Abstract
Purpose
Technical advantages embraced by blockchain, such as distributed ledger, P2P networks, consensus mechanisms and smart contracts, are highly compatible with addressing the security issues of transferring and storing judicial documents and obtaining the feedback and evaluation of judicial translation services in cases with foreign elements. Therefore, based on this, a consortium blockchain-based model for supervising the overall process of judicial translation services in cases with foreign elements is proposed.
Design/methodology/approach
Some judicial documents are required to be translated when there are language barriers in cases with foreign elements. The purpose of this paper is expected to address security issues, which is ignored, in the process of translating judicial documents.
Findings
The experimental results show that the model constructed in this paper can effectively guarantee the security and privacy of transferring and storing translated judicial documents in cases with foreign elements, and realize the credibility and traceability of feedbacks and evaluations of judicial translation services. In addition, the underlying network communications is stable and the speed for processing data can meet the requirements of practical application.
Originality/value
The research in this paper provides an innovative scheme for judicial translation services in cases with foreign elements. The model constructed is conducive to protecting the security of the transfer and storage of judicial documents and improving the efficiency and modernization ability of hearing cases with foreign elements.

Abstract
Purpose
Urban air mobility (UAM) development and deployment into future cities is gaining increasing and relevant interest in the past years. This study, a conceptual paper, aims to report the high-level description of the most relevant UAM application use cases (UCs) emerging from the research activities carried out in the ASSURED UAM project.
Design/methodology/approach
The UAM application UCs have been obtained from the ASSURED UAM project dedicated activities that have been carried out to, first, develop suitable operational concepts for UAM deployment in the next decades and, then, to further refine and design the most relevant UCs for UAM deployment in the next decades, leading to the public issue of dedicated overall document.
Findings
The ASSURED UAM UCs for UAM deployment in the next decades encompass both public (point-to-point, point-to-everywhere, direct medical transport of people) and private (direct last-mile delivery, advanced last-mile delivery, automatic personal aerial transportation) services applications, evolving in incremental way over time according to three considered time horizons (2025, 2030 and 2035), toward progressive integration into metropolitan transport system.
Originality/value
This paper provides final outline of the ASSURED UAM UCs, starting from the analysis of overall identified possible UAM applications, focusing on the description of the six main UCs considered as relevant for the application under the wider societal benefits point of view. The UCs are described in terms of expected operational environment, needed technological enablers and envisaged regulatory implications.

Abstract
Purpose
The aim of this research is to explore how a programmatic multi-project context influences project-based firms (PBFs) in organizing their relations with other PBFs and suppliers in a project-based industry.
Design/methodology/approach
A multiple case study research is conducted. Data are collected from two case studies in the construction infrastructure sector. Eleven interviews with contractors and other suppliers are the primary source of data collection. The data are complemented by procurement documents and expert consultations.
Findings
The findings show that within a programmatic multi-project context, PBFs settle relations with (1) key partners for program management capacity, PBFs establish relations with (2) main contractors to divide projects and (innovation) tasks, and PBFs intensify relations with (3) suppliers to ensure continuity and expertise.
Research limitations/implications
The study contributes to the body of project management literature by exploring PBF’s relations with other PBFs and suppliers in a multi-project context. Based on empirical data, the study provides a distinction in layers presenting distinct levels of PBF’s supplier relations. This layer structure provides an excellent starting point for future studies exploring the program perspective of PBFs in the integrated supply chain.
Originality/value
Given the increase in programmatic multi-project context for project-based domains, discussed in both literature and practice, this study explores the effect of programs on relations of PBFs with other PBFs and suppliers. The study distinguishes PBF’s relations with the different suppliers in three layers and discusses the characteristics of these relations.

