Abstract
Purpose
This paper aims to discuss how transnational universities create negative and positive social impacts on their host communities and what this means for campus sustainability and the expectation that universities contribute to sustainable development and to their local communities.
Design/methodology/approach
Using mixed methods, a multiple case study approach and qualitative meta-analysis, this study considers six transnational university campuses in China in terms of their relationship with local communities.
Findings
Because of the good reputation of universities generally, local residents tended to accord a social licence to operate (i.e. approval) to new university campuses. However, universities generally do not manage their social impacts, as well as many other industries and generally fail to consider the corporate social responsibility issues and the environmental, social and governance aspects of their activities. To improve their social licence to operate and grow and to meet expectations around “university social responsibility”, campus developments should observe key international principles and human rights standards: full disclosure of information; effective community engagement; appropriate resettlement and livelihood restoration; effective harm reduction procedures; provision of local benefits (benefit sharing); monitoring and adaptive management and implement a grievance redress mechanism.
Originality/value
This paper encourages broader thinking about sustainability in a higher education context and about what university social responsibility entails. Specifically, this study argues that the relationship between universities and their host communities also needs to be considered, especially during campus construction.

Abstract
Purpose
We consider what happened in the initial reconstruction interventions following the 6 April 2009 earthquake in L'Aquila (Italy). Using the disaster risk reduction and resilience paradigm, we discuss the cognitive and interactional failures of top-down approaches, and we analyse the main constraints to enacting inclusive social learning and socially-sustainable transformation and building back better more resilient communities in post-disaster reconstruction.
Design/methodology/approach
Our evidence comes from participant observation, action anthropology and analytic auto-ethnography conducted during the reconstruction phase following the L'Aquila earthquake. Findings were triangulated with document analysis, media analysis and retrospective interviewing conducted in 2013 and 2017.
Findings
The shift from civil defence to civil protection did not bring any advance in disaster management and development practice in terms of DRR and resilience. The militaristic command-and-control approach, which is still in vogue among civil protection systems, means that local political leaders become the civil protection authorities in a disaster area. As in the L'Aquila case, this exacerbates local social and environmental risks and impacts, inhibits local communities from learning and restricts them from participating in post-disaster interventions.
Originality/value
Most previous commentary on disaster recovery and reconstruction following the L'Aquila earthquake has focussed on the top-down approach carried out by the national government and the Italian Department of Civil Protection (DCP). This paper is unique in that it sheds light on how the command-and-control approach was also implemented by local authority figures and on how this undermined building back better more resilient communities.

Abstract
Purpose
The purpose of this paper is to look at the potential synergies between tourism and landscapes and examine the potential contribution of tourism to build social-ecological resilience in the Dutch Wadden.
Design/methodology/approach
The authors reveal how a social-ecological systems perspective can be used to conceptualize the Wadden as a coupled and dynamic system. This paper is a conceptual analysis that applies this approach to the Dutch Wadden. The data used for the inquiry primarily comes from a literature review.
Findings
The authors argue that the social-ecological systems perspective is a useful approach and could be used to improve the governance of multi-functional socio-ecological systems in coastal areas. Opportunities for synergies between tourism and landscapes have been overlooked. The authors consider that tourism and nature protection are potentially compatible and that the synergies should be identified.
Research limitations/implications
This paper is only a conceptual application rather than an empirical case study. Further research to actually apply the methodology is needed.
Practical implications
Managers of protected areas should consider applying a social-ecological systems approach.
Social implications
The views of a wide variety of stakeholders should be considered in landscape planning.
Originality/value
The value of this paper lies in the articulation of the social-ecological systems perspective as a way to identify and understand the complex interactions between tourism and landscape, and the potential synergies between them.

Abstract
Purpose
The purpose of this paper is to reflect on what can be learned about disaster risk reduction (DRR) from the L’Aquila trial of scientists. The court case was initiated because of a controversial meeting on 31 March 2009 of the Major Risks Committee (MRC), held under the auspices of the Italian Department of Civil Protection. The purpose of the meeting was to consider (prior to the fatal earthquake of 6 April 2009) disaster risk in the L’Aquila area, which was being affected by an earthquake swarm since October 2008.
Design/methodology/approach
The authors undertook a document analysis of trial materials, and a review of academic and media commentary about the trial.
Findings
The legal process revealed that disaster governance was inadequate and not informed by the DRR paradigm or international guidelines. Risk assessment was carried out only in a techno-scientific manner, with little acknowledgement of the social issues influencing risks at the local community level. There was no inclusion of local knowledge or engagement of local people in transformative DRR strategies.
Originality/value
Most previous commentary is inadequate in terms of not considering the institutional, scientific and social responsibilities for DRR as exposed by the trial. This paper is unique in that it considers the contents of the MRC meeting as well as all trial documents. It provides a comprehensive reflection on the implications of this case for DRR and the resilience of peoples and places at risk. It highlights that a switch from civil protection to community empowerment is needed to achieve sustainable outcomes at the local level.
