Abstract

Purpose

This paper seeks to make people aware of the condition of Chinese cultural information resources sharing through the case of the National Cultural Information Resources Sharing Project (NCIRSP). The paper seeks to provide an overview of NCIRSP, and summarize its achievements.

Design/methodology/approach

This paper first indicates that cultural information resources sharing is a kind of special resources sharing, and NCIRSP in China is a good example of the realization of this kind of resources sharing. The author introduces NCIRSP in general, and analyzes the operation and its achievements. The author considers that there are some problems which exist in the practice of NCIRSP which will hinder its development and proposes measures to solve those problems.

Findings

NCIRSP is a project which is advanced by the Chinese government as well as governments at other levels, which means the project has a strong organization and powerful support. The operation of NCIRSP is made up by four aspects: the network, the construction of digital resources, the implementation of technology, and the websites of services. These four aspects determine the effective operation of NCIRSP and promote the project to make great achievements. Meanwhile, there are problems which hinder NCIRSP from developing further, including the unbalanced collection of cultural information resources in various areas, the scattered storage of resources, and the absence of a sophisticated training mechanism for professionals engaged in the project. Measures to solve the problems are suggested.

Originality/value

NCIRSP is an innovative project supported by the Government of China, even though it is rarely known about by people outside China. This paper introduces NCIRSP in detail, and makes people aware of the situation of cultural information resources sharing in China.

Abstract

Purpose

This paper aims to report on the China‐North America Library Conference held in Beijing, China. The conference theme is Sharing Digital Resources: Challenges and Opportunities. Six sub‐themes are also intertwined with the conference theme: Resource sharing policies and perspectives; Digital infrastructure and repository technology; Research data sharing; Sharing digital preservation methods; and Shared digital access, retrieval and use.

Design/methodology/approach

The paper summarizes several important presentations at the conference.

Findings

The shared projects in this report include: National Cultural Information Resource Sharing Project; Multicultural Canada Project; Data Conservancy; National Library Digital Exchange Services; and Digital Museum Platform.

Originality/value

This is an original conference report which would help those who are interested in sharing digital resources on a global scale to understand the challenges, issues, and opportunities on that aspect.

Abstract

Purpose

The purpose of this paper is to study the resource construction mode of the Digital Library Promotion Project, so as to summarize the general characteristics of successful collaborative collection building for digital libraries. Digital Library Promotion Project (DLPP) is a digital culture boosting project launched by the Ministry of Culture of the People’s Republic of China with National Library of China as its implementing unit. The project aims to build a nation-wide library network that could support and guarantee resource development and sharing among public libraries all over China so as to achieve equalization in public culture service among people from different parts of the country. This paper is a case study of the digital library development in China. The present situation of Chinese public libraries is accounted in this paper, and the developing mode and mechanism in cooperation between libraries of different administrative ranking are discussed along with the future development of the project. This paper may provide references to countries and libraries in their efforts to pursue sustainable development.

Design/methodology/approach

This paper is a case study of digital collection development and sharing in a developing country where regional differences are large. The paper starts with the environmental scan of the resource situation of public libraries in China, which is the background and significance of the DLPP. The main part of the paper is the introduction and analysis of the collection developing method of the DLPP, including: union catalogue, co-construction of featured resources and joint procurement of databases. Through analyzing the mechanism in collection development and sharing, this paper discusses the measures that guarantees the success of the project.

Findings

Through analyzing the mechanism in collection development and sharing, this paper discusses the measures that guarantee the success of the project, these are: sustained financial support from the government, scientific mechanism for cooperation, flexible handling of copyright issues unified standards in resource development and targeted training programs.

Originality/value

This paper is a case study of the digital library development in China. The present situation of Chinese public libraries is accounted in this paper, and the developing mode and mechanism in cooperation between libraries of different administrative ranking are discussed, as well as the future development of the project. This paper may provide references to countries and libraries in their efforts to pursue sustainable development.

Abstract

Purpose

This study aims to measure the acceptance of digital resources by integrating knowledge management (KM) factors (i.e. acquisition, sharing, application and protection) into the factors of the technology acceptance model (TAM) (i.e. perceived ease of use and perceived usefulness) and their impact on actual system use through behavioural intention.

Design/methodology/approach

Using the quantitative research method, a survey was conducted of the public sector universities of Punjab, Pakistan. Data were collected from postgraduate students and analysed using partial least squares structural equation modelling.

Findings

The findings showed that the factors of KM with the integration of TAM significantly impact the acceptance of digital resources. The study’s hypotheses are all supported, and the findings demonstrated that knowledge acquisition, knowledge sharing, knowledge application and knowledge protection significantly influenced perceived usefulness and perceived ease of use, and that these factors are positively correlated with behavioural intentions to use digital resources.

Originality/value

This study has considerable significant implications for policymakers, developers and practitioners in designing digital resources. This study will also assist librarians to discover areas for development that may enhance the use of digital resources among users

Abstract

Purpose

Although resource sharing between scholars is evolving rapidly, This paper uses paper-based interlibrary lending (ILL) procedures in the service repertoire of academic libraries. However, the current business model of acquiring toll-access journals and e-books does not seem to fit very well with traditional ILL practices. In addition, the new models of peer-to-peer resource sharing between academics seem to be much more effective than ILL. Scholars arrange access to the needed publications by using legal (buying, exchanging) and illegal means (Sci-Hub, etc.). Furthermore, the demands for open access have increased, voiced not only by librarians and science funders but also by politicians. This development might change the scholarly publication ecosystem, even though older publications are still likely to remain closed.

Design/methodology/approach

This paper contrasts the ILL and usage statistics of Finnish university libraries with the use of ResearchGate, a popular academic social network, which we treat as an example of a peer-to-peer sharing service.

