Abstract

Purpose

The purpose of the paper is to present empirical research findings regarding the management of electronic records in selected ESARBICA member countries. It presents background information about ESARBICA and the current state of electronic records management in the region. The challenges posed by electronic records as reported in the literature and the capacity building initiatives and guidelines developed by archival institutions, professional organizations and universities for effective management of electronic records are presented. It proposes suggestions for further research.

Design/methodology/approach

The paper is based on a review of literature on electronic records and empirical studies dealing with management of electronic records in the ESARBICA region. The review of empirical research findings is based on selected countries in the ESARBICA region.

Findings

The empirical research findings indicate most countries in the ESARBICA region lack capacity and face various challenges in managing electronic records. These relate to: lack of policy and legislation, standardization, authenticity, capacity building, physical infrastructure and lack of awareness among recordkeeping professionals and government authorities on electronic records management issues.

Research limitations/implications

Although ESARBICA consists of 12 countries, the empirical research findings were limited to five countries (South Africa, Lesotho, Botswana, Namibia and Kenya) and selected Sub‐Saharan Africa countries. Further research will be conducted to establish the current state of electronic records management in the remaining seven ESARBICA member countries namely: Malawi, Mozambique, Swaziland, Tanzania, Zambia, Zimbabwe and Zanzibar.

Practical implications

It is hoped that the paper will provide useful information and data to educators and trainers, researchers, students, practitioners, policy makers, civil society, and international development partners who have an interest regarding the challenges posed by electronic records and e‐government and governance strategy in ESARBICA region and Africa in general.

Originality/value

This paper supplements previous studies undertaken in the ESARBICA region regarding the management of electronic records. The empirical research findings would be of significance to record and archives management scholars/educators/consultants/researchers and students undertaking studies in management of records, including management of electronic records within and outside Africa.

Abstract

The theme of the 1990s is partnership. Government policies and organisational structures encourage collaboration. This trend is reflected in the archives and records management profession. This paper is a study of partnership projects between higher education institutions and four types of partner: employers; professional bodies; a charity; and other higher education institutions. The focus of the study is professional education and training in archives and records management. The paper concludes that a complex environment requires a flexible response and that a small discipline needs to develop partnerships to enable all involved to respond swiftly to change. Collaboration rather than competition must be the basis for future survival and success.

Abstract

Purpose

The purpose of this study was to examine the strategies for the preservation of archival materials in the International Council on Archives Section on University and Research Institution Archives (ICA SUV) by the members and to make recommendations for the digital archival preservation to continue its accessibility during the national lockdown because of COVID–19.

Design/methodology/approach

This study is based on the survey conducted on the ICA SUV members during the national lockdown. The study used a survey research methodology through e-mails as data collection instruments.

Findings

The key findings revealed that most of the sections on university and research institution archives lack digitization preservation strategies and most of their records are not accessible online, as most of their collections are still preserved manually through the paper-based system; furthermore, archivists are not fully trained on digital management. The paper recommends universities to develop preservation strategies to migrate records from the paper-based system to electronic records management system.

Research limitations/implications

The population of the study comprised ICA SUV members, who responded to the survey. Therefore, the sample size and geographical spread were inadequate for generalization of the findings. In conclusion, the study demonstrated that accessibility of the archives was dependent on the quality of digitized archives.

Practical implications

This study demonstrates that the development of a preservation strategy enhances access to archival materials during the national lockdown because of COVID–19.

Social implications

This paper highlights the plight of university archives and reiterates the need for urgent digitization of their archives of universities all over the world.

Originality/value

To the best of author’s knowledge, this paper appears to be the first to review the responsibilities of archivists now and in the future as the result of COVID–19. This study is confirmed to be on the positive side of COVID–19 and change the archive sector by adapting to information communication technology.

Abstract

Purpose

This paper aims to assess the functions of the National Archives of South Africa regarding universities’ records and archives by comparing the University of the Witwatersrand (Wits) and the University of Venda’s (Univen) implementation of the National Archives and Records Service of South Africa Act, No. 43 of 1996 (NARSSA) provisions 11 and 13, with the view of recommending best practice.

Design/methodology/approach

The quantitative research methodology was adopted. The data collection tool was a questionnaire completed by 34 heads of divisions, departments and units from the Wits and Univen, supplemented by a document review. Thus, the study population comprised universities’ heads of divisions, departments and units.

