Abstract

This article examines and defines the main concepts in knowledge management. Since our economy has evolved over the last couple of years into a knowledge‐based economy, knowledge has become one of the main assets of companies. Knowledge can be defined as: information; the capability to interpret data and information through a process of giving meaning to these data and information; and an attitude aimed at wanting to do so. In making these factors productive knowledge management can be defined as achieving organisational goals through the strategy‐driven motivation and facilitation of (knowledge) workers to develop, enhance and use their capability to interpret data and information (by using available sources of information, experience, skills, culture, character, etc.) through a process of giving meaning to these data and information. Consultants and managers should ask themselves strategic, organisational and instrumental questions regarding knowledge management to stay competitive in a highly dynamic and changing world.

Abstract

Purpose

The purpose of this paper is to provide conceptual foundations for a study exploring the capacity of hard infrastructure and amenities to influence the socio‐economic imprint of urban spaces. The paper argues that some urban developments are more economically efficient in generating innovation and knowledge than others.

Design/methodology/approach

The paper reviews the debate between urban density and infrastructure. Drawing on empirical evidence and economic production theory, it explores the spatial links between economic growth, innovation and knowledge productivity. It argues that the growing role of human capital in the production process has linked productivity to a city's mix and levels of infrastructure and amenities. It reviews five key infrastructure types for knowledge‐based developments.

Findings

This paper finds that the positive contribution of density to urban vibrancy and human connectivity is constrained by a city's infrastructure and amenity levels. It concludes that urban development cognisant of an appropriate mix and level of infrastructure and amenities will more likely enhance regional knowledge development and innovation than those which are not.

Social implications

The evidence presented in this paper has a broad range of strategic and practical socio‐economic implications, and contributes towards understanding how urban form can leverage social aspects of a city for economic growth.

Originality/value

Using an inter‐disciplinarian approach, this paper provides invaluable insights into the types of infrastructure and importance of urban form for knowledge‐based development. It contends that well‐planned knowledge‐based developments can be leveraged to ensure the successful implementation and delivery of national innovation and productivity priorities.

Abstract

Purpose

Knowledge-based economies are popular in the present world. Simultaneously, universities are becoming more responsible for leading economic development through research. As a key contributor to the national economy, it is vital for the construction industry to move beyond outdated practices, and hence, reviewing the role of academic research in empowering the construction industry with knowledge is essential. The purpose of this paper is to focus on how relevant theories conceptualise the expected role of academic research in the innovative development of an industry and the specific location in the Sri Lankan construction industry.

Design/methodology/approach

Following a comprehensive literature review, empirical data were collected from the Sri Lankan context with a mixed approach informed by a pragmatist philosophical stance. The perspective of academia and industry practitioners were deductively obtained through surveys and inductively explored through qualitative interviews.

Findings

This study provides evidence that academic research in Sri Lanka does not contribute effectively to innovative construction management. Due to the absence of industry-focussed knowledge dissemination strategies, the academic–industry relationships are mostly non-research based. The industry lacks in research-informed-decision making, leading to lesser innovations.

Research limitations/implications

The research conclusions are more applicable to the developing country construction industry contexts.

Practical implications

The research urges the need for improved academic–industry research collaborations and strategic knowledge dissemination movements.

Originality/value

The research confirms that academic research is a major integral part of the developing construction industry in a knowledge-based economy. In establishing the expected role of academic research, the research revealed the current practice to be under-located. Hence, the research prescribes the necessary actions; research collaborations in major and subsequent requirements.

Abstract

Purpose

The purpose of this paper is to investigate the role and the relevance of knowledge‐based capital as a strategic resource and a source of regional innovation capacity. The paper identifies human, relational, structural and social capital as the four main knowledge‐based categories building the knowledge‐based capital of a region. The role of each knowledge‐based category in determining regional innovation capacity is analyzed. Specifically, the authors discuss the relationships among the knowledge‐based categories and a regional innovation capacity.

