Abstract
Purpose
There is controversy about the role information technology (IT) should play in knowledge management (KM) spanning extremes that either overvalue or undervalue IT's role. This study recognizes the balance required between the two extremes and aims to present a KM process and a three‐dimensional model to assist in identifying opportunities in which IT can effectively facilitate KM practices.
Design/methodology/approach
Through a synthesis of KM literature the paper developed a KM process that consists of identification of classifications of knowledge and their particular value to an organization, sources of knowledge, and application opportunities. It developed a three‐dimensional model consisting of KM life cycle, KM level, and KM objectives to assist in identifying the most effective IT application opportunities.
Findings
Current IT infrastructures provide support for the organization, formalization, and distribution of organizational knowledge. However, there are relatively few applications that perform the generation, application, and evolution of organizational knowledge. The paper describes a distributed simulation prototype system that demonstrates the potential ability of IT to perform these important KM activities and contribute to the effective facilitation of KM.
Research limitations/implications
This study is by no means exhaustive, but is intended as a starting point to explore opportunities in which IT may be most effective in realizing the goals and objectives of KM.
Originality/value
The proposed KM process guides knowledge workers toward a systematic understanding of how to view the use of IT in the most effective way to achieve organizational objectives and goals. The model permits them to assess how they are currently using IT for KM and where they may either leverage their current IT infrastructure or develop focused IT applications to achieve benefits through better use of IT in facilitating knowledge management. The Navy planning system described demonstrates one such application.

Abstract
Purpose
This paper aims to explore the attractiveness of Library and Information Science (LIS) careers to students and alumni and examine their decision-making process and perceptions of the field with an eye on discerning the best ways to build and develop the recruitment narrative.
Design/methodology/approach
The authors reached out to 57 LIS graduate programs in Canada and the USA accredited by the American Library Association through a Web-based survey; the questions presented a combination of multiple-choice, short-answer and open-ended questions and generated a wealth of quantitative and qualitative data.
Findings
The online survey has disclosed that students may not have an in-depth understanding of current trends, the diversity of LIS professions and the wider applications of their education. A significant disconnect exists in how the goals of LIS education are seen by certain groups of practitioners, students and faculty members.
Originality/value
Creating a program narrative for the purposes of recruitment and retention, departments should not only capitalize on the reach of the internet and the experiences of successful practitioners. They should also ensure that faculty know their students’ personal backgrounds, that students empathize with demands of contemporary academia and that a promotional message connects pragmatic educational goals to broader social applications. By exposing and embracing the complexity of LIS education and practice, the paper chooses a discursive path to start a conversation among major stakeholders.

Abstract
Purpose
The purpose of this paper is to demonstrate that the integration of intelligences plays a great role in changing the organisational and national culture and, in consequence, in changing governmental intelligence (GI). This paper investigates the impact of national culture (NC) and knowledge management (KM) on GI.
Design/methodology/approach
This paper explores the development of a culture knowledge intelligence model (CKI) to test a number of propositions through web-based survey methodology administered to 101 civil servants of two national public administrations, Brazil’s Planning Ministry and Germany’s Bundesanstalt. The data were analysed quantitatively through SPSS and SmartPLS (CFA and SEM). In this paper, the relationships between the variables (hypotheses) were empirically tested using structure equation modelling (SEM).
Findings
The high correlation between organisational/national culture on GI raises the discussion of these relationships in the academic community. The impact of organisational/national culture on GI is much higher in Brazil than in Germany. In opposition to Germany, in Brazil, the GI is more influenced by culture than by knowledge. This is related to the fact that German culture, in opposition to Brazil, is future- and performance-orientated, getting information from facts, books and statistics, instead of being people-oriented, getting the first-hand (oral) information. The major practical implication is to demonstrate the importance of integration of intelligences to improve GI.
Originality/value
The influence of NC on decisions of governments is paramount to understand failures in government decisions, mainly because of the difficulty of public leaders to learn by comparison and collaboration from a global, participative and integrative vision and action. Despite the importance of the relationship between NC and GI, this intuitive juxtaposition has not received attention in the literature.

