Abstract

Constructing livable eco-civilized cities has become one of the important tasks of the reasonable planning of urban development. The construction of an ecological city aims to achieve the harmonious coexistence of society, resource, and environment. However, the current evaluation method system of an ecological building encounters problems from a defective evaluation index. Hence, a relatively perfect evaluation index system is built. First, the analytic network process (ANP) is combined with the existing standards online. Then, a rapid calculation of the index weight is performed using Super Decisions software. Based on the needs of complicated problems, the classical TOPSIS model algorithm is improved by introducing the weight coefficient; this improved TOPSIS algorithm is then taken as the core to build a whole set of comprehensive evaluation method system for ecological buildings. The ecological urban agglomeration in Qinling Mountains of Xi’an is used in this study as the example to perform verification in practice. Contrastive analysis is performed on the evaluation results of the new and old buildings using this method system; the results indicate that the ecological effect of the buildings in the new area is much better than that of buildings in the old area. These results are mostly consistent with the evaluation results given by the expert group. Thus, the comprehensive evaluation system proposed in this article is reliable, and effective, as well as practical to some extent. This method can be used in a wider range of building evaluation and further improved in future studies.

Abstract

Purpose

This study aims to investigate the basic public service level in the Beijing-Tianjin-Hebei region under the impact of COVID-19.

Design/methodology/approach

This study constructed a basic public service-level evaluation system from the five dimensions of education, culture, health, social security and infrastructure and environment, and measures the basic public service level in 13 cities in Beijing, Tianjin and Hebei using the entropy method. The spatial pattern and dynamic evolution of the public service level are analysed from the perspective of dynamic trends in time series and spatial distribution, along with the reasons for the evolution of spatial distribution.

Findings

(1) The basic public service level in the 13 cities is generally on the rise, but the trend is unstable. (2) The basic public service level in space shows a general trend of attenuation from northeast to southwest, with significant spatial imbalance and orientation. (3) The regional differences first increase and then decrease. (4) The inter-group mobility of different basic public service levels is low, and cities with lower initial levels find it difficult to achieve leapfrog development. Moreover, the health service level of the region is still at a low stage, which is not conducive to effectively preventing and controlling the epidemic.

Originality/value

From the perspective of this research, the spatial pattern and dynamic evolution of basic public service were adopted to analyse the coordinated development of the Beijing-Tianjin-Hebei region. Furthermore, this study discusses how to improve the basic public service level to ensure sustainable operation in the region under the impact of COVID-19.

Abstract

Purpose

The purpose of this study is to create a methodological approach for identifying priority areas for science and technology (S&T) development and its empirical application within the city of Moscow. This research uncovers a wide range of multicultural and multidisciplinary global trends that will affect the development of major cities in an era of complexity and uncertainty, including the inherent complexity of urban contexts, demographic and socioeconomic trends, as well as scientific and ecological factors.

Design/methodology/approach

The methodological approach is based on classic foresight instruments. Its novelty lays in the blending of qualitative and quantitative methods specially selected as the most appropriate for the identification of S&T areas in an era of complexity and uncertainty, including horizon scanning, bibliometric analysis, expert surveys and the construction of composite indexes with respect to the scope and resources of the research and the selected object for empirical application – Moscow, which is one of the world’s largest megacities. The analysis was performed for the period of 2009–2018 and expert procedures took place in 2019.

Findings

As a result, 25 global trends were identified, evaluated and discussed over the course of an expert survey and subsequent expert events. Ten priority areas of S&T development were determined, including 62 technological sub-areas within them and the most important market niches for all identified technological sub-areas, which could be useful for the world’s megacities. The results of this study are illustrated using the construction sector. Based on the conducted research and results, a list of recommendations on S&T policy measures and instruments were suggested, including the creation of the Moscow Innovation Cluster, which by the end of 2023 contained more than 6,000 projects and initiatives, selected using the findings of this investigation.

Originality/value

This research contributes to the existing literature and research agenda of setting priorities for S&T development and shows how it can be done for a megacity. The blended foresight methodology that was created within the study satisfies the criteria of scientific originality, is repeatable for any interested researcher, is applicable to any other city in the world and demonstrates its high efficiency in empirical application. It could be used for creating new agenda items in S&T policy, setting S&T priorities for a megacity and integrating the results into decision-making processes. This study provides recommendations on the further implementation of the designed methodology and results into a policymaking system. Moreover, the example of the Moscow Innovation Cluster, which was created based on the results of our research, demonstrates these recommendations’ practical significance in real life, which is quite valuable. The limitation of this study is that it is not devoted to urban planning issues directly or the promotion of R&D areas; it is about setting promising S&T priorities in an era of complexity and uncertainty for megacities.