Design/methodology/approach

The paper is based on an in‐depth literature review of the knowledge management and regional innovation research stream. The fundamental underlying research questions that have driven the research are: “What are the knowledge‐based capital categories affecting a region's innovation capacity?” and “How do knowledge‐based categories influence regional innovation capacity?”. The paper is conceptual in its nature and aims to delineate a theory‐based framework to drive further empirical research.

Findings

The paper first clarifies the concept of knowledge‐based capital and of regional innovation capacity. These are two key concepts for understanding the role and relevance of the knowledge assets bundles in the creation, development and management of innovation capabilities at regional level. Then the paper explores how knowledge‐based components affect the innovation capacity of a region. This is an issue of great relevance for both theory and practice. From the theory point of view it allows the identification of the main factors characterising the links between knowledge assets and innovation capacity, while from a practical point of view it can provide implications for policy makers for the definition of policies oriented towards the development of regional knowledge asset domains to develop regional innovation capacity.

Originality/value

The paper provides an answer to the need to develop a holistic view of the links between a region's knowledge‐based capital and its innovation capacity. Indeed, most of the studies in the literature have analysed the links between isolated knowledge asset categories and innovation capabilities. The paper, on the basis of a clear definition of knowledge‐based capital and innovation capacity, analyses why regional knowledge foundations make differences in the innovation capacity of regions.

Abstract

Purpose

This paper aims to investigate and provide insights on knowledge-based urban development (KBUD) in the context of emerging economies. KBUD has been an effective strategy and an opportunity for emerging economies for catching up with the developed economies.

Design/methodology/approach

The paper scrutinizes the Multimedia Super Corridor (MSC) of Malaysia by focusing on the planning, development and orchestration of the knowledge corridor.

Findings

The paper reveals a number of lessons and insights drawn from the development of MSC as the largest manifestation of the KBUD initiative in Malaysia.

Originality/value

The paper provides lessons and recommendations on the planning, development and management of KBUD for emerging economies that are seeking a prosperous development.

Abstract

Purpose

The purpose of this paper is to discover the economic effects of open innovation investigated the following research questions: do economic effects of open innovation – a certain economic phenomenon or economic paradigm that surpasses the level of the management strategies of individual enterprises – exist? If so, what are the economic effects?

Design/methodology/approach

The authors analyse the change of classical economic characteristics, such as diminishing marginal products, economy of scale, and X-inefficiency, which are selected by literature review to find out the effects of open innovation. The authors select long-tailed phenomena and App Store phenomena, which are a direct result of open innovation. From these, the authors find out the effects of open innovation.

Findings

Through exploratory-level studies, the economic characteristics of open innovation have been identified: gradual increases of marginal products, the economy of diversity, and X-efficiency improvement.

Research limitations/implications

These three economic characteristics of open innovation have been verified through secondary analysis methods based on the long-tailed phenomenon and App Store phenomenon. Open innovation triggers new economic effects. Thus, the authors should create new strategies and policies to treat open innovation that are based on additional deep research.

Practical implications

This paper introduces new ideas about open innovation in economics.

Social implications

According to the findings, open innovation will give the authors new ways to develop continuously in a knowledge-based economy.

Originality/value

For the first time, the authors understand the economic value of open innovation and its implications.

Abstract

Theoretical basis

This study aims to build on the human capital development theory that focuses on the education and development of individuals considering their spillover impact on the organization’s and community’s improvement. Through examining the efforts put in by the Ministry toward developing its nationals to convert its economy into that of a knowledge-based one, this case shows a practical application of the human capital development theory.

