Abstract
Purpose
This study aims to identify the location of regional growth poles in Vietnam.
Design/methodology/approach
A potential gravity model is constructed to estimate how attractive a location is in relation to other locations within a specifically defined region using spatial interpolation tools.
Findings
We present the calculated and visualized potential gravitational energy (or attractiveness) for every province showcasing regional growth poles in Vietnam.
Research limitations/implications
Graphical evidence need to be supported by statistical analysis to establish causal effects of driving factors on growth measures.
Originality/value
This is the first study to use a potential gravity model to study growth poles in Vietnam.

Abstract
Purpose
Emerging economies have been highlighted as an important growth source of the global economy. However, this group of countries has not received enough academic attention yet. Therefore, this study aims to identify the impact of research and development (R&D) expenditure on economic growth in emerging economies.
Design/methodology/approach
The theoretical framework of the production function is applied to quantitatively analyse the impact of R&D expenditure on economic growth with a sample of 29 emerging economies in the period between 1996 and 2019.
Findings
The panel cointegration test confirms the existence of long-run cointegration relationships between economic growth and independent variables in these emerging economies. Besides, the estimated results show that the national R&D expenditure has positive effects on economic growth from both direct and interaction dimensions. This evidence has filled the empirical research gap in the R&D-growth nexus in the case of emerging economies. Finally, while gross capital and education have positive impacts on growth, corruption has a harmful effect on economic growth in these countries.
Practical implications
The results highlight that policymakers should enhance R&D expenditure and R&D activities as the key national development strategy. The investment in R&D not only helps emerging economies avoid the middle-income trap but also pushes these countries to successfully join the group of developed countries.
Originality/value
To the best of the authors’ knowledge, this research is among the first to examine the impact of R&D expenditure on economic growth with a homogeneous sample of emerging economies. The results are obviously helpful for policymakers to use R&D as the key development strategy for supporting economic growth in emerging economies in the future.

Abstract
The tourism sector is facing significant challenges due to global climate change. The sector is a major contributor to carbon emissions while at the same time relied upon to drive regional development in Arctic Finland. This paradoxical situation highlights the urgent need for effective mitigation and adaptation policies and governance frameworks for both climate change and tourism. Finland has set one of the world’s most ambitious national climate mitigation targets into a legally binding framework. The state aims to be the first country in the global North to reach carbon neutrality by 2035. The new Climate Change Act 2022 outlines the key requirements for climate change policy planning and related monitoring and defines the national climate objectives. However, the tourism industry’s future growth potential in the Arctic Finland relies heavily on international tourism, which is largely based on the aviation sector. Tourism therefore faces a paradoxical situation for growth thinking in the current climate change policy context. Against this backdrop, this chapter aims to explore the complex issue of sustainable tourism development governance in the context of carbon neutrality policy in Arctic Finland. Specifically, it focusses on the potential contradictions between the role and needs of the tourism sector in regional development policies, and the responsibilities outlined in the Climate Change Act. This ‘wicked problem’ requires careful consideration and innovative solutions to ensure that tourism can continue to drive economic growth while also addressing the challenges of climate change.

Abstract
The research aims to define staffing that contributes to the transition to International Financial Reporting Standards (IFRS). The goal of this research is achieved by conducting a factor analysis of the transition to IFRS using the regression analysis based on Institute for Management Development (IMD) statistics for 52 countries in 2020–2023. As a result, the author builds an economic and mathematical model revealing the dependence between the success of the transition to IFRS and the influence of factors related to business staffing and provides a forecast on accelerating the pace of transition to IFRS for enterprises worldwide due to the business staffing management. The author emphasizes the importance of pedagogical skills as the key factors for transitioning to IFRS. The theoretical significance of the results obtained is that they make it possible to rethink the transition to IFRS from a pedagogical point of view. The author's conclusions specify the staffing problem in terms of transition to IFRS. The practical significance is expressed in the author's conclusions and recommendations that will help accelerate the transition of the business to IFRS – more fully reveal the export potential of the business, strengthen national brands on the world stage, and improve the efficiency of corporate accounting by optimizing its staffing. The managerial significance is expressed in recommendations to make it possible to improve the practice of human resource management for more complete and reliable staffing for the transition of a business to IFRS. The social significance lies in the proven key role of pedagogical skills in staffing for the transition to IFRS.

