Abstract

Purpose

Little is known about the characteristics of residential educational settings for young people with intellectual or developmental disabilities (IDD) in England. Previous research has focussed on the characteristics and experiences of the young people attending such settings rather than the setting itself; therefore, an overview of national provision is needed. The paper aims to discuss these issues.

Design/methodology/approach

As part of a larger project, data were collected for all residential schools and colleges in England. Data relate to settings offering residential provision for at least 4 nights per week for 30 weeks per year, either at the school/college itself, or in an associated residential home. Due to the remit of the main project, settings offering placements only to young people aged under 16 were excluded. Data were collected from a range of sources, including school/college websites, Ofsted and Department for Education resources, and liaison directly with the setting.

Findings

In total, 342 residential educational settings were identified with 57 of these offering post-16 provisions only. A range of data is presented about these settings, including location, placement numbers and types available, age range catered for, special educational needs categories registered for, governance arrangements (e.g. LA maintained, privately owned, and charitable organisation), and Ofsted educational ratings.

Originality/value

These data provide a national overview of residential educational settings for young people with IDD. This enables a clearer picture of the location and type of provision offered and allows comparisons both within and between areas.

Abstract

The Department of Scientific and Industrial Research has released an account of the preparation of emergency rations in the form of dehydrated foodstuffs. These rations were designed and made when the result of a forced landing of an aircraft flying over polar regions may have to be faced. Having regard to the special circumstances for which the method described by the Department was designed it is perhaps not too much to say that it introduces as great a change in feeding the crews of airships as did Appert in feeding the crews of sailing ships a hundred and thirty‐five years ago. Appert's method did much to eliminate scurvy. This to prevent starvation and loss of life which the accounts of Polar expeditions have too often recorded. Dried fruits and dried vegetables have long been known and used. Milk powder and egg powder are now as well known. If these and tinned foods be regarded as ordinary rations they are too heavy and too bulky to be of use in an emergency such as may arise when a Polar flight ends in an unpremeditated grounding and the crew are left in a Polar desert to make the best they can of the conditions. It will be remembered that in May last the “Aries,” a British Lancaster airship, made a trip of some 17,000 miles. Much of this trip was in the Polar regions. The g eographical North Pole was visited and in the return journey the true position of the magnetic North Pole was ascertained in a 4,000 mile non‐stop return journey from White Horse, Yukon, to Shrewsbury. In view of possibilities an emergency ration had to be designed in which most of the food was in the form of hydrostatically compressed blocks of compounded and dehydrated foods. The compression reducing bulk; dehydration, weight; compounding ensuring variety. The rations so prepared had to be sufficient to feed nine men for twenty‐eight days. An account of the rations so prepared forms the subject of the report issued by the Department. These blocks consist of mixtures of dehydrated foods with added sweetening and flavouring materials where appropriate, so that each is a ready‐made meal requiring only the addition of water. They are fabricated into tablets of standard size (usually 2in. by 2in. by 0·9in.). They need only to be wrapped in high grade waxed films or papers and their standard size facilitates the assembly of mixed rations whilst very little space is wasted as compared for instance with circular cans. They are made by one of two processes—those containing dried foods of large particle size such as dehydrated meat or vegetables are made by compressing the mixture in a hydraulic press. The pressed block can be broken down easily in the hand. Where the particle size of the material is much finer, as with spray dried powders such as milk or egg, such compressed blocks would be very difficult to crumble, and furthermore lumps escaping crumbling would remain as unreconstituted lumps and mar the smoothness of the product. Thus they are prepared by casting the mixture hot into moulds with added molten fat. The block can be dissolved by boiling water. Many of the blocks containing milk powder may be eaten as sweets. Four kinds of menus from these blocks were prepared to relieve monotony of diet. Details of these are given in the report for four days. The total number of calories for each day ranges from 3,550 to 3,380. The weight of food per man in grammes from 715 to 704. Fat in grammes 213 to 177. Percentage of fat 30 to 25. The computed total nett weight was 393 lbs. Rations for two days can be packed in a standard four‐gallon can—gas packed if necessary—as a master container. Fourteen such cans would be necessary. These, together with immediate wrappings, would make a gross weight of 435 lbs. A most important consideration is weight. It is pointed out that the water extracted during the dehydration process would fill another seventeen cans! If light metal alloys instead of tin plate were used for the master cans a reduction of weight would be possible, but even a total weight of 435 lbs. is “very modest” compared with the weight of most emergency rations, even when the weight of master containers is excluded for the rations as drawn up provide for each man three normal meals per day. The Department refers to the theoretical aspect of the provision of a calorific level of 3,400 per day, with a total weight of 704 gms. per man. If the diet were made up of pure carbohydrate, pure fat and pure protein alone, then, using the factors 4·9 and 4 respectively as the number of calories derived from each gramme of food, a diet containing 25 per cent. fat would have an overall calorific value of 5·25 Cals/gm. a diet giving 3,400 calories, as in Day 3, would therefore weigh 647 gms. This is an absolute minimum below which it would be impossible to go. This figure takes no account of the residual water content of dehydrated foods of salt or minerals or roughage. The weight of 715 gms. achieved in practice includes, in addition to water and roughage, some 8 gms. of salt and 13 gms. of tea. It is therefore considered that, for a ration which gives three normal meals a day, it would be virtually impossible with the materials available at present to reduce the weight of the ration further. It may be added that a stove has been designed to burn motor spirit should it be possible to salvage any after a forced landing. It is considered that this type of food may be of great value for future polar expeditions. This is undoubtedly true whether aeroplanes be used as part of the equipment or not. It may be permissible to suggest that rations such as these would prove useful in land expeditions at a pinch. While in the case of a ship having to be abandoned in mid ocean the crew's chance of survival would obviously be bettered by having a supply of such concentrated rations in the ship's boats.

