Abstract

Purpose

Because of the global increase of climate change effects, floods are becoming more frequent and severer, especially in urban areas of coastal cities and islands where floodplains have turned into buildings because of rapid urbanisation, leading to a higher risk of damages. Urban heritage areas should be highly considered in the time of evacuation because of the vulnerability of streets and buildings and limitations on taking counteractions. Given these limitations, this study aims to propose a network of potential evacuation routes based on spatial configuration analysis of the heritage areas.

Design/methodology/approach

Penang Island's heritage site, namely, George Town, located on the northwest coast of Malaysia, is chosen as the case study. By using an approach of spatial configuration analysis using space syntax techniques in addition to considering the potential starting points for evacuation and flood risk map of the area, this study analysed the area's street network values for evacuation function during flood crisis time.

Findings

Potential evacuation routes were identified for flood disasters in the George Town heritage area. Furthermore, the proposed evacuation routes were evaluated in terms of time for evacuation by metric step-depth analysis of space syntax.

Originality/value

A few studies have focused on practical guidelines for evacuation routes based on spatial configuration analysis, an important yet neglected approach in this regard, especially concerning urban island areas. This study can contribute to providing strategies to reduce vulnerability and casualties in urban heritage areas.

Abstract

Purpose

Vehicle allocation problems (VAPs), which are frequently confronted in many transportation activities, primarily including but not limited to full truckload freight transportation operations, induce a significant economic impact. Despite the increasing academic attention to the field, literature still fails to match the needs of and opportunities in the growing industrial practices. In particular, the literature can grow upon the ideas on sustainability, Industry 4.0 and collaboration, which shape future practices not only in logistics but also in many other industries. This review has the potential to enhance and accelerate the development of relevant literature that matches the challenges confronted in industrial problems. Furthermore, this review can help to explore the existing methods, algorithms and techniques employed to address this problem, reveal directions and generate inspiration for potential improvements.

Design/methodology/approach

This study provides a literature review on VAPs, focusing on quantitative models that incorporate any of the following emerging logistics trends: sustainability, Industry 4.0 and logistics collaboration.

Findings

In the literature, sustainability interactions have been limited to environmental externalities (mostly reducing operational-level emissions) and economic considerations; however, emissions generated throughout the supply chain, other environmental externalities such as waste and product deterioration, or the level of stakeholder engagement, etc., are to be monitored in order to achieve overall climate-neutral services to the society. Moreover, even though there are many types of collaboration (such as co-opetition and vertical collaboration) and Industry 4.0 opportunities (such as sharing information and comanaging distribution operations) that could improve vehicle allocation operations, these topics have not yet received sufficient attention from researchers.

Originality/value

The scientific contribution of this study is twofold: (1) This study analyses decision models of each reviewed article in terms of decision variable, constraint and assumption sets, objectives, modeling and solving approaches, the contribution of the article and the way that any of sustainability, Industry 4.0 and collaboration aspects are incorporated into the model. (2) The authors provide a discussion on the gaps in the related literature, particularly focusing on practical opportunities and serving climate-neutrality targets, carried out under four main streams: logistics collaboration possibilities, supply chain risks, smart solutions and various other potential practices. As a result, the review provides several gaps in the literature and/or potential research ideas that can improve the literature and may provide positive industrial impacts, particularly on how logistics collaboration may be further engaged, which supply chain risks are to be incorporated into decision models, and how smart solutions can be employed to cope with uncertainty and improve the effectiveness and efficiency of operations.

Abstract

Purpose

In recent years, terrorist attacks have gradually become one of the important factors endangering social security. In this context, this research aims to propose methods and principles which can be utilized to make effective evacuation plans to reduce casualties in terrorist attacks.

Design/methodology/approach

By analyzing the statistical data of terrorist attack videos, this paper proposes an extended cellular automaton (CA) model and simulates the panic evacuation of the pedestrians in the terrorist attack.

Findings

The main findings are as follows. (1) The panic movement of pedestrians leads to the dispersal of the crowd and the increase in evacuation time. (2) Most deaths occur in the early stage of crowd evacuation while pedestrians gather without perceiving the risk. (3) There is a trade-off between escaping from the room and avoidance of attackers for pedestrians. Appropriate panic contagion enables pedestrians to respond more quickly to risks. (4) Casualties are mainly concentrated in complex terrains, e.g. walls, corners, obstacles, exits, etc. (5) The initial position of the attackers has a significant effect on the crowd evacuation. The evacuation efficiency should be reduced if the attacker starts the attack from the exit or corners.

Originality/value

In this research, the concept of “focus region” is proposed to depict the different reactions of pedestrians to danger and the effects of the attacker’s motion (especially the attack strategies of attackers) are classified. Additionally, the influences on pedestrians by direct and indirect panic sources are studied.

