Abstract

Purpose

This paper aims to provide 13 recommendations relating to the future of Indonesian library education based on the results of an extensive research study. The objective of the research was to investigate the desired level of educational qualifications and continued professional development of Indonesian academic librarians.

Design/methodology/approach

The research included surveys of Indonesian academic librarians and their managers, plus extensive interviewing of stakeholders. The recommendations have been developed on the basis of data gathered in this research.

Findings

There is an immediate need to raise the standards of Indonesian library education in order to enhance skills required of the contemporary library workforce. The Indonesian Librarian Association has an important role to play in raising the quality of library education and the status of librarians.

Practical implications

The recommendations have far‐reaching implications for Indonesian library education. There are also implications for the wider Indonesia library profession, and for the professional associations, in particular the Indonesian Librarian Association.

Originality/value

The recommendations are based on the first comprehensive analysis of the educational and continuing professional development needs of Indonesian academic librarians.

Abstract

Purpose

The paper aims to describe the challenges faced by a developing country (case of Indonesia) in the effort to improve the quality of national construction industry through “certification” requirement for professionals and skilled labors. It also aims to identify root problems and propose a recommendation for rethinking the “certification” systems. Indonesia's experiences can be regarded as lessons learned by other developing countries struggling to strengthen their construction industries.

Design/methodology/approach

The study is based on an exploratory study including a focus group discussion with stakeholders representing the various professional associations, construction company associations (contractors and consultants), the Ministry of Manpower, and the Ministry of Public Works. An analysis based on the findings about implementation issues of “certification” requirement resulted in the identification of the root problems and the recommendation for restructuring the system.

Findings

The paper provides empirical insights about how “certification” requirement for all professionals and skilled labors have been implemented in a developing country. Although the requirement seemed to be tactical, it resulted in a circumstance in which there are numerous types of highly specialized certificates/licenses. The mechanism in the administration of these licenses has been problematic because of institutional issues, i.e. the extensive authority of the Construction Services Development Board and the inadequate controls from the government.

Research limitations/implications

The recommendations may lack details and practicality, while the recommendation for rethinking and restructuring requires changes of fundamental conceptions in all stakeholders.

Practical implications

The paper includes recommendations for the development of Indonesia's construction industry. The recommendations include the distinction between voluntary and mandatory certificates, putting more authority back to the government in the administration of the mandatory certificates/licenses, and the establishment of an independent licensing board. Other developing countries can learn from Indonesia's experience.

Originality/value

This paper fulfils an identified need to rethink the certification/licensing system.

Abstract

Purpose

This paper aims to examine and analyze the effects of government policy, quality of human resources and professional institutions on workforce competitiveness using welding technology variable as a mediating variable.

Design/methodology/approach

This study used quantitative research by using partial least square – structural equation modeling (PLS-SEM) to analyze the collected data.

Findings

Based on the results of the analysis, it was noted that there was a significant influence between government policy, quality of human resources and professional institutions on welding technology. The coefficients are characterized by a positive direct relationship, which means that the higher the quality of government policy and human resources professionals variables, the higher the value of the institute of welding technology.

Social implications

This study recommends that government should create policies that have benefits to competitiveness of Indonesian workforce. Implications from this study support government to use the model to determine and initiate policies in the field of welding as well as establish clear and standardized operating standards and recruitment process (government apparatus) that can accommodate the competitiveness of welding workers in Indonesia.

Originality/value

The originality of this paper is that the participatory approach was adopted in this study using PLS-SEM. In addition, this study was one of the first studies to carry out research at the BNSP office, BLK-Bandung-Jakarta, Makassar, B4T and dismiss the Ministry of Manpower and the Ministry of Industry in Jakarta, Indonesia, where there was no research in this location. Previous studies conducted research in various case studies.

Abstract

Purpose

This paper aims to report base‐line data on the current levels of education, skills, and knowledge of Indonesian academic librarians, and provides an insight into their continuing professional development. The paper also seeks to report: the current level of qualifications of librarians working in Indonesian academic libraries; and the current level and type of continuing professional development and work place training in Indonesian academic libraries.

