Abstract

Hundreds of Jordanian traditional villages are facing the serious risk of being demolished due to the shortage of basic public services and their resulting abandoned state. Important occurrences of vernacular architecture in these villages necessitate a national strategy to conserve the tangible and intangible heritage they offer, despite the economic difficulties that impede the local community in their efforts to protect or rehabilitate their long-established habitat and traditions. The case of Dana is a relevant example of these villages that are abandoned in spite of their considerable human and material potentialities. Therefore, analyses of place-oriented conceptual meaning, which affect man's belonging to the place, and building typologies are developed in order to comprehend the traditional spatial composition and the interrogatives of conserving the original habitat for tourism purposes. Appropriate scenarios of administrative and technical approaches could better offer the local communities the conservation of memories, place identity and sustainable economic development, hopefully extendible to other situations in traditional villages.

Abstract

In 1993, US Congress launched the Urban Revitalization Demonstration program, later to become known as HOPE VI, a national plan whose declared aim was to transform public housing stock into "bridges of opportunities".

In the following decade, Hope VI has awarded grants to demolish public housing projects and replace them with "attractive developments that not only blend with but enhance the surrounding community while providing housing for families of all incomes" (HUD, 1999). In 1995, Congress repealed the one-for-one replacement requirement and de facto Hope VI was turned primarily into a demolition program.

In 2003, the American Dream Downpayment Act re-authorised the Hope VI program throughout the fiscal year 2006. It now seems that the federal government has no intention to continue its financing.

Despite the extensive debate on the program, a comprehensive analysis of the social, economic and political process underlying the transformation of all the specific sites and a systematic overview of the stories behind these projects, from the first decision to build to the decision to raze are not available.

An atlas with a description of the sites, based on qualitative secondary sources (planning and architecture magazines, urban history and geographic history journals, local authorities reports), and three maps for each of them - before and after the public housing project and after Hope VI, could prove to be very useful. Such a tool would indeed provide the context for an interdisciplinary reflection of how the city affects and is affected by a multitude of variables with particular emphasis on the political controversies on location, and the role of different players - city council, public housing authorities, developers, community residents, unions, the media. At the end, city is "history condensed".

Being impossible for a single researcher to complete such a body of work, this paper intends to make a contribution to the existing literature and focus on the projects built between 1933 and 1949, now demolished or in the way to be demolished in 58 cities, "thanks" to Hope VI (1).

Abstract

Purpose

According to the Ministry of Tourism and Creative Economy, there are 7,275 indigenous tourism enterprises in Indonesia. However, only 0.5% of these are certified as a sustainable tourism village. One of them is the Karangrejo village in Borobudur, Indonesia. This village is able to sustain their enterprise, which is a unique and rare context. This study aims to address this gap by examining the sense of place value created from the collaboration between actors, mapping the actors and their resources who have crucial roles in indigenous tourism enterprise, and examining the relations between actors, mapping the characteristics and efforts made by the indigenous tourism enterprise. The novelty of this research is the unique context that it takes place, and the use of comprehensive theoretical perspectives combining architecture, sociological social psychology and marketing/business theories in tourism context, which is uncommon for research in this area.

Design/methodology/approach

Participants in this study were 17 individuals, comprising Village Chief, accompanying state-owned enterprises, tourists, owners of micro, small and medium enterprises, village economic center manager and village-owned enterprises manager. Data were collected from interviews and field recordings using purposive sampling technique. The study design was a case study. The data were coded in two steps: first cycle and second cycle coding. Member checking with research participants was conducted to ensure data credibility.

Findings

This study revealed several novel findings. First, sense of place value was not merely perceived as material and nonmaterial components, but also as networks between actors that were involved in creating such components within (value) exchange framework. Second, the actors involved in the exchange were provider actor, external supporter actor, internal supporter actor, collaborator actor and consumer actor. Each of these actors owned one or a combination of material and nonmaterial values that are exchangeable. Mapping of the actors involved was discussed using a combined perspective of consumer-centric and balanced network. Third, exchange relations that occurred between actors could be balanced or imbalanced, depending on the amount of resource owned by each actor. Nonetheless, imbalanced relations because of discrepancies in the value contributions could still have positive impact because it was motivated by the intention to help others. Fourth, this study identified the importance of having characteristics as resource integrator/gatherer for indigenous tourism enterprise (provider actor) to ensure the economic sustainability of their business.

Research limitations/implications

This study was conducted during the COVID-19 pandemic, where governments imposed strict travel restrictions. Consequently, data from tourists were limited in particular, the lack of perspectives from international tourists. During the data collection, the government were still limiting international travelers to visit the country, hence only domestic tourists were able to visit. The perspectives of international tourists would have added valuable data. Because of pandemic, the data collection process was initially conducted online, which was then followed by in-person data collection. Online data collection is common in research; however, in-person data collection would have been more preferred, where possible, so that the researchers could directly observe the situation in context. Future research could be conducted after the pandemic ends. Furthermore, findings of this research asserted the importance of actors’ motives, situations, quality of the values and relational attributes, but had not discussed these in detail, especially from the perspective of each actor. Future research could address this limitation.