Abstract
Purpose
This paper examines the dynamics of structural transformation in Morocco since 1970 by analyzing input-output tables expressed in terms of employment and output levels across 24 sectors.
Design/methodology/approach
This study employs a twofold methodological approach. Firstly, it examines the evolution of sectoral employment shares over time using World Bank data. Secondly, it utilizes Input-Output analysis to examine structural shifts in Morocco's economy, focusing on sector-specific output and employment data. The primary data source is the Eora Global Supply Chain Database, covering the years 1970, 1980, 1990, 2000, and 2015. Additionally, to transition from production-based to employment-based input-output tables, the study leverages employment and output data from the Penn World Tables to calculate the diagonal labor coefficient matrix.
Findings
First, our analysis reveals that Morocco's economic transformation has been slower compared to high-income countries. Structural changes, as evidenced by the evolution of employment shares by sector, show a gradual decline in agricultural employment share over the period 1991-2019, accompanied by a shift towards the services sector. This shift, driven by favorable conditions in the services sector and increased capital use in agriculture, has resulted in premature deindustrialization. The industrial sector's employment share has remained stable due to its capital-intensive nature. Second, Input-Output analysis reveals a pronounced premature tertiarization of the Moroccan economy. Between 1990 and 2000, the tertiary sector saw a dramatic rise in both backward (167%) and forward (68%) linkages, while the primary sector's backward linkages fell by 33% during the same period. Although the primary sector’s linkages increased by 10% from 2000 to 2015, the secondary sector experienced a consistent decline in backward linkages, dropping 12% from 1990 to 2000 and an additional 10% from 2000 to 2015. Employment linkage analysis further underscores this shift, with a 12% increase in the tertiary sector’s backward linkages from 1990 to 2000, contrasted by significant declines in the primary (51%) and secondary (7%) sectors. These trends highlight an unsustainable move towards services without concurrent industrial development, challenging balanced economic development.
Originality/value
As it is unanimous, the structural transformation of Morocco remains relatively slow and characterized by a shift of the labor factor from the primary sector to the tertiary sector, with a limited job creation by the secondary sector considered as the pillar of any structural transformation. This paper advances the field of research on structural transformation by elucidating the premature tertiarization of the Moroccan economy and the slowness pace at which the transformation of its economic fabric is occurring, thereby filling the empirical gap.

Abstract
Purpose
The purpose of this study is to analyze the environmental efficiency level and trend of the transportation sector in the upper–mid–downstream of the Yangtze River Economic Belt and the JingJinJi region in China and assess the effectiveness of policies for protecting the low-carbon environment.
Design/methodology/approach
This study uses the meta-frontier slack-based measure (SBM) approach to evaluate environmental efficiency, which targets and classifies specific regions into regional groups. First, this study employs the SBM with the undesirable outputs to construct the environmental efficiency measurement models of the four regions under the meta-frontier and group frontiers, respectively. Then, this study uses the technology gap ratio to evaluate the gap between the group frontier and the meta-frontier.
Findings
The analysis reveals several key findings: (1) the JingJinJi region and the downstream of the YEB had achieved the overall optimal production technology in transportation than the other two regions; (2) significant technology gaps in environmental efficiency were observed among these four regions in China; and (3) the downstream region of the YEB exhibited the lowest levels of energy consumption and excessive CO2 emissions.
Originality/value
To evaluate the differences in environmental efficiency resulting from regions and technological gaps in transportation, this study employs the meta-frontier model, which overcomes the limitation of traditional environmental efficiency methods. Furthermore, in the practical, the study provides the advantage of observing the disparities in transportation efficiency performed by the Yangtze River Economic Belt and the Beijing–Tianjin–Hebei regions.

Abstract
Purpose
The study conceptualises universities as “cities of flows” to examine the East-West University Partnership (EWUP) in China, which is a pioneering initiative of cross-regional university collaboration linking over 220 institutions across China since 2001. The study explores the strategic enhancement of connective and collaborative capacity of universities to facilitate diverse flows of talent, knowledge and other resources within the broader context of China's sustainable development in higher education.
Design/methodology/approach
The study employs a qualitative single-case study design to investigate the EWUP within its real-life context using participant observation and documentary research. As an analogical inquiry, the study merges the insider and outsider perspectives of the researchers to identify patterns between theoretical constructs and empirical evidence.
Findings
The EWUP as a policy entrepreneurship has significantly contributes to coordinated, inclusive and sustainable development. Its spatial dynamics consists of structural, temporal and collaborative dynamics. They are characterised by centrality, connectivity and adaptability which are generated through the interplay among the nodes, linkages and fields of influence within the EWUP network. These dynamics showcase EWUP as a novel approach to managing long-term university partnerships between more and less developed regions.
Originality/value
The study reimagines universities and higher education systems through vivid analogies of cities and transportation networks and elucidates connectivity as a pivotal dimension of sustainability. It advocates for reexamining spatial theories in higher education, deepens insights into the dynamics of cross-regional university partnerships in coordinating educational and territorial development, and enriches discussions on Higher Education for Sustainable Development (HESD).