Abstract
Purpose
Artificial intelligence (AI) has received much attention due to its promethean-like powers to transform the management and delivery of public sector services. Due to the proliferation of research articles in this context, research to date is fragmented into research streams based on different types of AI technologies or a specific government function of the public sector (e.g. health, education). The purpose of this study is to synthesize this literature, identify challenges and opportunities, and offer a research agenda that guides future inquiry.
Design/methodology/approach
This paper aggregates this fragmented body of knowledge by conducting a systematic literature review of AI research in public sector organisations in the Chartered Association of Business Schools (CABS)-ranked journals between 2012 and 2023.
Findings
The search strategy resulted in the retrieval of 2,870 papers, of which 61 were identified as primary papers relevant to this research. These primary papers are mapped to the ten classifications of the functions of government as classified by the Organisation for Economic Co-operation and Development (OECD), and the reported challenges and benefits aggregated.
Originality/value
This study advances knowledge by providing a state-of-the-art of AI research based the OECD classifications of government functions, reporting of claimed benefits and challenges and providing a research agenda for future research.

Purpose
The purpose of this paper is two‐fold. First, to describe in detail a particular sub‐class of powerful prospective methods based on the method of “morphological analysis”. And second, to extend their use to create a basis for strengthening strategic analysis and policy development.
Design/methodology/approach
The paper examines the history and use of morphological methods in foresight work, and briefly describes three main “lineages” currently in use, and proposes some extensions to models of practice.
Findings
Recent research in cognitive psychology suggests that requiring a detailed and systematic examination of future possibilities before a decision is made leads to more effective assessments of futures. Morphological methods, by design and construction, are perfectly suited to this, and so can form an exceptionally strong basis for thinking systematically about the future.
Practical implications
The paper also describes how to go about designing a foresighting capacity based on a systematic evaluation of future systemic contexts, as well as discussing what aspects of the external environment to include in robust competitive intelligence, strategic monitoring, environmental scanning, and “horizon scanning” activities.
Originality/value
The paper proposes some extensions to existing practice and describes some ways to tie the development of a strategic meta‐language to clearly‐targeted intelligence scanning. This paper should be of interest to anyone involved in trying to strengthen strategy development, policy planning or intelligence analysis.

Abstract
Purpose
The COVID-19 pandemic was an eye-opening experience that put to the test our crisis management competencies across many institutions, including those offered by institutions of higher education. This study aims to review the literature on international business (IB) risks and IB education (IBE) to question whether business graduates are equipped to make decisions in today’s volatile, uncertain, complex and ambiguous (VUCA) marketplace.
Design/methodology/approach
While the IB literature has discussed the importance of various sources of risks on global business operations, IBE did not effectively adopt an integrative approach to building the needed risk management competencies related to those risks into our education. The authors argue that this integrative approach to teaching IB is critically needed to prepare future global managers for addressing crises, like that of the pandemic and others. Specifically, this study proposes that this integrated risk management competency can be developed through the building of “synergistic mindsets”.
Findings
This study presents a conceptual framework for the components of the synergistic mindset, with intelligence that directly links to present IB risks. These components are cultural intelligence (CQ), emotional intelligence (EQ), public policy intelligence (PPQ), digital intelligence (DQ) and orchestration intelligence (OQ).
Originality/value
Insights related to IBE effectiveness in addressing today’s VUCA market demands and IB risks are discussed.

Abstract
Purpose
This study aims to assess the effectiveness of a scale measuring artificial intelligence capabilities by using the resource-based theory. It seeks to examine the impact of these capabilities on the organizational-level resources of dynamic capabilities and organizational creativity, ultimately influencing the overall performance of government organizations.
Design/methodology/approach
The calibration of artificial intelligence capabilities scale was conducted using a combination of qualitative and quantitative analysis tools. A set of 26 initial items was formed in the qualitative study. In the quantitative study, self-reported data obtained from 344 public managers was used for the purposes of refining and validating the scale. Hypothesis testing is carried out to examine the relationship between theoretical constructs for the purpose of nomological testing.
Findings
Results provide empirical evidence that the presence of artificial intelligence capabilities positively and significantly impacts dynamic capabilities, organizational creativity and performance. Dynamic capabilities also found to partially mediate artificial intelligence capabilities relationship with organizational creativity and performance, and organizational creativity partially mediates dynamic capabilities – organizational creativity link.
Practical implications
The application of artificial intelligence holds promise for improving decision-making and problem-solving processes, thereby increasing the perceived value of public service. This can be achieved through the implementation of regulatory frameworks that serve as a blueprint for enhancing value and performance.
Originality/value
There are a limited number of studies on artificial intelligence capabilities conducted in the government sector, and these studies often present conflicting and inconclusive findings. Moreover, these studies indicate literature has not adequately explored the significance of organizational-level complementarity resources in facilitating the development of unique capabilities within government organizations. This paper presents a framework that can be used by government organizations to assess their artificial intelligence capabilities-organizational performance relation, drawing on the resource-based theory.
