Abstract

Doxing refers to the intentional public release by a third party of personal data without consent, often with the intent to humiliate, intimidate, harass, or punish the individual concerned. Intuitively, it is tempting to condemn doxing as a crude form of cyber violence that weaponizes personal data. When it is used as a strategy of resistance by the powerless to hold the powerful accountable, however, a more nuanced understanding is called for. This chapter focuses on the doxing phenomenon in Hong Kong, where doxing incidents against police officers and their family members have skyrocketed since 2019 (a 75-fold increase over 2018). It contends that doxing for political purposes is closely related to digital vigilantism, signifying a loss of confidence in the ruling authority and a yearning for an alternative form of justice. The chapter therefore argues that public interest should be recognized as a legal defense in doxing cases when those discharging or entrusted with public duty are the targets. Equally, it is important to confine the categories of personal data disclosed to information necessary to reveal the alleged wrongdoer or wrongdoing. Only in this way can a fair balance be struck between privacy, freedom of expression, and public interest.

In late April 1973, Charles P. Sutcliffe, the Commissioner of the Royal Hong Kong Police Force (RHKPF), received confidential information that Chief Superintendent Peter F. Godber, Deputy District Police Commander for Kowloon, was remitting money abroad. This information was transmitted to James J. E. Morrin, the Director of the Anti-Corruption Office (ACO), for investigation. By the end of May 1973, investigations by the ACO officers revealed that Godber had deposited in Hong Kong banks or remitted overseas HK$650,000 (US$128,332) since 1968 (Blair-Kerr, 1973a, pp. 3–4).

Abstract

Social movements are made up of organized groups and individuals working together to accomplish shared objectives. Under what circumstances do active groups build and break their coalitions? Five conditions have been identified in the literature as influencing coalition formation: common identity, resources, organizational structure, historical connection, and institutional setting. Whereas coalition dynamics within a movement wave are best understood in terms of institutional opportunities and threats, further research is needed to determine how and to what extent these contextual elements influence coalitions. This chapter examines how threats posed by indiscriminate and selective repression affect the shape and structure of interorganizational coalitions during the 2019 Anti-Extradition Law Amendment Bill (Anti-ELAB) protests in Hong Kong. The analysis relies on an original political event dataset and an organization-event network dataset. These datasets were produced utilizing syntactic event coding techniques based on Telegram posts, which Hong Kong protesters used to distribute information, plan future actions, and crowdsource news. Furthermore, Telegram provides detailed information about state activities, event-level coalitions, and violent groups, which is difficult to access from other sources. This study investigates the coalition networks across the movement's four stages, each of which was marked by a particular type and degree of repression. The findings indicate that indiscriminate and selective repression have varied effects on coalition networks. A wide coalition disintegrates as a result of indiscriminate repression. Selective repression, however, leads to the formation of coalitions around activist groups targeted by repression.

Abstract

Chapters 2–6 have dealt in turn with how Denmark, Finland, Hong Kong, New Zealand, and Singapore have been effective in curbing corruption, as manifested in their rankings and scores on the five international indicators of the perceived extent of corruption. In contrast, Chapter 7 focuses on India’s ineffective anti-corruption measures and identifies the lessons which India can learn from their success in fighting corruption. The aim of this concluding chapter is twofold: to describe and compare the different paths taken by these six countries in their battle against corruption; and to identify the lessons which other countries can learn from their experiences in combating corruption. However, as the policy contexts of these six countries differ significantly, it is necessary to begin by providing an analysis of their contextual constraints before proceeding to compare their anti-corruption strategies and identifying the relevant lessons for other countries.

Corruption is a universal problem, and governments all over the world have introduced measures to tackle this “social pandemic” which has “many faces” and is “the most challenging obstacle to economic development” (Campos & Bhargava, 2007, pp. 1–2).

