Abstract

Purpose

The aim of this paper is to assess the welfare effects of the newest trends in food safety policies characterised by the shift from public to private intervention.

Design/methodology/approach

Food safety policies are analysed through concepts of new economic sociology, with a critical review of the literature on social capital.

Findings

The article shows that as food safety and quality attributes responsible for the exchange complexity are simply codified and enforced through standards and third‐party certification, the global value chain governance shifts from a relational type to a power‐based type, with possible negative welfare effects.

Research limitations/implications

Further research would be required to verify the welfare effects suggested on the theoretical ground.

Practical implications

The article makes a useful updating of food safety policies and organisational innovation in the food system.

Originality/value

The paper introduces some new (with respect to the marketing literature related to the food system) concepts and theories of economic sociology.

Abstract

Purpose

The purpose of this paper is to empirically examine how China's food safety standards affect agricultural trade in the case of dairy products.

Design/methodology/approach

A gravity model is applied to quantitatively address the impacts of changing food safety standards in China in the case of its dairy imports. The paper considers the trade impacts of not only a specific hazard substance but also overall strictness of safety standards.

Findings

The paper shows that changes in food safety standards of dairy products have no effect on China's dairy imports. The finding is not particularly surprising considering special characteristics of China's food safety standards. Given the fact that China's safety standards are relatively lower than that in its major exporters, the trade-impeding effect may not be substantial.

Research limitations/implications

First, this study is unable to estimate the trade-enhancing and trade-impending effects separately. Second, the study does not account for a potential endogeneity issue associated with food safety standards.

Originality/value

This paper contributes to the debate on how food safety standards affect trade by demonstrating that safety standards in developing countries like China can affect international trade differently from that in developed countries. Although results are specific to China's dairy imports, the explanations are applicable to food safety standards in other developing countries.

Maintaining food safety techniques in the supply chain management require special food safety labelling techniques during distribution in the retail food industry. The food products have to be of good quality and labelling inbound, manufacturing, and outbound in the supply chain contributes to this aim. The purpose of this study is to evaluate how food safety labelling is managed in Vietnam’s retail food industry with a special focus on food in Ho Chi Minh City, Vietnam. Photography was used in an observational study conducted among five separate retail market chains all located in this city. In which ways are the applications of the developed food safety labelling techniques among three separate retail food markets similar and dissimilar being accounted for? The results show that the packaging and labelling in Big C, Aeon Citimart, and Giant using the symbols of food safety build trust for their customers. The Big C indicates guidelines for VietGAP and green labelling. Aeon Citimart indicates the name of the good, expiration date and instructions for use as well as guidelines for the government factor (VietGAP) to the food safety practices in the Vietnamese food retail sector.

Abstract

Purpose

The purpose of this paper is to identify the purpose of food safety auditing, effectiveness in maintaining and improving standards of food safety and ways to improve the process.

Design/methodology/approach

Using a grounded approach semi-structured interviews were held with actors with experience of food safety auditing. The aims and objectives being to obtain their viewpoints drawn from their experience.

Findings

The purpose of food safety audits should be regarded as one of continuous improvement rather than a single snapshot or policing exercise. Audits in terms of cost can be excessive because of the often high number and frequency of them. Costs can be reduced and food safety standards maintained if the number and frequency of audits is determined by the level of hazard and risk that a product or a process presents. Effectiveness of audits can also be improved if they are unannounced to make businesses “audit ready” at all times. It is also contended that unannounced audits are not applicable in all circumstances as they can increase costs by the need to maintain a group of personnel that are always available for audits.

Research limitations/implications

The research is limited by the scope and number of topics that were addressed in relation to the main subject.

Originality/value

The research value points to a need to review and better manage the audit process by risk assessing the number, frequency and type of audit a food business is subject to without lowering standards.

Abstract

There have been several “food scares” in Europe and across the Atlantic in recent years. They have led to nationally orientated reaction – often in the face of otherwise apparently binding international commitments. This article is concerned with such events and the planning, development and emergence of an international food safety agency for the European Union, taking into account “enlargement” and certain transatlantic perspectives. Concludes that the appliance of science should supersede the politics of nation states and the desire for re‐election, while bearing in mind that this is an unlikely dream.

Abstract

Purpose

The purpose of this paper is to explore the factors hindering the adoption of good agricultural practices (GAPs) in the Thai fresh fruit and vegetable industry from the perspectives of key stakeholders in different tiers of the supply chain up to consumers.

Design/methodology/approach

Semi-structured interviews were carried out in Bangkok and nearby cities. The key informants were experts, governmental authorities, producers, distributors, exporters, and consumers. A qualitative content-summarising approach was used to analyse the interview transcripts.

Findings

Stakeholders perceived the credibility of national GAP (Q-GAP) standards implemented in the Thai domestic market as low, due to a lack of reliable verification and traceability and because the system is managed by governmental bodies. Consumer demand could drive the market of safe produce, but retail stores are the main influencers of producers’ adoption of GAPs in domestic markets.

