Abstract

Purpose

Construction frameworks are recognised by the UK Government as an integrated procurement path to deliver efficiency, collaboration and sustainability. This research paper aims to develop a performance-driving model for framework procurement to align with the government construction policy objectives.

Design/methodology/approach

A quantitative hierarchical regression analysis was conducted to examine the causal relationships between project outcomes and performance drivers. A successive qualitative multiple-case study involving eight typical construction framework projects was examined to further explain casual relationships.

Findings

Conclusive results from the quantitative and qualitative analyses validated the performance-driving model, generalising a framework procurement principle that project outcomes of time, cost, quality, sustainability and closer relationships are significantly driven by supplier's task and contextual performance drivers, and client's organisational drivers.

Research limitations/implications

The investigation followed two major public-sector organisations in the UK: infrastructure offices of local authorities and estate offices of universities. Further research should be extended to other public-sector situations to enhance the model further.

Practical implications

Using this model, framework managers can drive project outcomes by applying task and contextual performance drivers in order to select the best suppliers at the procurement phase, and by adopting the client's organisational factors at both procurement and construction monitoring phases.

Social implications

The empirical evidence supports the use of frameworks by public sector policymakers as a key strategy to develop the performance drivers further and improve efficiency and quality outcomes.

Originality/value

The results will be of value to support the policy of public-sector works organisations contemplating using framework procurement for executing continuing construction activities.

Abstract

Purpose

Efficient and effective knowledge transfer is important in complex building renovation projects. The addition of sustainability requirements in building renovation adds complexity. This paper aims to investigate the development of innovative public procurement schemes to support sustainable building renovation projects. These blueprints for procurement innovation can support similar efforts in other countries.

Design/methodology/approach

This study is based on a longitudinal case study using interviews with primary stakeholders and workshops with industry practitioners to supplement the analysis of public tender documents from the Danish public building clients.

Findings

The key tenants of the Danish model for strategic partnerships are a single strategic partner, systematic conflict resolution, framework agreements, risk management and joint educational programs. Three phases in the development of the procurement scheme are identified: experiment, definition and replication.

Originality/value

Strategic partnerships and other types of relational contract schemes are not very prevalent in most countries. How these contracts are developed and defined is not well understood. This paper shows how one such contracting scheme is developed, how it is defined and replicated.

Abstract

Purpose

Construction project management outcomes in the literature typically portray significant deviations from expected outcomes. Various theories from studies that focus superficially on causes of project cost and time overruns rather than root causes have not addressed this problem. The need is for a better understanding of how procurement strategy provides a fundamental means to address this problem. The purpose of this paper is to examine the procurement strategy used to deliver a new universities project in South Africa within budget and to ascertain its influence on the outcomes.

Design/methodology/approach

A case study was designed to provide a comprehensive and intensive methodology to identify and examine the construction procurement strategy and its influence on the project outcomes. Document analyses and semi-structured interviews were used to collect data on the construction procurement strategy and outcomes from the client team.

Findings

The evidence brought forward demonstrates that the successful outcome was largely a consequence of the client team, procurement strategy and systems of delivery. However, the collaborative procurement strategy formed the basis of the successful project delivery and outcomes. A general observation from the data is that an appropriate construction procurement strategy developed by an experienced client team and proactively implemented by an integrated delivery team working collaboratively is likely to achieve the intended project outcomes.

Practical implications

The findings show three critical keys to achieving intended outcomes – people, procurement strategy and systems of delivery at the governance, portfolio, programme and project management levels.

Originality/value

The value of this paper lies in using a comprehensive methodology to study the relationship between procurement strategy and outcomes. The findings can be applied by client teams to achieve better outcomes and value for money in infrastructure projects.

