Abstract

Purpose

The purpose of this study is to assess the intellectual property (IP) policy and innovation practices of higher education institutions (HEIs) and to understand the impact of national intellectual property rights (IPR) policy at the ground level. It identifies the barriers of HEIs in the generation of IP, its commercialization and technology transfer.

Design/methodology/approach

This cross-sectional study aims to understand the innovation practices and IP policy framework of HEIs in India. It was studied in a qualitative approach with a structured questionnaire tool deployed to the top management of HEIs (targeted respondents), using convenience sampling methods.

Findings

The results imply that IP policies and innovation practices of HEIs in India are evolving and need to align with the global standard as envisaged in the national IPR policy. Lack of commensurate incentives to the inventors, linkages with industries and facilities were found to be major barriers among HEIs and research institutions. Institutional IP policy shall be framed to promote industry linkages with universities resulting in successful IP generation and technology transfer.

Research limitations/implications

The sample size in this study is less; however, it does not have an impact on the study outcome, as it is a qualitative approach.

Practical implications

This study brings awareness among stakeholders of IP generation and commercialization regarding the barriers and needed changes to overcome them through policy.

Social implications

It helps policymakers to redesign the tools of IP and innovation policy to enable the innovation promotion at HEIs. This study identifies innovation practices and institutional barriers in the generation of IP.

Originality/value

This qualitative survey-based study helps in understanding the innovation practices of HEIs in India. It also aims to identify the barriers of HEIs on the generation and commercialization of IP.

Abstract

Purpose

The purpose of this paper is to discuss the prospects of a Southeast Asian knowledge economy in light of regional integration processes and the participation of Southeast Asia in global innovation networks.

Design/methodology/approach

The evidence base is a combination of quantitative data on R&D investments, patent applications and publications, with qualitative data from 40 semi-structured expert interviews conducted with innovation experts, research managers and policymakers in six ASEAN Member States.

Findings

Despite economic growth and increases in R&D inputs and outputs in individual ASEAN Member States, innovation policy at regional ASEAN level remains weak. In addition, the economic integration of the ASEAN Economic Community is progressing slowly. In this environment, evidence is presented for a certain level of regional integration when it comes to the exploitation of knowledge produced within and outside of ASEAN. While a regional market for knowledge exploitation is conceivable, this is not accompanied by the regional integration of knowledge production.

Practical implications

The main practical implication of this argument is the need for ASEAN policymakers to appreciate the disconnection between regional knowledge production and exploitation. This paper offers conceptual tools to engage in ASEAN-level policy discussions on this issue that can help facilitate the best possible regional outcome.

Originality/value

Despite several studies on the ASEAN Economic Community process, there has been no contribution so far that combines a discussion of the economic integration process with a look at the regional knowledge economy and innovation systems. This perspective does not only contribute to innovation systems literature, but also entails important policy lessons.

Abstract

Purpose

Studies have indicated that international innovation collaboration has promoted technology transfer and knowledge spillover between countries. The conclusion of various international intellectual property (IP) treaties has played an essential role in optimizing the international innovation and collaboration environment. This study investigates the effect of IP treaties on international innovation collaboration and whether international IP treaties can promote collaboration between a country and other economies in the world.

Design/methodology/approach

After collecting and extracting the patent record data from the United States Patent and Trademark Office (USPTO), a final dataset of 3,213,626 cooperative patents and 465,236 pairs of collaborations between two countries or regions is established. Based on the international patent collaboration data of 192 countries during 1976–2017, the changes in patent collaboration indicators after these countries joined 23 IP treaties are analyzed.

Findings

International IP treaties have significantly increased the number of patent cooperation countries of a country and its importance in international cooperation networks. The role of IP treaties is more manifested by the increased opportunities for a country's international innovation cooperation than its influence on global innovation; this is of extreme significance for developing countries to introduce advanced technologies.

Originality/value

Ginarte and Park (1997) have confirmed that IP treaties have helped to raise the level of IP protection. In this study, the increase in the degree centrality of the international innovation network is evidence of IP treaties to promote innovation cooperation. For a developing country, joining an intellectual property treaty may strengthen intellectual property protection and optimize its own international innovation cooperation methods.

Abstract

Purpose

The significant impact of innovation in stimulating economic growth cannot be overemphasized, more importantly from policy perspective. For this reason, the relationship between innovation and economic growth in developing economies such as the ones in Africa has remained topical. Yet, innovation as a concept is multi-dimensional and cannot be measured by just one single variable. With hindsight of the traditional measures of innovation in literature, we augment it with the number of scientific journals published in the region to enrich this discourse.

Design/methodology/approach

We focus on an approach that explores innovation policy qualitatively from various policy documents of selected countries in the region from three policy perspectives (i.e. institutional framework, financing and diffusion and interaction). We further investigate whether innovation as perceived differently is important for economic growth in 25 economies in sub-Saharan Africa over the period 1990–2016. Instrumental variable estimation of a threshold regression is used to capture the contributions of innovation as a multi-dimensional concept on economic growth, while dealing with endogeneity between the regressors and error term.

Findings

The results from both traditional panel regressions and IV panel threshold regressions show a positive relationship between innovation and economic growth, although the impact seems negligible. Institutional quality dampens innovation among low-regime economies, and the relation is persistent regardless of when the focus is on aggregate or decomposed institutional factors. The impact of innovation on economic growth in most regressions is robust to different dimensions of innovation. Yet, the coefficients of the innovation variables in the two regimes are quite dissimilar. While most countries in the region have offered financial support in the form of budgetary allocations to strengthen institutions, barriers to the design and implementation of innovation policies may be responsible for the sluggish contribution of innovation to the growth pattern of the region.