Research methodology

To attain a more comprehensive understanding of how the Ministry underwent the implementation of educational and employment reforms, this study carried out a mixed methods study that pertained conducting interviews and collection of secondary data such as reports, minutes of meetings and publicly available date. First, four top management and executives were interviewed from the Ministry to gain deeper understanding on the planning of educational and employment reforms being implemented by the Ministry, its implementation and the challenges that the Ministry faced in doing so. Additionally, top management and executives from higher educational institutes in Qatar were also interviewed to attain a more comprehensive understanding of how they worked with the Ministry to implement the educational and employment reforms. The interview participants held key positions within the Ministry and education institutes in Qatar. As a result, they were directly involved in driving strategic decision-making in various areas relating to education at all levels (primary, secondary and tertiary). Further, they were directly involved in the establishment of Qatarization initiatives in the education sector within Qatar. Below is a list of the interviewees:

1. Mr Ahmed, Undersecretary of the Ministry of Education and Higher Education (formerly Qatar University President and Community College of Qatar President);

2. Mr Saad, Higher Education Consultant at the Ministry of Education and Higher Education (formerly the Dean of Community College of Qatar);

3. Mr Ali, Assistant Undersecretary of Shared Services Affairs, the Ministry of Education and Higher Education;

4. Mr Abdulla, Acting Assistant Undersecretary for Higher Education, the Ministry of Education and Higher Education;

5. Mr Jassim, Vice President of Academic & Student Affairs at Community College of Qatar;

6. Mr Bilal, Vice President of Academic & Student Affairs at College of the North Atlantic-Qatar;

7. Mr Mohammed, Chief Strategy and Development Officer at Qatar University; and

8. Mr Yasin, General Manager of Qatar Learning Center.

Each participant was first contacted to inform them about the nature of the study and to gain their consent to conduct an interview. The interview protocol contained closed- to open-ended questions, aimed at providing in-depth information on Qatarization practices and the efforts to reform the education sector in Qatar. As a result, a semi-structured interview was conducted. The participants were posed with several questions that included but were not limited to these. For instance, the participants were asked with questions like what steps are being taken by the Ministry of Education and Higher Education to improve the education system in Qatar? and What are the current Qatarization practices that have been implemented in the Ministry of Education and Higher Education? Upon attaining answers for these questions, the interviewer was able to follow up with more specific and relevant questions like how does the Ministry engage Qataris to take up science, technology, engineering and mathematics programs?, what are the methods employed to attract Qataris toward pursuing higher education?, what are the different types of scholarships being offered to Qataris? and hat are the programs that the Ministry of Education and Higher Education implements to train/employ young Qataris to be qualified for work in the education sector? The interviews lasted about 30–45 min. In addition to interviews, several secondary sources were used from the Planning and Statistics Authority, the World Bank and the Ministry of Education and Higher Education.

Case overview/synopsis

Human capital development is regarded as a fundamental pillar that leads to the sustainable economic, political and social progress of a society. Given the foundation of human capital development is based on educational capacities, Qatar has regarded education as its national and foremost priority and the key to maximizing human potential toward building a sustainable knowledge-based economy in the long run. This case study portrayed the works of the Ministry of Education and Higher Education in the state of Qatar. The Ministry had been tasked with the mission to support the government’s national strategy of transforming Qatar’s economy from a resource-based economy into a knowledge-based economy. As such, this case sheds light on the Ministry’s strategic initiatives toward developing the local human capital. The Ministry governs over the education sector, and in providing the Ministry’s point of view, the reader is able to get a grasp on the inner workings of a government entity. In addition to providing an overview on the strategic initiatives employed by the Ministry to enhance the quality of education for Qataris, this case study also examined the Qatarization initiatives taken up by the Ministry. Qatarization is a national strategy implemented by the state of Qatar to nationalize the workforce. In other words, through Qatarization, the government intended to increase the employment opportunities available for Qataris and enhance their professional skill set through training and development efforts. Accordingly, this case also illustrated the Ministry’s role in Qatarizing its workforce successfully. In understanding the challenges faced by the Ministry toward enhancing the education services and employment opportunities being offered to the nationals, students can attain a refined perspective on the real-life challenges that government entities face in implementing strategic initiatives. Through this case, students in graduate and undergraduate courses relating to business, strategy, economics, public policies and education can also attempt to engage in decision-making activities that involve overcoming the challenges faced by the Ministry through devising action plans or revising the strategic initiatives. The issues discussed in the case delve into how Qatar government’s initiatives for economic transformation via educational reforms impacted educational institutions, students and the workforce.