Practical implications

Enhancing material and nonmaterial sense of place value would involve multiple actors. Therefore, mapping of the resources owned by these actors as well as their roles is critical. To create sense of place value, synergy between actors is essential and could not be achieved by a single actor. Every actor is influenced by motives and circumstances when interacting with the other actor. Awareness of such motives and circumstances where the exchange takes place is necessary, to ensure that the cultivated relationship aligns with the goals and expectations. As exchange relations could be balanced or imbalanced, every actor also needs to be aware of their position and continuously evaluate it to avoid being constantly in a powerless position. Indigenous tourism enterprise could not singlehandedly provide every resource needed. Therefore, developing a character as a gatherer/resource integrator becomes crucial to gain access to all necessary resources. Currently, there are no tools available for identifying actors, resources and relational attributes. This could be a potential avenue for academics in this area. Further, the government should identify the best practice from the successful indigenous tourism enterprises, not only giving recognition awards or certifications to these enterprises.

Originality/value

Findings from this study have several contributions; among others, it discussed sense of place value of indigenous tourism enterprise more comprehensively, as the essential actors who exchange resources were identified. This study also underlined positive power imbalance, which had been generally seen as a negative dynamic. Moreover, this study highlighted that indigenous people, despite living by communal value (non-transactional) in their daily lives, would need to engage in transactional relations and develop resource integrator characteristics to maintain tourism enterprise. Indigenous people have often been seen from their communal side, while their transactional (non-communal) side has been rarely seen.

Abstract

Purpose

The purpose of this study is to investigate problems that emerged in indigenous community-based tourism during the COVID-19 pandemic, to identify the actors involved and to identify values that were exchanged between actors during the pandemic. This research is crucial given the limited studies around indigenous community-based tourism during the pandemic, especially within the perspectives of value exchange theory.

Design/methodology/approach

This research used a constructionist paradigm with a qualitative case study design. Data collection included interviews with six participants, virtual observation, an open-ended questionnaire to 22 community members and 20 tourists, analysis of a book written by Sade’s customary chief and social media artifacts. This study was conducted during the COVID-19 pandemic, where physical distancing measures were applied, therefore most data were collected remotely. Purposive sampling was used and research credibility was increased through detailed note taking, data sources triangulation and member checking. Data analysis was conducted with a coding process, which involved continuous iterations.

Findings

Problems identified were decreased revenue and power disadvantage suffered by indigenous community-based tourism. The actors involved in value exchanges varied, including value supporter (i.e. government, private sector such as television, university), value creator (i.e. tourist) or secondary value provider (i.e. travel agent). Values emerged in the interaction between actors in the network. Changes in value exchanges were in terms of value types, relationship intensity between actors and ways of doing the exchange. Non-human factor (i.e. non-actor) was also involved.

Research limitations/implications

Due to restrictive circumstances (i.e. COVID-19 pandemic), the data collection procedure was limited to online communications and letter correspondence. Therefore, opportunities to capture the full phenomenon might be missed as the researchers could not physically meet with the participant.

Practical implications

It was possible for value exchange to alter due to situational factors, including a pandemic. Business diversification is needed by indigenous community-based tourism to achieve a power advantage. Values were found in the relationship between actors, hence, meeting channels or dialogue with other actors could be optimized.

Originality/value

The context of this study, which was indigenous community-based tourism during a pandemic contributed to the study’s originality. Research in this context, which used a clear theoretical framework such as value exchange theory, is scarce. Thus, opportunities for transferability are broad.

Purpose

The concept of power in the literature is not conclusive yet and still contradictive. As contested concept, power have multi-definition in the literature. This study aims to construct a concept of power between organizations, state-owned enterprises (SOE) and communities in the context of community-based tourism in Borobudur, Indonesia.

Design/methodology/approach

Participants were 29 individuals representing SOEs (i.e. executive members) and local communities (e.g. village chiefs, community enterprise, managers and residents). Data collection was conducted through interviews, focus group discussions, field records and documents. Using grounded theory, the data were analyzed using open, axial and selective coding.

Findings

This study discovered that power was fluid. At first, power was a static resource then when it exchanged, it turned into relational/power interplay and at last, became output resource. There was a transformation of antecedent resources of power into a consequential source of power through relationship processes.

Research limitations/implications

This study should be replicated in other settings for further research, for example, in a business-to-business context and business-to-government to develop a general framework.

Practical implications

Policymakers should be aware of such fluid power to ensure that community-based tourism programs can benefit all parties involved.

