Abstract
Purpose
The purpose of this paper is to examine the 2015 Union Cycliste Internationale (UCI) Road World Cycling Championship in Richmond, Virginia.
Design/methodology/approach
An array of eclectic methods included in situ witness observations of several of the races, 21 semi-structured random interviews and multiple discussions with elements of UCI, the city of Richmond’s planners, residents and business owners during and after the championship in fall 2015.
Findings
This paper has uncovered five findings: First, the material investment was considerably smaller than that of other events (common good criterion CGC i – good governance); second, pre-planning was critical to successfully hosting the event; third, this event included not only two entities as one would expect at first glance, but many (common good criterion CGC ii – good management); fourth, a filière approach to community service and the exploitation of clustered thematic activities was of critical importance to successfully hosting the 2015 UCI Road World Cycling Championship; and fifth, this event enabled the opportunity to market other city and regional assets (common good criterion CGC iii – good outcomes).
Practical implications
Cities hoping to bid for events ought to consider hosting unique events such as road championships. Those cities will benefit from careful event pre-planning, responsible event hosting and post-event legacies in the form of socio-economic and mindscape memories.
Social implications
Bidding and pre-event planning is increasingly seen as an opportunity to locate, create and develop support for common good urban projects, which will remain valuable after the event is over or which will need to be built in spite of the bid’s result.
Originality/value
This study fills an unresearched gap on the impact of events on a city’s future non-motorized sustainable transportation priorities.

Abstract
Recent debates in urban studies and urban anthropology have revolved around the growth of neoliberal economies and their impact on postcolonial cities such as Bengaluru and invoke the phenomenon of the death of the commons. Rather than focusing on a dialectical existence of infrastructures, which suggests a life and death binary, in 2020, I turned my attention to the possibility of a life between and beyond these two binaries through the game of football and its place in Bengaluru. This essay is based on a study of two different types of football fields in Koramangala, Bengaluru, and through this exercise, it intends to examine a potential move towards the viewing of commons as sites of knowledge production for sport, culture, and the city. One of the key ideas around which urban commons are looked at in this essay is through an examination of Bengaluru as a postcolonial city, one which was supposed to uphold a Nehruvian vision, and its transformation into the Information Technology hub of India through a neoliberal turn in urban development. A major concern raised here with neoliberal models of urban development is how people who do not have the monetary capacity to access sports infrastructure end up playing in the postcolonial, neoliberal city.

Purpose
In response to observed changes in the evolving needs of our community, and a call for proactive, strategic planning from campus administration, library and key learning commons partners gathered for a retreat in June 2023 to focus on rightsizing to answer six key questions: What is the right mix of collections to support the teaching, research and learning goals of the Seattle University community? What is the right variety of spaces to support the teaching, research and learning goals of the Seattle University community? What are the right mix of on ground and virtual services to support the teaching, research and learning goals of the Seattle University community? What technologies are needed to support the teaching, research and learning goals of the Seattle University community? What is the right staffing (model, levels+) to support the teaching, research and learning goals of the Seattle University community? What type of library and learning commons do we want to be in five years?
Design/methodology/approach
The article discusses and provides review of literature on concepts like rightsizing and appreciative inquiry/ strengths, opportunities, aspirations and results (SOAR) analysis. It will describe how note-taking, and qualitative analysis of feedback gathered during an in-person exercise can be used to identify actionable goals and activities as a follow-up to an in-person retreat.
Findings
To focus this conversation, an appreciative inquiry approach using a SOAR analysis was used, instead of a traditional strengths, weaknesses, opportunities and threats (SWOT) analysis, to utilize a constructivist approach to future thinking. This case study will explore rightsizing as it pertains to academic libraries, and the use of SOAR as a framework for capturing feedback and discussion.
Research limitations/implications
As the article is a case study, it represents feedback collected specifically from one university library and learning commons. However, the questions asked, and the consolidated feedback are broad enough to be applicable to similar library systems.
Practical implications
The authors aim to demonstrate how appreciative inquiry and strength-based discussions using SOAR can lead to meaningful future-thinking conversations that might otherwise feel threatening. As rightsizing is often connected to downsizing, or conversations about reductions, using techniques like SWOT analysis which focus on weaknesses and threats can lead to anxiety and fear for participants. It can limit conversation, when members of a focus group or retreat feel unwilling to participate. By using constructivist approaches, it invites introspection and participation in a positive way, and focuses on forward thinking – and not just thinking of the present.
Originality/value
Rightsizing discussions are not particularly new or unique to libraries but are most seen in articles discussing collections. The scope of this project was to assess not only collections, but services, technology, staffing and spaces – in addition to our collections. Similarly, SOAR analyses are not the most common form of strategic analysis, and an appreciative inquiry approach to a rightsizing conversation in academic libraries is a relatively timely and new topic.

