Abstract

Comparative administrative study lacks agreed‐upon concepts for cross‐national analysis. This essay suggests “administrative culture” as a useful concept which has been overshadowed by two related concepts, “organizational culture” and “political culture.” The American experience is highlighted in its public personnel dimension and administrative sub‐cultures are introduced to characterize the enormous diversity of values, beliefs, and attitudes in the public sector. An evolutionary perspective is used to show change over time from the earliest “Government by Gentlemen” period to the current emphasis upon merit, modified by affirmative action and demands for accountability, flexibility, and entrepreneurial behavior. Sources of administrative culture are also discussed to reveal the unique origins of the system which, nevertheless, has been exported to numerous other nation‐states.

Abstract

The smart city paradigm has evolved from a perspective focused on technological infrastructures to an approach in which the effects of the technological apparatus improve the quality of life of people, urban resilience, urban sustainability, and health, by introducing the concept of smart and sustainable city 3.0. In this chapter, the authors evaluate mobility as a key aspect of improving the environmental, social, and economic well-being of communities under the central concept of smart and sustainable city 3.0. To this end, the authors underline the link between mobility, the Sustainable Urban Mobility Plans (SUMP), and environmental health. Then, the authors outline (i) the mobility requirements to be met from a smart perspective on environmental health and how (ii) the SUMPs can be considered as the basic tool for connecting smartness with mobility and environmental health. Finally, the results obtained will be discussed, and future directions of this research will be illustrated.

Abstract

Purpose

The purpose of this paper is to undertake a comparative case study (Stake, 2006) of two multi-stakeholder initiatives (MSIs) building resilient water systems to address how they communicatively frame and manage key tensions. “Glacier” is the North American convener of an MSI focused on developing reliable and measurable standards of water stewardship in catchment areas around the world. “Delta” convenes a MSI centered on the water economy, with the goal to connect and help diverse organizations around “the business of water.”

Design/methodology/approach

Qualitative data were analyzed using Tracy’s (2013) pragmatic-iterative method, which envisions ongoing cycles of theme generation and refinement, and draws on both induction and deduction to identity and sort themes. The “reflexive circular process” it involves helped trace how tensional poles were framed and managed.

Findings

For Glacier, the key tensions were: creating new and distinct standards while reiterating extant measures; collective decision making although privileging corporate interests; and fixed impact performance that is nevertheless fluid. Delta also displayed three tensions: focus on the ecological issue connecting the MSI or partner benefits; broader ethics of water stewardship vis-à-vis local considerations; and avowing a bipartisan agenda although politics remained central to its everyday work.

Research limitations/implications

The paper underlines how communicative framing and management of tensions are key to developing resilience for socioecological systems. It highlights how traditional organizational boundaries and collectives are disrupted in seeking resource system resilience, and suggests that texts and conversations might emphasize tensions differently.

Practical implications

First, MSI conveners and members working for resource system resilience should use visioning exercises to see how tensional poles might be dialectical, rather than focus on stark differences. Second, ongoing dialogue and evaluation can help trace alternative tension frames. Third, since context and MSI purpose matter in framing tensions, practitioners should be careful while transferring lessons learned across MSIs.

Originality/value

This paper contributes to resilience scholarship by underlining how the communicative management of tensions is vital to developing adaptive complexity and learning capabilities within broader socioecological systems – especially with MSIs working on complex wicked problems.