Abstract

Purpose

This paper aims to promote urban–rural synergy in carbon reduction and achieve the dual carbon goal, reconstruct the low-carbon urban–rural spatial pattern and explore planning strategies for carbon mitigation in urban agglomerations.

Design/methodology/approach

The authors propose the idea of land governance zoning based on low-carbon scenario simulation, using the Beijing–Tianjin–Hebei (BTH) urban agglomeration as the empirical research area. Specifically, the authors analyze its spatiotemporal evolution characteristics of carbon balance over the past two decades and simulate the land use pattern under the scenario of low-carbon emission in 2030. Furthermore, the authors create spatial zoning rules combined with land use transition characteristics to classify the urban agglomeration into carbon sink restoration zone, carbon sink protection zone, carbon control development zone and carbon transition agriculture zone and put forward corresponding targeted governance principals.

Findings

The study findings classify the BTH urban agglomeration into carbon sink restoration zone, carbon sink protection zone, carbon control development zone and carbon transition agriculture zone, which account for 28.1%, 17.2%, 20.1% and 34.6% of the total area, respectively. The carbon sink restoration zone and carbon sink protection zone are mainly distributed in the northern and western parts and Bohai Rim region. The carbon transition agriculture zone and carbon control development zone are mainly distributed in the southeastern plain and Zhangjiakou.

Research limitations/implications

The authors suggest restoring and rebuilding ecosystems mainly in the northwest and east parts to increase the number of carbon sinks and the stability of the ecosystem. Besides, measures should be taken to promote collaborative emission reduction work between cities and optimize industrial and energy structures within cities such as Beijing, Langfang, Tianjin and Baoding. Furthermore, the authors recommend promoting sustainable intensification of agriculture and carefully balance between both economic development and ecological protection in Zhangjiakou and plain area.

Originality/value

The authors propose a zoning method based on the optimization of land use towards low-carbon development by combining “top-down” and “bottom-up” strategies and provide targeted governance suggestions for each region. This study provides policy implications to implement the regional low-carbon economic transition under the “double carbon” target in urban agglomerations in China.

Abstract

Purpose

Land transactions are a key indicator of urban sustainable development and urban space expansion. Therefore, this paper aims to study the spatial correlation of different types of land transactions.

Design/methodology/approach

Based on the big data of land micro transactions in Yangtze River Delta urban agglomeration, this paper uses the generalized forecast error variance decomposition (GFEVD) method to measure the correlation level of urban land markets. Also, social network analysis (SNA) is used to describe spatial correlation network characteristics of an urban agglomeration land market. In the meantime, the factors that influence the spatial correlation of urban land markets are investigated through a quadratic assignment procedure (QAP).

Findings

The price growth rate of urban residential land was higher than that of industrial land and commercial land. The spatial relevance of urban residential land is the highest, while the spatial relevance of the urban commercial land market is the lowest. The urban industrial land market, commercial land market and residential land market all present a typical network structure. Population distance (POD) and Engel coefficient distance (EGD) are negatively correlated with the correlation degree of the urban residential land network; traffic distance (TRD) and economic distance (ECD) are negatively correlated with the correlation degree of the urban industrial land network and commercial land network.

Originality/value

This paper uses a systematically-integrated series of problem-solving models to better explain the development path of urban land markets and to realize the integration of the interdisciplinary methods of geography, statistics and big data analysis.

Abstract

Purpose

The purpose of this paper is to establish the index system of leading industries in Kashgar urban agglomeration, and use the multi-attribute weighted intelligent grey target decision-making evaluation model to measure the comprehensive effect, so as to select the leading industries of Kashgar urban agglomeration.

Design/methodology/approach

First, 18 industries in Kashgar urban agglomerations are taken as objectives, and four indexes, namely, demand income elasticity index, growth rate index, labor productivity growth rate index and contribution rate of output value, are selected to construct an evaluation system for leading industry selection in Kashgar urban agglomerations. Then, grey incidence degree method is used to determine the decision-making power of each decision-making objective. Finally, multi-attribute weighted intelligent grey target decision-making evaluation model is used to measure the comprehensive effect of the objective system of leading industries in Kashgar urban agglomerations.

