The case study presents a discussion on how the Delhi Traffic Police has used social media, Facebook in particular, to collaborate with the commuters on Delhi road to improve its traffic management. This case study can be as an example to illustrate the use of social media by a government department, to address operational and resources limitations. The case traces the start and evolution of the Delhi Traffic Police’s journey on the social media as the department responds to the inputs from the commuters on its Facebook page.

Expected learning outcomes

The case study is an illustration of a non-traditional application of a new technology by a non-business organization, the challenges it faces in its adoption and the solutions it provides.

Abstract

Theoretical basis

Several theories emerge in a reading of this case; however, the primary or overarching focus of the case is the role of communication and how ineffective or non-existent communication during training, coordination and follow-up of a critical incident can impact officers, departments and communities. Furthermore, this case provides valuable insights for civilian businesses on the importance of formal and informal communication.

Research methodology

The case was based upon extensive interviews with a police officer involved in a shooting. In addition to extensive semi-structured interviews, research for the case also included review of psychological evaluations of the officer involved, journalism pieces and blogs written about the shooting under study, and reports from the Attorney General’s investigation of this shooting.

Case overview/synopsis

Detective Keith Casey, an undercover Narcotics Officer for 12 years, had trained and served as a member and point person for the Emergency Response Team (i.e. Special Weapons and Tactics (SWAT) team) for seven years. On April 25, 2010, Casey was working on an electronic surveillance (i.e. a wiretap) out of the FBI office when he received the call about a barricaded suspect in Hammonton, New Jersey. The barricaded suspect had pulled a gun on an EMT in Deptford New Jersey and threatened to kill himself and others. At approximately, 4:10 a.m. because he was perceived to be a danger to himself and others, the SWAT team was sent into the home where the suspect was barricaded. After ignoring repeated commands to drop his weapon, the barricaded suspect was struck down by cases moments after the SWAT team entered the home. Preparation and training on intervention and team management has become increasingly more important for police departments around the world. In recent years, a great deal of attention has been placed on officer bias; however, little attention has been placed on officers who pull the trigger and the events that follow. This case offers a first-hand account of how communication, between all players, before, during and after an officer involved shooting impacts all phases of the critical incident.

This case analyzes the event of disappearing flight MH370 belonging to Malaysia Airlines which attracted worldwide attention from a third-party perspective. This case describes clearly the entire process of the crisis, mainly focusing on the decisions made and action taken by the Malaysian Government, and then illustrates the assessment and diagnosis of the crisis.

This case not only provides a sample for the teaching of strategic and crisis management but also supplies effective guidance for the measures a nation can take regarding a huge crisis.

The case can also be taught in MBA/postgraduate in management programmes in general management or HR classes to give a lesson in organizational conflict and resolution, negotiation skills (strategies, tactics and power in negotiation) towards the middle or end of the course. The course can also be taught in MBA/postgraduate in management programmes in business ethics classes to make students appreciate the various approaches to ethics – end-results, duty, social contract and personalistic ethics. It also helps students learn how to institute ethics into the cultural fabric of the organization. In public policy programmes, it could be taught to illustrate the crucial role and at times unintended outcomes of actions of street level bureaucracies in policy implementation. The course can also be taught in refresher training programmes for executives to give lessons in conflict management, mediation strategies, union negotiations and ethics.

Case overview

This teaching case is based on a real incident that took place in a defence production factory of India in the year 2009. It succinctly unfolds a small showdown between two officers that acquires a disproportionate size and explosive dimension and vitiates the environment of the entire organization. The case is a narration of a small row that in no time became a full-blown organizational dispute with layers of issues. Two officers, one very senior and the other influential, got entangled in a conflict, unfortunately in the presence of a large audience; dissatisfied workers and officers fanned the sentiments and encouraged them to unethically leverage legal privileges by gaming in the name of caste and sexual harassment to gain power in the messy dispute. The protagonist Ram Sharma, the General Manager (head) of the factory, is in a precarious situation as the conflict not only puts his managerial skills but also his moral standards and ethics to test.