Abstract

Corruption is a serious problem in many Asian countries, judging from their ranking and scores on Transparency International's Corruption Perceptions Index (CPI). To combat corruption these countries have relied on three patterns of corruption control. The first pattern relies on the enactment of anti-corruption laws without a specific agency to enforce these laws. For example in Mongolia, the Law on Anti-Corruption that was introduced in April 1996 is jointly implemented by the police, the General Prosecutor's Office, and the courts (Quah, 2003a, p. 44)1. The second pattern involves the implementation of anti-corruption laws by several anti-corruption agencies. In India, the Prevention of Corruption Act (POCA) is implemented by the Central Bureau of Investigation (CBI), the Central Vigilance Commission (CVC), and the anti-corruption bureaus and vigilance commissions at the state level (Quah, 2003a, p. 66). Similarly, the Philippines has relied on 18 anti-corruption agencies to enforce the many anti-corruption laws since the Integrity Board was formed by President Quirino in May 1950 (Batalla, 2001, p. 47; Oyamada, 2005, pp. 99–101).

This article examinees how vulnerability operates within the intimate economy in Hong Kong’s prominent entertainment district of Wanchai. Best known in its portrayal of The World of Suzie Wong, Wanchai’s historicity is anchored in a legacy of colonialism, orientalist imagination, and Western militarization. Presently, the area continues to cater to Western expatriate men, foreign travellers and the US Navy. An influx of Southeast Asian migrant domestic workers to Hong Kong in recent decades has led to the rise of new intimate relationships fostered in the bar district. While Wanchai is renowned as a red-light district celebrating white Western masculinity, a complex portrait emerged after a year of ethnographic fieldwork observing the intimate exchanges between Western expatriate men and Southeast Asian migrant domestic workers, as two groups who are positioned on opposite ends of the city’s socioeconomic spectrum. Contrary to recurrent portrayals of female victimhood in commercialized sex industries, this article illustrates how other experiences of vulnerability, particularly those of the Western male expatriate partner, also deserve critical attention. By exploring the decommercialized transactions within Wanchai’s intimate economy, this piece demonstrates how the intimate relations forged between Western expatriates and Southeast Asian migrants can help negotiate longstanding gendered relations of power and shared senses of structural precarity.

Abstract

Domestic violence in Hong Kong is understudied in various ways: (a) there is no study about the relationships between restorative justice and domestic violence, (b) women’s resilience in the context of domestic violence is seldom mentioned and (c) practitioners’ perspective is often not voiced. This chapter is an explorative study aiming at finding out the following: (a) the relationships between restorative justice and domestic violence in the context of Hong Kong, (b) the understanding and practical implications of women’s resilience from a cultural perspective and (c) the challenges of social work deliverance to victims of domestic violence in Hong Kong. The research of this chapter has been conducted by in-depth interviews with five social work practitioners who deal with victims of domestic violence daily. Three specific cases of domestic violence have been selected and systematically analysed, and the temporal results are: (a) it is challenging to exercise ‘restorative justice’ in cases of domestic violence; (b) Chinese women have a very different understanding of the ‘western’ concept of ‘women’s resilience’; (c) any social work relating to ‘women’s resilience’ is challenging to apply to Hong Kong and arguably any Asian contexts, and (d) restorative justice is not a widespread practice when it comes to domestic violence in Hong Kong.

Abstract

Four decades ago, the Swedish economist, Gunnar Myrdal (1970, p. 230) attributed the paucity of research on corruption in South Asia to the research taboo on this topic. Fortunately, this taboo has been gradually eroded since the 1990s as reflected in the tremendous amount of research that has been done on corruption in the Asia-Pacific countries. Corruption has emerged in the 1990s as “a truly global political issue eliciting a global political response” (Glynn, Kobrin, & Naim, 1997, p. 7). Indeed, the globalization of corruption has given rise to an overriding concern with how to combat corruption in many countries among their governments and many international agencies. Consequently, many international organizations like the Asian Development Bank, Commonwealth Association for Public Administration and Management, Eastern Regional Organization for Public Administration, International Institute for Administrative Sciences, Organization of American States, Organization for Economic Co-operation and Development, Transparency International, United Nations Development Programme, World Bank, and World Economic Forum have organized numerous conferences, symposia and workshops on various aspects of corruption.