Research limitations/implications

The findings are based on a small group of Thai fresh produce industry players and consumers who operate mainly in an urban context.

Practical implications

The paper provides relevant information for policy makers and industrialists to find appropriate strategies to sustain GAPs in Thailand. Stakeholder awareness of food safety issues and information provision are crucial.

Originality/value

This is the first in-depth study of stakeholders’ perceptions of GAP implementation in the Thai fresh produce supply chain as the industry is currently transitioning from a commodity market to a quality/safety-oriented market. The results raise important issues regarding GAP adoption, food safety certification, and labelling in Thailand.

Abstract

Purpose

The purpose of this paper is to discuss the challenges for food inspectors when attempting to assess the food safety culture of a business. It is the eighth article in this issue of Worldwide Hospitality and Tourism Themes, discussing the importance of measuring food safety and quality culture.

Design/methodology/approach

As part of a larger research project, 15 semi-structured interviews were conducted to gain a deeper understanding of the current challenges faced by food inspectors in assessing food safety and the future prospects of measuring food safety culture in the UK food system.

Findings

Food inspectors face increasing challenges in their role of assessing not just the visible level of legal compliance but also potential risk within a food business; while aware of the importance of food safety culture, they are unsure how to formally assess it. The UK Food Standards Agency developed a toolkit to assist inspectors in assessing the food safety culture of a business; however, this has been found to be onerous and difficult to implement in practice.

Originality/value

This paper will be of value to practitioners, researchers and other stakeholders involved in the hospitality industry.

Abstract

Purpose

The purpose of this paper is to offer a blueprint, or outline considerations for the continuing evolution of the Chinese food safety system.

Design/methodology/approach

The paper begins with the review of the current food safety system in China and the demonstration of the successes in national food safety programmes. It goes on to identify the specific problems through food sully China, and further to analyse the potential for implementing the key learnings from other national food safety programmes in the Chinese context.

Findings

The paper suggests a five-point Blueprint for food safety in China and other countries, allowing for the development of a robust food safety system, by combining the elements with best practice from system created by food safety practitioners internationally.

Research limitations/implications

It should be noted that even since the authors began developing this model China has already adopted a number of the recommendations covered by this Blueprint and is actively considering others.

Originality/value

This paper fulfills an identified information/resources need and offers a blueprint, or outline of considerations for the continuing evolution of the Chinese food safety system.

Abstract

Purpose

The purpose of this paper is to investigate perspective in explaining how global food safety can be created through stringent implementation of Codex and World Trade Organization (WTOs) Sanitary and Phytosanitary food safety regulations and suggests the appropriate food safety system for India.

Design/methodology/approach

The study has been deployed a survey questionnaire using a sample of Indian Processed food sector. In order to collect data 1,000 supply chain professional were contacted for seeking their consent to be part of the survey. Whereas total responses collected were 252 from Delhi and NCR, with response rate 25.2 percent. The data collected was empirical tested using descriptive statistics, correlation analysis, regression and ANOVA.

Findings

The results and discussions indicate that all the global food safety norms laid down by WTO such as goods manufacturing practices, good hygienic practice, hazard analysis critical control point, has been developed to embody principles of safe food processing sector globally. India has also developed their food safety norms as per laid down principles by WTO.

Originality/value

The present research work makes an important contribution to the body of literature on global food safety. The paper has important implications for the processed food sector since it tries to bring out practices which would help in successful implementation of global food safety standards. It is useful for academic food research as well as for processed food corporate.

Abstract

Purpose

The growing awareness of climate risks associated with food safety issues has drawn the attention of stakeholders urging the food industry to carry out a sustainable food safety management system (FSMS). This study aims to investigate whether the critical success factors (CSFs) of sustainable FSMS can contribute to achieving climate neutrality, and how the adoption of FSMS 4.0 supported by the Industry Revolution 4.0 (IR 4.0) technologies moderates the impact of the CSFs on achieving climate neutrality.

Design/methodology/approach

Survey data from 255 food production firms in China and Vietnam were utilised for the empirical analysis. The research hypotheses were examined using structural equations modelling (SEM) with route analysis and bootstrapping techniques.

Findings

The results show that top management support, human resource management, infrastructure and integration appear as the significant CSFs that directly impact food production firms in achieving climate neutrality. Moreover, the results demonstrate that the adoption of FSMS 4.0 integrated with the three components (ecosystems, quality standards and robustness) significantly moderates the impact of the CSFs on achieving climate neutrality with lower inputs in human resources, infrastructure investment, integration and external assistance, and higher inputs in strengthening food safety administration.

Originality/value

This study provides empirical findings that fill the research gap in understanding the relationship between climate neutrality and the CSFs of sustainable FSMS while considering the moderating effects of the FSMS 4.0 components. The results provide theoretical and practical insights into how the food production sector can utilise IR 4.0 to attain sustainable FSMS for achieving climate neutrality.
