Abstract

Purpose

The reduction in under nutrition is very slow in the past two decades in India even with high-economic growth rate and expansion in the ICDS programme. The ICDS evaluation studies majorly stressed on the general factors but they fail to acknowledge the structural factors - class and caste - while providing solutions. In Tamil Nadu nutritional status and utilization of ICDS services are better as compared to all-India average. The purpose of this paper is to explore the nutritional status of the poor and scheduled caste (SC) in Tamil Nadu and their utilization of ICDS services and to examine the role of group-specific factors in low reduction of nutritional status and utilization of ICDS programme.

Design/methodology/approach

Multivariate analysis and logistic regression method were used using SPSS.

Findings

The reduction of underweight is slow among the poorest and SC, moreover, the disparity between the richest and poorest as well as upper caste and SC is increasing. Logistic regression analysis shows that the poorest are marginalized, children belonging to poorer income group have higher chances of using the ICDS than the poorest and it is significant. After making the wealth quintile constant, the utilization of ICDS services across social groups showed that, though the poorest quintile has less access, within them the SC had utilized less compared to the other backward class (OBC). This indicates the poorest SCs are more vulnerable and marginalized across all quintiles and social groups.

Research limitations/implications

In Tamil Nadu there is no sufficient sample of other caste/tribe and scheduled tribe. It would have given more insight on the utilization pattern. Lack of qualitative data has limited in explaining few phenomena to get more insight.

Social implications

It will help the government to formulate more inclusive policy and address the issue of exclusion of marginalized people.

Originality/value

The main core argument was based on the Tamil Nadu National Family Health Survey (NFHS) III unit-level data.

Abstract

Purpose

The purpose of this paper is to present the Andaman and Nicobar Islands (ANI) as a case to delineate contextual and often paradoxical challenges in implementing centrally sponsored schemes in a small island economy. Government reports cite ANI's record on health outcomes to be impressive when comparing it with other Union Territories (UTs). However, using examples of two public health and nutrition schemes, the paper argues that unless ANI's development indicators are compared over few years, public policy may fail to identity its development challenges and continue its rhetoric while in reality, health outcomes may be regressing.

Design/methodology/approach

The paper used case study research design involving mixed method approach. Quantitative data were secondary in nature, collected from local government departments. Two of the three districts of ANI formed the sample of the study. Main tools used for qualitative analysis were observation and informal interviews with government functionaries and other stakeholders.

Findings

The findings point to the paradox of superior public spending and infrastructure in ANI in midst of deteriorating public health and child nutrition outcomes. The paper concluded that any policy making on island's trajectory of development is not only incomplete, but also faulty unless its special context is considered as a starting point.

Research limitations/implications

Ethnographic studies on the health-seeking behaviour of ANI communities can reveal trends in access to health services and its reasons, but that was beyond the scope of the paper.

Originality/value

The paper is arguably the first to identify development paradoxes in implementation of government health and nutrition programmes in ANI. The paper poses further questions on unpacking the paradox of development in the islands. It urges policy makers and administrators to reconsider the efficacy of centrally sponsored schemes that are implemented without being contextualised for a small island economy like ANI.

Abstract

Purpose

The aim of this paper is to highlight the significance of integrated governance in bringing about community participation, improved service delivery, accountability of public systems and human resource rationalisation. It discusses the strategies of innovative institutional structures in translating such integration in the areas of public health and nutrition for poor communities.

Design/methodology/approach

The paper draws on experience of initiating integrated governance through innovations in health and nutrition programming in the resource‐poor state of Chhattisgarh, India, at different levels of governance structures – hamlets, villages, clusters, blocks, districts and at the state. The study uses mixed methods – i.e. document analysis, interviews, discussions and quantitative data from facilities surveys – to present a case study analyzing the process and outcome of integration.

Findings

The data indicate that integrated governance initiatives improved convergence between health and nutrition departments of the state at all levels. Also, innovative structures are important to implement the idea of integration, especially in contexts that do not have historical experience of such partnerships. Integration also contributed towards improved participation of communities in self‐governance, community monitoring of government programs, and therefore, better services.

Practical implications

As governments across the world, especially in developing countries, struggle towards achieving better governance, integration can serve as a desirable process to address this. Integration can affect the decentralisation of power, inclusion, efficiency, accountability and improved service quality in government programs. The institutional structures detailed in this paper can provide models for replication in other similar contexts for translating and sustaining the idea of integrated governance.

Originality/value

This paper is one of the few to investigate innovative public institutions of a particularly vulnerable and poor region in India, and is unique in that it uses the lenses of governance and community mobilisation to explore this important, and under‐researched, topic.

Abstract

Purpose

Developing countries like India, accounts for about 40 percent of undernourished children in the World and it is largely due to the result of dietary inadequacy in relation to their needs. The purpose of this paper was to evaluate the changes in the nutritional status of the children, from their preschool days to the present primary school days.