Abstract

The purpose of this paper is to provide a better understanding of construction procurement within the supply chain management framework and develop a model for information flow. This paper adheres to the supply chain perspective and integration as theoretical point of departure, typically the role that information plays in a complex network such as construction procurement. The co‐ordination within partners and the integration across partners are critical in effective project management. Sharing information is a key component for tight integration to optimize the chain‐wide performance. It helps produce highest quality, low cost and minimum time to service. The tender offer from the procurer or invitation from a supplier triggers the requirement process. In response to the requirements there has to be an opposite flow of information, termed the fulfilment flow in the model described. The requirement information from a procurer is broken down to the project requirements for various partners in the project. Once the supply chain is identified in the postcontracting phase, information regarding specific tasks, materials, and so on, are communicated to the project partners. Information must be managed to bring in value. The quality of information received, the timeliness of the manner it is received and the costeffectiveness in obtaining the information determine the efficiency of a project partner. Another classification considered is that of the changing role of the partner with regard to information handling, i.e., the project partner as a recipient, decision‐maker and communicator of information. All these factors jointly contribute to increasing efficiency in construction procurement. This framework needs to be explored in future research to define subsequent steps in construction supply chain management, as the challenge is to adapt a totally integrated supply chain.

Abstract

Purpose

The successful implementation of an optimal online system for specification and procurement has been impeded by the existence of semi‐structured or non‐structured product information held in catalogues in various formats. Consequently, a significant amount of time is spent in gathering relevant information. Proposes introducing a successful optimal online specification and procurement system for construction products.

Design/methodology/approach

The design and specification of the prototype were based on the analysis of closely related agent‐based implementations in various domains.

Findings

In the development phase it emerged that agent infrastructure is still maturing, even when a stable development environment is finally available. This is consistent with the latest research in this area which places the highest value on internet agents within the context of the semantic web.

Originality/value

This research demonstrated how agent technology can be used alongside other paradigms such as web services and XML to make the specification and procurement of construction products more effective and more efficient.

Abstract

Purpose

The purpose of this paper is to select a suitable procurement method for steel building construction in Sri Lanka following a systematic method which weigh, both procurement selection factors and existing procurement systems.

Design/methodology/approach

An abductive research stance is followed in this empirical study. Procurement selection factors were selected through a critical literature review which was followed by a quantitative questionnaire survey. The collected data were analysed using descriptive statistical analysis and relative important index.

Findings

The critical literature review outlined 46 procurement selection factors, out of which 26 factors were very important in steel building procurement selection. Short construction period and higher constructability of design are ranked at the top with the highest priority rating factors. Management-oriented procurement system was selected as the most appropriate procurement system for steel building constructions within the Sri Lankan context.

Research limitations/implications

The study is limited to widely use three procurement systems in Sri Lankan construction industry. Yet, the process followed in selecting the most appropriate procurement system could be applied for other contexts. The implications of the study are mainly identifying management-oriented procurement as the most suitable procurement method for steel building construction in Sri Lanka.

Practical implications

The systematic procedure of procurement method selection for steel building construction may use in the Sri Lankan construction industry to limit the resource loss due to wrong selection of procurement.

Originality/value

A study which critically and comprehensively presenting a procurement selection process for steel building construction is not recorded in Sri Lanka prior to this study.

Abstract

Purpose

Public private partnerships (PPP) and the private finance initiative (PFI) are defined as a range of practical long‐standing relationships between the public and private sectors. This paper aims to investigate managers’ perceptions of PPP/PFI in two of the three largest sectors for private sector capital‐spend in PPP/PFI schemes, namely transport (highway infrastructure) and healthcare.

Design/methodology/approach

A web‐based Limesurvey™ questionnaire was used to collect data. A sample of 75 organisations was identified from the Partnerships UK (PUK) online Project Database (Partnerships UK, 2010). Total of 49 responses were received, of which 39 were complete.

Findings

Results from each sector relating to PPP/PFI “best value”, advantages and disadvantages, and government preferred procurement routes, are investigated. The majority of organisations did not consider that PPP/PFI provided “best value” but thought it provided more value than the other two UK Government preferred procurement routes, “design and build” and “prime contracting”.

Practical implications

This questions the UK Government's choice of preferred procurement routes. However, even during a recession and its aftermath, the majority of respondents consider that PPP/PFI remains appropriate to healthcare and transport developments.

Originality/value

Firstly, this paper carries out a ranking of common advantages and disadvantages to PFI/PPP followed by an investigation of “best value” as perceived by contractors and consultants subsequent to the construction phase. Then the three preferred UK Government procurement routes are contrasted in terms of “best value” and finally the paper investigates how PPP/PFI schemes are viewed during recessionary times.

