Abstract

Purpose

The author will describe the operational tasks of S.44’s statutory mandate: for example, commissioning the review; being responsive to the representatives of the relevant agencies concerned; securing pharmacological/medical advice; adding Ben’s death to the review; engaging with relatives; and ensuring that “lessons” were foregrounded. How the review was set up/recognising the standout features from the beginning/managing the situation when an agency is withholding information/“drip feeds” information into the review; navigating/steering the Safeguarding Adults Review (SAR) alongside other processes – police/inquest/Care Quality Commission.

Design/methodology/approach

This practice paper describes the experiences of coordinating a complex SAR into the deaths of three adults at Cawston Park Hospital in Norfolk.

Findings

The system insights that SARs give us prompt exploration of how to inject this learning into current discourse on how we better protect the most vulnerable in our communities.

Originality/value

The purpose of this paper is to explore the process and requirements of conducting a complex SAR from the perspective of a safeguarding adults board manager. It will be of interest to anyone who is involved in SARs, in particular safeguarding adult board chairs, board managers, members of SABs and SAR authors as management of SAR is one of the three statutory duties of a SAB.

Abstract

Purpose

This paper aims to assess the roles of agencies in combating illicit financial flows (IFFs) in Nigeria. Specifically, this paper explores the roles of the major anti-corruption agencies – the Economic and Financial Crimes Commission (EFCC) and Independent Corrupt Practices and other Related Offences Commission (ICPC) – in curbing IFFs in Nigeria. This paper reviews the various activities and achievements of these agencies in combating IFFs and concludes that in spite of the effort made by these anti-graft agencies, Nigeria still ranks top among African countries suffering from IFFs. Therefore, this study recommends a need for a collective and coordinated strategy by authorities worldwide to address the difficulties posed by financial crimes.

Design/methodology/approach

This study reviews the roles of anti-graft agencies in combating IFFs in Nigeria. Specifically, this study explores the roles of EFCC and ICPC in combating IFFs.

Findings

This study concludes that in spite of the effort made by Nigeria’s anti-graft agencies, IFFs have continued to increase thereby impeding the effort to achieve Sustainable Development Goal 16.4 – reduce IFFs.

Originality/value

This study contributes to the existing body of knowledge by exploring Nigeria's major anti-graft agencies and their effort in curbing IFFs in Nigeria.

Abstract

Purpose

Obtaining building permit certificate is an essential component of construction endeavors, but it can be cumbersome sometimes. The process is frequently beset with obstacles, including bureaucratic impediments, red-tapism, prolonged authorization protocols and insufficient inter-agency collaboration which result in project timeline extension, cost escalation and applicant dissatisfaction. Therefore, this study aims to examine customer satisfaction with the assessment of building construction permit certificates in Lalitpur, Nepal.

Design/methodology/approach

Following the notion of evaluation model theory, this study adopts an explanatory research design to determine the causal relationship between latent and observed variables. People who have recently completed the construction of their building and those people whose construction work is pending make up the population for the study. A total of 198 samples were collected by following the convenience sampling method from Lalitpur, Nepal. The primary data are collected by using the structured questionnaire with the interview process where the data are statistically evaluated using descriptive and inferential analysis using the KOBO toolbox, SPSS and AMOS. The connection between variables was examined using structural equation modeling (SEM).

Findings

Results indicate that the negligence of the employees, the attitude of the employees, the need for additional costs and the hiring of the agent are the most significant obstacles encountered by customers during the process of getting construction permit. Regarding the whole assessment system, the general population expresses displeasure. SEM results indicate that environment and quality are significantly related to customer satisfaction.

Originality/value

This paper's novelty lies in its Nepal-specific inquiry into the relationship between building permit acquisition procedures and customer contentment. The study provides a distinctive viewpoint on this context by combining evaluation model theory and SEM. The localized approach emphasizes the importance of customized strategies to improve customer satisfaction, adding to the current literature on the subject. The study's use of SEM as a quantitative analysis tool enhances its methodological rigor. This interdisciplinary research offers valuable insights for academics, practitioners and policymakers in Nepal and contributes to the wider field of construction and customer satisfaction.

Abstract

Purpose

The purpose of this paper is to interrogate and develop the conceptualisation of discriminatory abuse in safeguarding adults policy and practice beyond the current interpersonal definition. The paper draws on Safeguarding Adults Reviews (SARs) that refer to discriminatory abuse or safeguarding practice with adults who have care and support needs and protected characteristics.

Design/methodology/approach

A search of the national network repository of SARs identified 27 published reviews for inclusion. The contents were thematically analysed to understand how discrimination was experienced in these cases. Fricker’s “Epistemic Injustice” theory was adopted as a conceptual framework, informing the analysis of findings.

