Abstract
Purpose
This purpose of this study was to examine the impact of social and organisational capital on service innovation capability among service firms in the United Arab Emirates (UAE) during the COVID-19 pandemic.
Design/methodology/approach
To test the proposed research model, data were collected using a cross-sectional questionnaire. The study sample consisted of 188 private and public service sector managers in the UAE. Partial least square-based structural equation modelling (PLS-SEM) was used to examine the research model's validity and reliability and to test the research hypothesis.
Findings
The empirical evidence indicates that during this pandemic the relationship between social capital and service innovation capability was fully mediated by strategic environmental scanning, while partially mediating the relationship between organisational capital and service innovation capability.
Practical implications
Managers in service organisations must be proactive during crises such as the COVID-19 pandemic. Specifically, they should emphasise effective environmental scanning and the tracking of customer preferences to provide customised services that are valued and meet the emerging requirements of their customers. Prioritising investment in organisational capital to enhance innovation capacity is also recommended.
Originality/value
This study is the first to examine strategic environmental scanning as a mediator between social and organisational capital and service innovation capacity during a pandemic. There were significant differences between the findings of our study and previous studies: the authors found that, during crises, management priorities change, and businesses become more reliant on organisational capital to develop service innovation capability.

Purpose
The purpose of this study was to explore the relationship between entrepreneurial passion for founding firms (EPFF) and persistence in venture start-ups and to examine the mediating role of searching and scanning alertness, association and connection alertness and evaluation and judgment alertness (i.e. entrepreneurial alertness).
Design/methodology/approach
Using a three-way parallel mediation involving searching and scanning alertness, association and connection alertness and evaluation and judgment alertness, on data from 342 serial entrepreneurs from Nigeria, the authors examined the influence of EPFF on persistence in venture start-ups, through a parallel mediation involving searching and scanning alertness, association and connection alertness and evaluation and judgment alertness.
Findings
The authors find that EPFF was not significantly related (positive) to persistence in venture start-ups, but that searching and scanning alertness, association and connection alertness and evaluation and judgment alertness mediated the path through which EPFF impacts persistence in venture start-ups. Thus, entrepreneurial alertness is relevant in explaining the relationship between EPFF and persistence in venture start-ups in Nigeria.
Originality/value
The findings of this study highlight the relevance of EPFF and alertness in explaining persistence in venture start-ups in Nigeria.

Abstract
Purpose
This study aims to explore how to overcome and address the loss of exploratory innovation, thereby achieving greater success in exploratory innovation. This phenomenon of loss occurs when enterprises decrease their investment in and engagement with exploratory innovation, ultimately leading to an insufficient amount of such innovation efforts. Drawing on dynamic capabilities, this study investigates the relationship between organizational foresight and exploratory innovation and examines the moderating role of breakthrough orientation/financial orientation.
Design/methodology/approach
This study used survey data collected from 296 Chinese high-tech companies in multiple industries and sectors.
Findings
The evidence produced by this study reveals that three elements of organizational foresight (i.e. environmental scanning capabilities, strategic selection capabilities and integrating capabilities) positively influence exploratory innovation. Furthermore, this positive effect is strengthened in the context of a high-breakthrough orientation. Moreover, the relationships among environmental scanning capabilities, strategic selection capabilities and exploratory innovation become weaker as an enterprise’s financial orientation increases, whereas a strong financial orientation does not affect the relationship between integrating capabilities and exploratory innovation.
Research limitations/implications
Ambidexterity is key to successful enterprise innovation. Compared with exploitative innovation, it is by no means easy to engage in exploratory innovation, which is especially important in high-tech companies. While the loss of exploratory innovation has been observed, few empirical studies have explored ways to promote exploratory innovation more effectively. A key research implication of this study pertains to the role of organizational foresight in the improvement of exploratory innovation in the context of high-tech companies.
Originality/value
This paper contributes to the broader literature on exploratory innovation and organizational foresight and provides practical guidance for high-tech companies regarding ways of avoiding the loss of exploratory innovation and becoming more successful at exploratory innovation.

