Abstract

In our global world, international cooperation has vital importance when addressing humanitarian disasters. Today, as the majority of refugees live in the Southern countries proximate to their homelands, neighboring countries are predominantly the ones that carry the bulk of the refugee burden. Under certain circumstances, states engage in international cooperation in managing refugee crises; to this end, this study analyzes the motivations behind the signing of the 2016 European Union (EU)–Turkey refugee deal and its outcomes for both parties. Past research has shown that the 2015 refugee crisis in Europe demonstrated that the initiatives that the EU countries embarked upon to pursue a monolithic policy against this mass flow fell short and, therefore, enhanced Turkey's leverage with Europe, which provided Turkey with the ability to gain concessions in bilateral talks. However, this study claims that the EU member countries were in a more advantageous position compared to Turkey as a consequence of signing the refugee deal, and it is better to characterize the deal between the parties as burden-shifting rather than burden-sharing. In addition, although the inflow of approximately one million refugees to European shores panicked the European states and coerced most of them to return to their own national migration policies, this study shows that no concrete concessions were provided to Turkey to manage this massive flow. The provisions of the Deal were not the extraordinary payoffs that EU member countries offered Turkey to fight against the irregular migration, but the extension of EU's traditional migration policy.

Abstract

Departing from the assumption that discourse is both socially constituted and constitutive, and that social reality is co-constructed by the institutions of mass communication, this chapter takes under scrutiny media representation of the recent refugee crisis in Europe. The objective behind it is to maximise the validity of the Media Proximization Approach (MPA), drawing on the insights from Critical Discourse Studies, cognitive linguistics and corpus linguistics, in explicating how the media can potentially impact on the salience of issues and thus on public perception of problems and threats along with measures to be taken to deal with them. Examining the data from Poland, a European Union member state from Central Europe, criticised for its anti-refugee stance and refusal to accept the assigned quotas of migrants, and, importantly, the country ‘experiencing’ migrant crisis without refugees, we look at the role of word co-occurrence patterns in the discursive representation of refugees and immigrants in Rzeczpospolita daily and Niezależna.pl, the Polish right-wing press. The analysis, of both quantitative and qualitative nature, focuses on lexical associations of two nouns, uchodźcarefugee’ and imigrant ‘immigrant’, and their role as epistemic, axiological and emotional proximization triggers in the process of mediated construction of crisis and European security.

Abstract

Purpose

Using the holistic approach to migrant exclusion, the purpose of this paper is to examine the refugee crisis as a preparation stage for future exclusion in the host countries. In previous migration analyses, the preparation stage involved only the country of origin, where people were becoming acclimatized to casual and low-status work and an ethos of survival. In the refugee crisis, this important stage spans across three spaces: the country of origin, Turkey as an intermediate stage and the hotspots of Greece.

Design/methodology/approach

This is a qualitative research that was based on 22 semi-structured interviews with refugees from Syria, Iraq and Afghanistan who live in the hotspot of Moria which is situated in Lesvos, Greece.

Findings

The research shows that in the first two countries of the preparation stage, refugees have become accustomed to casual and low-status jobs, which results in the loss of their labor identity and the development of instrumental work orientations. Similarly, the living conditions at the hotspots are so problematic that refugees are becoming desperate to escape this environment. These can have serious consequences for integration in the host countries, as refugees become pacified and at the same time strongly inclined to enter casual and low-status employment. Both developments can drastically undermine the refugees’ relation to the societies of the host countries.

Originality/value

The paper suggests that, given the preparation stage in these three settings, migration policy in the host countries should focus on recognizing long marginalization processes, immediately decongesting the hotspots and pay particular emphasis on the acknowledgment or creation of skills that can distance refugees from casual and low-status work.

Refugee students’1 education is disrupted by multiple spatial and temporal transitions – no matter where they come from, where they go, and what cause their forced migration. The first major disruption occurs with their flight from origin countries due to security or other reasons. The COVID-19 pandemic led to another dramatic disruption with a heightened risk of weakening hard-earned progress. This chapter examines an example of post-migration education opportunities for urban refugee students across two monolingual contexts at two critical junctures from their arrival in the destination countries to the COVID-19 outbreak. It discusses the readiness and responsiveness of Turkish and German education systems by examining the instances and consequences of disruption in refugee students’ education in İstanbul and Hamburg. A multiple case study design with critical policy analysis (CPA) was used. In addition to the available national statistics, empirical data drew on semi-structured in-depth interviews with refugee students and teachers. The background section maps out the trajectory of refugee education with a synthesis of the formal educational policies in Turkey and Germany toward the inclusion of refugee students into public schools. The findings first elaborate on the readiness of the Turkish and German contexts and a scoping review of the literature on the major issues in both settings. The second part explores the responsiveness of both education systems to refugee children’s education during the COVID-19 pandemic in both cases, namely, in İstanbul and Hamburg.
