Abstract

Purpose

The purpose of this paper is to explore, analyse and discuss the published concepts of “the customer” and “customer service” in the context of managing international emergency relief chains.

Design/methodology/approach

This is a literature‐based approach that extends concepts usually applied in a commercial context to the area of humanitarian aid and emergency relief chains in particular.

Findings

Based on the most common associations of the terms in the literature, the paper proposes adopting a customer and customer‐service perspective in managing international emergency relief chains. An understanding of the various perspectives of customers described in this paper provides a starting point in the development of emergency relief chains that can deliver customer service and satisfaction to all concerned.

Practical implications

As managers of emergency relief chains strive to improve the performance of their organizations and supply chains in a highly challenging environment, the paper provides a useful and enhanced understanding of the roles that the “customer” and “customer service” play in their operations strategies. Although it is sometimes assumed that all participants in emergency relief chains are highly co‐operative, this is often not the case. Therefore, the concept of “humanitarian competitive advantage” is also presented to enable a better practical focus for managers of emergency relief chains.

Originality/value

The paper is believed to be the first to apply the terms “customer” and “customer service” systematically in a humanitarian context and thereby propose a customer service perspective in emergency relief chains.

Abstract

Purpose

The purpose of this paper is to construct a typology of a disaster that informs humanitarian-relief supply chain (HRSC) design across the stages of disaster relief.

Design/methodology/approach

In addition to an interdisciplinary review of pertinent literature, this paper utilises a typology construction method to propose theoretically and methodologically sound dimensions of disasters.

Findings

Whilst semantic arguments surrounding the concept of a “disaster” are ongoing, the authors propose three typologies based upon six dimensions that serve as interdependent variables informing resultant HRSC design considerations. These are speed of onset, time horizon, spatial considerations, affected population needs, perceived probability of occurrence and perceived magnitude of consequence. These combinational and independent relationships of the variables offer insight into key HRSC design-making considerations.

Research limitations/implications

The study improves conceptual knowledge of disasters, distilling the concept to only the dimensions applicable to HRSC design, omitting other applications. The typologies provide empirical cell types based on extant literature, but do not apply the models towards new or future phenomena.

Practical implications

This paper provides HRSC practitioners with normative guidance through a more targeted approach to disaster relief, with a focus on the impacted system and resulting interactions’ correspondence to HRSC design.

Originality/value

This paper provides three typological models of disasters uniquely constructed for HRSC design across the various stages of disaster relief.

Abstract

This article considers what has happened in the 20 years since REIO was founded. The article argues that in sub-Saharan Africa many of those self-same issues currently continue to plague Africans, and that these issues urgently need to be addressed if we are going to improve morality in Africa. In exploring these issues, we considered the circumstances which the Victorian novelist, Anthony Trollope (1815–1882), experienced when he lived in Ireland during the Irish famine. Our article argues as to the very similar circumstances which led to the Irish famine and, currently, lead to the recurrent famines in sub-Saharan Africa. Trollope explored both the causes and the ramifications of the Irish famine in his novel Castle Richmond. According to Trollope, many of the effects of the Irish famine could have been averted if those in the community able to help had had the necessary moral willpower to do so. Trollope was an extremely keen fox-hunter and argued as to the communal benefits of fox-hunting. The article also considers a current devotee of fox-hunting, the Oxford philosopher Roger Scruton, and we explore Scruton’s arguments as to the benefits of local communities. We argue that Scruton’s conservative arguments have much in common with that of the renowned communitarian, Michael Sandel. And that if their arguments were seriously considered much of what the Zambian economist Dambisa Moyo fears for her fellow sub-Saharan Africans might be avoided.

Abstract

Purpose

Humanitarian logistics is critical to providing relief to people in regions affected by hardship and disaster. This study examines literature on humanitarian logistics and service-learning and evaluates the integration of concepts.

Design/methodology/approach

An exploratory case study approach was used to understand the integration of service-learning and humanitarian logistics. This was achieved by exploring current literature, piloting courses, providing relief, and documenting factors that facilitate successful service-learning experiences.

Findings

Findings from this information-oriented work demonstrate the applicability of service-learning methods in humanitarian logistics education and contributes to current research by addressing urgent global needs.

Practical implications

This case has practical relevance for logistics educators, humanitarian agencies, and service-learning leaders as it outlines various challenges and steps to developing a humanitarian logistics course with potential pathways for research. By integrating the theories and principles of service-learning with major logistics and supply-chain management concepts, colleges, and universities in collaboration with relief agencies can facilitate an impactful humanitarian logistics learning experience that provides needed support to disaster response.