Findings

Evidence from SARs provides a challenge to the interpersonal emphasis on language and behaviour in national policy. Although the reviews acknowledge that interpersonal abuse occurs, a close reading spotlights practitioner and institutional bias, and inattention to social, structural and contextual factors. The silence on these matters in policy provides a narrow frame for interpreting such abuse. This suggests significant potential for epistemic injustice and signals a need to acknowledge these social, structural and contextual factors in safeguarding practice.

Originality/value

Discriminatory abuse is an under-researched and under-utilised category of abuse in safeguarding adults practice. The paper adopts Fricker’s theory of “Epistemic Injustice” to highlight the silencing potential of current policy approaches to discriminatory abuse to suggest a more inclusive and structural framing for safeguarding practice with those targeted due to their protected characteristics.

Abstract

Purpose

The paper aims to address the gap in literature on effective disaster governance in Southeast Asia, with a focus on COVID-19 management in Malaysia. It explores the intersection of localized hazard understandings, disaster governance and policy implications, emphasizing systemic vulnerability, resilience enhancement and improving risk communication and resource management. The goal is to offer insights and frameworks for policymakers, researchers and practitioners to navigate disaster governance complexities in Southeast Asia, marked by unique challenges and vulnerabilities.

Design/methodology/approach

The study employs an analytical descriptive methodology, involving a comprehensive literature review of academic articles, official reports and case studies related to disaster governance in Malaysia. It focuses on evaluating Malaysia's disaster governance's adaptability, inclusivity and coordination, considering policy implementation, stakeholder engagement and resource allocation. This approach facilitates a detailed analysis of the effectiveness of Malaysia's strategies in integrating environmental and health disaster management systems.

Findings

The findings reveal that Malaysia's disaster governance, particularly during COVID-19, has been challenged by the need for rapid adaptation and coordination. While early lockdowns and a robust vaccination program were effective, they also highlighted issues in healthcare system capacity and socioeconomic impacts. The study emphasizes the importance of integrated, resilient disaster management strategies that consider public health, environmental risks and socio-economic factors. It underscores the need for improved stakeholder collaboration, infrastructure resilience and climate change mitigation in disaster governance.

Research limitations/implications

The research is limited by a lack of specific data on Malaysia's unique socio-cultural, economic and political dynamics in disaster response. This gap hinders the development of nuanced, context-specific policies and practices for effective disaster governance, emphasizing the need for more region-focused studies.

Practical implications

The study highlights the need for Malaysia to develop more resilient, integrated disaster governance frameworks, emphasizing local community empowerment, sustainable infrastructure and climate change mitigation. It calls for enhanced regional cooperation in Southeast Asia for effective disaster preparedness and response.

Social implications

The research suggests that disaster governance should prioritize social resilience and inclusivity, addressing the varying impacts on different societal segments. Emphasis on mental health, community engagement and equitable resource distribution is vital for comprehensive disaster management and societal well-being in Southeast Asia.

Originality/value

This paper uniquely contributes to the understanding of disaster governance in Southeast Asia by combining empirical research and systematic reviews focused on Malaysia. It offers a novel perspective on integrating environmental and health disaster management, highlighting systemic vulnerabilities and resilience strategies. The study's value lies in its emphasis on the region's unique challenges, providing valuable insights for policymakers, researchers and practitioners in developing effective, context-specific disaster governance frameworks in Southeast Asia.

Abstract

Purpose

The study aimed to identify and define core components of Throughcare. The global prison population has reached its highest level to date (11.5 million), with comparative data on recidivism unavailable. Despite the global shift away from punitive and towards rehabilitative approaches, reintegration programming (Throughcare) is limited, ill-resourced or non-existent in many countries.

Design/methodology/approach

This study conducted a global e-Delphi consensus study of professionals working in prison and correctional services to define critical components of effective rehabilitation and reintegration programming. Consensus was defined a priori as 70% or more participants scoring an outcome from 7 to 9 and fewer than 15% scoring it 1 to 3.

Findings

Following a call for expression of interest circulated to the International Corrections and Prisons Association member list (n = 7282), 175 members agreed to partake in the e-Delphi rounds. In Round One, 130 individuals completed an online survey where 35 statements were scored by importance, each with opportunity to provide written feedback. A total of 33 statements exceeded the set threshold of consensus. Written feedback supported refinement and further development of statements in Round Two. A total of 108 individuals completed Round Two. A total of 39 out of the 40 statements exceeded the set threshold of consensus.

Practical implications

Consensus statements are useful to provide a shared understanding for inter-agency Throughcare partnerships, to inform national prison policies and to expand prison and support staff capacity building and programmes all over the world.

Originality/value

To the best of the authors’ knowledge, to date, this is the first known attempt to elicit consensus from a broad range of professionals working in the field of prison and correctional services on core components of effective rehabilitation and reintegration programming.