Abstract
Purpose
This study is aimed at making an inspection of the effects of collaborative innovation network characteristics on firm innovation performance, and the intermediary roles of knowledge transfer efficiency is taken into account.
Design/methodology/approach
This study used a convenient sampling method to obtain population and samples. Using data obtained by publishing online and paper questionnaires, and using on-site interviews in Anhui Province in the Yangtze River Delta region of China, descriptive analysis, regression analysis and correlation analysis are utilized to study the direct influence of collaborative innovation network characteristics on knowledge transfer efficiency as well as firm innovation performance, and the intermediary roles of knowledge transfer efficiency on firm innovation performance, respectively. In this study, 3,000 questionnaires were distributed to the employees of enterprises engaged in research and development (R&D) activities, of which 2,560 were valid. With the help of SPSS24.0 software, the reliability and validity of the questionnaire was analyzed.
Findings
The results are indicative of that network centrality and relationship strength positively affect knowledge transfer efficiency and firm innovation performance. Nevertheless, network scale has no significant correlation with knowledge transfer efficiency and enterprise innovation performance. In addition, knowledge transfer efficiency is an intermediary between collaborative innovation network characteristics and enterprise innovation performance, and positively affects enterprise innovation performance, which demonstrated that managers should take advantage of collaborative innovation network characteristics to elevate knowledge transfer efficiency because well-realized transferals of knowledge can help accelerate the coordination of resources in knowledge, and finally bring about the advancement of firm's innovation abilities and performance.
Research limitations/implications
There are few previous studies that fully examined the relationships among collaborative innovation network characteristics, knowledge transfer efficiency and firm innovation performance. This paper developed previous researches on the relationships between collaborative innovation network characteristics, knowledge transfer efficiency and firm innovation performance. The mediation of knowledge transfer efficiency on the relationship between collaborative innovation network characteristics and firm innovation performance is analyzed. Further, studies on collaborative innovation network characteristics using data obtained from employees engaged in R&D activities are very limited in the literature. On account of that, the findings in this study may make sense to the innovation ability of innovative enterprise and expand the literature in the field of enterprise strategic management and knowledge management.
Practical implications
This analysis shows that collaborative innovation network characteristics have both positive and negative effects on firm innovation performance. Therefore, business managers should pay attention to their position in the collaborative innovation network and maintain the relationship strength with other innovation subjects. Special consideration should be given to the knowledge transfer of innovative enterprises, so as to improve firm innovation performance practically.
Originality/value
The study may provide additional understandings for researchers, government managers, universities and enterprises with regard to strategic management from the visual angle of innovation ecosystems. It is instrumental in the exploration of the mechanisms enabling firm innovation performance.

Abstract
Purpose
This article aims to analyze the strategic work of Polish entrepreneurs in the furniture industry following the political changes in 1989. The authors examined how these entrepreneurs transitioned from local craftsmen or importers into leaders of international manufacturing companies and how their strategizing contributed to the unprecedented growth of the Polish furniture sector.
Design/methodology/approach
The authors examined extant data, specifically biographical interviews conducted with 11 prominent leaders in the Polish furniture industry (Hryniewicki, 2015, 2018). They analyzed within a theoretical framework that integrates J.C. Spender’s theory of strategic management with Barry Johnson’s concept of polarity management. Polarity is a way of understanding and managing interdependent, opposing pairs of values or perspectives that give rise to conflict.
Findings
The analysis reveals key patterns of strategic challenges at the level of human agency, history and sense-making. The authors identified four key polarities: life and business, knowledge presence and absence, concordance and discordance, and instrumental and non-instrumental sense-making.
Originality/value
The polarity concept illuminates the interplay of agency and determinism in strategic decision-making, offering valuable insights for methodology and a deeper understanding of Poland’s furniture industry.