Findings

The National Archives of South Africa is not playing a role in providing advice to universities on how to manage their records and archives to fulfil their teaching, learning and research mandate, protect them from litigation and preserve their corporate memory such as records with national and international significance. Most of the respondents were not aware of the NARSSA provision 11 on the custody and preservation of records, and provision 13 on the management of public records. NARSSA lacks provision specifically for the management of university records. NARSSA appears vague about the management of university records, as it does not explain the legal definition of university records.

Research limitations/implications

This is a comparative case study limited to Wits and Univen. The shortcoming of this study is that the author did not provide relevant and detailed information for the article reader to fully understand the functions of the NARSSA provisions 11 and 13 regarding university records and archives at Wits and Univen, respectively.

Practical implications

The study recommends the South Africa legislature to review the NARSSA regarding records and archives’ role in the university. The researcher’s view is that reviewing existing NARSSA provisions 11 and 13 would provide universities with the responsibility of managing some of their national and international records. This might improve the management of records and this, in turn, would enhance the preservation of records.

Originality/value

This paper appears to be the first to review the functions of the National Archives of South Africa regarding the South African university’s records and archives.

Abstract

Purpose

The purpose of this paper is as follows: the first objective is to help illuminate part of the international archival sector’s initial responses to the crisis at its commencement, particularly by thematically analyzing the announcements made by national archives, which are arguably the leading archival institutions in their respective countries and the second objective is to help establish a joint contemporary understanding and historical snapshot of the positions of national archives during the first few months of the pandemic.

Design/methodology/approach

A comparative thematic analysis of national archives’ first formal public-facing COVID-19 announcements, released between March and May 2020, is conducted, specifically from the official websites of Australia’s National Archives of Australia, Canada’s Library and Archives Canada, New Zealand’s Archives New Zealand, the United Kingdom’s (UK) The National Archives and the United States of America’s (USA) National Archives.

Findings

Notwithstanding their diverse contexts, all the announcements thematically converge in discussing the closure of physical locations and spaces, as well as maintaining (reduced) services and offering remote access. Another theme appearing across most announcements is the concern for the protection of the health, welfare and safety of their communities. Additional themes featured in some of the announcements include considerations about the handling of paper records and physical materials, the removal and/or return of materials and the provision of further COVID-19 information. Unique themes appearing only once include steps for enacting precautions, furloughing staff and reopening and post-pandemic planning.

Research limitations/implications

Limitations to the article’s purview include its small sample size, focus on mainly English-speaking contexts and analysis of only official websites. Nevertheless, this sample arguably includes some of the major and leading archival institutions, not only in their respective countries but also internationally, namely, two national archives from North America (Canada and the USA), one from the wider European region (the UK) and two from Oceania (Australia and New Zealand). Further studies could expand the cohort size, diversify the focus for instance by analyzing social media postings and metrics and extend the timeframe.

Practical implications

This study could be of interest to archival academics and professionals, as well as library and information science scholars and practitioners, public health researchers and policymakers, cultural studies scholars and historians, exploring international and intersectional initiatives that have informed or are currently informing, approaches to and understandings of this pandemic and other similar health crises. It is further hoped that this study will humbly show support and supply solidarity with the wider archival community as it continues responding to and dealing with COVID-19.

Social implications

Capturing and analyzing aspects of national archives’ communication strategies related to the coronavirus pandemic is a topic of interest, not only for contemporary attempts for dealing with and understanding the crisis but also as a historical snapshot of their responses at this particular point in time.

Originality/value

By contributing to ongoing conversations about the coronavirus pandemic, this study provides the beginning of an analysis of the international archival sector’s initial interventions within it. As the first article in the archival literature on this topic, a baseline and point of reference are established for other studies that will hopefully follow on this topic. In these ways, it can also contribute to debates on how archives and other cultural memory institutions including libraries, museums and galleries, have reacted to the coronavirus pandemic and their resulting communication strategies and impacts upon their institutions, missions, collections, services and communities.

Abstract

Purpose

Appraisal of records to separate the wheat (records of enduring value) from the chaff (ephemeral records) is one of the most important functions of the archives. In terms of the National Archives and Records Service of South Africa (NARSSA) Act (No. 43 of 1996) (the Act), “no public records may be transferred to an archives repository, destroyed, erased or otherwise disposed of without the written authorisation of the national archivist”. In implementing this section of the Act, the NARSSA issues a disposal authority, which emanates from the appraisal process explained in the policy guidelines of 2002. The purpose of the study is to analyse the appraisal policy guidelines on the approach of NARSSA in relation to preservation of digital records.