Abstract
Purpose
This paper aims to consolidate the state of research on information behaviour. Regardless of the scholarly surge on information behaviour using numerous models and extended ones, gaps still exist on the development of more pragmatic frameworks that explain and/or predict the information behaviour across different fragmented environmental situations. Therefore, this paper extends technology-organization-environment (T-O-E) framework and synthesizes different research positions into a multi-dimensional framework that assists small and medium enterprises (SMEs) to understand their information behaviour and to make informed decisions on the adoption of emerging information communication technology (EICT).
Design/methodology/approach
This study deployed an inductive approach; data were generated from unstructured and semi-structured interviews with 20 participants drawn purposively from Luton directories.
Findings
This study developed a more integrated framework underpinned by T-O-E framework, which helped to identify how EICT adoption is critically shaped by perceived information need, information sources selection and the factors determining information source selection.
Research limitations/implications
Qualitative research is normally subjective, inductive, interpretive and limited on the sample used. However, because of the limited number of interviews used, as well as industry-specific nature of the study, the generalization of the framework and the findings will be difficult, hence, the need to test the framework on a broader population and cross-context testing.
Originality/value
The T-O-E framework is extended to Expectancy (T-O-E-E) to provide a more robust insight into information behaviour of SMEs from a multi-dimensional perspective. It also offers a more analytical framework for exploring critical issues identified and demonstrates the capacity to provide a reliable explanation to the findings. Further, it serves as a tool for assessing the benefits or challenges of SMEs information behaviour especially on the EICT adoption decision.

Abstract
Purpose
Construction schedule delays and quality problems caused by construction errors are common in the field of prefabricated buildings. The effective monitoring of the construction project process is one of the key factors for the success of a project. How to effectively monitor the construction process of prefabricated building construction projects is an urgent problem to be solved. Aiming at the problems existing in the monitoring of the construction process of prefabricated buildings, this paper proposes a monitoring method based on the feature extraction of point cloud model.
Design/methodology/approach
This paper uses Trimble X7 3D laser scanner to complete field data collection experiments. The point cloud data are preprocessed, and the prefabricated component segmentation and geometric feature measurement are completed based on the PCL platform. Aiming at the problem of noisy points and large amount of data in the original point cloud data, the preprocessing is completed through the steps of constructing topological relations, thinning, and denoising. According to the spatial position relationship and geometric characteristics of prefabricated frame structure, the segmentation algorithm flow is designed in this paper. By processing the point cloud data of single column and beam members, the quality of precast column and beam members is measured. The as-built model and as-designed model are compared to realize the visual monitoring of construction progress.
Findings
The experimental results show that the dimensional measurement accuracy of beam and column proposed in this paper is more than 95%. This method can effectively detect the quality of prefabricated components. In the aspect of progress monitoring, the visualization of real-time progress monitoring is realized.
Originality/value
This paper proposed a new monitoring method based on feature extraction of the point cloud model, combined with three-dimensional laser scanning technology. This method allows for accurate monitoring of the construction process, rapid detection of construction information, and timely detection of construction quality errors and progress delays. The treatment process based on point cloud data has strong applicability, and the real-time point cloud data transfer treatment can guarantee the timeliness of monitoring.

Abstract
Purpose
This paper aims to understand better how strategic management (SM) affects organizational and operational performance by examining the mediating role of dynamic capabilities (DCs) in complex environments.
Design/methodology/approach
This study uses a survey of a sample of managers (n = 480) from each logistics firm and applies structural equation modeling to determine the relationships among variables.
Findings
The analyses identify SM directly and DCs as a mediator significant antecedent for the operational performance; further, environmental complexity shows an impact as a significant factor on both variables.
Research limitations/implications
One of the managerial implications is that acquiring-sensing the environment should be orchestrated to be effective.
Originality/value
Previous DC literature studied underdeveloped DCs in complex environments and ignored the manager’s role as a connection between the environment and the firm. This paper contributes to the topic in three important ways: first, it clarifies the operational performance from the combination of the design of the DCs and the SM characteristics within the complex environment; second, the paper specifies that microfoundations of DCs are essential in the drive’s differences in the performance of the firms; and third, it clarifies regarding the role of the complex external environment rather than dynamic ones.

Abstract
Purpose
Drawing on the resource-based view (RBV) and the dynamic capabilities view (DCV), this study investigates how circular economy entrepreneurship (CEE) drives technical capabilities (TC) in achieving greater circular economy (CE) performance for small and medium-sized enterprises (SMEs) under the moderating influence of environmental dynamism. SMEs, facing resource constraints, need to promote CE due to growing stakeholder pressures. Thus, the authors recommend that SMEs via CEE can identify CE opportunities and then develop specific TC to exploit opportunities in the business environment to achieve CE performance. However, in doing so SMEs should pay attention to the varying degrees of environmental dynamism.
Design/methodology/approach
The RBV and DCV are used as a theoretical lens to investigate the direct and moderation effects between CEE, TC, CE performance and environmental dynamism tested via partial least square structural equation modeling (PLS-SEM) using survey data from 152 managers of SMEs in Nepal.
Findings
The study results show that CEE directly has a positive and significant effect on the development of TC and CE performance. Similarly, the development of TC drives SMEs to achieve improved CE performance, as evidenced by the positive and significant effect. Interestingly, the results suggest that environmental dynamism significantly improves the relationship between TC and CE performance, but this effect is strongest at high levels of environmental dynamism rather than at low and moderate levels. Additionally, the findings reveal that while environmental dynamism has a positive effect on the relationship between CEE and TC, this effect is insignificant.
Originality/value
Based on the arguments of the RBV and the DCV, this study explores how environmental dynamism can reduce and amplify SMEs' ability to use CEE to develop TC and improve CEP. First, this study integrates the circular economy and entrepreneurship domains to suggest essential CEP and TC benefits for SMEs via CEE. Second, this study suggests that at low levels of environmental dynamism, CEE has less effect on the SMEs’ development of TC, compared to high levels. Third, this study is conducted in the novel institutional context of Nepal, providing insights regarding how SMEs' CE entrepreneurship impacts TC and CEP.