Abstract

Purpose

This paper explores the institutional challenges and opportunities in Fiji's integration into the global value chain. Fiji is naturally endowed with coconut palms across its many islands. However, the coconut sector remains rudimentary with little value-addition. Coconut products of high-value are now being produced and exported throughout the world. While many coconut producing countries have benefitted from this coconut demand surge, Fiji has been unable to benefit from the international market.

Design/methodology/approach

This study utilizes a mixed-methods approach to analyze the challenges and opportunities. First, an analysis is done on a macro-level at the link between institutional quality and Fiji's export of coconut products. Then, primary data is collected with semi-structured interviews with key stakeholder groups in regions of Fiji. The goal is to gain an understanding of the perceived challenges and opportunities from each actor.

Findings

The empirical results show that institutional quality matters for Fiji's coconut exports. Increased scores in the government effectiveness and voice and accountability indicators enhance coconut exports from Fiji, suggesting that domestic institutions play an important role. Interviews with key actors reveal that communications among each stakeholder group are fragmented. The main institutional actors and the producers have different perceptions of the industry's challenges, thus resulting in different ideas on how to address the issues.

Research limitations/implications

This study is limited by the data availability of coconut production and trade volume of more specific products. Furthermore, due to the transportation and weather constraints during our visit to Fiji, certain parts of the island were not accessible.

Originality/value

This paper uses a mixed-methods approach to assess a specific case study.

Abstract

Purpose

Despite representing a relatively small portion of the population, those who experience repeat victimization make up a significant share of all sexual and violent crimes, implying that perpetrators target them repeatedly. Indeed, research reveals specific traits (e.g. submissiveness) and behaviors (e.g. gait) related to past victimization or vulnerability. The purpose of this study is to explore the link between personality traits, self-assessed vulnerability and nonverbal cues.

Design/methodology/approach

In all, 40 undergraduate Canadian women were videotaped while recording a dating profile. Self-report measures of assertiveness, personality traits and vulnerability ratings for future sexual or violent victimization were obtained following the video-recording. The videotape was coded for nonverbal behaviors that have been related to assertiveness or submissiveness.

Findings

Self-perceived sexual vulnerability correlated with reduced assertiveness and dominance and increased emotionality (e.g. fear and anxiety). Additionally, nonverbal behaviors differed based on personality traits: self-touch was linked to lower assertiveness, dominance and extraversion and higher submissiveness, emotionality and warm-agreeableness.

Originality/value

To the best of the authors’ knowledge, this is the first study of its kind to consider the relationships between personality, self-perceived vulnerability and nonverbal behaviors among college-aged women. Potential implications, including enhancing autonomy and self-efficacy, are discussed.

Abstract

Purpose

Beyond the public world of work, the home provides an arena for examining accounting and gender in everyday life. This study aims to examine household accounting in Australia from the early nineteenth to around the mid‐twentieth century.

Design/methodology/approach

The study comprises two parts. The first part, as reported in this paper, presents evidence on household accounting as prescribed in the didactic literature in Australia, and evidence of actual accounting practices based on the examination of 76 sets of surviving Australian household records available in public repositories. The second part adopts a microhistorical approach involving the detailed scrutiny of 18 sets of accounting records and relevant biographical and family data on the household accountants involved.

Findings

The study indicates that household accounting was an instrument for restraining female consumption, particularly during times of crises, and that accounting in Australian homes focussed on maintaining records of routine transactions as opposed to the preparation of budgets and financial statements. Household accounting in Australia was performed by women and men. The surviving records examined suggest that while areas of financial responsibility were defined by gender there was little evidence of formalised hierarchical accountability between spouses as has been found to be the case in Britain.

Originality/value

The study extends knowledge of household accounting and gender. Most historical investigations on this subject draw on instructional literature. The current investigation also examines accounting practice in the home.

Abstract

Far too much weight seems to have been given to the Local Government Board circular which mentioned public libraries as institutions whose expenditure should be examined with a view to effecting economies. This, to the ordinary person, would seem to call on library committees to exercise special care to prevent unnecessary expenditure, and more particularly to see that capital expenditure on new buildings and extensions is not made. The first of these requirements has been common for years; had there been wasteful expenditure, and if librarians had not carefully financed their resources, half the libraries in England would have been bankrupt long ago. The second requirement is just, and would be accepted even by the most unbridled library enthusiast. But local bodies have not been content so to read the circular. They have frequently interpreted it to mean that “libraries must mark time,” are “of small value in peace and less in war,” and the war is being made an excuse by old‐standing opponents of public culture to do as much damage as possible to the library movement.