Expected learning outcomes

After discussion and analysis of this case, the students should be able to: appreciate and evaluate the complexities and multiple facets of an organizational conflict including ethical challenges faced in a real life situation, recommend the options and course of action a manager could resort to in a high stake and time bound situation, learn to develop a basic framework for analysing, negotiations and strategize to resolve a conflict as a manager-mediator in such a situation, learn to handle difficult negotiation bound by complexities of unethical and legal disputes, answer to themselves the criticality of ground level bureaucracy's role in implementation of public policies (optional if the faculty decides to discuss the part provided in the teaching note). For international students, this is a case to learn dynamics of “negotiations in Indian context”. Overall development of critical thinking and analytical skills.

This case offers the students to see the impact business ethics concepts, including corporate social responsibility, ethical obligation, ethical strategy, alienation, corporate activism, sociopolitical activism, symbolism, transparency, integrity, decoupled organization, opportunism, moral muteness or moral exclusion, etc. Through the student’s own ethical sensitivity, they can then make an informed decision grounded in fundamental ethical theories such as Utilitarianism, Kantianism, Ethics of Care, Virtue Theory, Confucianism, etc.

Research methodology

Data for this case has been gathered entirely from publicly available secondary sources, including online resources, mainstream media reports, biased (opinion-based) media outlets, social media statements from all stakeholder groups (students, business, university) and meeting minutes from campus organizations. None of the named individuals nor entities, in this case, have ever been contacted by the authors.

Case overview/synopsis

In Fall 2020, Boise State University contracted a locally owned and operated coffee shop to open a location on-campus. The shop owner was engaged to a police officer who had been permanently injured in an altercation with a dangerous fugitive. For his sacrifice, this police officer was awarded the Medal of Honor from the City of Boise. To support her fiancé, the coffee shop owner displayed a Thin Blue Line flag on the front door of her off-campus location. Students heard of this display and began to voice their objections through administrative and social media channels. The business countered back at claims that they supported racism and ultimately asked to be released from their contract with the university. They closed their on-campus business, having operated the location for less than two months. Media representation of this case created a vocal response both from those who support the business’ use of this imagery and those who support the student’s decision to boycott this business on ethical grounds.

The case can be taught towards the end of a communications course to learn about crisis communications and the importance of understanding the local institutional and socio-political contexts, including the media during a crisis. For a strategy implementation class, this case can be used in the segment focusing on action and leadership.

Case overview

An extremely difficult situation arose for Uber Cab, a US-based company operating in India, on December 8, 2014, when its taxi services were banned by the Delhi government due to growing anger over the suspected rape of a 27-year-old female executive by one of its drivers. Uber Cab claims that it offers the “safest rides on the road”, but this episode proved otherwise, as the accused was identified as a repeat offender. Initial interrogation by the police highlighted the negligence of the company regarding background checks and police verification while recruiting driver partners. The police further revealed that the driver did not have a Delhi Transport Authority-issued license. Furthermore, the company was not able to provide a call log to police, as such information was said to be gathered at the company’s headquarters in New York. To handle this situation, Uber Cab suspended its operations until the company could apply for a fresh registration and trade license. What was the significance of this incident to a brand like Uber Cab? Could its effect on the regulation of taxi services have been anticipated? How and when should the brand have reacted? Looking forward, what contingency planning would be appropriate? Should brand management, customer service management or the human resources department have been held accountable, or did the responsibility lie elsewhere in the organization?

Expected learning outcomes

The expected learning outcomes are as follows: to understand how institutional differences can create unintended consequences for an multinational enterprise working in an emerging market (early-stage institutions); to understand the critical role of a country manager in mobilizing the local organization and the headquarters to respond to a crisis; also, the role of the headquarters to provide flexibility and support to the local executive; and to understand the inevitable role of the local press in an organizational crisis, and the need for business leaders to deal with the press effectively.

