Abstract

This paper examines the relationship between and the effects of resource allocation and levels of professionalism on local economic development policies and strategies. In short, it asks a basic question; do cities get what they pay for in terms of economic development? A value judgment is, of course, inherent in this question; "what you pay for" serves as a euphemism for "good" economic development programs and policies. That is, if a local government devotes more budget and staff resources toward economic development, is the city more likely to implement effective economic development policies? Thus, this research examines the relationship between the resources and the professionalism of the local economic development agency, and the corresponding economic development goals and techniques employed in those communities.

Abstract

Purpose

The purpose of this paper is to devise a general solution that allows a policy-based (i.e. rule-based) management system to explain its operation. In particular, a solution has been developed and evaluated in the context of an automated home care system.

Design/methodology/approach

The work has built on an existing policy-based management system called Advanced Component Control Enhancing Network Technologies (ACCENT). This includes automated management of home care using two forms of rules: higher-level (user) goals and lower-level (system) policies. These rules can be defined by users (typically carers) to personalise how the system should support the resident. In new work, the system has been extended to include an explanation facility that allows the user to understand the past and future behaviour of the system.

Findings

An explanation facility has been created to explain the past and future behaviour of the system. An initial evaluation of this has been carried out with carers. The participants in this evaluation found the facility to be understandable and were able to use it effectively.

Research limitations/implications

The work has made a useful extension to the design of policy-based systems in general. The initial evaluation with a limited group of users identified small weaknesses in the explanation facility that will be addressed in future work. The updated approach will then be evaluated with a larger group of users.

Practical implications

The enhanced home care system is now more usable and comprehensible, and so will be easier to deploy and maintain.

Social implications

The explanation facility has made the home care system more usable and comprehensible for users, and so will enhance its acceptability in future deployment.

Originality/value

Although expert systems have long been able to explain their operation, this kind of solution has not previously been attempted for policy-based management systems. The value to end users is that the approach makes automated support of home care more understandable and thus more acceptable and usable.

Abstract

Purpose

The purpose of this paper is to provide evidence of connections between sustainability policy goals included in public procurement tenders and offers and their achievement through contract award.

Design/methodology/approach

Two hypotheses based on extant literature and the inducement–contribution theory were tested by means of a survey of 281 procurement files from 2007 to 2009 relating to eight product categories and four European Union (EU) member states. Data were analyzed using structural equation modeling.

Findings

Findings indicate that public procurement was more effective in influencing socially responsible goals than environmental goals. In terms of supplier readiness, vendors achieved greater progress in delivering green than socially responsible operations.

Research limitations/implications

The collection and analysis of data are based on procurement files, which is a new but also a complex procedure. In comparison to survey data, the data from procurement file analysis are less biased.

Practical implications

Public procurement practitioners and sustainability policymakers should consider the use of public procurement as a lever to attain environmental and socially responsible goals.

Social implications

Evidence has been provided to demonstrate the strategic use of public procurement impacts on environmental and socially responsible goals, thereby benefiting society.

Originality/value

This study contributes in three main ways: first, by adding to existing, limited research on the use of public procurement as a lever of policy goals attainment; second, by examining environmental and socially responsible policy in one study; and third, through providing evidence across EU member states.

Abstract

Purpose

The purpose of this paper is to evaluate an approach to automating goals for supporting home care, with a view to understanding user experience when defining such goals and hence identifying improvements that could be made to the approach.

Design/methodology/approach

The study was designed to answer the key research question of whether users can understand, formulate and relate to automated goals for home care. In order to do this, a fictional text-based scenario was used about a couple with care needs. This helped to explore the feasibility, acceptability and usability of goals to manage care at home. Face-to-face qualitative interviews were undertaken with ten participants with a background in social care: four social care professionals; one health care professional; one formal carer; one informal carer; and three end users.

Findings

Overall, participants were positive about being able to control the MATCH (Mobilising Advanced Technologies for Care at Home) system through the use of goals. The results from the participant interviews will be used to help guide potential improvements to the home care system. The main issue that emerged from the study is that it would be valuable to think in terms of outcomes as a higher level than goals. A second consideration is that it would be desirable to adopt terminology that can be understood by all stakeholders.

Research limitations/implications

The study has demonstrated that automated goals for home care have a useful role to play and can be successfully used by end users and carers. Although the range of participants in the study was limited, it has allowed confidence to be built in the approach and has identified useful pointers for future development.

Practical implications

With the evaluation and validation of the goal-based approach, it has encouraged the developers to make automated goals more widely available in future deployment of the home care system.

Social implications

The use of automated goals to support home care has been shown to be acceptable to end users and carers. This will allow future home care systems to offer more personal and better customised services to those receiving telecare.

Originality/value

The study provides a unique evaluation of the use of automated goals to support home care. Previous use of goals in the literature has been for highly technical applications, so their application to home care is novel and speculative. The study has demonstrated that the approach is viable, useful, and usable by end users and carers.

Four common goal setting practices in public schools are assessed from the perspective of modern organization theory. The major thesis of the paper is that organizational goals are established through the process of committing policies and allocating resources. Thus, the paper questions the rational approach to goal setting in which goal statements are developed by ad hoc committees independent of the arena in which operative decision making occurs. The paper concludes that goal setting should be viewed as a major confrontation of values and that administrators and policy makers might better clarify school goals by examining their actions.

Abstract

Given that a large proportion of refugees and forced im/migrants today are school-age, schools are widely assumed to be sites where integration will happen. How this integration will occur and whether education policies facilitate social cohesion is unclear. Focusing on California and Berlin as examples of politically left-leaning states that receive immigrants in substantial numbers, this chapter seeks to examine their immigration, integration, and education policies. Using an original conceptual framework, this chapter analyzes how relevant federal and state policies have evolved since the 1980s in these two contexts. This chapter considers integration to be the process by which immigrants identify with the receiving country (RC) and their previous contexts, provided that the RC is supportive and accepting. The goal of integration is less inequality along ethnic or cultural lines. By analyzing policies in terms of immigrant students’ identity formation and conceptions of equality, this chapter argues that the evolution of such policies in Berlin and California has not always been linear. Moreover, while both states consider diversity to be positive, their policies do not extend to facilitating a new culture that productively operationalizes the diversity of immigrant and non-immigrant students.

Abstract

Purpose

This article brings together the literatures on policy learning and lesson drawing with the intra-crisis learning literature in order to assess “learning lessons” in the COVID-19 pandemic.

Design/methodology/approach

It carries out a structured review of articles that seek to provide lessons for the pandemic. It examines these articles using interpretative content analysis to apply the criteria of prospective policy transfer to the material.

Findings

Application of the criteria of prospective policy transfer suggests that lesson drawing was fairly limited. It is often not fully clear why nations were selected. Many articles were brief and provided limited detail, meaning that there was little depth on issues such as problems and goals and on policy performance or policy success or failure. There was limited discussion of transferability of lessons, and few clear lessons could be drawn. Finally, the extent to which it was possible to learn lessons in a “non-routine” or “less routine” crisis, under conditions of threat, uncertainty and urgency was generally not discussed.

Practical implications

The criteria within the framework of prospective policy transfer provide a template for policy makers to assess lessons.

Originality/value

This article indicates the problems of attempting to draw lessons from the past or from other nations to an unprecedented crisis, where decision-making is characterized by elements of threat, urgency and uncertainty.