Design/methodology/approach

This study has used qualitative data obtained through content analysis and literature to review the appraisal policy guidelines and approach of NARSSA in relation to preservation of digital records. The 2002 approved appraisal policy, as well as the directives issued by NARSSA in terms of Section 13(4) of the Act, is examined to determine the criteria, the process and the methodology adopted in the appraisal of records. Content analysis data are augmented through interviews conducted in person with the head of the records management unit at NARSSA and the archivist responsible for appraisal of government records.

Findings

The study has established that, in terms of the approach, records are appraised two years after the implementation of records classification systems in governmental bodies and those of archival value are then transferred to an archives repository after a period of 20 years. Twenty years is a long period as records might be lost, especially in digital environments. Furthermore, the appraisal policy guidelines limit the powers of records managers in governmental bodies in deciding on records of enduring value, as this responsibility is assigned to archivists at NARSSA. It is clear that the policy was written with paper records in mind.

Research limitations/implications

This study may go a long way in influencing policy review to embrace appraisal of digital records in South Africa. This in turn will help in determining the feasibility of preservation technology for digital records.

Originality/value

This study is useful to ensure participation of the public in the appraisal process. This study has triangulated content analysis data with interviews to examine appraisal criteria, process and methodology, followed by NARSSA.

Abstract

Purpose

This study aims to investigate a framework for implementation of legislative framework governing records management throughout the life cycle in the Limpopo provincial government of South Africa.

Design/methodology/approach

This quantitative multi-method study used a semi-structured questionnaire, document analysis and interviews to collect data. The dominant approach was quantitative, with some support from limited qualitative data, which served to clarify the statistical data. No sampling method was applied, as the study targeted the entire population of 135 records management participants from the provincial departments with the questionnaire, while nine participants from provincial archives participated in interviews.

Findings

The study revealed that the role of the provincial archives in enforcing compliance with legislative frameworks for the proper management of records was always disrupted by a lack of key resources such as staffing, for inspecting and training records-creating departments and working resources at the departmental levels.

Research limitations/implications

The findings will contribute to the field in respect of future studies into compliance with records management legislation, and the proposed framework may be applied as a theoretical basis for, or part of, a conceptual framework.

Practical implications

The study will serve as a resource or benchmark for archivists and records management professionals in the industry, as they count amongst the policymakers who find ways of monitoring, evaluating and enforcing compliance with the legislation governing proper records management.

Social implications

The proper implementation of recommendations from this study will lead to significant improvements in the management of records with enduring value, allowing them to finally be transferred to an archival repository to serve the public interest as heritage, national memory, or resources for researchers and authors, amongst others.

Originality/value

The study proposes a framework for implementation of legislation governing records management with greater ease in the Limpopo provincial government of South Africa.

Abstract

Purpose

Despite the availability of the mandate of public archives repositories to “take archives to the people in South Africa”, archives in South Africa remain largely the domain of the elite. The purpose of this paper is to investigate the adoption of social media in South Africa as a tool for taking archives to the people especially young people between the age of 13 and 34. The researchers confined the study to all ten public archives repositories in South Africa.

Design/methodology/approach

This quantitative study collected data using survey questionnaires and web-based content analysis of social media presence of public archives repositories.

Findings

The study revealed that few public archives repositories are using Facebook, followed by Twitter and LinkedIn to engage users. The public archives repositories rely mostly on social media platforms operated by their mother bodies as they are subsidiary units within arts and culture departments in government. As a result, public archives repositories are restricted to operate their own accounts on social media. It is argued that public archives should be allowed by their mother departments to operate their own accounts on social media platforms. Failure to change this restriction could lead to public archival institutions continuing to take archives away from the people, instead of taking archives to the people.

Research limitations/implications

The study sought to provide useful practical implications for public archives repositories as it would serve as a benchmarking tool to enable the development and reporting on the visibility and accessibility of archival material, and thus ensure an increased public knowledge of archives.

Originality/value

The study triangulated data collection instruments that helped to collect as much and as diverse data as possible, which generated the best possible insights into the phenomenon of interest. Previous similar studies in South Africa utilised only survey method with either interviews or questionnaires as data collection tools.