Purpose
This paper aims to explore the outcomes of an analysis on day by day task – journey planning conduct of senior citizens by using a modern dynamic model and a family unit travel overview, gathered in Bhubaneswar, Odisha, of India in 2018. Design/methodology/approach

Abstract
Purpose
This research investigates how to optimize storage location assignment to decrease the order picking time and the waiting time of orders in the staging area of low-temperature logistics centers, with the goal of reducing food loss caused by temperature abuse.
Design/methodology/approach
The authors applied ABC clustering to the products in a simulated database of historical orders modeled after the actual order pattern of a large cold logistics company; then, the authors mined the association rules and calculated the sales volume correlation indices of the ordered products. Finally, the authors generated three different simulated order databases to compare order picking time and waiting time of orders in the staging area under eight different storage location assignment strategies.
Findings
All the eight proposed storage location assignment strategies significantly improve the order picking time (by up to 8%) and the waiting time of orders in the staging area (by up to 22%) compared with random placement.
Research limitations/implications
The results of this research are based on a case study and simulated data, which implies that, if the best performing strategies are applied to different environments, the extent of the improvements may vary. Additionally, the authors only considered specific settings in terms of order picker routing, zoning and batching: other settings may lead to different results.
Practical implications
A storage location assignment strategy that adopts dispersion and takes into consideration ABC clustering and shipping frequency provides the best performance in minimizing order picker's travel distance, order picking time, and waiting time of orders in the staging area. Other strategies may be a better fit if the company's objectives differ.
Originality/value
Previous research on optimal storage location assignment rarely considered item association rules based on sales volume correlation. This study combines such rules with several storage planning strategies, ABC clustering, and two warehouse layouts; then, it evaluates their performance compared to the random placement, to find which one minimizes the order picking time and the order waiting time in the staging area, with a 30-min time limit to preserve the integrity of the cold chain. Order picking under these conditions was rarely studied before, because they may be irrelevant when dealing with temperature-insensitive items but become critical in cold warehouses to prevent temperature abuse.

Revenue management (RM) is a significant technique to improve revenue with limited resources. With the macro environment of dramatically increasing transit capacity and rapid railway transport development in China, it is necessary to involve the theory of RM into the operation and decision of railway passenger transport.
Design/methodology/approach
This paper proposes the theory and framework of generalized RM of railway passenger transport (RMRPT), and the thoughts and methods of the main techniques in RMRPT, involving demand forecasting, line planning, inventory control, pricing strategies and information systems, are all studied and elaborated. The involved methods and techniques provide a sequential process to help with the decision-making for each stage of RMRPT. The corresponding techniques are integrated into the information system to support practical businesses in railway passenger transport.
Findings
The combination of the whole techniques devotes to railway benefit improvement and transit resource utilization and has been applied into the practical operation and organization of railway passenger transport.
Originality/value
The development of RMRPT would provide theoretical and technical support for the improvement of service quality as well as railway benefits and efficiency.

Abstract
Purpose
The purpose of this paper is to identify the areas and logic of integration of different stakeholders using different methods and to analyse their applicability and challenges in practical projects. The main aim is to describe how these different methods impact value creation.
Design/methodology/approach
Action design research was carried out in a large hospital construction project where the first author acted as an “involved researcher” and the second author acted as an “outside researcher”. Two workshops were organised to evaluate the direct and indirect challenges and benefits of the applied four methods and to explain how different methods enable value creation.
Findings
All the studied methods provide good results in terms of usability and commitment to the aims of the project, thus delivering the direct benefits expected. Process, people and tools logic works well in this case project when applying the methods properly. Significant evidence was provided on secondary deliverables of the methods, and all analysed methods had a significant impact in the area of leading people, clarifying what “focus on people” means and how it is enabled.
Practical implications
Focus on people can be achieved through different operative methods if applied in the right way. It is necessary to select the most suitable methods based on all the direct and indirect deliverables.
Originality/value
This case project offered a platform to analyse integration methods in a real-life project using the collaborative contract method. The authors were able to participate in the analysis by taking action from the very beginning of the project in terms of training, learning, continuous development and coaching of these methods and evaluating the applicability.

