Abstract

Purpose

External assistance is often urgently required when an area is struck by a catastrophe. Central government-oriented aid (CGA), national non-governmental organizations aid (NNA), and international humanitarian aid (IHA) are three typical aid models, and national counterpart aid (NCA) is an innovative model for post-Wenchuan earthquake recovery and reconstruction (PWERR). The purpose of this paper is to make a comparative study of the aid models in order to develop recommendations on external assistance for better post-disaster recovery and reconstruction (PDRR).

Design/methodology/approach

This study was performed in three steps: a case study on the NCA model during the PWERR; a documentary research on the CGA, NNA and IHA models; and a comparative analysis of the four models.

Findings

The results of the comparative study show that the NCA model is more efficient and effective than the other three typical aid models. However it must be based on the premise of a centralized government.

Practical implications

The NCA model contributes to disaster management in a developing country context. It develops a viable model for developing countries in coping with the catastrophe, can enhance their ability for domestic self-assistance, and has reference to the construction of national integrated disaster management systems.

Originality/value

This paper empirically researches the innovative NCA model, and compares it with commonly used aid models for the PDRR. Although it is a Chinese experience, the systematic inter-governmental collaboration of the NCA model has reference to other countries in disaster management.

Abstract

China’s foreign aid efforts in Africa remain contentious. Chinese foreign aid tends to be different from “traditional” development assistance in that it frequently involves firms as the implementing agents of projects. Firms bring unique resources to public–private partnerships (PPPs) formed with government agencies, but their possible self-interested nature also gives rise to concerns over their development impact. Yet, on a larger scale, little is known about the characteristics of Chinese PPPs in foreign aid. Using project-level data available for 1,308 Chinese aid projects in 50 countries across Africa, the author characterizes the projects undertaken by firms and government agencies in a PPP and contrasts them to those executed by Chinese government agencies without firm involvement. This exploratory data analysis suggests that important differences apply, as Chinese PPPs tend to target different sustainable development goals (SDGs), work on the basis of distinct aid conditions, and implement projects that tend to be larger than those that are solely run by government agencies. Such observations raise important questions of an ethical, theoretical, and international nature, and warrant further research. The author develops a research agenda that aims at issues particularly important for business ethics scholars, organization theorists, and international business scholarship.

Abstract

We consider the relationship between external aid and development in Mozambique from 1980–2004, identifying the specific mechanisms through which aid has influenced the developmental trajectory of the country. We undertake both a growth accounting analysis and review the intended and unintended effects of aid at the micro-level. Sustained aid flows to Mozambique, in conflict and post-conflict periods, have made an unambiguous, positive contribution to rapid growth since 1992. However, proliferation of donors and aid-supported interventions has burdened local administration, indicating a need for deeper domestic government accountability. To sustain growth, Mozambique must maximize benefits from natural resources while promoting constructive international market integration.

Abstract

This chapter highlights the characteristics of Asia through the analysis of policy-related documents by five donor countries, namely Japan, South Korea, China, India and Thailand. It will also examine the roles played by regional bodies such as the Southeast Asian Ministers of Education Organization (SEAMEO) and ASPBAE (the Asia South Pacific Association for Basic and Adult Education) as the horizontal channels influencing aid policies in respective countries. Together with the analysis of the national and organizational policies, the regional process of building consensus on the post-2015 agenda is examined, with a particular focus on the Asia-Pacific Regional Education Conference (APREC) held in August 2014.

The analysis reveals that the region has two faces: one is imaginary and the other is functional. There is a common trend across Asian donors to refer to their historical ties with regions and countries to which they provide assistance and their traditional notions of education and development. They highlight Asian features in contrast to conventional aid principles and approaches based on the Western value system, either apparently or in a muted manner. In this sense, the imagined community of Asia with common cultural roots is perceived by the policymakers across the board.

At the same time, administratively, the importance of the region as a stage between the national and global levels is recognized increasingly in the multilateral global governance structure. With this broadened participatory structure, as discussed in the chapter ‘Post-EFA Global Discourse: The Process of Shaping the Shared View of the ‘Education Community’’, the expected function of the region to transmit the norms and requests from the global level and to collect and summarize national voices has increased.

Abstract

Purpose

This paper has examined the effectiveness of foreign aid on Ghanaian economy under different political regimes.

Design/methodology/approach

Using vector error correction and co-integration models on the annual data set over a period of 35 years, the authors demonstrate that foreign aid has had varied impacts on economic growth depending on the political ideology of the government in power.

