Abstract

To study the construction and planning of the library service facility system based on public digital culture teaching in international cultural metropolises, the main body of resources construction, channels, selection criteria, construction standards, user service policies, service methods and service objects of the National Digital Library of Russia were analyzed. The construction foundation, policy support and digital resource construction of the Chinese and Russian national digital libraries were compared. The results showed that the problem of digital copyright was solved while the library community was constructing digital resources according to the existing rules. Therefore, this method has certain implications for the construction of digital libraries in metropolitan areas in China.

Abstract

Purpose

The purpose of this paper is to provide adaptive access to learning resources in the digital library.

Design/methodology/approach

A novel method using ontology-based multi-attribute collaborative filtering is proposed. Digital libraries are those which are fully automated and all resources are in digital form and access to the information available is provided to a remote user as well as a conventional user electronically. To satisfy users' information needs, a humongous amount of newly created information is published electronically in digital libraries. While search applications are improving, it is still difficult for the majority of users to find relevant information. For better service, the framework should also be able to adapt queries to search domains and target learners.

Findings

This paper improves the accuracy and efficiency of predicting and recommending personalized learning resources in digital libraries. To facilitate a personalized digital learning environment, the authors propose a novel method using ontology-supported collaborative filtering (CF) recommendation system. The objective is to provide adaptive access to learning resources in the digital library. The proposed model is based on user-based CF which suggests learning resources for students based on their course registration, preferences for topics and digital libraries. Using ontological framework knowledge for semantic similarity and considering multiple attributes apart from learners' preferences for the learning resources improve the accuracy of the proposed model.

Research limitations/implications

The results of this work majorly rely on the developed ontology. More experiments are to be conducted with other domain ontologies.

Practical implications

The proposed approach is integrated into Nucleus, a Learning Management System (https://nucleus.amcspsgtech.in). The results are of interest to learners, academicians, researchers and developers of digital libraries. This work also provides insights into the ontology for e-learning to improve personalized learning environments.

Originality/value

This paper computes learner similarity and learning resources similarity based on ontological knowledge, feedback and ratings on the learning resources. The predictions for the target learner are calculated and top N learning resources are generated by the recommendation engine using CF.

Abstract

Purpose

The paper seeks to describe the setting up of the Energy and Resources Institute (TERI) Digital library, which provides better single window access for researchers to access the structured information from their desktop. The aim of this paper is to share the experience gained and invite comments and suggestions for further improvement.

Design/methodology/approach

The paper describes a case study of TERI's Integrated Digital Library resources and digitization in detail and how the digital resources can be accessed through a single window. It also deals with basic problems and suggests practical solutions.

Findings

The paper finds that TERI Integrated Digital Library has been created to provide access to all digital and digitized offline and online resources, online e‐journals, electronic documents and virtual resources, and virtual libraries. The purpose of the integrated library is to provide a single window to researchers, through which they can access all the resources (both digitally born resources and digitized documents). Once users are able to access the Digital Library homepage, all the electronic resources are accessible using linkages with a single click, no matter whether they are available in a database or as a simple file in a virtual collection. A physical digital library has been created to address access to all the LAN connected systems that provide CD‐ROM access and journals and books downloaded or purchased for all time free access to in‐house users.

Research limitations/implications

Integration has helped in saving researchers' valuable time. Library management has become easier and much more effective than was previously the case. Any additions to existing resources are announced by e‐mail for user access. Future plans are to make the resources highly interoperable across platforms or applications, so that platforms should not be a problem. Once a search is initiated, the search engine from the main search window should be able to hand over the search to subsequent search windows for any given database (bibliographic and full text). Once a search is handed over to the subordinate search engines, it should be able to retrieve the items and display the retrieved items in the main window. Future libraries seem to have no escape from the integrated digital library approach other than to an integrated digital collection that will make all available resources accessible from a single window.

Originality/value

This paper could be useful for small and medium special and research libraries who do not have enough funds to start with commercially available digital library software. This paper shows the way to start using Open Source Software, which is easy to use and has been used by the libraries with little effort.

Abstract

Purpose

This study aims to evaluate the effectiveness of HEC digital library resources and services in the public sector universities of Khyber Pakhtunkhwa, Pakistan on the basis of research scholars' satisfaction and its impact on their research progress.

Design/methodology/approach

A descriptive survey research method was adopted in order to achieve the objectives of this study. A stratified random sampling technique was used to solicit data from both genders. Research scholars of MS/MPhil and PhD from 14 public sector universities of Khyber Pakhtunkhwa were selected as sampled for this study. A structured questionnaire was developed to collect data and a five-point Likert scale was used to know the purpose and the satisfaction level of respondents with digital library resources. The impact of digital library on research and problems faced by them while using these resources was also measured by using a five-point Likert scale.