Originality/value

Segregating economies of Africa into two distinct regimes based on a threshold of investment in education as a share of GDP in order to understand the relationship between innovation and economic growth is quite novel. This lends credence to the fact that innovation as a multifaceted concept does not take place by chance – it is carefully planned. We have enriched the discourse of innovation and thus helped in deepening understanding on this contentious subject.

Abstract

Purpose

While previous studies have investigated the factors influencing the internet adoption, the findings may not be transferable to explain blockchain technology adoption, despite its similarities to the internet. This study aims to address this gap by exploring the mediating effect of innovation culture and the moderating effect of innovation policies on business model innovation (BMI) outcomes in emerging economy firms. It investigates how these factors synergistically facilitate BMI, offering practical guidance for public authorities and managers to develop relevant policies and govern businesses effectively.

Design/methodology/approach

This study collected data from 287 valid responses among 948 listed companies on the Taiwan Stock Exchange using a structured questionnaire. This study used structural equation modeling and Process Model 5 to analyze direct and indirect effects, focusing on corporate key capabilities for BMI while exploring the combined impact of innovation culture and policies.

Findings

The study revealed that innovation culture and innovation policies synergistically facilitate BMI, accelerating firms’ progress toward BMI in the emerging economy context. These outcomes offer valuable guidance for public authorities and company managers in formulating relevant policies and managing businesses effectively.

Originality/value

This study contributes to the literature by uniquely exploring the combined influence of innovation culture and policies on BMI in emerging economy firms, shedding light on their compounding effect and offering practical implications for policy-making and business management.

Abstract

Purpose

The purpose of this paper is to look at the sharp increase in academic patenting over the past 20 years and to raise important issues regarding the generation and diffusion of academic knowledge. Three key questions may be raised in this respect: What is behind the surge in academic patenting? Does patenting affect the quality and quantity of universities' scientific output? Does the patent system limit the freedom to perform academic research? The present paper seeks to summarize the existing literature on these issues.

Design/methodology/approach

The paper's approach is a review of the recent literature on academic patenting and research use of patented inventions, complemented with critical viewpoints and new data on academic patenting in Europe.

Findings

The evidence suggests that academic patenting has only limited effects on the direction, pace and quality of research. A virtuous cycle seems to characterise the patent‐publication relationship. Secondly, scientific anti‐commons show very little effects on academic researchers so far, limited to a few countries with weak or no research exemption regulations. In summary, the evidence leads the authors to conclude that the benefits of academic patenting on research exceed their potential negative effects.

Originality/value

The paper offers a critical overview of the available evidence on the links between patents and academic research, which may be useful both for individuals unfamiliar with this issue or for those experienced in the field who are looking for a state of the art discussion on recent debates.

Abstract

Purpose

The purpose of this paper is to revisit the Chinese patent application upsurge among Japanese MNEs.

Design/methodology/approach

The authors extended the sample provided by Nakata and Zhang, from the period of 1995 and 2003 to 1995 and 2007, and paid more attention to the market advantage of Japanese MNEs and competitive relationships such as those between Japanese MNEs and domestic as well as other foreign firms in China.

Findings

The present findings indicated that after China revised its patent law for the second time and joined the WTO, patenting by Japanese MNEs became increasingly driven by those that operated diversified businesses in China. Competition in IPR measured by the technology proximity of Japanese MNEs with domestic as well as other foreign firms showed a positive correlation with regard to increased patenting.

Originality/value

To the best of the authors' knowledge, this is the first paper that focused on the effects of Chinese IPR reform on the Chinese patenting behavior by Japanese MNEs.

Purpose

Intangible resources (IRs) play an important role in enterprise innovation; previous studies find inconsistent results (positive and negative). The authors develop and test a framework to analyze IRs to see whether and how to impact firm innovation performance to reconcile the conflicting results.

Design/methodology/approach

This study empirically examined the curvilinear effect of IRs and innovation performance (IP) based on data from the Annual Census of Chinese Industrial Enterprises. The moderating effect of institutional development (ID) and state ownership (SO) in the relationship between firms' IRs and IP was also examined.

Findings

It was found that there is a U-shaped relationship between IRs and IP. Moreover, the institutional development weakens the U-shaped relationship.

Originality/value

The U-shaped relationship explains the inconsistent results in previous studies. It offers some important implications for managers and policymakers, who must understand the role of IRs.

Abstract

Purpose

To increase university–industry collaboration and research commercialisation, the Australian government recently introduced the Intellectual Property (IP) Framework, a set of online standard contracts. This follows a predecessor standard contract initiative, the IP Toolkit, which has not previously been evaluated. This paper aims to examine standard contracting in the innovation sector, tracing the policymaking behind the IP Toolkit using the lens of Macneil’s relational contract theory, to assess prospects of success for the new IP Framework, and similar initiatives in other jurisdictions.

Design/methodology/approach

This is a disciplined-configurative case study, drawing on qualitative secondary data analysis and applying Macneil’s relational contracting theory to guide case construction and generate hypotheses around likely success of standard contracting initiatives (stakeholder sentiment, stakeholder adoption). Within-case analysis process-traces development of the IP Toolkit, to discover what the policymakers wanted, knew and computed – and to detail observable implications Macneil’s theory predicts. Its themes are triangulated with multiple sources.

Findings

The case study, via Macneil’s theory, confirms the first hypothesis (resistant stakeholder sentiment) and partly validates the second hypothesis (low levels of adoption), demonstrating limited suitability of standard contracting in the dynamic and highly uncertain space of university–industry collaboration.

Research limitations/implications

The study provides insights into the limited role that standard contracts can play in improving national collaborative research and development performance.

Originality/value

This is a novel theory-driven case study triangulated with previously unpublished data on the IP Toolkit’s website usage, and data from recent consultations on the new IP Framework. It has broader implications for other jurisdictions considering adoption of the standard contract model.