Findings

It can be seen that the multi-attribute weighted intelligent grey target decision-making evaluation model is more convenient to be used in selecting regional leading industries, and the results are accurate and feasible. Based on the calculation results and the actual economic development requirements of Kashgar urban agglomeration, the leading industries of Kashgar urban agglomeration can be determined as: wood processing, furniture, paper making and printing; wholesale and retail; construction; equipment manufacturing; transportation, storage and postal services.

Originality/value

First, it is a new method in selecting regional leading industry by using the multi-attribute weighted intelligent grey target decision-making evaluation model. Second, since there is relatively little research on Kashgar urban agglomeration, especially on leading industries in Kashgar urban agglomeration. The research in this paper can not only enrich the research on selecting leading industries in urban agglomeration but also provide scientific reference for relevant government agencies to formulate economic development plans.

Abstract

With the development of social economy, the urbanization of the world has presented a new development trend. The green, ecological, and economic city has gradually attracted people's attention. How to plan new cities and towns to coordinate economic development with nature has been the focus of domestic and foreign scholars. Based on this premise, this article elaborates the domestic and foreign research status of ecological city and puts forward a new type of green ecological civilization from the perspective of evolution of civilization. From the perspective of green ecological economy, the evolution of China's urban planning is studied in terms of the urban and rural areas, nature, pollution, industry, culture, and other aspects. To accumulate experience, green ecological planning in New York is also analyzed at multiple levels, such as urban expansion, energy, and urban water use. According to the development of our country in the past 30 years, the development strategy of urbanization suitable to China's national conditions is introduced on the basis of ecological economy. From the perspective of green ecological planning and economy, practice has proved that new urban planning is able to promote the establishment of a resource-saving society, to enhance the coordinated development of the population, resources, environment, and economy, and to comprehensively improve people's quality of life.

Abstract

Purpose

This study aims to investigate the factors affecting urban economic development in emerging economic market countries and to provide a new research perspective on urban skyscraper construction.

Design/methodology/approach

An empirical analysis based on a difference-in-differences (DID) model is conducted using data of urban data in China that expand into developed markets from 2003 to 2018.

Findings

The results of the spatial heterogeneity test indicate that the construction of skyscrapers has a significant promotional effect on the eastern city's economy. In contrast, it has a significant inhibitory effect in the central and western regions. Further findings demonstrate that the construction of skyscrapers can influence urban economic development by promoting industrial agglomeration, especially when the transmission effect of the diversified accumulation of tertiary industry is more prominent. The expansion analysis shows that skyscrapers have increased the level of trade in the city, and the impact on trade has an optimal height.

Research limitations/implications

This paper focuses on the economic and trade effects of skyscrapers, and the optimal height of skyscrapers needs to be discussed in more depth, which is also the next problem the researchers need to study.

Practical implications

The government should attach importance to and promote the construction of urban skyscrapers, and do a good job in overall planning and design. The city should formulate preferential policies in land, taxation, finance, system and other aspects to increase support for urban skyscraper construction and promote local economic development.

Originality/value

This study focuses on the impact of urban skyscraper construction on the economic and trade development of cities in developing countries, which not only complements the relevant research on the economic effects of urban skyscraper construction, but also helps to provide reference for the sustainable development of urbanization in many developing countries.

Abstract

Purpose

Due to the close connection between urban cluster and carbon emissions (CEs) but a lack of study on it of the construction industry, this paper aims to explore the relationship between the polycentric spatial structure (PSS) of the urban clusters and CEs of the construction industry (CECI).

Design/methodology/approach

This research uses panel data of 10 Chinese urban clusters from 2006–2021, calculates their PSSs in the aspects of economy and employment and adopts a panel regression model to explore the effect of the spatiotemporal characteristics of the PSSs on the CECI.

Findings

First, the CECI in 10 Chinese urban clusters showed a rising trend in general, and the CECI in the Yangtze River Delta (YRD) was much higher than those in the rest of urban clusters. Second, both Shandong Peninsula (SP) and Guangdong-Fujian-Zhejiang (GFZ) exhibited high degrees of polycentric characteristics, while Beijing-Tianjin-Hebei (BTH) showed weaker degrees. Third, the results demonstrated that the polycentric development of urban clusters did not help reduce the CECI but rather promote the CE. The polycentric index, considering the linear distance from the main center to sub center, had a more significant impact on the CECI.

Originality/value

Previous studies have investigated the impact of urban spatial structure (USS) on CEs; however, few of them have studied in the field of construction industry. Moreover, most research of CEs have concentrated at the national and provincial levels, with fewer studies on urban clusters. This paper contributes to this knowledge by investigating how the PSS of urban cluster influence the CECI.