Abstract

With limited intracultural ethical research in evidence this paper contributes to the theoretical discussion of expatriate ethical acculturation. Of particular interest to this study are the ethical attitudes of subcultural groups, particularly managers, who because of overseas assignment or immigration, are operating outside their usual national location. Research was undertaken to investigate whether ethical divergence or convergence, through acculturation, exists with ex patriate managers, and over what time period. Two locations, Hong Kong and Canada, were chosen for comparative study and the results indicated an interesting dichotomy. Ethical convergence, the adopting of host country ethical values, is evident with Hong Kong Chinese expatriate managers in Canada but did not occur with North American expatriates in Hong Kong. For the expatriate Chinese manager the research findings indicate that Hong Kong Chinese managers now residing in Canada develop a unique set of ethical attitudes that are significantly different from those of local managers in Hong Kong yet also significantly different from the attitudes held by local Canadian managers. A subtle form of ethical convergence is occurring. No significant relationship was found between ethical acculturation and the length of time being an expatriate Hong Kong Chinese manager in Canada except on two issues. For these issues the longer the time spent in Canada the greater the rise in ethical attitudes. A heterogeneous group of expatriate managers in Hong Kong was also evaluated and while predicate similarities existed between expatriates from China and Macau, statistically significant differences in ethical perceptions were found between the general population of expatriate managers (i.e. American, Australasian, British etc.,) and local Hong Kong Chinese managers.

Abstract

This chapter addresses the concern that much theory building in organization and management (OM) research suffers from de-contextualization. The authors argue that de-contextualization comes in two main forms: reductionism and grand theory. Whereas reductionism tends to downplay context in favor of individual behavior, grand theory looks at context only in highly abstract ahistorical terms. Such de-contextualization is problematic for at least two reasons. First, the boundary conditions of theories remain unexplored in ways that threaten scientific validity. Second, de-contextualization limits the potential of OM theory to fully understand the role of organizations in society and thereby address societal grand challenges. These claims are exemplified through critical reviews of four fields in OM research – gender, employee voice, corporate social responsibility (CSR), and institutional logics – and counterpoints that may help to overcome de-contextualized research are presented.

Abstract

This introduction sets the scene for the study by explaining the rationale for presenting a comparative analysis of five nation states’ governance systems; England, Northern Ireland, Arabs in Israel, Trinidad and Tobago and the United States, with Nigerian interests represented in the research design. The context is that of a global phenomenon of a Black–White achievement gap (Wagner, 2010). The quality is world leading in terms of originality, significance and rigour. We present a theory of colonisation between groups with different interests, which includes nation states colonising other nation states, and dominant groups within nation states colonising marginalised groups. We also explored how dominant groups within educational governance systems may colonise marginalised groups within education governance systems. We theorised colonisation using Karpman’s Triangle (1968) identifying that different groups can be oppressor, and/or victim, and/or rescuer, and these roles may shift as changes occur in power and economic influence. We present the Empowering Young Societal Innovators for Equity and Renewal Model (Taysum et al., 2012, 2013, 2014, 2015, 2016, 2017) with five principals for equity and renewal. We explain the turbulence that senior-level leaders experience and how education governance systems need to empower their autonomy as credentialed educational professionals’ with track records of school improvement. Impact strategies to optimise students’ learning and students’ outcomes, and build the community’s values of social justice, courage and prudence need to underpin social mobility. These innovations are only possible if they are informed by grass roots participatory philosophical inquiry, that is informed by and informs policy, and is carefully monitored for quality assurance against the highest of educational professional standards.

Abstract

Purpose

This paper aims to provide a nuanced understanding of philosophies underpinning social innovation based on the action research strategies applied in the field.

Design/methodology/approach

Literature review was conducted to identify action research strategies referred to in the social innovation literature. Through stratified purposive sampling, the authors then selected nonprofit organizations, each closely associated with one of the strategies. Qualitative content analysis was applied to documents published by these organizations for an in-depth exploration of how the action research strategies frame the three dimensions of social innovation, namely, the product, process and empowerment dimensions.

Findings

The authors identified four broad action research strategies referred to in the social innovation literature. Each strategy inspires four distinct narratives of social innovation centered around key concepts: prototyping, evidence, asset-building and co-creation.

Research limitations/implications

The methodology used is characterized by depth rather than scope. Although diverse types of documents were used, the documents are limited to publications by four institutions. A deductive approach using the categories should be used in future empirical research.

Originality/value

The paper contributes to the discussion about different schools and research agendas in the field of social innovation. In particular, the authors examine the action research strategies adopted in the field, shedding light on incompatible views and strategies within certain research clusters while identifying common ground between authors belonging to different schools.