Abstract

Purpose

This study aims to predict the consequences associated with the propagation of the flood wave that may occur after the failure of the Taksebt dam and suggest an efficient emergency action plan for mitigation purposes.

Design/methodology/approach

To achieve the objectives of this study, the hydrodynamic model HEC-RAS 2D was used for the flood routing of the dam-break wave, which gave an estimate of the hydraulic characteristics downstream the Taksebt dam.

Findings

Geospatial analysis of the simulation results conducted in a geographic information system (GIS) environment showed that many residential areas are considered to be in danger in case of the Taksebt dam-break event. Based on the obtained results, an emergency actions plan was suggested to moderate the causalities in the downstream area at risk.

Originality/value

Overall, this study showed that the integration of 2D hydraulic modeling and GIS provides great capabilities in providing realistic view of the dam-break wave propagation that enhances assessing the associated risks and proposing appropriate mitigation measures.

Abstract

Purpose

This research is aimed at preparing landslide susceptibility using spatial analysis and soft computing machine learning techniques based on convolutional neural networks (CNNs), artificial neural networks (ANNs) and logistic regression (LR) models.

Design/methodology/approach

Using the Geographical Information System (GIS), a spatial database including topographic, hydrologic, geological and landuse data is created for the study area. The data are randomly divided between a training set (70%), a validation (10%) and a test set (20%).

Findings

The validation findings demonstrate that the CNN model (has an 89% success rate and an 84% prediction rate). The ANN model (with an 84% success rate and an 81% prediction rate) predicts landslides better than the LR model (with a success rate of 82% and a prediction rate of 79%). In comparison, the CNN proves to be more accurate than the logistic regression and is utilized for final susceptibility.

Research limitations/implications

Land cover data and geological data are limited in largescale, making it challenging to develop accurate and comprehensive susceptibility maps.

Practical implications

It helps to identify areas with a higher likelihood of experiencing landslides. This information is crucial for assessing the risk posed to human lives, infrastructure and properties in these areas. It allows authorities and stakeholders to prioritize risk management efforts and allocate resources more effectively.

Social implications

The social implications of a landslide susceptibility map are profound, as it provides vital information for disaster preparedness, risk mitigation and landuse planning. Communities can utilize these maps to identify vulnerable areas, implement zoning regulations and develop evacuation plans, ultimately safeguarding lives and property. Additionally, access to such information promotes public awareness and education about landslide risks, fostering a proactive approach to disaster management. However, reliance solely on these maps may also create a false sense of security, necessitating continuous updates and integration with other risk assessment measures to ensure effective disaster resilience strategies are in place.

Originality/value

Landslide susceptibility mapping provides a proactive approach to identifying areas at higher risk of landslides before any significant events occur. Researchers continually explore new data sources, modeling techniques and validation approaches, leading to a better understanding of landslide dynamics and susceptibility factors.

Abstract

Purpose

Community centers play a socio-economic and urban role of combining different communal necessities, that serve inhabitants, at different neighborhoods in cities. Their role emerged in importance as being a hub for improving and customizing quality of life experiences of the public. This research presents a code-based risk assessment tool for evaluating fire safety measures that can be adapted in the context of community centers. It also provides an exemplary case study to demonstrate its application.

Design/methodology/approach

The study identified the factors that render community centers as a high-risk type of facilities in fire events. Various fire codes and standards were reviewed to describe the relevant fire safety measures. A code-based fire risk assessment tool was developed and implemented, through a case study. A set of recommendations were developed to improve the fire safety conditions of the case study facility.

Findings

Several violations to fire safety were identified in the case study building. The findings led to identifying a set of recommendations to improve its fire safety conditions.

Practical implications

This research introduced a systematic approach to raise awareness about fire incidences and consequences in community centers, and provides facilities managers with a tool, to assess compliance based on international fire code requirements.

Originality/value

In fire events, community centers are considered as high-risk facilities that may lead to significant losses of human lives and damages to assets. It is significant to study the causes of fire, for ensuring effective prevention and safe operations.

Abstract

Purpose

Globally, there is a growing proportion of disabled people as a result of different circumstances. This growth generates attention and leads to ways to integrate the affected population into society. Addressing such disability and integration is particularly important at buildings level, enabling and expanding the scope of activities for people with disabilities (PWDs). The rising number of PWDs and the need to integrate them into society create a need for action to improve their living condition and integration into society. This study aims to examine the issue of accessibility for PWDs in higher education facilities in Qatar.

Design/methodology/approach

Addressing accessibility at buildings level is particularly important in higher education because it enables inclusion in training and education and increases the potential for productive engagement in society. The study aims to develop an objective tool to assess and measure accessibility in educational institutions. Five selected buildings were examined and evaluated at Qatar University based on proximity, multi-use, vertical and horizontal circulation availability. The survey respondents were randomly selected. An existing assessment method was used in surveying respondents, including those with and without disabilities.