Findings

With capitalist political philosophy, foreign aid improves private sector growth through infrastructural development. On the other hand, a government with socialist philosophy applies most of its foreign aid in direct social interventions with the view of improving human capital. Thus, each political party is likely to seek foreign aid/grant that will support its political agenda. Overall, the results show that foreign aid has a positive impact on the growth of the Ghanaian economy when there is good macroeconomic environment.

Practical implications

This implies that the country experiences economic growth when there are sound economic policies to apply foreign aid.

Originality/value

The practical implication of the findings of this paper is that donor countries and agencies should consider the philosophy of the government in power while granting aid to recipient countries, especially in Africa. The results are robust to different proxies and models.

Abstract

Purpose

The purpose of this paper is to provide a perspective on disaster management and climate change adaptation often left out of the literature – that of a remote outer island in Fiji.

Design/methodology/approach

Qualitative fieldwork was conducted on a small, remote island in the north of Fiji, during 2012. Interviews with community members on this island looked at their experiences and perceptions of disaster response and aid, and their expectations for the future. The perspectives of government and aid organisations involved in disaster response were compared with the remote community views.

Findings

There is a prevalent view in Fiji of communities as having very high expectations of disaster relief aid, and being dependent on it. However, on a remote island where the community counts the wait for help in weeks rather than days, such expectations and dependence must be viewed in a different light. There is much to be learned from the resilience and self-help these communities have no choice but to exhibit.

Originality/value

This paper helps to fill a gap in the disaster and climate change adaptation literature, by providing some insight into the experiences and perceptions of a remote outer island community, within the remote small island developing state of Fiji.

Abstract

The magnitude and immediacy of threats to the sustainability of state government programs call for significant changes in how we think about and make policies that influence the public budget. The Great Recession's prolonged battering of state budgets exhausted cutback strategies and has left policy makers with few options, producing a decision gridlock that is inescapable using traditional functional and line-item budget perspectives and embedded practices. Transforming state budgets requires an uncommon view. This paper identifies and describes seven overarching and pervasive habits in state policy making that contribute to unsustainable budgets. Although the applicability and commonness of each habit will vary by state, both individually and as a set the seven habits impart important handles for gaining greater control over a state's fiscal directions and fortunes.

Abstract

Purpose

Studies which look at disaster affected people’s use of communications technologies often fail to take into account people’s communication rights in their analyses, particularly their right to freedom of expression. The purpose of this paper is to draw attention to this issue by exploring the link between freedom of expression, community participation and disaster risk reduction in the use of digital feedback channels offered by aid and government agencies in the aftermath of Typhoon Haiyan.

Design/methodology/approach

Ethnographic fieldwork was undertaken in the Philippines between 2014 and 2015 in Tacloban City and Sabay Island, both in the Visayas, which have been affected by Typhoon Haiyan. A total of 101 in-depth interviews were conducted with affected people, local and national officials, community leaders, civil society groups, telecommunications companies and humanitarian agencies.

Findings

The interviews reveal that majority of disaster-affected Filipinos chose not to engage with formal feedback platforms offered by government and aid agencies out of fear of giving critical feedback to those in authority. They were concerned about the possibility of losing their entitlement to aid, of being reprimanded by government officers, and of the threat to their lives and of their loved ones if they expressed criticism to the government’s recovery efforts. Nonetheless, 15 per cent used backchannels while 10 per cent availed of the formal means to express their views about the recovery.

Research limitations/implications

The paper sought to draw links between people’s lack of engagement with the formal feedback mechanisms offered by government and aid agencies in the wake of Haiyan and the restrictive sociopolitical environment in the Philippines. Further research could be undertaken to examine how freedom of expression plays a role in disaster prevention and mitigation. Research into this area could potentially provide concrete steps to help prevent the occurrence of disasters and mitigate their impacts.

Originality/value

Freedom of expression and its place in disaster risk reduction is rarely explored in disaster studies. The paper addresses this oversight by examining the lack of engagement by communities affected by Haiyan with digital feedback channels provided by aid agencies and government. The findings suggest that despite the provisions for community participation in DRR under the Philippine Disaster Law, people are prevented to express criticism and dissent which puts into question the spirit and purpose of the law.

Changing political landscape often renews the call for dramatic changes to federal community and economic development grant-in-aid programs. The most dramatic proposal in recent years was President Bush’s 2006 call to consolidate federal assistance programs for communities into a new block grant known as the Strengthening America’s Communities Initiative (SACI). This conceptual study reviews key characteristics of intergovernmental transfers including grant types, features, changes in the intergovernmental fiscal environment, the fungibility/flypaper debate, and the symmetry/asymmetry response of governments to declining intergovernmental revenue. The effects of intergovernmental transfers on state and local governments are connected to differences in grant design features. Potential fallout from proposed or similar changes to grant structure is discussed using the SACI proposal as an example.