Design/methodology/approach

This paper includes the results of a questionnaire delivered to all librarians working in Indonesian public universities. The survey instrument was based on that used in the NEXUS survey distributed to Australian library and information studies (LIS) professionals in 2006. The paper includes a comparison of survey results on key indicators for Indonesian and Australian library and information staff.

Findings

The research reports comparative shortcomings in the level and standard of education available to Indonesian academic librarians. The issue of continuing professional development is more complex, with quite high levels of participation in some types of training reported by the Indonesian respondents, but generally lower levels of satisfaction with that training than reported by their Australian counterparts.

Research limitations/implications

Some of the conclusions made comparing the situations in Indonesia and Australia are tentative due to the different understandings of key terms and concepts in the two countries. The data reported in the paper are quantitative and comprehensive findings require further qualitative research.

Practical implications

The results have implications for the future development of library education in Indonesia, and workplace training for Indonesian academic librarians.

Originality/value

The research reported is the first to collect large‐scale data relating to LIS workforce education and continuing professional development from a developing country.

Abstract

Purpose

This study aims to assess the factors that can affect the turnover intention of millennial talents working in the Indonesian manufacturing industry.

Design/methodology/approach

This work analyzes 115 responses from millennial talents working in the Indonesian manufacturing industry on the issue of turnover intention. Data were collected through an online questionnaire. The collected data were then tested using partial least square-structural equation modeling.

Findings

The findings suggest that competency development, work–life balance and meaningful work have a direct impact on the employee satisfaction of millennials in the Indonesian manufacturing industry. However, compensation and benefits have no significant effect on job satisfaction.

Research limitations/implications

This study has limitations in data collection, concentrated merely in the Jakarta Greater Area. Hence, it would potentially influence the generalization of the results.

Originality/value

This study reveals the potential lack of awareness within Indonesian manufacturing companies in providing a valuable compensation and benefits program for millennials.

Abstract

This chapter reports results from a study into the current state of library and information science (LIS) research in Indonesia and the major actors in the Indonesian LIS research environment. The study used a qualitative case study method. The findings show (1) a low level of LIS research activities by Indonesian academicians, library practitioners and students and (2) an emphasis on applied research into collection processes and developments, user perception and satisfaction with library services, effectiveness of libraries and information centre management and information technology. Further problems for Indonesian LIS research include the poor understanding of the relevance of LIS research, the role of LIS researchers and the conflict of values and beliefs among the actors in the Indonesian LIS environment. However, the prospects for Indonesian LIS research are improving with a growing awareness of the importance of LIS research for Indonesia. LIS research quality in Indonesia is being enhanced through formal education, research competition and journal research reports since the 2000s. Indonesian LIS actors need to learn research methodologies and cooperate with each other more intensively to improve their research skills. Recommendations for improving Indonesian LIS research include, changing the mindset of researchers to create a research climate, building research networks, improving knowledge access, changing regulations (job description, performance evaluation of system, credit points), providing more funding for LIS research and improving LIS curriculums. All Indonesian LIS actors need to communicate with each other to create acceptable values, norms and beliefs to improve Indonesian LIS research.

Abstract

Purpose

Despite the large number of Indonesian health-care workers working as migrant care workers in Japan, there is a lack of studies that have investigated this phenomenon or assessed the working conditions of Indonesian care workers working in Japanese aged-care facilities. This study aims to explore the work experiences of Indonesian care workers in Japan.

Design/methodology/approach

A qualitative descriptive research design was used, and a purposive sample of 18 Indonesian health-care workers (12 nurses and six midwives) who work as care workers in Japan participated in this study. Semistructured interviews were conducted with these participants between December 2022 and January 2023. The data were analyzed using content analysis. The Consolidated Criteria for Reporting Qualitative Research checklist was used to report this study.