Findings

The results of this study indicate that near to one-fourth of the respondents used digital library resources two to three times a week for article writing and thesis or dissertation purposes. The study concluded that digital library provides effective resources and services to research scholars and also found a significant impact on their research progress at these universities. However, research scholars were not satisfied with the support of library professionals regarding the use of digital library resources. The study has identified several problems encountered by respondents in the use of digital library resources and services.

Practical implications

The findings of this study and their implications will be helpful for HEC authorities, universities libraries administrators, decision and policy makers and LIS professionals both in Pakistan and in other places. They should benefit from considering the experience of research scholars with digital library resources. This experience can help future subscriptions, training and use of these resources to maximize research scholars' success and achievement in their research activities.

Originality/value

The study is the first of its kind and an important source for knowing the effectiveness of digital library resources on research scholars' progress at Pakistani universities.

Abstract

Purpose

The purpose of this paper is to study the resource construction mode of the Digital Library Promotion Project, so as to summarize the general characteristics of successful collaborative collection building for digital libraries. Digital Library Promotion Project (DLPP) is a digital culture boosting project launched by the Ministry of Culture of the People’s Republic of China with National Library of China as its implementing unit. The project aims to build a nation-wide library network that could support and guarantee resource development and sharing among public libraries all over China so as to achieve equalization in public culture service among people from different parts of the country. This paper is a case study of the digital library development in China. The present situation of Chinese public libraries is accounted in this paper, and the developing mode and mechanism in cooperation between libraries of different administrative ranking are discussed along with the future development of the project. This paper may provide references to countries and libraries in their efforts to pursue sustainable development.

Design/methodology/approach

This paper is a case study of digital collection development and sharing in a developing country where regional differences are large. The paper starts with the environmental scan of the resource situation of public libraries in China, which is the background and significance of the DLPP. The main part of the paper is the introduction and analysis of the collection developing method of the DLPP, including: union catalogue, co-construction of featured resources and joint procurement of databases. Through analyzing the mechanism in collection development and sharing, this paper discusses the measures that guarantees the success of the project.

Findings

Through analyzing the mechanism in collection development and sharing, this paper discusses the measures that guarantee the success of the project, these are: sustained financial support from the government, scientific mechanism for cooperation, flexible handling of copyright issues unified standards in resource development and targeted training programs.

Originality/value

This paper is a case study of the digital library development in China. The present situation of Chinese public libraries is accounted in this paper, and the developing mode and mechanism in cooperation between libraries of different administrative ranking are discussed, as well as the future development of the project. This paper may provide references to countries and libraries in their efforts to pursue sustainable development.

Abstract

The goal of Project DL (www.coe.missouri.edu/∼is334/projects/Project_DL) is to provide an integrated resource where diverse information sources on the topic of digital libraries may be brought together in a single navigable Web site. The intent is to use the site as a learning tool to support exploration of selected research and development activities associated with digital libraries, and to facilitate end user interaction with the content of these various resources. The focus of this site is on accessing digital library collections as well as information resources related to the study of digital libraries. As such, the Web site is segmented into three distinct but integrated sections: digital library collections, digital library resources and digital library Web sites. This paper presents an overview of those three sections, their development, and the organisational considerations associated with each of the sections. The paper concludes with a special emphasis on the design considerations for creating a searchable Web version of digital library Web sites.

Abstract

Purpose

This paper seeks to assess the differences between learning performance and the satisfaction of learners who use digital resources in the Taiwan Libraries' History Digital Library (organized digital resources) and the Google search engine (unorganized digital resources) in problem‐solving learning for the same subject via the problem‐based learning (PBL) mode. The paper aims to explore the advantages and characteristics of using digital archives to support PBL and to offer suggestions that are helpful when using digital archives to support e‐learning.

Design/methodology/approach

The study adopted the quasi‐experimental design method to assign all participants into an experimental group and control group to evaluate differences in learning performance and the satisfaction of learners who use different digital resources during PBL processes. A statistical analysis scheme was employed to evaluate the learning performance of learners during PBL supported by different digital resources in terms of learning processes, PBL outcomes, and a questionnaire.

Findings

The study obtained the following conclusions: learning performance and the satisfaction of learners in the experimental group during PBL processes supported by digital archival resources were superior to those of control‐group learners who were supported by search engine resources; compared with search engine resources, the digital archival resources provide benefits in the learning phase, such as “action” (i.e. doing), in the proposed PBL mode, which has three learning phases; and compared with resources accessed through the Google search engine, PBL supported by digital archival resources should enhance searching performance and thereby increase learner willingness to use digital archives during e‐learning.

