Abstract

Purpose

The purpose of this paper is to explore the interdependencies between temporary and permanent aspects of project organizing and how they affect the management of public infrastructure operation and maintenance (O&M) activities.

Design/methodology/approach

The paper applies a case study approach and uses Lundin and Söderholm's (1995) framework of the temporary organization (with the themes of time, task, team and transition) to distinguish between temporary and permanent aspects of organizing two infrastructure O&M projects.

Findings

This paper adds to the literature on temporary organizations by recognizing a mixture of temporary and permanent aspects of project organizing in an empirical project-level example. In line with previous research, the themes of time, task, team and transition were shown to be interdependent. Furthermore, the paper broadens the theory of temporary organizations by presenting a project organization with significant permanent aspects.

Practical implications

Project managers of public sector projects need to be aware of the possible mixture of temporary and permanent aspects of project organizing. Management of projects that are found to have a mixture of temporary and permanent aspects should combine the perspectives and management practices of both temporary and permanent organizing. Not acknowledging permanent aspects could lead to management that is not adapted to the prerequisites of project organizing in this context.

Originality/value

The findings further develop the literature on temporary organizations by recognizing that there is not only a mixture of temporary and permanent aspects between the temporary organization and its permanent environment but there is also a mixture of temporary and permanent aspects of organizing within project organizations.

Abstract

The circumstances for the emergence of new ideas in organizational theory have previously been explored from several viewpoints. Researchers trace the origins of new ideas to previous literature or compare ideas across continents and countries. The author takes another point of departure. Following Merton (1957, 1963), she focuses on “multiple discoveries” in science, studying the independent, simultaneous (re-)discovery of certain aspects of institutional theory in organizational theory. Specifically, she follows the circumstances under which two pairs of researchers proffered similar explanations for the phenomena they encountered (Jönsson & Lundin, 1977; Meyer & Rowan, 1977). Without ever having met, they suggested an analogous way of understanding the concept of organizing, though their research used different frames of reference and field material and was published in different outlets. The author’s analysis of the circumstances surrounding the two papers led her to explore elements in the emergence of new ideas: the Zeitgeist – the spirit of the times – international networks, and collegial work. When these factors are in play, physical meetings do not seem to be required, but scholars must be involved in networks in which their colleagues provide judgment and advice.

Abstract

Purpose

In this paper, the authors challenge traditional views of project management and sustainable development as purportedly complementing each other. Rather, the authors apply a projectification perspective from a multi-disciplinary approach to sustainable development. The purpose of this paper is to demonstrate how we can better understand the interface between projects and sustainable development through the study of its practices.

Design/methodology/approach

The authors do this by outlining the global and the local dimensions of sustainable development as a business objective. For that reason, the authors also make a distinction between sustainability in projects and sustainable development through project coordination.

Findings

From the framing of sustainable development as projectification, the authors contribute with a set of research implications on how to proceed towards a better understanding of sustainable development through project coordination.

Originality/value

The paper contributes to a growing field of interest regarding the interfaces between project management and sustainable development.

Purpose

The purpose of this paper is to extend the understanding of projects in permanent organizations. Previous research has captured organizational contexts where either a project logic dominates or projects support recurrent, ongoing operations. Through a case study, the author shows how projects and non-projects coexist over time in the core of the organization in a balanced manner, addressing the specific tensions in such an organization.

Design/methodology/approach

The author has undertaken a case study of the Norwegian Petroleum Directorate. The analysis is based on several types of data: internal reports, descriptions of structure and roles, internal handbooks and other documents from the period 1998–2018; interviews with ten persons in different roles in the organization; and a survey of 190 employees and middle managers (response rate: 84 percent).

Findings

The author finds that the balance of projects and non-project work, work units and rationale has been an institutional and stabile characteristic, rather than a transitory state of a Norwegian state directorate. It is also found that two types of products or set of tasks are reflected in two types of work groups: long-term work groups and project work groups. There is a subjective element regarding whether a new task should be integrated into an existing long-term unit or serve as the basis of creating a new project. The analysis of work organization, leadership and employee perceptions has revealed a number of similarities and differences between the two work contexts: the long-term work groups and the projects. The balance of projects and non-projects is maintained through shared beliefs and the process of allocation of personnel. This balance is threatened through actual practice in the organization.

Research limitations/implications

A case study does not allow for statistical generalizations. The implication of the study is the revelation of a potential research gap “between” a project-based organization (PBO), on the one hand, and a project-supported organization (PSO), on the other hand.

