Wall Street Reform and Consumer Protection Act, into law on July 21, 2010. “Dodd-Frank” is intended to correct certain problems in financial markets by federally regulating the activities of independent municipal financial advisors and comprehensively expanding regulatory oversight over credit rating agencies. This article reviews the legislation and its financial management rationale, and discusses its actual and potential impact on the future operations of the municipal securities market and its participants.