Originality/value

There is a scarcity of literature that connects humanitarian logistics and service-learning. This case shows that the service-learning movement shares a common purpose with many humanitarian organizations that work to foster citizenship, education, and community well-being. This paper is a first of its kind to study the efforts necessary to create a successful humanitarian logistics course that benefits students, faculty, communities, and institutions through applying service-learning principles.

Abstract

Purpose

The purpose of this paper is to give an up‐to‐date and structured insight into the most recent literature on humanitarian logistics, and suggest trends for future research based on the gaps identified through structured content analysis.

Design/methodology/approach

The authors use a quantitative and qualitative content analysis process to analyse the characteristics of the existing literature, identifying the most studied topics in six structural dimensions, and presenting gaps and recommendations for further research.

Findings

It was found that existing humanitarian logistics research shows too little interest in continuous humanitarian aid operations, in slow onset disasters and man‐made catastrophes. While several papers address different phases of disasters, very few focus particularly on the reconstruction following a disaster. Empirical research is underrepresented in the existing literature as well.

Research limitations/implications

While five of the authors’ structural dimensions are inspired by previous reviews, the sixth dimension (situational factors) is derived from a theoretical framework which the authors developed and which has never been tested before. The validity of the study could therefore be increased by testing this framework.

Originality/value

The authors analyse the broadest set of papers (174) ever covered in previous literature reviews on humanitarian logistics. A quantitative analysis of the papers was conducted in order to analyse the situational factors which have mostly been studied so far in literature. This paper is also the first in humanitarian logistics to use content analysis as the main methodology to analyse literature in a structured way, which is of particular value to the academic community as well as practitioners.

Abstract

Mediated trauma pumped through information and communication technologies (ICTs), in highlighting the shared vulnerabilities and precarity of human lives, is also invested in the re-distribution and re-articulation of wounding and violence. This chapter examines what is transacted in the dissemination of human trauma through ICTs and how, within this affective architecture, we can come to understand the notions of wounding and woundedness as a pervasive condition of modernity invoking the human figure as continuously transgressed with the enlargement of trauma as a site of the political, visceral and commemorative whilst raising questions over our human qualities to feel as a community of affect through technologies which transmute trauma as part of their material commodification. The transmuting of trauma through technologies in the digital age means that trauma is re-absorbed as data and altered through its platform economics. Equally, trauma can be refracted through the digital terrain as banal content in which the wounded human becomes a transacted form within an incongruous spectrum ranging from the politics of pity to voyeurism. In the digital economy, trauma imagery enters another realm of disorientation in which it is pulled into typologies and vast ahistorical image repertories that hold non-contextual image as data. The digital economy re-modulates trauma through its own modes of (il)logic and turbulence, patterning trauma through its own modes of violence.

Abstract

Purpose

This study seeks to provide insights into corporate achievements in supply chain management (SCM) and logistics management and to detail how they might help disaster agencies. The authors aim to highlight and identify current practices, particularities, and challenges in disaster relief supply chains.

Design/methodology/approach

Both SCM and logistics management literature and examples drawn from real‐life cases inform the development of the theoretical model.

Findings

The theoretical, dual‐cycle model that focuses on the key missions of disaster relief agencies: first, prevention and planning and, second, response and recovery. Three major contributions are offered: a concise representation of current practices and particularities of disaster relief supply chains compared with commercial SCM; challenges and barriers to the development of more efficient SCM practices, classified into learning, strategising, and coordinating and measurement issues; and a simple, functional model for understanding how collaborations between corporations and disaster relief agencies might help relief agencies meet SCM challenges.

Research limitations/implications

The study does not address culture‐clash related considerations. Rather than representing the entire scope of real‐life situations and practices, the analysis relies on key assumptions to help conceptualise collaborative paths.

Practical implications

The study provides specific insights into how corporations might help improve the SCM practices by disaster relief agencies that continue to function without SCM professional expertise, tools, or staff.

Originality/value

The paper shows that sharing supply chain and logistics expertise, technology, and infrastructure with relief agencies could be a way for corporations to demonstrate their good corporate citizenship. Collaborations between corporations and disaster agencies offer significant potential benefits.

Abstract

Reveals that Ireland has experienced six major changes in exchange rate regimes over the period 1797 to today. Provides a historical perspective on this experience. Indicates that Irish nominal variables have been affected by the exchange rate regime and that membership of exchange rate regimes has both affected and has been used to justify policies followed by the Irish government. States that, structurally, the Irish economy has undergone dramatic change, one of the reasons being government policy, which has altered the exchange rate options open to Ireland. Notes however, that continued labour market and trade linkages with the UK have implications both for the transition and membership of a future European Monetary Union.Johansen (1988) cointegration testing procedure and error correction modelling on annual data for the period 1958‐1990. These modern techniques produce empirical results which do not support the public capital hypothesis. Suggests several reasons to explain this outcome, and outlines possible policy implications.