Abstract

Purpose

This paper aims to report a comprehensive analysis of literature on stakeholder relationships towards identifying patterns of relationships within the off-site construction context.

Design/methodology/approach

Key scholarly databases were accessed and after a filtering process, 74 relevant papers were retrieved for analysis. The papers were analysed using qualitative content analysis and scientometric techniques through the application of software Leximancer and VOSviewer.

Findings

Research synthesis methods used in the present study generate compatible results. Through text mining analysis, the key themes identified in the off-site construction stakeholder relationships literature included “collaboration”, “building information modelling”, “social network analysis”, supply chain. As a finding by scientometric analysis, collaboration, BIM, supply chain management, housing and social network analysis were the most frequently entered keywords context of off-site construction. Regarding authorship pattern, the whole network of collaboration was fragmented into multiple isolated clusters, implying that the authors had tendency to cooperate in small groups.

Practical implications

The paper can bring together an important area of research not previously studied in detail. It will primarily assist academics in the first instance; however, the research leads to important findings that will ultimately assist policymakers and practitioners better understand factors affecting stakeholder relationships and in particular network thinking and collaborative mind-sets.

Originality/value

The review contributes a needed systematic and theoretical foundation for future stakeholder relationship studies and practices in off-site construction sector. It provides the basis for future studies and is a seminal analysis of stakeholder management and off-site construction. The scientometric methodology offers scholars a different approach to analysing and visualising literature reviews.

Abstract

Purpose

This paper aims to investigate disastrous failures in high-value, high-risk IT procurement among US public agencies. The goal is to understand the cause of the failures and explore the role of procurement in IT public investments.

Design/methodology/approach

The establishment of the maturity model is based on the relevant literature review and IT procurement failures at four different US public agencies. The data is gathered through multiple sources, including documents, archival records and interviews.

Findings

The findings add to the public procurement literature and highlight the catalyst role of procurement maturity in the success of IT public procurement. They also call for public agencies to grow procurement maturity and increase procurement impact throughout the procurement process.

Research limitations/implications

The proposed model was primarily based on four Information Technology (IT) procurement failures. Investigations on IT procurement successes and on a larger scale are necessary to further validate and expand the model.

Practical implications

The proposed model can help public agencies identify where they are in their IT procurement journey and formulate plans to reduce the likelihood of IT procurement failure.

Social implications

The proposed model helps public agencies achieve IT procurement success, which leads to timely policy implementation, huge federal savings and better use of taxpayer money.

Originality/value

This paper provides an effective framework for public agencies seeking to overcome high-value high-risk IT procurement challenges and achieve IT procurement success.

Abstract

Purpose

The purpose of this paper is to examine and compare extant framework in humanitarian supply chain management (HSCM) and to propose a framework on humanitarian supply chain (HSC) performance measurement based on the content, context and process.

Design/methodology/approach

The structured keywords, namely humanitarian supply chain (HSC), humanitarian logistic (HL), humanitarian relief chain (HRC) and humanitarian chain (HC) as an exact phrase were searched in the title, abstract and keywords in the academic database. A total of 66 peer-reviewed articles were selected for analysis purpose that reports framework from the reviewed literature. These selected frameworks are categorized in dimensions, namely framework novelty, framework source, recognize elements/constructs of framework, comparative analysis of the framework and in-depth study of HSCM performance measurement.

Findings

The analysis reveals that the majority of these developed frameworks are novel and academic based. Case study is most prominent research methodology in the development of HSCM framework. Lack of coordination among humanitarian stakeholders is the major challenge in the empirical implementation of framework. This study proposes future research trend toward a unified HSCM framework that will facilitate to uncover the coherent set of elements/constructs in the field of HSCM.

Research limitations/implications

This study considers peer-reviewed articles published in English language, and excludes conference papers, working articles, technical data/reports and book chapters.

Practical implications

This study categorizes new dimension for framework analysis and proposed an HSC performance measurement framework which gives new insights to the academicians, practitioners and policy makers for future work.

Social implications

This examination gives the establishment to facilitate investigation of viable, efficient and effective HSCM, and detail opportunities for practices.

Originality/value

This study critically analyzes 66 frameworks under the different criteria to identify research gap and trends. Furthermore, this study proposes the HSC performance measurement framework.
