Abstract

The chapter attempts to articulate a possibility for integrating a number of perspectives in studying higher education as a scholarly subject in current social science. We begin with the reasons for such an undertaking and its relevance. We then develop several basic definitions in order to establish a common conceptual basis for discussion. The final section presents new institutionalism as one of the ways to integrate several approaches in understanding higher education.

This chapter is rather theoretical and methodological in its outlook. We develop the basic approach that, in many respects, is still a work in progress. We take in this approach a set of arguments that open up new research agenda rather than settled a perception to be accepted uncritically.

Abstract

The purpose of this chapter is to critically review the Korean Official Development Assistance (ODA) policy in terms of its context, actors, structures, and values so as to find how these characteristics are reflected in the education ODA of Korea. Previous studies, documents of Korean Government, and ODA-related statistics are reviewed. Self-confident in being transformed from a poor recipient country to a DAC donor, Korean government emphasizes the so-called Korean ODA Model in sharing its economic development knowledge and experiences with the developing countries. Despite the coordination effort by Prime Minister’s Office, government ministries tend to pursue its own ODA policies, while the finance ministry and the ministry of foreign affairs play major roles. As a result Korean ODA is economy-oriented, fragmented, and uncoordinated in planning and implementation. This study has found that such characteristics of Korean ODA are also reflected in the education ODA. For instance, TVET and higher education are the priority, while basic education is neglected, and the education ministry has its own ODA policies and programs. Outside studies on Korean ODA policy is rather scarce, furthermore, critical reviews other than policy advocacy are hard to find, particularly in English. This study will be a good start for further ones to understand the Korean ODA policy including education.

The recent development of higher education in Africa has been spurred, in part, through a variety of cross-border higher education (CBHE) initiatives. However, this is not a new trend and this chapter traces the development of CBHE activities in Africa from the early 1900s through the current era. While the earliest forms of CBHE were largely fostered through Western nations providing advice and validation to institutions in Africa, the types of CBHE engagements are much more varied, including collaborations among African nations. The chapter also explores the push by some African nations to become educational hubs, the variability of CBHE policies across nations, and the shift of collaboration from the global north to south.

This chapter discusses the nature of International and Comparative Education in East and South East Asia through the different organizations, networks, and programs formed to cater to the field. It gives an overview of the existing networks in international and comparative education, related activities, and studies instituted to strengthen the field in the region. Given the more developed network in East Asia, this chapter also highlights the increasing importance of international and comparative education in South East Asia, through the broader base of objectives also defined in the Association of South East Asian Nation (ASEAN) Economic Community (AEC) of 2015. Opportunities and policy reorientations (in education) set to present and utilize the field in both regions are also examined.

Abstract

Purpose

This analysis addresses the question of how the goals motivating policies around markets for supplementary education are supported and reflected (or not) in the subsequent structures for those markets.

Design/methodology/approach

Drawing on policy documents and empirical research on these policies, we examine the policy contexts and market structures the low-intensity form of supplementary education (SE) seen in the United States relative to the high-intensity case of Korea – specifically, the supplementary educational services (SESs) of the No Child Left Behind Act of 2001 and the After School Programs (ASPs) in Korea, respectively.

Findings

The analysis finds that Korea is using school-based SE programs as an alternative to existing SE markets in order to mediate perceived free-market excesses, while the United States is subsidizing SE markets to address the negative consequences of inequitable schooling. Yet, even in different contexts and purposes, policymakers in both countries see a value to supplementary education as part of their overall education strategy, despite a lack of evidence on the effectiveness of these approaches. This commonality is reflective of the larger neoliberal approach, evident around the globe, of using market forces such as competitive incentives and parental choice to drive policy toward social objectives.

Originality/value

The significance of this analysis is the insight that these policy approaches, while different in context and policy specifics, represent an overall blurring of traditional distinctions between public and private organizations.

Abstract

This introduction sets the scene for the study by explaining the rationale for presenting a comparative analysis of five nation states’ governance systems; England, Northern Ireland, Arabs in Israel, Trinidad and Tobago and the United States, with Nigerian interests represented in the research design. The context is that of a global phenomenon of a Black–White achievement gap (Wagner, 2010). The quality is world leading in terms of originality, significance and rigour. We present a theory of colonisation between groups with different interests, which includes nation states colonising other nation states, and dominant groups within nation states colonising marginalised groups. We also explored how dominant groups within educational governance systems may colonise marginalised groups within education governance systems. We theorised colonisation using Karpman’s Triangle (1968) identifying that different groups can be oppressor, and/or victim, and/or rescuer, and these roles may shift as changes occur in power and economic influence. We present the Empowering Young Societal Innovators for Equity and Renewal Model (Taysum et al., 2012, 2013, 2014, 2015, 2016, 2017) with five principals for equity and renewal. We explain the turbulence that senior-level leaders experience and how education governance systems need to empower their autonomy as credentialed educational professionals’ with track records of school improvement. Impact strategies to optimise students’ learning and students’ outcomes, and build the community’s values of social justice, courage and prudence need to underpin social mobility. These innovations are only possible if they are informed by grass roots participatory philosophical inquiry, that is informed by and informs policy, and is carefully monitored for quality assurance against the highest of educational professional standards.