Findings

Four key themes emerged from the data: easy but mentally challenging, being a care worker is a blessing, working in a partially Muslim-friendly environment and enjoy living: prefer to stay longer.

Originality/value

The work experiences of Indonesian care workers in Japan are complex and multifaceted. By understanding their experiences and needs, the authors can work toward creating more inclusive and supportive workplaces for all.

Abstract

Purpose

This paper aims to investigate the moderation effect of welding technology on the relationship between government policy and quality human resources and workforce competitiveness.

Design/methodology/approach

The research is quantitative in nature, i.e. it aims to explain the causality relationship between variables. This research is quantitative research, it aims to explain the causality relationship between variables. The analysis tool was generalized structure component analysis.

Findings

First, government policy has a significant and positive effect on workforce competitiveness, indicating that higher government policy will result in higher workforce competitiveness. Welding technology is the moderating variable in the relationship between government policy and workforce competitiveness. Higher implementation of welding technology will strengthen the relationship between government policy and workforce competitiveness. Second, quality of human resources has a significant and positive effect on workforce competitiveness; higher quality of human resources will therefore result in higher workforce competitiveness. Welding technology is the moderating variable in the relationship between quality of human resources and workforce competitiveness. Higher implementation of welding technology will therefore strengthen the relationship between quality of human resources and workforce competitiveness.

Originality/value

The moderating effect of welding technology in the relationships between government policy and quality of human resources and workforce competitiveness has not been comprehensively studied yet; the present study fills this gap.

Abstract

Purpose

This paper compares and contrasts graduate accountant skills and employers' expectations in South East Asia (SEA).

Design/methodology/approach

We analyse the employers' expectation performance gap (EPG) in three countries – Indonesia, Malaysia and Vietnam – to provide a reflection on current professional accounting development in SEA. The study relies on data derived from multiple sources including job advertisements, CIMA “ready for business” project, Glassdoor website and other secondary data sources.

Findings

The findings indicate that over recent decades, the changing nature of the economy, state, and interest of the business sector (including the “Big Four”) have led to the wider adoption of professional accountancy qualifications. The findings suggest that graduates should be equipped with active learning activities such as project-based and work-integrated training to fill the expectation gaps between local university educators and employers.

Research limitations/implications

Drawing upon a literature review of professional accounting education, we use the results of the documentations and secondary analysis to describe the performance expectation gap of accounting education in SEA.

Originality/value

The study indicates a large discrepancy between the teachings in accounting education and employer requirements in Vietnam, Malaysia and Indonesia and propose different methods to fill this employability gap in South East Asia.

Abstract

Purpose

The purpose of this study is to analyze the effect of education and training and management supervision on the development of entrepreneurship attitude and growth of small and micro enterprises (SMEs) developed by state-owned enterprises (SOEs) in Pekanbaru City.

Design/methodology/approach

This research focuses on a discussion of the effects of education and training management oversight of entrepreneurial attitudes and business growth from the distribution of PKBL funds as one attitude of corporate social responsibility (CSR) and the development of small and micro entrepreneurs in Riau Province by selecting three SOEs companies that distribute CSR funding program in Pekanbaru City, namely, PT. Jasa Raharja, PT. Angkasa Pura and PT. Pegadaian Riau region, whereas the scope of this study includes a review of material on the beneficiary of PKBL from 2016 to 2017.

Findings

Education and training conducted by SOEs toward micro, small and medium enterprises (MSMEs) entrepreneurs do not give a positive contribution to the business growth. Management supervision that has been conducted so far has not contributed to the growth of MSMEs business. The entrepreneurship attitude of MSMEs entrepreneurs determines the success of MSMEs. Attitude not only directly contributes to the growth of business but also indirectly mediates education and training in making a positive contribution to the development and growth of the business. Attitude also mediates the management supervision in splitting the growth of MSMEs business.

Originality/value

No previous study has comprehensively studied the education and training and management supervision toward entrepreneurship attitudes and its implications to business growth, especially in Riau, Indonesia.
