Abstract

Purpose

Knowledge is a critical asset that places contractor organisations at a competitive advantage when they take part in competitive tendering. However, a dearth of literature exists on the mechanisms that contractor organisations can adopt to utilise knowledge to gain competitive advantage and win tenders through competitive tendering.

Design/methodology/approach

The study adopted an interpretive stance with a qualitative approach that comprised a literature review, 15 expert interviews and three case studies. The literature review and expert interview findings were used to develop an intermediate framework of knowledge value chain (KVC), while the case study findings were used to develop the final KVC framework with the intermediate framework as the basis.

Findings

The study developed, in three distinctive steps, a KVC framework based on Powell's (2001) KVC for use by the tendering divisions/units of contractor organisations employing quantity surveyors (QSs) to handle tendering work and to increase their chances of winning tenders.

Originality/value

The study developed a KVC framework for the use of contractor organisations to maximise their chances of winning tenders in the field of quantity surveying.

Abstract

Purpose

Delayed payments have been long standing, pressing issue in construction projects, especially in Government-funded construction projects. The root causes and the consequences of delayed payments must be identified before implementing strategies to mitigate the consequences of such delayed payments. However, these causes and consequences and the parties responsible for managing the delayed payments have not been identified so far. Therefore, the purpose of this study is to investigate the management of payment delays in Government-funded construction projects.

Design/methodology/approach

The study used a mixed approach comprising four case studies and a questionnaire survey. The empirical data collected from the case studies and the questionnaire survey were analysed using manual content analysis and mean rating, respectively.

Findings

The study identified the most significant causes and the most significant consequences of delayed payments that occur in Government-funded construction projects. It also revealed the strategies that clients, consultants, contractors and other parties can adopt to mitigate the adverse consequences of such delayed payments.

Originality/value

This study identified the most significant causes of delayed payments in Government-funded construction projects, the most significant consequences of such delayed payments and the most suitable strategies the clients, consultants and contractors can adopt to mitigate the consequences of such delayed payments. Thus, this study supports streamlining the management of payment delays in Government construction projects and identifies the roles that different parties must play in managing payment delays in Government building projects, which is an under-researched area.

Abstract

Purpose

The construction industry is shifting towards becoming more circular by reducing waste, reusing building materials and embracing regenerative solutions for energy generation and biodiversity conservation. Thus, construction professionals must perform diversified services to achieve a circular built environment (CBE). Implementing resource planning and waste management in CBE has already posed challenges to the quantity surveying profession; thus, quantity surveyors (QSs) should be equipped with new roles and competencies to tackle challenges in achieving a CBE. Hence, this study aimed to investigate the functions and competencies of QSs at the design and building material sourcing stages in achieving a CBE according to 3R principles.

Design/methodology/approach

The research apprehended a qualitative approach, including two expert interview rounds adhering to the Delphi technique with 14 and 11 experts per each round. Manual content analysis was incorporated to analyse the collected data.

Findings

The research findings revealed the important roles and competencies of QSs in achieving a CBE. In addition, essential functions and competencies were categorised according to the 3R principles (reduce, reuse, recycle) to successfully implement CBE during the Design and Building Material Sourcing stages. According to the 3R principles of CBE, cost control, cost planning, feasibility studies, measurement and quantification, risk management, value engineering and innovations and technologies were well-received by most interviewees as essential roles of QSs during the Design and Building Material Sourcing stages. Further, basic/mandatory competencies (personal, interpersonal, professional practice and business skills), economic analysis, BIM management, cost management and risk management are highly regarded by experts for QS as important competencies to achieve CBE.

Originality/value

With new construction trends, QSs must enhance their conventional roles and competencies and search for new skills and competencies. Those skills and competencies could be linked to the CE concept, either directly or indirectly. Since QS holds a prominent place in sustainable construction in CBE, adapting to changes in the construction industry such as CBE is timely for QSs. Further, there is a shortage of literature regarding QSs' roles and competencies in achieving a CBE; thus, this study will contribute by identifying new avenues for QSs in achieving a CBE in the practice and the research.