Findings

Based on the data, there seems to be a change of paradigm in the resource sharing: the traditional ILL seems to be decreasing and becoming more like a niche service and the digital use and use of social media peer-to-peer resource sharing applications seem to increase rapidly.

Originality/value

The paper examines current resource sharing trends. The analysis is based on the data of Finnish resource sharing, interlibrary lending and ResearchGate usage.

Purpose

The purpose of this paper is to outline ethical implications of the practical challenges facing resource sharing practitioners in the digital age.

Design/methodology/approach

The author presents an overview of major ethical challenges related to digital resource sharing using a framework of four key ethical theories: justice as fairness; utilitarianism; rights theory; and common good theory.

Findings

When administrators, publishers, lawmakers, or the public dictate policies and rules that are inconsistent with librarian values and norms, librarians should turn to ethical reasoning in defense of their work.

Social implications

Resource sharing practitioners everywhere will find the ethical theories useful when presented with questions related to user access to information.

Originality/value

Library managers charged with development and assessment of resource sharing policies and practices will benefit from this paper.

Abstract

Though there have been many cooperative efforts for resource sharing among the libraries of India in the last two decades, it is hard to find one successful programme that could be used as a benchmark to replicate in other libraries. The main factors that affect these kinds of efforts are more human and attitudinal than technological or economical. The information environment today is very much conducive enough to tackle the problems faced earlier. With the advent of the Internet and World Wide Web, it is possible to provide instantaneous access to the sources available not only within the organization, but other institutions that participate in the consortia programme. This paper provides a framework for the design and development of an intranet model based on a consortia approach. This model will facilitate information access and use by providing a single Web‐enabled window to the information users of the participating institutions in the consortia programme not only to their own resources but sources in the other institutions as well. This will bridge the gap between information resource rich and information deficient libraries and will enhance the information base, shared access and optimum utilization of information resources at an affordable cost.

Abstract

Purpose

The aim of this paper is to provide an overview of Chinese digital library (DL) projects via the corresponding web sites, It also seeks to illustrate the current situation of DLs in China by offering insights into the digitization of resources, technologies and services.

Design/methodology/approach

A questionnaire was designed on the basis of the definition and features of digital libraries, together with the relevant library homepages and services. Overall, ten comprehensive universities and their library web sites, five public libraries and one science library were selected for comparison and analysis focusing on the content set‐up, digital resources, navigation systems, mainstream modes, home‐grown databases construction, user instruction training programs etc. Other issues including the virtual reference, service (VRS), academic information resource portal and integrated searching system or platform, personalized service, logon and authentication are also discussed.

Findings

All the selected libraries are operational digital libraries or prototypes. The electronic or digital resources are made up of two parts and the mainstream modes are service‐oriented. Most have their own library information portals and provided integrated searching. However, there are some defects in term unification on some home pages, unified retrieval platform selection among various databases, and navigation system construction.

Practical implications

This paper presents a perspective of how DLs in China have been developing in the past few years. It also indicates the existing problems and difficulties and suggests the practical ways to optimize the application, standards, laws and rules, personal information environment, logon and authentication based on encryption. In addition, Open Access resources' utilization, conflict between copyright protection and resources sharing, and user interface customizing are addressed.

Originality/value

This paper describes the general status of Chinese digital library construction. It provides relevance for researchers and the public in China as well as other countries on the DL construction experiences, efforts and achievements. It also highlights the importance and value of sharing experience in DL construction.

Abstract

Purpose

The purpose of this paper is to examine the barriers to effective resource sharing among academic libraries in Nigeria.

Design/methodology/approach

Professional librarians from six randomly selected federal university libraries representing the six geopolitical zones in Nigeria were surveyed using a descriptive survey research design. Questionnaires were sent to 124 librarians; 85 were returned and found to be usable, for a response rate of 68.5 per cent.

Findings

The study revealed that the prospect for resource sharing among university libraries in Nigeria is high. However, factors that hinder effective resource sharing include inadequate funding, a dearth of skilled librarians, power outages, an absence of web‐accessible OPACs, uneven development of libraries, and slow progress of library automation. It is recommended that each university library have a specific annual budget allocation for ICT development and maintenance and for training of librarians to pilot resource sharing projects.

Originality/value

This paper presents resourcesharing challenges facing academic libraries in Nigeria. It encourages information professionals to embark on capacity building for effective resource sharing. This paper was prepared for the 12th Interlending and Document Supply Conference, held in September 2011.

Abstract

Purpose

The present study investigates information-sharing behaviour and awareness of students towards the infringement of copyright and associated rights while information sharing. The purpose of this study is to seek answers to the issue of whether or not students infringe on the rights of others and, if they do, whether they do so deliberately or unwittingly. Even though the Copyright Act and copyrighted works are often disregarded, students, teachers and peers are long-term trading and adapting new e-resources for their use.

Design/methodology/approach

The study collected data from students in India through a survey using Google Forms from January 2022 to May 2022. It analysed it using SPSS software to identify behaviour patterns, trends and factors influencing actions and awareness regarding potential copyright issues during data sharing.

Findings

The study finds that many students in India engage in copyright infringement, either deliberately or unwittingly. Many students are unaware of copyright laws and regulations and do not understand the consequences of their actions.

Research limitations/implications

The study’s findings are limited to students in Tamil Nadu, India, and may not represent students in other countries or regions. The findings can inform policies and educational programmes that promote ethical and legal behaviour among students and help reduce the incidence of copyright infringement.

Originality/value

This study’s originality and value stem from its unique approach of merging information sharing, seeking and copyright concepts.