The purpose of this paper is to study and identify the four core management principles of the POLC management framework: planning, organizing, leading and controlling. This case study presents the story of Tomás Pollak, founder and CEO of Prey, a software company dedicated to tracking stolen mobile devices. It covers a period of six years beginning at the foundation of the company in 2009 and up to 2015, when the company faced the choice of entering into an alliance with a government agency: The Investigations Police of Chile (PDI or Policía de Investigaciones de Chile). Tomás faced the decision of either going through with the alliance, while dealing with the dire need of recruiting and retaining company talent. This case highlights several management challenges and common strategies faced by entrepreneurs and is intended to spark a class discussion about how the relevance of these management concepts in the context of startups.

Case overview/synopsis

The purpose of this case study is to explore the dilemma in which Marcelo Odebrecht, once CEO of Odebrecht, found/determined whether to continue with the business model established by the founders of Odebrecht or take a new path for the organization. After exploring the corrupt acts of Odebrecht and the scope of Operation Lava Jato, the reader can reflect on the importance of organizational culture (according to the three levels proposed by Schein) in the face of the emergence of corruption. By generating discussions about organizational culture, business ethics, political culture and corruption, the organizational culture of Odebrecht is problematized in relation to its real behavior.

Complexity academic level

Students of administration, business and international business undergraduates and graduates, as well as members of senior management in companies in the infrastructure sector. The case is designed to be used with undergraduate-level and MBA/MPA students. With undergraduate levels, the case can be used on the subject strategic management. In MBA/MPA programs, this case can be used in subjects such as strategic planning for public administration. Here, it can be stressed as being about the problems faced by a country on the long road toward democracy. Issues to be discussed in class include: environmental scanning, competitiveness, public policies and strategic agenda.

Case overview

At the most general level, the case allows for the analysis and evaluation of the strategy and performance of the Albania from 1928 to 2014 along economic, political and social dimensions, using the techniques of country analysis (see Country Analysis Framework, HBS No. 389-080). Depending on time limitations and the particular objectives of the individual instructor, the case can be used to explore all phases of the nation's development or, alternatively, to focus on a specific era, such as Albania, in the way toward a free market economy. The case provides a setting in which to explore the diamond model as a tool for analyzing competitiveness and setting the economic policy agenda. In the Albania case, we highlight diamond analysis in an emerging economy. Albania also highlights the transition from a planned economy to a market economy, and the importance of a cross-border regional integration in competitiveness.

Expected learning outcomes

The case is written to serve a number of purposes: Understanding the problems and challenges to sustainable development, especially in a post-communist emerging economy like Albania. The transition/changes that all policymakers have to go through in their efforts for sustainable development of the country. To discuss production factors and the importance of a growth model based on the production factors.

Research methodology

This secondary source case is based mainly on three documents: the 20-page report by a labor union, Unite Here, titled “One Job Should Be Enough: Inequality at Starbucks”; and two reports by former U.S. Attorney General Eric Holder Jr. and Covington & Burlington, LLP.

Case overview/synopsis

In February 2020, Unite Here, a labor union, released a damming report about employment practices at the airport Starbucks stores operated by licensee, HMSHost. Among other charges, the report identified several instances of racial and gender discrimination that HMSHost dismissed as a ploy by a union intent on organizing its employees. The adverse publicity, however, put Starbucks Corporation in the spotlight because of the company’s publicly stated commitment to workplace equality. The recently hired Nzinga Shaw, the company’s first-ever Global Chief Inclusion and Diversity Officer, had to address the issue at HMSHost lest it adversely affect Starbucks’ reputation as a progressive employer.

Complexity academic level

The case is best suited for a graduate or undergraduate course in human resource management or labor relations. As diversity is typically covered in the first third of such courses, the ideal placement of this case would be in the early part of the course. As Starbucks is a well-known name, and it is very likely that students have had their own experience with Starbucks, as either a customer or an employee, the case is likely to draw their interest.