Design/methodology/approach

The present investigation was conducted at 20 Integrated Child Development Service (ICDS) centers (Center-A) and 15 primary schools (Center-B) in Bali Gram Panchayat, Arambag, Hooghly District of West Bengal, India, at an interval of three to four years. A total of 1,012 children (boys=498; girls=514) aged two to six years old enrolled in these ICDS centers and a total of 603 children (boys=300, girls=303), aged five to ten years were studied from the 15 primary schools who were the beneficiaries of ICDS centers. Underweight (weight-for-age Z-score (WAZ)) and wasting (weight-for height Z-score (WHZ)) were used to assess the nutritional status.

Findings

The nutritional situation (both in case of underweight and wasting) was better in Center B as compared with Center A. In general, the nutritional condition of boys was better than girls. Center had a very significant effect on both WAZ as well as WHZ, irrespective of age and sex. Sex has a significant impact only on WAZ. Interestingly, there was no significant sex-center interaction for both WAZ as well as WHZ. The children of the area were getting Mid Day Meal supplied through the school authorities which was comparatively better than the ICDS centers’ food supplementation. Better monitoring of nutritional supplementation at primary schools may be an important factor.

Practical implications

In ICDS centers, only the Anganwari worker is responsible in running and implementing the programs offered by the Government. However, at primary schools, the active involvement of all the teachers to run the program may have effectively led to have better results. Furthermore, the Government's focus should not be only on the increase the area covered by the ICDS program, but focus should be to increase the quality of food supplied, proper monitoring of the implementation and increase the allocation of funds. Appropriate measures may be taken by the authorities regarding this.

Originality/value

The results of the study will help in policy making in reducing the prevalence of undernutrition.

Indian education system is obligated to assure “accessibility” to the “quality” preschool education for all children. National Education Policy (NEP) 2020 has emphasised this endeavor loudly and provided clear directions to bring quality in the preschool education through effective implementation strategies. En route to this, trained and motivated preschool teachers are considered as the key factor for quality assurance. Diversity of the Indian society (language, culture, socio-economic status), variety of preschool service providers, different models of preschool education system, uneven salary structure, work load, shortage of support system, huge teacher children ratio, and unregulated sector of teacher preparation are the upfront challenge for the quality of preschool teachers and teacher education. Recruitment of trained preschool teachers, assured career growth, performance-based promotions and salary structure, regulated teacher preparation programs, adherence to the other quality standards for preschool education, digital/distance mode of obtaining required qualifications, and development of strong mechanism for monitoring; supervision as well as on-site mentoring of preschool teachers are some of the major milestones set by the government in the policy. With all this, the most important aspect is to provide encouraging and respectful environment for preschool teachers to keep them happy, contented, and motivated. The teachers, who are prepared in this way contribute in the lives of young children by creating warm and welcoming environment when they enter preschool. The NEP 2020 has brought hope, possibilities, and directions in this regard.

Abstract

Purpose

The purpose of this paper is to present an exploratory essay evaluating whether involuntary intellectual capital disclosure (ICD) is value relevant to stakeholders. The authors define involuntary disclosure as “what external stakeholders and stakeseekers disclose about a company”. This essay is timely because it lays the foundations for future ICD research that departs from traditional analyses of corporate reports, especially annual reports.

Design/methodology/approach

The paper provides a critical reflection on current and future developments in ICD research. The normative arguments rely on the experience and expertise along with examples from the ICD literature and contemporary business media to critique existing ICD research and practice and to offer new ways forward for future research.

Findings

In highlighting the limitations of the traditional ICD literature, the authors provide a foundation from which researchers should contemplate a powerful new force in ICD brought about by the rapid transformation in technologies and forces of mass communication. The authors introduce the concept of “involuntary disclosure”, and highlight several key issues that intellectual capital (IC) researchers should consider if they want their academic endeavours to contribute not only to practice, but to a wider environmental and social good.

Practical implications

Involuntary disclosures produced by stakeholders and stakeseekers introduce opportunities and threats to organisations, bringing new risks that impact share value and reputations. How well organisation manage these risks, and the impact inside and outside organisational boundaries, to provide economic, environmental and social value, should provide ample fuel for future transformational IC research.

Originality/value

The most value relevant disclosures are not what an organisation discloses or reports about itself, but rather what stakeholders and stakeseekers communicate. However, how reliable are involuntary disclosures and how can stakeholders and organisations verify IC disclosures coming from outside the organisation? If involuntary IC disclosures are value relevant, how might organisations seek to influence and manage them to serve their ends?

Abstract

This article reports on the first health technology appraisal conducted jointly between the National Institute for Health and Clinical Excellence (NICE) and Social Care Institute for Excellence (SCIE). The appraisal systematically reviewed evidence for the clinical effectiveness of parent‐training/education programmes in the management of children with conduct disorders. This appraisal is highly topical in the light of cross‐cutting policy agendas concerned with increasing parenting capacity. It is also methodologically innovative in its approach to synthesising the meta‐analysis of trial evidence on outcomes of programmes with qualitative evidence on process and implementation. The appraisal found parent‐training/education programmes to be effective in the management of children with conduct disorders, and it identifies the generic characteristics of effective programmes. It is concluded that this approach offers an exemplar for the development of systematic reviewing of complex psychosocial interventions that are relevant to integrated children's services.