Findings

A comparative study was conducted to explore the discrepancy between facility users with and without disability, indicating the gap in existing tools.

Originality/value

The developed tool generates the same outcome when conducted by different assessors, indicating the level of compliance and percentage met as a benefit, not a focus. It allows professionals and non-professionals with minimal experience to conduct the assessment.

Abstract

Purpose

This study aims to explain the existing adaptation practices in an urbanized sub-region in the lower Chao Phraya River basin (CPRB) across different scales and dimensions. It offers an overview of water hazards in urban areas along the river basin to discover ways to deal with and recover from hazards via understanding the implications of existing and potential practice for the mitigation of hydrological hazards.

Design/methodology/approach

First, this study collected current adaptation strategies and measures from interview, focus group discussion, workshop organization, etc. to get the current adaptation strategies/measures for the whole CPRB and each specific area. Second, this study identified a set of criteria for evaluation from review of current publications and official reports. Then, the current adaptation strategies/measures were examined through a set of criteria to obtain the current situation of existing practices. Finally, analysis of key challenges and opportunities was done to propose supporting guidelines to reduce hydrological risks and incorporate further adaptation measures needed to boost resilience in the area.

Findings

Adaptation methods should focus on mixed adaptation, which integrates structural, social, organizational and natural adaptation, and to develop multi-dimensional collaboration. The adaption strategy has restricted the usage of some technologies and technical know-how, particularly in the area of climate change. As a result, intentional adaptation to become more inventive is required, to reduce hazards and improve disaster-response capacity. The various adaptation measures should be more integrated or more adaptive and to achieve greater cohesion and mutual benefit of individual measures, such as community-based adaptation or community-driven slum upgrading.

Originality/value

Hydrological risks are wreaking havoc on social, economic and environmental elements, particularly river flood, flash flood and drought in the Asia-Pacific region. Twenty-two existing adaptation options were evaluated with evaluation criteria such as scales of risks/impacts reduction, benefits of environmental and socio-economic and institutional aspects. The findings highlight the current situation of existing practices, key challenges and opportunities, which emphasized on natural-based solutions, raising knowledge and awareness and lessons learned on adaptation of hydrological risks. The existing adaptation measures will be suggested as supporting guidelines and master plans to minimize the hydrological risks.

Purpose

This study aims to propose an analytical tool based on the activities–resources–actors (ARA) model to understand the coordination mechanisms in humanitarian action. The tool identifies the phases of humanitarian action and analyzes the underlying mechanisms that facilitate coordination among organizations.

Design/methodology/approach

This study uses a literature review to develop analytical grids and theoretical propositions based on the ARA model.

Findings

The ARA model is a useful tool for understanding coordination mechanisms in humanitarian action. The study identifies key elements of interaction systems and characterizes the phases of humanitarian action. Effective coordination among organizations is essential for successful aid delivery. The study provides four theoretical propositions.

Research limitations/implications

Future research could validate the propositions formulated in this study through case studies.

Practical implications

The analytical grids proposed in this study can be used by humanitarian organizations to improve their coordination mechanisms and aid delivery processes.

Social implications

Effective humanitarian action can help alleviate the suffering of individuals affected by crises and contribute to the overall well-being of communities. The analytical tool proposed in this study can improve the effectiveness of humanitarian action and ultimately benefit society.

Originality/value

This paper presents an original approach by leveraging the ARA model to develop an analytical tool for humanitarian action, which is useful for both practitioners and researchers. In addition, the paper attempts to overcome the siloed vision of humanitarian action by highlighting “emergency-development” aspect.

Abstract

Purpose

This paper aims to propose an improved version of portfolio optimization model through the prediction of the future behavior of stock returns using a combined wavelet-based long short-term memory (LSTM).

Design/methodology/approach

First, data are gathered and divided into two parts, namely, “past data” and “real data.” In the second stage, the wavelet transform is proposed to decompose the stock closing price time series into a set of coefficients. The derived coefficients are taken as an input to the LSTM model to predict the stock closing price time series and the “future data” is created. In the third stage, the mean-variance portfolio optimization problem (MVPOP) has iteratively been run using the “past,” “future” and “real” data sets. The epsilon-constraint method is adapted to generate the Pareto front for all three runes of MVPOP.

Findings

The real daily stock closing price time series of six stocks from the FTSE 100 between January 1, 2000, and December 30, 2020, is used to check the applicability and efficacy of the proposed approach. The comparisons of “future,” “past” and “real” Pareto fronts showed that the “future” Pareto front is closer to the “real” Pareto front. This demonstrates the efficacy and applicability of proposed approach.

Originality/value

Most of the classic Markowitz-based portfolio optimization models used past information to estimate the associated parameters of the stocks. This study revealed that the prediction of the future behavior of stock returns using a combined wavelet-based LSTM improved the performance of the portfolio.