Practical implications

Using digital archives to support e‐learning is a new trend in the library sciences field; however, few studies have developed useful learning modes for effective e‐learning supported by digital archives. Evidential research related to e‐learning supported by digital archives is also lacking; most studies used digital archives as digital course materials, thus ignoring the principal property of digital archives – excellent resource organization.

Originality/value

The paper shows that by integrating the PBL mode with digital archives one can identify the advantages of digital archives in supporting e‐learning, resulting in innovative and valuable research.

Abstract

Purpose

In the age of knowledge explosion, modern technology facilitates the acquisition, organization and effective dissemination of information to support academic research. To achieve long-term educational goals, integrating digital resources into a knowledge management model (KMM) has become a necessary prerequisite for university management. The proposed KMM aims to combine resources and technology to facilitate resource management, navigation and cross-database search for advanced research.

Design/methodology/approach

The published literature on digital resource integration was reviewed, and the status of resource organization was discussed with experts to compile research instruments together with the perspectives of serving professionals in universities. The data obtained was systematically processed to develop an integrated resource KMM. Data volume measurement was done with the SPSS software and AMOS was used for path analysis and modeling. After the conceptual model was developed, many assumptions were associated with it, and the software was run on the data set to validate the proposed theoretical model.

Findings

Library resources with four components (digital resources, information technology, financial planning and service promotion) have been successfully integrated into the knowledge management framework to organize resources and provide academic services for researchers. In addition to the organization of digital resources, the two components of knowledge management, such as the explicit knowledge of its technology-oriented nature and the tacit knowledge of its human-centered positions, remained useful to strengthen the integration process.

Practical implications

With the development of digital technology and the internet, information authentication, access and dissemination have become a complex task for information centers. As an integral part of modern digital libraries, the expansion of digital collections requires proper accessibility organization. Owing to the increasing number of digital resources, organization and management require thorough research and appropriate integration mechanisms. This integrated KMM helps to organize heterogeneous information resources and databases in libraries for long-term academic tasks.

Originality/value

Based on literature studies and discussions with academic experts, integration problems were identified, and raw data were obtained from the library management to find a solution. It is unique research owing to a lack of original work and extensive international literature on resource integration in connection with KMMs. This study has innovative findings that can add value to world literature.

Abstract

Purpose

This paper has two primary purposes: to explore common copyright‐related problems that arise when librarians promote the use of digital library resources; and to investigate college students' misconceptions of copyright laws that arise when the students use these resources.

Design/methodology/approach

Four librarians in charge of the management of digital library resources were interviewed regarding student‐users' problematic copyright‐infringement behaviors that these librarians often encountered when they promoted the use of digital library resources. Also, a semi‐structured questionnaire with nine questions about copyright‐related behaviors was developed and distributed to college students. Students needed not only to identify whether the behavior was acceptable, but also to explain the reasons for their identification. A total of 109 valid sets of data were collected from 18 universities or colleges, the sets comprising responses from 48 undergraduate, 56 postgraduate, and five doctoral students.

Findings

The librarian‐interview results indicate that students' problematic behaviors included systematic downloading, distribution to unauthorized users, and going beyond the purpose and character of academic use. The student‐survey results indicate that students had four major areas of misunderstanding about copyright laws when using digital library resources: the digital resources should be shared; the downloaded digital resources are all legitimately authorized and permitted; all educational use is fair use; and any downloading is permitted as long as students are paying tuition.

Originality/value

This paper explores students' understanding and misunderstandings that arose when students used the school digital library resources and discusses implications of these results for librarians and libraries with regard to the design of related instruction. The paper also presents interpretations of students' thoughts and conduct, as well as some future possible research topics.

Purpose

The purpose of this paper is to investigate the relationship between lecturers’ ability to identify the extent of information need, access information and utilization of digital library resources in Federal Universities, Southern Nigeria.

Design/methodology/approach

Correlational research design was adopted. The population of the study comprised 6,653 lecturers’ with a sample size of 665 selected through proportionate stratified random sampling technique. Instruments for data collection were cognitive test and questionnaire used for utilization of digital library resources. Kuder–Richardson method was used to establish the internal reliability coefficient, yielding the score 0.77, 0.78, respectively, and Cronbach alpha for questionnaire yielding 0.81. Data collected were analyzed using the Pearson product moment correlation coefficient. In testing the hypotheses, p-value was used to determine the level of significance at the 0.05 alpha level.

Findings

The results show low positive relationship between abilities to identify the extent of information, access information in the utilization of digital library resources. The hypotheses were rejected, indicating a positive relationship between abilities to identify extent of information need, access information and utilization of digital library resources.

Originality/value

The findings of this study provide novel facts that help to clarify existing uncertainties and ambiguity in the link between some elements of information literacy and the use of digital library resources in developing economies such as Nigeria.