Tactical capacity planning is crucial when hospitals must cope with substantial changes in patient requirements, as recently experienced during the Covid-19 pandemic. However, there is only little understanding of the nature of capacity limitations in a hospital, which is essential for effective tactical capacity planning.
Design/methodology/approach
We report a detailed analysis of capacity limitations at a Norwegian tertiary public hospital and conducted 22 in-depth interviews. The informants participated in capacity planning and decision-making during the Covid-19 pandemic. Data are clustered into categories of capacity limitations and a correspondence analysis provides additional insights.
Findings
Personnel and information were the most mentioned types of capacity limitations, and middle management and organizational functions providing specialized treatment felt most exposed to capacity limitations. Further analysis reveals that capacity limitations are dynamic and vary across hierarchical levels and organizational functions.
Research limitations/implications
Future research on tactical capacity planning should take interdisciplinary patient pathways better into account as capacity limitations are dynamic and systematically different for organizational functions and hierarchical levels.
Practical implications
We argue that our study possesses common characteristics of tertiary public hospitals, including professional silos and fragmentation of responsibilities along patient pathways. Therefore, we recommend operations managers in hospitals to focus more on intra-organizational information flows to increase the agility of their organization.
Originality/value
Our detailed capacity limitation analysis at a tertiary public hospital in Norway during the Covid-19 pandemic provides novel insights into the nature of capacity limitations, which may enhance tactical capacity planning.

Abstract
Purpose
This paper aims to explore the Spanish Self-Initiated Expats’ (SIEs) motivations and factors involved in the choice of the host destination.
Design/methodology/approach
Through an exploratory and qualitative study, drawing upon SIE literature on motivations and careers, 22 Spanish SIEs were interviewed in a semi-structured way.
Findings
Most SIEs clearly detailed the line of reasoning behind the host destination choice (specific destination); a second group considered a limited number of potential countries to relocate to (alternative destinations), and the smallest one did not choose a specific location. Career motivations were the most mentioned ones and different degrees of career planning were found: those with a very defined career planning process relied upon one potential destination, while those with a less defined one considered several alternative host destinations. The European Region Action Scheme for the Mobility of University Students experience was one of the most mentioned factors influencing the choice of the host destination, which may be common to other European Union (EU) nationals. As to the limiting ones, the visa requirements outside the EU were identified. Other factors were particular to Spain, such as the perceived need for English proficiency for a successful global career and the degrees of career planning.
Practical implications
These findings may assist Talent Management Managers to align organizational strategies with SIEs motivations. They may also help future Spanish and European SIEs in their individual career management process.
Originality/value
This study contributes to a better understanding of the expatriation motivations and factors influencing the destination location of Spanish SIEs, adding to the SIE and global career literature.

Abstract
Purpose
This paper aims to explore how the time and temporal aspects are managed in a financial accounting outsourcing (FAO) transition process in an international interorganizational context. As a research outcome, the authors identify management interventions of both the service provider (SP) and the outsourcing company (OC) at both the corporate and operational levels.
Design/methodology/approach
The framework by Huy (2001a, 2001b) was used to analyze the qualitative data, which draw on observations, participation in 32 official meetings during the outsourcing process, informal discussions with key actors from the SP and the OC, and archival data of a single case company.
Findings
The authors illustrate how the time and temporal aspects of planned accelerated change are managed through management interventions during the FAO transition process. All four ideal intervention types (commanding, engineering, teaching and socializing) were used sequentially but also jointly to complement one another. The pacing was mostly rapid, owing to strong commanding interventions initiating almost every stage. When analyzing the FAO transition process, the authors identified four stages: contact, contract, convergence and control. Moreover, the authors focused on the role of the operational-level managers and accounting specialists of both organizations. The findings indicate that management interventions vary with the management level.
Originality/value
This study contributes to the interorganizational control literature by considering the time and temporal aspects in planned organizational change and the role of operational-level managers in managing large-scale changes.