Abstract
Purpose
This study aims to assess the effectiveness of online e-resource marketing tools used by university libraries to market e-resources. The specific objectives of this study were to uncover the e-resources that are showcased by university libraries, find out instructions posted by libraries to facilitate access and utilization of e-resources, examine marketing tools used, examine how current and relevant marketing messages and test the functionality of the marketing tools used.
Design/methodology/approach
An exploratory research design was used to assess the effectiveness of e-resources marketing tools. The study population included all public university libraries in Tanzania. The sample was purposively selected to include all publicly funded libraries as they work under similar management environments. Data collection involved the evaluation of online marketing tools using a matrix checklist.
Findings
It was revealed that most university libraries use websites for showcasing e-resources. The commonly used social media for marketing e-resources is Facebook followed by Instagram while Twitter and Ask a Librarian are the least used. The results further show that only a few universities provide instructions on how to access and use e-resources. The findings indicate that universities had active communication platforms for marketing e-resources. Furthermore, less than 50% of marketing messages are active and current. It is recommended that marketing e-resources should be integrated into the library’s plans and strategies and this should be informed by library policies.
Research limitations/implications
Given that, this study involved Tanzanian public university libraries, it is possible that the findings do not represent the same situation in all academic university libraries in the nation.
Originality/value
This study assesses the effectiveness of online tools used to market e-resources in university libraries in Tanzania. It reveals the e-resources that are showcased online, the instructions provided on how to access the e-resources and the functionality of the marketing tools. Unlike the previous research, which primarily focused on evaluating the Web-based tools in university and college libraries, this study focused on public libraries in the country. The results will not only contribute to the theoretical and practical understanding of the functionality of the marketing tools but also provide actionable insights to decision-makers in libraries in marketing their e-resources.

Abstract
Purpose
This paper explores how blockchain technology can enhance information quality within project management information systems (PMIS), thereby positively affecting knowledge management, learning capabilities and project portfolio success.
Design/methodology/approach
We employ a literature review and a theory-based approach to develop a conceptual framework and set of propositions that integrate key principles from blockchain technology, project management and dynamic capabilities theory. Subsequently, a focus group is conducted to refine our propositions, providing insights and examples demonstrating the potential value of blockchain in project management.
Findings
The findings suggest that blockchain significantly impacts the information quality within PMIS. This improvement in information quality enhances traceability, reliability and security of project data, facilitating better decision-making and governance. The focus group revealed blockchain’s benefits in managing confidential data and streamlining knowledge sharing processes, ultimately contributing to project portfolio success.
Originality/value
This research offers a novel conceptual framework and original insights into the application of blockchain in project management, particularly within the context of Industry 4.0, paving the way for future research on digital transformation in project management.

Abstract
Purpose
This study analyzes the performance implications of adopting blockchain to support supply chain business processes. The technology holds as many promises as implementation challenges, so interest in its impact on operational performance has grown steadily over the last few years.
Design/methodology/approach
Drawing on transaction cost economics and the contingency theory, we built a set of hypotheses. These were tested through a long-term event study and an ordinary least squares regression involving 130 adopters listed in North America.
Findings
Compared with the control sample, adopters displayed significant abnormal performance in terms of labor productivity, operating cycle and profitability, whereas sales appeared unaffected. Firms in regulated settings and closer to the end customer showed more positive effects. Neither industry-level competition nor the early involvement of a project partner emerged as relevant contextual factors.
Originality/value
This research presents the first extensive analysis of operational performance based on objective measures. In contrast to previous studies and theoretical predictions, the results indicate that blockchain adoption is not associated with sales improvement. This can be explained considering that secure data storage and sharing do not guarantee the factual credibility of recorded data, which needs to be proved to customers in alternative ways. Conversely, improvements in other operational performance dimensions confirm that blockchain can support inter-organizational transactions more efficiently. The results are relevant in times when, following hype, there are signs of disengagement with the technology.