Practical implications

For organizations that combine projects and non-projects in the core, the paper could contribute to the understanding of tensions and the way to handle them, and provide inspiration regarding mechanisms for resource allocation.

Originality/value

This paper identifies and empirically describes an organization where both projects and non-projects are of great importance in the core activities of the firm, thus filling a “gap” between the PBO and PSO. A number of aspects of this organization are analyzed, including how the balance of the two logics has been maintained over the two decades. The study could provide the basis for a number of research questions on the coexistence of and tensions between projects and non-projects in the core of an organization.

Abstract

Purpose

The purpose of this article is to investigate attempts to safeguard classical humanism in secondary schools by appealing to a cultural-historical link with Antiquity, voiced in the face of educational reforms in Sweden between 1865 and 1971.

Design/methodology/approach

By focusing on the content of the pedagogical journal Pedagogisk Tidskrift, the article highlights a number of examples of how an ancient historical lineage was evoked and how historical knowledge was mobilized and contested in various ways.

Findings

The article argues that the enduring negotiation over the educational need to maintain a strong link with the ancient past was strained due to increasing scholarly specialization and thus entangled in competing views on reform and what was deemed “traditional” or “modern”.

Originality/value

From a larger perspective, the conflict over the role of Antiquity in Swedish secondary schools reveals a trajectory for the history of education as part of and later apart from a general history of the humanities. Classical history originally served as a common past from which Swedish culture and education developed, but later lost this integrating function within the burgeoning discipline of Pedagogy. The findings demonstrate the value of bringing the newly (re)formed history of humanities and history of education closer together.

Abstract

Purpose

A common understanding of what events to regard as production disturbances (PD) are essential for effective handling of PDs. Therefore, the purpose of this paper is to answer the two questions: how are individuals with production or maintenance management positions in industry classifying different PD factors? Which factors are being measured and registered as PDs in the companies monitoring systems?

Design/methodology/approach

A longitudinal approach using a repeated cross-sectional survey design was adopted. Empirical data were collected from 80 companies in 2001 using a paper-based questionnaire, and from 71 companies in 2014 using a web-based questionnaire.

Findings

A diverging view of 21 proposed PD factors is found between respondents in manufacturing industry, and there is also a lack of correspondence with existing literature. In particular, planned events are not classified and registered to the same extent as downtime losses. Moreover, the respondents are often prone to classify factors as PDs compared to what is actually registered. This diverging view has been consistent for over a decade, and hinders companies to develop systematic and effective strategies for handling of PDs.

Originality/value

There has been no in-depth investigation, especially not from a longitudinal perspective, of the personal interpretation of PDs from people who play a central role in achieving high reliability of production systems.

Purpose

Major incidents in road tunnels remain a collaborative challenge for the emergency services (fire and rescue service, police and ambulance), emergency dispatch centres (EDCs) and infrastructure owners. The aim of this paper is to investigate how collaborative partners to the ambulance services perceive the rescue effort and to identify factors that may influence its efficiency.

Design/methodology/approach

Focus group and individual interviews were conducted with 19 participants who were infrastructure owners or had operational or tactical responsibilities with the emergency services or EDCs in two regions in Sweden with multiple road tunnels. The collected data were analysed using qualitative content analysis.

Findings

Three main categories described efficiency factors during and after an incident: (1) coordinating the initial information (using a shared terminology), (2) achieving situational awareness (identifying those persons in need) and (3) lessons (not) learnt (lack of joint tactical plans and exercises). The emerging theme was access, assess and evaluate.

Practical implications

The findings suggest that establishing national policies and collaborative forums might yield more efficiently managed rescue efforts in road tunnel incidents in Sweden and other countries with similar organisational structures.

Originality/value

This study offers new insights on interoperability during responses to complex underground incidents.

Abstract

Haptics is an emerging technology that allows touch‐enabled interaction with virtual objects. Analogous to the use of computer graphics for rendering of a three‐dimensional (3D) scene to give the user a visual description of the scene, it is possible to use computer haptics to let the user touch objects in the 3D scene. This is normally accomplished by having the haptics engine sending either force vectors or positional information to a haptics device, a robotic arm, that the user manipulates. The purpose of this paper is to give an overview of this technology, describe haptic devices and haptic application programming interfaces. We will also illustrate the use of haptics technology by describing a few industrial and medical applications.