Abstract
Purpose
The current research aimed to investigate the external enablement role of Digital Infrastructures (DI) in the interplay of entrepreneurial cognitions and innovation.
Design/methodology/approach
Data from the Global Entrepreneurship Monitor (GEM) and Digital Economy and Society Index (DESI) were used for analyses. This yielded a sample of 8,601 Generation Z entrepreneurs operating in 25 European countries.
Findings
Applying hierarchical moderated regressions showed that socio-cognitive components of an entrepreneurial mindset (self-efficacy, risk propensity, opportunity identification) affect innovation among Generation Z entrepreneurs. More importantly, DI plays an external enablement role in the interplay of cognitions and innovation among Generation Z entrepreneurs.
Originality/value
This study contributes to the socio-cognitive theory of entrepreneurship by integrating an external enablement perspective into the study of cognitions and entrepreneurial outcomes (here, innovation). It contributes to the digital technology perspective of entrepreneurship by connecting the conversation about the socio-cognitive perspective of entrepreneurship regarding the role of cognitions in innovation to the conversation in information systems (IS) regarding technology affordances and constraints. This study extends the application of the external enabler framework to the post-entry stage of entrepreneurial activity and integrates a generational perspective into it.

Purpose
This study aims to provide information concerning practices for creating strategic plans in municipal policing organizations and their use in practice.
Design/methodology/approach
This study surveyed a sample of Canadian police services, including four of the ten largest services in Canada, to investigate their planning practices and the study’s findings to the results of a content analysis of strategic plans reported by Rogers et al. (2020). This study did not conduct content analysis and therefore relied on the findings of Rogers et al. (2020).
Findings
Some respondents indicated they do not apply some practices generally considered advisable. Other respondents indicated they undertake a practice even though doing so is not evident from a review of the associated strategic plans.
Research limitations/implications
This study is based entirely on self-reported survey data. The study did not interview respondents to find out why they responded as they did.
Practical implications
This study points to specific improvements municipal policing organizations could adopt which offer the prospect of creating better strategic plans and better strategic planning outcomes.
Social implications
Policing organizations are important institutions in society. As a regular part of their activities, they interact with a broad cross-section of the society within which they operate. This paper presents ideas concerning how policing organizations can improve how they adapt themselves to their social environment to improve those interactions.
Originality/value
No other study collects self-reported data on how police services conduct strategic planning and use strategic plans at this level of detail.

Abstract
Purpose
This conceptual article presents a schematic for use with extended cybernetic recursion in living systems and applies it to the issue of hyper vigilance as a demonstration of its utility.
Design/methodology/approach
The test-operate-test-exit (TOTE) schematic of Miller et al. (1960) is critically evaluated along with other schematics, including those of ordered cybernetics, and a new schematic is proposed, a recursive test-operate-test (rTOT), which emphasizes teleological purpose and hierarchical structure. The background psychophysiology of trauma is reviewed and then rTOT is applied to hyper vigilance, a cardinal component of post-traumatic stress disorder (PTSD).
Findings
Once the schematic was developed, it was applied to the behavior of hyper vigilance. Other applications are suggested.
Research limitations/implications
As demonstrated, the rTOT schematic has potentially wide application because of its pragmatic and detailed structure.
Practical implications
The rTOT requires careful consideration of teleological purposes for its application and is simple enough, but also complex enough, for relevant utilization. Its compact nature and adjustable hierarchy scope are good mini-max complexity solutions for cybernetic, information modeling schematics.
Social implications
The revealed teleological purpose of the trauma adaptation of hyper vigilance presents significant alternative formulation options for prevention and intervention.
Originality/value
While the rTOT schematic is derived from previous schematics, it is original in its emphasis on information processing, the teleological aspects of extended recursion and on the provision of a hierarchical structure for those recursions. It is considerably more compact than other schematics associated with the ordered cybernetics literature. The explication of the adaptation model for post-trauma consequences is significantly enhanced by the rTOT application.