This chapter will then review three possible areas of responses that the central banks might take to address the emerging challenges: (1) regulations, (2) promotion of open digital infrastructures and (3) central banks' capabilities upgrade. This study examines the web accessibility issues faced by users with disabilities when using ChatGPT, a popular chatbot. It is crucial for users with disabilities to have barrier-free access to Internet communications technology to be on par with other users. Because of its roots in artificial intelligence (AI) technology, ChatGPT can empower individuals with various abilities, providing access to the Internet and potentially leading to a substantial boost in digital inclusion for these users.
Design/methodology/approach
The researchers focused on ensuring ease of access to ChatGPT’s webpage to achieve the study objective. They conducted manual testing with a visually impaired researcher. They used axe DevTools and Accessibility Insights to investigate the target page’s three most commonly used states for accessibility issues.
Findings
The researchers identified substantial and crucial web accessibility issues on the target page. These issues resulted in frustration and hindered complete access to information about ChatGPT’s features. The researchers stress the significance of prioritising web accessibility and urge web designers to integrate Web Content Accessibility Guidelines (WCAG) standards into the initial stages of web development rather than addressing them as corrective measures. Given the United Nations' recognition of access to information and communication technology (ICT) as a pivotal Sustainable Development Goal (SDG) for users with disabilities, it is imperative to elevate web accessibility to foster their economic self-reliance and independence. This study underscores this imperative.
Research limitations/implications
In this study, researchers assessed the accessibility of ChatGPT on the Google Chrome and Microsoft Edge browsers. This investigation could potentially be broadened to encompass additional web browsers. Furthermore, the researchers focused on three distinct states of ChatGPT: the initial default state, the subsequent output state and the third state, which represents errors on the target page. Further, developers can employ the results to enhance the accessibility experience for users with varying abilities who interact with ChatGPT.
Originality/value
Following a comprehensive examination of the current body of literature, the study pinpointed a gap in research, highlighting the necessity to conduct accessibility assessments for ChatGPT with regard to these particular users.

This paper examines the impact of Central Bank Digital Currencies (CBDCs), regulated stablecoins and tokenized traditional assets on the cryptocurrency market, following the guidelines set by the Basel Committee. This study aims to analyze the implications for secure storage, cross-border transfers and necessary investments.
Design/methodology/approach
The paper uses a policy analysis approach to assess the potential effects of the Basel Committee’s regulations on CBDCs, regulated stablecoins and tokenized traditional assets. It explores their impact on the cryptoasset market, strategies of central and commercial banks, payment systems and risk management.
Findings
The adoption of CBDCs, regulated stablecoins and tokenized traditional assets is expected to grow rapidly in the coming years. It raises concerns about secure storage, cross-border transfers and required investments. Central banks are likely to introduce CBDCs and authorize stablecoin issuance, aiming for efficient monetary policies and risk management. Basel III regulations may lead to asset tokenization by banks, reducing asset size and increasing fee-based income.
Originality/value
This paper provides insights into the potential impact of the Basel Committee's regulations on CBDCs, regulated stablecoins and tokenized traditional assets. Purpose
This paper aims to provide insights into the potential of digital technologies-based innovations for more inclusive healthcare by alleviating the affordability, accessibility and availability barriers to utilization of healthcare services. Also, it aims to provide insights into the potential of digital technologies-based innovations for more inclusive services, broadly.
Design/methodology/approach
A conceptual framework is inductively developed by analyzing real-world examples of digital technologies-based innovations for more inclusive healthcare through the lenses of economics of information in digital form and certain characteristics of services.
Findings
Concurrent implementation of digital technologies-based healthcare innovations with innovations and/or modifications in service processes can enable greater inclusivity by alleviating the affordability, accessibility and availability barriers to utilization of healthcare services.
Research limitations/implications
Issues relating to inequities in healthcare, as a social problem, are the focus of research at multiple levels (e.g. global, national, regional and local) in several academic disciplines. In relation to the scope of the problems and challenges pertaining to providing quality healthcare to the unserved and underserved segments of society, worldwide, the contribution of the proposed framework to practice is modest. However, by highlighting the promise and potential of digital technologies-based innovations as solutions for alleviating barriers to affordability, accessibility and availability of healthcare services during various stages (prevention, detection, diagnosis, treatment and post-treatment follow-up) with illustrative vignettes and developing a framework, the article offers insights for future research. For instance, in reference to mission-driven social enterprises that operate in the product-market space for inclusive innovations under resource constraints, a resourcefulness-based view of the social enterprise constitutes a potential avenue for theory development and research.
Practical implications
Given the conceptual nature of the article, the implications for practice are limited to cognitive implications. Action implications (instrumental implications or implications for practice) are outside of the scope of the article.
Social implications
Innovations that are economically viable, environmentally sustainable and socially impactful is one of the important issues of our times.
Originality/value
The proposed framework provides insights into the potential of digital technologies-based innovations for more inclusive healthcare by alleviating the affordability, accessibility and availability barriers in the context of emerging and less developed country markets and base of the pyramid segments of society in these markets.