Abstract

Purpose

Money laundering (ML) is a major criminal offence stemming from unethical practices by personnel on the ground at Chattogram Port, an important import and export facility in Bangladesh. Because money can be more easily laundered through imports, it is necessary to investigate the dubious process in this sector. This study aims to identify the items most regularly used for easy ML and the factors contributing to their vulnerability.

Design/methodology/approach

This research uses a qualitative approach and analyses information from primary sources. Data is obtained from customs officials, port authority personnel, importers and customs brokers through semi-structured questionnaires. Although there are many techniques for ML, this study only found three most overwhelming: under-invoicing, over-invoicing and misdeclaration. A few case studies have been used based on newspaper reports and the internet to triangulate the qualitative data.

Findings

Four import items – food products, garments, capital machinery and chemicals – have a higher risk of ML. This study also revealed that money launderers prefer under-invoicing food and garment items. Misdeclaration is more commonly associated with capital machinery and chemical items. Over-invoicing, on the other hand, is only prevalent in government purchases. The port authorities need to pay particular attention to these issues.

Research limitations/implications

As ML is an ongoing activity that changes over time, the findings of this research are circumscribed by the data collected at a single point in time. Additionally, this research did not consider alternative laundering methods.

Practical implications

The research results can provide a basis for creating effective anti-money laundering (AML) strategies to assist with sustainable economic growth.

Social implications

Developing effective AML measures can help combat corruption and establish good governance in the country and support human well-being.

Originality/value

This paper presents original research findings based on technical analysis. The Chattogram Port Authority and the National Board of Revenue have accepted and used the main findings in a collaborative action plan to tackle ML. The Bangladesh Bank, the country’s central bank, has also incorporated the necessary guidelines and regulations into the Money Laundering Prevention Act, 2012.

Abstract

The ambition of human rights-based research is to generate an evidence base aligned to specific rights and rights holders. This chapter addresses the question ‘How does the ethical communication of research evidence support the achievement of this ambition?’ It outlines a Communication of Evidence For Impact (CEFI) approach that is focused on the realisation of the United Nations Convention on the Rights of Persons with Disabilities (CRPD). CEFI proposes that human rights-based communication is: a public good; a legal imperative in States that have ratified CRPD, and a moral imperative in States yet to sign or ratify; a core research competency and ethical requirement; participatory; and grounded in a culture of inclusion, intersectionality, and allyship. This chapter explores how five actors – States, research ethics committees, researchers, funders, and publishers – can each contribute to ethical communication. Recommendations are made for including and futureproofing CEFI in a disability research ethics framework.

Abstract

Purpose

This research was conducted as part of a PhD study. The purpose of this paper is to explore the factors taken into consideration when multi-agency practitioners were considering financial harm in the context of adult protection and how this influenced their decision-making processes.

Design/methodology/approach

An adapted q sort methodology initially established the areas of financial harm considered to have additional factors, which led to complexity in adult protection decision making. These factors were further explored in individual interviews or focus groups.

Findings

The data identified that the decision-making process varied between thorough analysis, rationality and heuristics with evidence of cue recognition, factor weighting and causal thinking. This highlighted the relevance of Kahneman’s (2011) dual processing model in social work practice. Errors that occurred through an over reliance on System 1 thinking can be identified and rectified through the use of System 2 thinking and strengthen social work decision-making.

Originality/value

This paper considers the practice of multi-agency adult protection work in relation to financial harm and identifies the influences on decisions.

Abstract

Purpose

The purpose of this paper is to consider the role of the Mental Health Act (MHA) 1983 in safeguarding adults at risk of abuse and neglect. The author has undertaken a thematic review of Safeguarding Adults Reviews (SARs) commissioned in England and Adult Practice Reviews (APRs) commissioned in Wales where the MHA 1983 was a central aspect to the review.

Design/methodology/approach

Reviews were included based on specific determinants, following analysis of SARs, APRs and executive summaries. This should not affect the credibility of the research, as themes were identified in conjunction with analysis of literature regarding use of the MHA in the context of adult safeguarding. Consequently, this review has been underpinned by evidence-based research in the area of study.

Findings

The interaction between statutes, such as the MHA 1983 and Care Act 2014, signify challenges to professionals, with variable application of mental health legislation in practice.

Research limitations/implications

Lack of a complete national repository for review reports means that it is likely that the data set analysis is incomplete. It was noted that limitations to this research include the fact that Safeguarding Adults Boards in England may not publish SAR reports or may choose to publish an executive summary or practice brief instead of the full SAR report, therefore limiting the scope of disseminating learning from SARs, as this is difficult to achieve where the full report has not been published. The author aimed to mitigate this by undertaking comprehensive searches of Local Authority and SAB websites, in addition to submitting Information requests to ensure that this research encompassed as many relevant review reports as possible.

Originality/value

This is an important and timely topic for debate, given that the UK Government is proposing reform of the MHA 1983. In addition, existing thematic reviews of SARS tend to be generalised, rather than specifically focused on the MHA.