Complexity academic level

This case is intended to be studied by students in graduate and undergraduate courses relating to business, strategy, economics, public policies and education where they can engage in realistic decision-making activities that involve overcoming the challenges faced by the Ministry through devising action plans or revising the strategic initiatives.

Purpose

As technology accelerates, the pace of innovation and product and process life cycles have significantly decreased. Firms seek to leverage their employees' efforts, particularly through knowledge-based HR practices and intellectual skills, to attain innovative performances. Despite extensive research, the scope and role of p-shaped skills have yet to be considered; this is an important oversight. Through the lens of a knowledge-based perspective, this study examines the association of knowledge-based HR practices, p-shaped skills and innovative performance.

Design/methodology/approach

This paper tested the hypotheses using data obtained from large and SMEs in Riyadh, Saudi. A partial least squares structural equation modeling (PLS-SEM) technique was applied to analyze the data.

Findings

The results of the PLS-SEM algorithm suggest that knowledge-based HR practices result in increased p-shaped skills, and p-shaped skills result in increased innovative performance. Accordingly, p-shaped skills mediate the association between knowledge-based HR practices and innovative performances.

Originality/value

This is among the first study to operationalize a p-shaped skills scale. The paper extends its functionality as a predictor for innovative performance and the outcome of knowledge-driven HR practices. This research offers valuable theoretical and practical implications.

Abstract

Purpose

The purpose of this paper is to focus on modeling economy growth with indicators of knowledge-based economy (KBE) introduced by World Bank for a case study in Iran during 1993-2013.

Design/methodology/approach

First, for grouping and reducing the number of variables, Tukey method and the principal component analysis are used. Also for modeling, 67 per cent of data is used for training in the two approaches of ARDL bounds testing and gene expression programming (GEP) and 33 per cent of them for testing the models. Then, the result models are compared with fitness function and Akaike information criteria (AIC).

Findings

The GEP model with fitness 945.7461 for training data and 954.8403 for testing data from 1000 is better than ARDL bounds testing model with fitness 335.5479 from 1000. In addition, according to model comparison tools (AIC), the GEP model has an extremely larger weight in comparison with ARDL bounds model. Therefore, the GEP model is introduced for future use in academia.

Practical implications

Knowledge and information is one of the most basic sources of wealth in economists’ sight. Thus, using KBE indicators appears essential in economic growth regarding daily progress in knowledge processes and its different theories. It is also extremely important to determine an appropriate model for KBE indicators which play a highly important role in the allocation of the economic resources of the country in an optimal manner.

Originality/value

This paper introduced a novel expression for economy growth using KBE indicators. All the data and the indicators are extracted from Word Bank service between 1993 and 2013.

Abstract

Purpose

This study aims to compare the level of organizational capabilities of the exporter and non-exporter Iranian knowledge-based firms in the sector of chemical technology.

Design/methodology/approach

By combining 18 different indicators, a framework is designed to demonstrate organizational capabilities. The technological, manufacturing, R&D, marketing, organizing and financial capabilities of 732 Iranian knowledge-based firms in the sector of chemical technology (90 exporters and 642 non-exporter firms) are identified between 2015 and 2020. The analysis is based on the Chi-square test and logistic and probit regression.

Findings

The results indicate that technological capability, unlike the other five capabilities, is higher in non-exporter firms, and the level of marketing capability is greater in exporter firms, with the highest difference between the two groups.

Originality/value

The research suggests that knowledge-based firms should be evaluated based on export history; there should be some specialized export facilitating packages for both exporter and non-exporter firms; and some baskets from products with related and specialized fields of application should be formed to facilitate international marketing. The results can be a basis for managers and policymakers to improve the firm’s capabilities and competitiveness at the international level.