Originality/value

Findings from this study make several contributions to current literature as follows: this study extends from the existing theories of power, the community-based tourism context where this study was conducted represents actual social situation allowing it to be transferrable to real environment and elaborating theory of power into a comprehensive framework.

Abstract

Purpose

Village-owned enterprises, in this study called Badan Usaha Milik Desa (BUMDes), are rural communities economic empowerment program developed by the Indonesian Government to encourage the growth of rural entrepreneurship by using the potential of locally owned resources. However, the implementation and effect of the BUMDes program are questionable. Thus, this study aims to investigate the role of BUMDes in encouraging rural entrepreneurship and strengthening rural economic development. In addition, this study also explores challenges in implementing the BUMDes program.

Design/methodology/approach

This study uses a qualitative method with a case study approach. Data were obtained through in-depth interviews using purposive sampling techniques to key people in management at five BUMDes in Garut Regency, West Java, Indonesia, which have successfully implemented the BUMDes program.

Findings

The findings of this study indicate that BUMDes are proven to encourage rural entrepreneurship with the dimensions of exploration and empowerment, capacity building and the support and involvement of all stakeholders. BUMDes were established in accordance with government policies based on the village discussion process as the culture of the Indonesian people by involving elements of the village government, associations and the community. However, the challenges in implementing BUMDes are still faced by managers including implementation and regulatory mismatches, lack of qualified human resources and lack of synergy between the village government and BUMDes.

Research limitations/implications

In this study, the development of a local economic empowerment program as a driver of rural entrepreneurship is carried out in the Indonesian context. In addition, based on the unique nature of case studies, making this study can only be implemented in cases that have similar characteristics. Therefore, in the context of other countries, it can be done by modifying the results obtained based on the conditions and potential of each region.

Originality/value

Although recognition of entrepreneurship is one of the main determinants of rural economic development, empirical research in this area is relatively rare. Thus, this study adds a new perspective on the BUMDes program as an effort to grow rural entrepreneurship.

Abstract

Purpose

Focussing on entrepreneurs’ experiences inhibiting them from launching a business – at the micro level – the purpose of this paper is to identify issues that limit rural entrepreneurship in Pakistan and also, to identify the cultural, social, economic and religious traditions and settings that discourage entrepreneurship thus hindering economic development

Design/methodology/approach

An ethnographic approach was used to obtain a picture of current problems and perspectives of rural inhabitants. Members of 84 families were interviewed.

Findings

Religious, socioeconomic and structural forces play a significant role in suppressing social and cultural capital in rural areas of Pakistan, explaining the low level of entrepreneurship in these areas. Social and cultural capital requires a certain socioeconomic context for entrepreneurship to thrive.

Originality/value

This study examines the determinants of very low levels of entrepreneurship in rural settings in the agro-based regions of interior Sindh, Pakistan; this contributes to the gap of understanding the context of rural entrepreneurs in agro-based economies. This study makes recommendations for policy makers to promote entrepreneurship in such areas.

Abstract

Purpose

Broom production and marketing is a local business industry operated by women in Nigeria. This activity serves not only as a source of livelihood to women but also has created job opportunities for the teeming unemployed persons in the rural areas. This paper aims to examine socioeconomic effects of small-scale women businesses in broom production and marketing industry in Nigeria with a view to analyze small-scale women businesses in Igbo Eze North District of Nigeria.

Design/methodology/approach

New economic theory was used to guide the study. The study adopted a quantitative research design comprising of semi-structured interviews, field observations, reference to relevant literature and a questionnaire survey of 340 female households engaged in broom production and marketing from fifteen villages. This sample size was selected using purposive sampling technique and Yamane formula. Frequencies and Spearman rank correlation were used to analyze the data.

Findings

The study found that broom production and marketing have an effect on the socioeconomic development of the people. The study found a positive relationship between broom production and marketing and income generated, education and occupation in the study area. This study concluded by suggesting that broom production in the study area should be mechanized to improve the quality and quantity of broom produced in the area.

Practical implications

This study has shown that Nigerian women have good potentials for entrepreneurship. Both the society and the government authorities should work together in supporting female ventures in Nigeria.

Originality/value

The paper empirically has shown the socioeconomic effects of small-scale women businesses in broom production and marketing on local household of Igbo Eze North District of Nigeria. This study stands as the first in Nigeria to consider the effects of broom production and marketing and how women in this part of Nigeria have used it to create job opportunities and opportunities of income for themselves and their families.

In Burma, sacred giving (dana) is a principal obligation for all Buddhist practitioners. This paper evaluates the practical and cultural underpinnings of donation practices. Dana redistributes resources, it operates as a system for the production of status distinctions and patron-client ties, and as a means to fulfilling proximate soteriological goals and sacred relations. Elaborating on distinctions Godelier draws between “ideology” and “mentalite,” I argue that sacred giving – especially as it is articulated in native theories about intention – participate in a “politics of sincerity” that impact the political legitimacy projects of the military junta.