Abstract

Purpose

Great Britain is a laboratory for new techniques of public management; it is therefore an interesting place to look at for people willing to get involved in large public organisations. The French ‘institute for local studies’, trains future professionals, selected after graduation or after a working experience, in order to take high positions in local authorities nationwide. Three pairs of trainees belonging to the 2012–2013 group spent two weeks in three local authorities in England, with the purpose of analysing the performance management in these organisations.

Design/methodology/approach

British and French scholars dedicated to public organisations provided the six trainees with a global view of local government and reforms in the United Kingdom. After that, each pair exchanged information with the local authority they would visit; during the two weeks they spent there, an officer followed their works. They interviewed numerous professionals, elected members and unionists, attended meetings and events. Back in France, they presented their findings in several documents. The original subject was measuring and managing performance; in fact, the three pairs went farther and looked over many aspects of the organisations’ functioning.

Findings

Local authorities are facing important budget reductions and appear fragile; they put forward the idea of resilience to express the necessity of using all their resources to deal with a difficult situation. Elected members have a role of political initiative, but they also focus a lot on control, which is much more developed in Britain than in France; managers experience a very difficult period, with a lot of threats on their jobs, teams and projects. In this context, professional networks are very important; peer review is an interesting example of the role of professional exchanges in the search for new solutions. At last, unions don’t seek conflicts but try to accompany changes, lessening their negative consequences on people.

Originality/value

This work is not an academic one but an approach of the reality of organisations analysed by professionals or future professionals of the public sector, in a kind of ‘peer review’ between different countries. This international dimension is interesting, seeing that few in-depth comparisons between local authorities are made, especially between France and Britain.

Abstract

Purpose

The chapter furnishes empirical evidence about the extent and profiles of autonomy of EU agencies, the modalities whereby they are steered and controlled, and the interactions they have in EU policy networks. It thus provides the bases for a more complete picture of the EU multi-level administration.

Methodology/approach

The research is a survey-based design. A questionnaire was administered between July 2009 and April 2010 to 30 EU agencies included in the study population. The questionnaire was sent to the executive director of all the agencies included in the study. Questions were closed-ended, either in the form of multiple choices – with one answer or with check-all-that-apply and an option for ‘other’ to be filled – or in scale format. The resulting data set included ratio, interval, ordinal, and nominal scales. The reference model employed for the investigation relies on the analytical model developed within the framework of the research project COST Action IS0651 CRIPO (Comparative Research into Current Trends in Public Sector Organization – see also ‘Acknowledgements’) for the study of public agencies in Europe (Verhoest, Van Thiel, Bouckaert, & Lægreid, 2012).

Findings

EU agencies display a rather low level of managerial, especially financial, autonomy; conversely, they enjoy relatively high policy autonomy. As to the way in which multiple ‘parent’ administration steer EU agencies, it emerges a composite picture, in which the crossroads of steering and control by the parent administrations and accountability by the agency lies in the executive director. In terms of interactions within policy networks, EU agencies interact in a significant way with the European Commission, with national-level agencies in the pertinent policy field, and with specific technical bodies where they are part of the configuration of the policy sector, whilst interactions with national ministries as well as with other EU agencies are rare. No single model can capture in full the overall features of EU agencies, although the ‘community level institution’ model seems to capture a number of the profiles of these agencies.

Research implications

Both the literature on EU multi-level administration and research agendas in public management can benefit from inclusion of – and in-depth empirical knowledge about – EU agencies. The chapter provides important empirical evidence to these purposes.

Practical/social implications

EU agencies are actors in European public policy-making, albeit to a varied extent depending on the sector. The extent of autonomy and the way in which they are held to account are crucial aspects for an enhanced understanding of their influence on European public policy-making, as is their location in European policy networks.

Originality/value

Research presented in this chapter is the first systematic empirical investigation of EU agencies encompassing networking, steering and control and autonomy of EU agencies, based on primary data.
